Gascoigne Residents’ Forum Handbook Other important aspects of a good place... 15 MINUTE NEIGHBOURHOOD A 15 minute neighbourhood is a place that provides residents with all of their daily needs within 15 minutes walk ( a short walk or bike ride) of their home. This means that residents should be able to access facilities such as community and youth centres, parks, play spaces, pubs/ community kitchens,corner shops, health centres, bike repair shops etc. A 15 minute neighbourhood is planned for Gascoigne. A 15 minute neighbourhood is also a neighbourhood that focuses on pedestrian use. By focussing on the pedestrian instead of the car means that there’s: • more safe places for people to move around • more types of uses, cycling, walking, playing • a reduction in traffic congestion • a reduction in air pollution • a manageable amount of space available for on-street parking. • an ability to respond to the climate emergency declaration 50

However through the layout and design of a place, safety can be drastically increased. The creation of safe and secure environments include clear and connected road layouts, footpath design that’s safe, lit and overlooked communal areas, dwelling boundaries, overlooked car parking and adequate general lighting. The below outlines some of the principles that designers use to help keep places safe. .... Gascoigne Residents’ Forum Handbook What is estate renewal? Gascoigne Estate is undergoing Estate Renewal. Estate Renewal refers to area-based programmes that improve the housing stock, improves the built environment and enhances other local facilities with the aim of improving outcomes for local residents. Gascoigne Estate renewal is split into the east and western sides. After reading about the vision for Gascoigne earlier in this document do you agree that improvements will be made to the area and for the Gascoigne community? 54

Gascoigne Residents’ Forum Handbook Whilst the aim of Estate renewal is to improve the look, feel and use of a place and enhance people’s lives, estate renewal can also be controversial. The examples on this page highlight a few examples of estate renewal (examples of re-builds and renovations) and the different forms that it can take. It also highlights both of the negative and positive outcomes from each. Gascoigne Residents’ Forum Handbook Learning from Estate Renewal: Past issues and lessons to be learnt from Estate Renewal • avoid the introduction of new gated and unaffordable places • avoid places that are created ‘to‘ the community not ‘for’ the community • Estate renewal can be politically contentious, often due to the above perceptions • can involve disruption and change to established communities sometimes over several years- the impact should be reduced where possible • can result in disagreement between residents and their landlords- communications should be clear Positives - When undertaken successfully, estate regeneration can bring: • safe and better-quality homes for local people; • an increase in supply of new and affordable homes; • more homes of all tenures, • improvements to neighbourhoods incl. a better public realm • new opportunities for training and employment, and • new community facilities, schools and parks etc. (social infrastructure) 58

Managing the impact - Any plan for major changes to a social housing estate needs to be • treated carefully and sensitively and • carried out with the close involvement of residents. For regeneration to be a success there must be • resident support for proposals, • based on full and transparent consultation from the very start of the process, and • meaningful ongoing involvement of those affected. Best practice approach to resident engagement: • Building capacity • Explain what’s in it for the existing community? • Include both leaseholders and freeholders in the conversation as well as the wider community • Explain the delivery processes 59

GASCOIGNE WEST Development Plan • 11 June 2018 outline planning permission was granted for new homes on the western side of the Gascoigne estate in Barking was approved. • The proposal involves demolishing and replacing 179 flats bordering St Pauls Road and Abbey Road, Barking. • Phase 1: Construction is underway for 201 new homes. • Phase 2: Will deliver a further 386 homes. • The development will result in much-needed regeneration comparable to the award-winning redesign of the Gascoigne East neighbourhood, promising significantly more and better-quality housing, in a mix of sizes. This is usually focussed on the environment. However, it also involves economic and social aspects too. CLIMATE CRISIS The threat of highly dangerous, irreversible changes to the global climate. This is described as a crisis because it is likely to cause extreme heatwaves, dried up reservoirs and rising sea levels amongst others. PLANNING PERMISSION Most new buildings or major changes to existing buildings or to the local environment need consent - known as planning permission SNAGGING/ DEFECTS PERIOD Definition of the process of inspection necessary to compile a list of minor defects or omissions in building works for the contractor to rectify. CO-DESIGN an approach to design that actively involves all stakeholders (e.g. communities, council and end users) in the design process to help ensure the result meets their needs and is usable. FEASIBILITY STUDY An assessment of the practicality of a proposed plan e.g. providing a certain amount of homes on a particular site. APPOINTMENT Where an architect or consultant is legally chosen for a particular job. 69
