Gascoigne Residents’ Forum Handbook Building affordable homes is our mission. Be First is a regeneration company, wholly owned by Barking and Dagenham Council. Gascoigne Residents’ Forum Handbook Welcome to the GRF! We’re the Gascoigne Residents Forum (GRF), a diverse group of Gascoigne residents who have come together to inform the design and development of our wonderful neighbourhood! We have been working with Be First and their architects on some really exciting projects, such as the design for our new community centre, the Phoenix pocket park and Gascoigne Park, to name but a few... 2

Gascoigne Residents’ Forum Handbook Introduction Gascoigne The neighbourhood covers an area of 34 hectares and is located immediately to the south of Barking Town Centre and the Barking Station interchange. It is owned and managed by Barking and Dagenham Council. The neighbourhood is currently undergoing significant regeneration, enabled with an outline application that was approved in 2015 for Gascoigne East for 1575 homes and 2018 for Gascoigne West with 850 homes over 3 phases. Our objective at Gascoigne is to create a modern, sustainable new neighbourhood, providing significantly more & better-quality housing, in a mix of sizes, in an attractive, safe & healthy environment. 3

Gascoigne Residents’ Forum Handbook Introduction The role of the handbook... The GRF Handbook outlines your role as a GRF member, what is expected of you, the change that you’re likely to make and some tips to guide you along the way. The handbook will provide you with high level information on what the design process is, what placemaking is and the process of estate renewal, all of which are key topics related to the future vision and change anticipated for Gascoigne. Highlighted (and underlined) words in the document are explained further in the ‘jargon buster’ section at the back of this handbook. Gascoigne Residents’ Forum Handbook What the forum does We believe that engagement with residents is key to designing and building better spaces and buildings, the creation of an environment that nurtures community and wellbeing for all. The Gascoigne Residents’ Forum (GRF) is a diverse group of Gascoigne residents who have been working with Be First and their architects for a year now to inform the design and development of the Gascoigne neighbourhood. Projects that the GRF have worked on so far include the design for the new community centre, the Phoenix Park and Gascoigne Park to name a few! The GRF helps us to ensure that the concerns, aspirations and priorities of local residents are understood and addressed as the neighbourhood develops. 6

Gascoigne Residents’ Forum Handbook Introduction What makes a good member of the Residents Forum? We are recruiting local Gascoigne residents from all age groups and backgrounds to join our Residents Forum. No previous experience is necessary. We want to meet Gascoigne residents who have ideas about the local area and want to get involved. We are looking for people who: • Are residents of Gascoigne • Have the desire and enthusiasm to represent their local community • Can commit to participating in the whole programme (a years’ membership of GRF timetable of events - to be provided) • Are willing to work as part of a team to share ideas and reach a common goal Forum members are selected on the above criteria. Consideration will also be given to ensuring there are a range of people from all ages and backgrounds, with different skills and experiences to be as representative of the Gascoigne community as possible. 9

Gascoigne Residents’ Forum Handbook Introduction What if you have an issue or concern? Our diversity is our strength and as a forum we are guided by our principles: We are one community, and we are stronger together. Everyone in the Gascoigne Residents’ Forum is entitled to an opinion and should be treated with respect and courtesy. As a community we take time to listen, reflect and adapt, and embrace new ideas and change. We take time to identify missing voices and ensure participation so that our discussions and recommendations reflect the diversity and vibrancy of the Gascoigne community. 11

Gascoigne Residents’ Forum Handbook Code of conduct Our guiding principles are underpinned by a Code of Conduct that we ask all forum members to commit to. By members following the GRF Code of Conduct we can create an environment where: • Members conduct themselves in a professional friendly manner • One member does not gain an unfair advantage over another – all are equal • Members do not misrepresent themselves or misrepresent another member The Code of Conduct for all forum members and guests of the forum is as follows: 1. I will arrive promptly to meetings and events. If I am unable to attend or will be attending late, I will inform the meeting chair and/or Be First. 2. I will treat other members and guests with respect and courtesy, in a manner that is fair and unbiased. 3. I will ensure that members and guests of the forum can take part without interruption or intimidation. 4. I will respect and uphold the confidentiality of the Forum, its members and guests at all times. 5. I will not act or speak in a way that may be perceived as bullying, abusive or derogatory, including the use of foul or offensive language. 6. I will not attempt to dominate Forum meetings for personal gain or the gain of other groups or organisations that I am affiliated with. 7. I will not issue correspondence, in the name of the Forum, without the Forum approval. 8. I will not hold meetings, in the name of the Forum, without the Forum approval. 9. I understand that if I breach the code of conduct, I may be asked to resign, or be removed by a Be First or Forum decision. 12

Gascoigne Residents’ Forum Handbook Introduction There may be times when you feel a member’s behaviour or actions have compromised the Forum’s guiding principles and Code of Conduct. If so, the following steps detail how you can raise the issue and how it will be managed: 1. Raise the issue with the Chair and/or GRF Be First representative in an informal private manner via email, or phone call. Please do not raise it publicly at a forum meeting or via an open email chain. 2. The Chair and Be First representative will contact you to discuss the issue in more detail within 2 working days via phone. 3. The Chair and Be First Representative will contact and discuss the issue, where required, with the person who the complaint has been made against to reach a resolution within a further 5 working days. 4. The Chair and Be First Representative will subsequently contact you to discuss the resolution, or steps to resolution with the individual who the complaint has been made against. 5. If you are not satisfied or want to take the complaint further, then raise the concern/complaint formally in writing, outlining the reasons and examples of the basis of the issue. The Be First Representative’s name and contact details can be found at the back of the handbook. 13

Gascoigne Residents’ Forum Handbook The Vision for Gascoigne Our objective at Gascoigne is to create a modern, sustainable new neighbourhood, providing significantly more and better- quality housing, in a mix of sizes, in an attractive, safe and healthy environment.
