A message from the president………..On behalf of the Niagara County Music Educators Association (NCMEA),the county unit of the New York State School Music Association (NYSSMA),I welcome you to the 2018 All County Music Festival Concerts. It truly is myprivilege to preside over these performances that honor the musicalachievements of students across our county, the dedication of their musicteachers, the support of school districts, and the love of families.The All County experience is special. Children from different communities come together, lendtheir talents, and create something beautiful. They work as a team with each member activelycontributing to the final goal. The students think creatively and demonstrate great poise. Theylearn challenging music, work with a new conductor, make lasting friendships, and create memo-ries that will reach far beyond this day. The incredible skills and talent that brought them to this mo-ment will continue on throughout their lives as they shine for years to come. These young peopleare the next generation and will add positively to the community. Previously, she was the fifth and sixth-grade orchestra teacher for Okemos Public Schools in Okemos, MI. Outside of the classroom, she has maintained a private studio for the past eight years. Mrs. Terreri is an active member of the New York State School Music Association, Chautauqua County Music Teachers Association, and the American String Teacher’s Association. She serves as the Tri-M Music Honor Society Advisor at Fredonia High School and is co-chair of the CCMTA All-County Orchestras. As a performing violist and violinist, Mrs. Terreri is an active chamber musician in Western New York, and she has performed with numerous regional orchestras throughout Michigan. Mrs. Terreri is a graduate of Michigan State University’s College of Music, and she is currently pursuing her master’s degree in music education at SUNY Fredonia. Megan Dray is currently in her eighth year teaching instrumental and classroom music at Lockport High School. She teaches Concert Band, Music in Our Lives, Special Education Music, lessons and has directed the pit orchestra for the musicals. Mrs. Dray has also taken on a new role this year as Vice President for Bands for the Niagara County Music Educators Association. Megan has earned an Associates Degree in Music from Niagara County Community College, her Bachelor of Music in Music Education and her Master of Science Degree in Multidisciplinary Studies with a concentration in Music Education and Educational Psychology from Buffalo State College. Although most of her time is dedicated to her family and teaching, she loves performing when she is able. She has performed in the Western New York area in multiple pit orchestras, community groups, and chamber ensembles as well as with the Erie County Wind Ensemble. Mrs. Dray is very excited to be working with the NCMEA Junior High Band this year and hopes that the students truly enjoy their experience.12

He supervises student teachers and teaches courses in instrumental music education, jazz, composition, improvisation, and arranging. Prior to his appointment at Buffalo State, Dr. Filsinger taught courses, lessons, and ensembles at The University of the Arts, University of Pennsylvania, Temple University, University of Rochester, Greece Central School District, and Hamburg Central School District. Dr. Filsinger earned a Ph.D. in Music Education and a Master of Music in Jazz Studies and Contemporary Media at the Eastman School of Music. At Eastman, he assumed numerous teaching assistant positions and was awarded the prestigious Donald J. Shetler Prize in Music Education in 2010. Dr. Filsinger also taught trumpet lessons, composition, and the Junior High Jazz Ensemble through the Eastman Community Music School.Dr. Filsinger has presented research and best practice workshops on the roles of improvisation and composition in musicteaching and learning at many state, regional, national, and international music education conferences including theInternational Society for Music Education 30th World Conference in Thessaloniki, Greece; 2012 Biennial Music EducatorsNational Conference in St. Louis, MO; Suncoast Music Education Research Symposium in Tampa, FL; and NationalAssociation for Music Education conferences in New York, Massachusetts, Maryland, Connecticut, and Pennsylvania.A versatile trumpet performer, Dr. Filsinger has performed with many orchestras, ensembles, and artists including theBuffalo Philharmonic Orchestra, The Temptations, Irish Tenors, Harry James Orchestra, and orchestras for severalBroadway National Tour Shows. He has recorded for GIA Publications, Inc. and has been a guest jazz artist and clinicianfor Area-All State festivals, All County festivals, school concerts, and competitions around New York State. Dr. Filsinger’sintermediate-level jazz ensemble arrangements have been performed around the United States. As a conductor, teacher, clinician, and scholar, Patricia O'Toole has established a reputation for promoting comprehensive music education and is committed to diversifying music education practices. Drawing inspiration from around the world, O’Toole has studied at the University of Legon, West Africa; the Conservatory of Music in Papeete, Tahiti; and at the Irish World Music Center in Limerick, Ireland. O’Toole has a long list of published articles in addition to her book, Shaping Sound Musicians. She is a frequent conductor and adjudicator for festivals and honor choirs. O'Toole is presently a community educator in Columbus Ohio, where she pursues her musical, theatrical and social justice passions.14

She currently directs the 5th Grade Band, 6th Grade Band, 6th-8th Grade Middle School Jazz Band, and also teaches classroom general music. Mrs. Dray holds a Bachelor of Music in Music Education from SUNY Fredonia, a Performer’s Certificate in Clarinet from SUNY Fredonia, and a Master of Education in Music Education from University at Buffalo. She also has completed certification in GIML Music Learning Theory and is a member of NCMEA, NYSSMA, NYSBDA, and NAfME. Mrs. Dray has been involved in NCMEA as a chairperson for multiple ensembles and has taken on the role of Vice President of Advocacy this year. She is thrilled and honored to be conducting and hopes the students will have a wonderful experience! She actively performs in Western New York, often with the Lockport Palace Theatre pit orchestra, and has performed in the area with other pit orchestras, community groups, and the Erie County Wind Ensemble. When not teachingor performing, Mrs. Dray loves spending time with her large extended family. She and her husband, Kevin, currentlyreside in Lockport with their loving mini dachshund, Hercules. Mrs. Constance Allison received a Bachelor of Fine Arts degree in Music Education from Roberts Wesleyan College and a Masters in Music degree from the State University of New York at Buffalo. She has taught music at all levels and recently retired as director of vocal music from Lockport High School. During her tenure at LHS, Mrs. Allison directed the concert choir, vocal jazz ensemble, symphonic chorale, co-directed the annual musicals and formed the madrigal singers. Mrs. Allison has served as guest conductor and accompanist for several music festivals throughout New York State. She has also directed the Lockport Chorale, served as assistant conductor for Amherst Bel Canto Choir, and vocal director at Lancaster Opera House. Mrs. Allison has performed with the Artpark Opera Chorus, Western New York Opera, Greater Buffalo Opera, Freudig Singers of Western New York, Buffalo Master Chorale, Opera Sacra and is currently a member of the Buffalo Philharmonic Chorus. Mrs. Allison is active as a certified voice adjudicator for the New York State School Music Association, a member of ACDA andNafME. She has been named to Who’s Who Among American Educators, and was selected Educator of Distinction bythe National Society of High School Scholars.16

By her senior year, she was running the program. It was an easy transition for her into the public school system after that. A few years later, she graduated cum laude from the University at Buffalo with an Ed. M in Music Education. Mrs. Roushey is going into her tenth year of teaching, primarily working with young string students. She has worked for the Lancaster Central School District, the Grand Island Central School District, Buffalo Public Schools, and is currently working for the West Seneca Central School District. Mrs. Roushey splits her time between four schools teaching 240 eager first and second year string players. When she is not at school, Eve has a thriving private studio out of her home. She currently performs with the Buffalo State Philharmonic. She resides in Kenmore with her husband; Daniel, and their two dogs; Addie and Andrew. She is honored and excited for the opportunity to work with the string students of the Niagara County Music Educator’s Association JuniorHigh Orchestra. William Larrabee is in his twenty-fifth year as band director at Alden High School where he conducts the Concert Band, Wind Ensemble, Jazz Ensemble, Pit Orchestra and Pep Band. A native of Niagara Falls and graduate of Niagara Falls High School, Bill earned his undergraduate degree from SUNY: Fredonia and his Masters degree from the University at Buffalo. He began his career as band director at Johnstown High School, about 30 miles west of Albany, before returning to Western New York in 1993. During his tenure, the Alden High School bands have traveled to music festivals in Chicago, Orlando, Washington, Boston and Virginia Beach where they have received superior ratings, including first place in their division at the Dixie Classic National Adjudicators’ Invitational in 2011. Mr. Larrabee has been a woodwind adjudicator for numerous county and NYSSMA festivals as well as chairing several Area-All State Ensembles. Besides performing with area community bands, he is completing his sixth year as president of the Erie County Music EducatorsAssociation. His other professional memberships include NYSSMA, NYSBDA and NAFME.Bill lives in Buffalo with his wife Elizabeth, an art teacher, and their two sons, Owen and Jacob.18

Mr. Welcher is currently adjunct professor at Syracuse University where he serves as the director of two vocal jazz ensembles,and as professor of jazz voice in the Setnor School of Music's Jazz/ Commercial Applied Music Program. He is also a student teaching field supervisor for the Setnor School of Music. Mr. Welcher has conducted festival choirs throughout New York state, as well as all-state jazz ensembles in Rhode Island and New Hampshire. For 23 years he was Vocal Music Director at Oneida High School in Oneida N.Y. He conducted Concert Choir, Freshmen Boys Chorus, Girls Chorus, Vocal Jazz Ensemble, Chamber Choir and two contemporary a cappella groups. Prior to that Mr. Welcher taught Jr/Sr High Vocal/General Music at Greene Central School in Greene, NY.Mr. Welcher served as New York State School Music Association Conference Vocal Jazz Ensemble chairman for the1997-98 and 2001-2002 conferences. He is a certified NYSSMA Vocal Jazz Adjudicator and serves on the NYSSMAManual committee as vocal jazz editor. Mr. Welcher is a certified judge for the International Championship of CollegiateA Cappella.Mr. Welcher was a member of the teaching staff for Summer Vocal Institute at Providence College from 2003 to 2007and the ACDA Eastern Division Repertoire and Standards Committee Chairman for Vocal Jazz from 2000 to 2006. He iscurrently serving as the Jazz representative for NYACDA's Repertoire and Resources Committee.Mr. Welcher has performed with the Syracuse Vocal Ensemble since 1998. He is an active jazz vocalist/pianist andchurch musician. Mrs. Naomi Moore has been teaching instrumental music in the Lockport City School District for 14 years. Lockport has been named a 2016 and 2017 Best Community for Music Education by the NAMM Foundation. She currently directs the Grade 5 band at Emmet Belknap Intermediate School and co-directs the grade 6 band and the Grade 5/6 Jazz Ensemble. Mrs. Moore holds a B.A. in Music Education and a Performer's Certificate from SUNY College at Fredonia and a M.A. in Music Education from the University at Buffalo. She has directed the NCMEA All-County Junior High Band in 2010 and the NCMEA All-County Junior High Jazz Band in 2011. She has also worked with the Summer Honors Band in 2016 and 2017, held in the Starpoint Central School District. Mrs. Moore is a clarinetist, performing in WNY when she has some free time. She is also an active member of Lockport Alliance Church, where she sings and plays drumset with the church worship team. Mrs. Moore is a member of NCMEA, NYSSMA and NAFME. She and her husband, Kenneth, currently reside in Lockport, NY. They have two young children, Preston (6) and Gabriel (4).20

Mr. Shaw is the cellist of the Oakgrove Quartet, which has played in Bermuda and Yellowstone National Park in addition to frequent appearances around Western New York. Mr. Shaw is a member of the Erie County Music Educators Association, New York State School Music Association, and Music Educators National Conference. He has performed with the Buffalo Philharmonic, Western New York Chamber Orchestra, Amherst and Cheektowaga Symphonies. He has been Chairman of Erie County High School Orchestra for many years, and has conducted the Niagara County Junior High and Erie County Elementary and Jr. High Orchestras. He also served as manager and librarian for the Greater Buffalo Youth Orchestra and house manager forthe Buffalo Philharmonic. A local of Niagara County, Drew Burke is the Director of Choral Activities for grades 5-12 at Barker Central School and is involved in the leadership of the Niagara County Music Educators Association. Drew has enjoyed directing the Lock City Glee Club (Lockport) since 2014 and the St. George Antiochian Orthodox Church Choir (Niagara Falls) since 2010. Drew has directed junior high county choruses for Niagara and Orleans County and is always excited to serve as a guest conductor or clinician. When not conducting, Drew enjoys singing with the Lockport Chorale and performing with Lake Plains Players. A 2008 graduate from Houghton College with a B.Mus. in music education and a 2010 graduate of the University of Buffalo with a M.Mus. in voice performance, Drew now lives in the City of Lockport with his ballerina wife Molly and basset hound Sherman.22
