What is e-Access? • e-Access is the acronym for the word “electronic access”. • From Merriam-Webster’s Online Dictionary, the word “access” means “the ability to enter”, or “pass to or from a place”, or “to communicate with a person or thing”. • In 1Citizen Program, e-Access is about Understanding the privilege to use electronic information in society as well as the rights to an equitable, secure and reliable access. Digital Divide • The 2nd World Summit on the Information Society was held from 10-12 December 2003 in Geneva in order to discuss the issues of digital divide (digital gap) concerning urban and rural areas. • During the meeting, the United Nations insisted that by 2015 more than half of the world population should have Internet access. Case Study 1 – Finland.. • The Finland government have taken steps to promote the use of Internet. - Starting in July 2009, telecommunication companies in the northern European nation will be required to provide all 5.2 million citizens with Internet connection that runs at speeds of at least 1 megabit per second. The country aimed for speeds that are 100 times faster; 100 megabit per second for all by 2015. Ts. MOHD HATTA BIN HJ MOHAMED ALI @ MD HANI

Case Study 2 – Seoul, South Korea • South Korea is one of the advanced countries in terms of information technology. • If you are a fan of Korean dramas and movies, you will notice that the actors and actresses also sport mobile phones, no matter how poor they are. Case Study 3 – Amsterdam, Netherlands • Amsterdam is well-known to be one of the world’s most connected cities in Western Europe. The Internet is available in even the most lonesome spots in the town, and it is said that you can actually use the Internet even if you are riding your bike. • In addition, Amsterdam also has the highest household Internet penetration rate; 83%, and this is expected to increase to 88% in 2013. Case Study 4 - Benin • Republic of Benin, a country in West Africa. It borders Togo to the west, Nigeria to the east and Burkina Faso and Niger to the north. Case Study 5 – Cuba • Slow Internet access becomes a curb in Cuba - With less than 2 per cent of the population online, Cuba is one of the world’s most backward countries as regards Internet usage. • According to Reporters Without Borders, Cuban government uses several mechanisms to ensure that the Internet is not used in a “counter-revolutionary” fashion. Case Study 5 – Cuba.. • Firstly, the government has more or less banned private Internet connections. To visit websites or check their email, Cubans have to use public access points such as Internet cafes, universities and “Youth computing centres” where it is easier to monitor their activity. Ts. Case Study 5 – Cuba.. • Second, the Cuban government also installed software on all computers in Internet cafes and big hotels that triggers an alert message when “subversive” key- words. This is to ensure that there is no Internet access for its political opponents and independent journalists, for whom reaching news media abroad is an ordeal. Ts. Case Study 5 – Cuba.. • Third, the Cuban government have taken measures to restrict the use of Internet - A website author can get a 20-year prison sentence for writing a few “counter- revolutionary” articles for foreign websites, and a five-year one just for connecting with the Internet in an illegal manner. Case Study 6 - Myanmar • Myanmar has been connected to the Internet since 2000. The military government restricts Internet access through software-based censorship using software provided by U.S. company Fortinet. The software limits the material citizens can access on-line, especially email service providers and pornographic websites. • The government also charges high prices to connect to the internet, and then charges on a per-hour basis once connected. Case Study 7 - Afghanistan • Afghanistan - Under the Taliban, Afghan citizens were completely cut off from the Internet. The government banned the Internet in 2001 because it contained \"obscene, immoral and anti-Islamic material.\" • In 2006, just few citizens are allowed to have Internet access. Ts. Case Study 8 – Other Countries • In 2006, Reporters without Borders (Reporters sans frontières, RSF, a Paris- based international non-governmental organization that advocates freedom of the press) published a list of the “13 enemies of the Internet“. • The organization classifies a country as an enemy of the internet because \"all of these countries mark themselves out not just for their capacity to censor news and information online but also for their almost systematic repression of Internet users.
