2MATINO, MAHUSAY AT MAAASAHANSeal of GoodLocal GovernancePursuant to Memorandum Circular 2016-01 dated 5 January 2016, the SGLG , “an award and incentive program for performing local governments, continues in 2016in the pursuit to encourage and challenge all provinces, cities and municipalities toimprove their performance and service delivery set across the core areas of FinancialAdministration; Disaster Preparedness; Social Protection; and any of the essentialareas, namely, Business-Friendliness and Competitiveness; Peace and Order; andEnvironmental Management, otherwise known as the ‘3+1’ principle of the Seal.” For CY 2016, the LGUs were assessed by the DILG, partner agencies and the civil society organizations. The DILG deliberated the results and came up with seventeen (17) awardees in the region. Among the SGLG awardees are three (3) provincial governments, four (4) cities and ten (10) municipalities. For this year’s implementation, the CSIS was pilottested in thirty-one (31) target municipalities. 5 ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Newly-Elected Officials ProgramA program of the Department ofthe Interior and Local Government(DILG) implemented through the LocalGovernment Academy, the NewlyElected Officials (NEO) Program aimsto capacitate the new officials inleading their local government unitsin becoming competitive, efficient andresponsive institution for development.The program is composed of fivecomponents namely: EnsuringSmooth Transition, Jumpstarting LocalGovernance, Looking Forward to BetterGovernance, Sharpening the Saw, andEnhancing LGU Performance.67 DILG IV-A conducted a 2-day seminar for Local Chief Executive (LCEs) for the Newly-Minted and Re-elected & Comebacking LCEsCITIES & on August 9-10 and September 6-7 in Tagaytay City. A total of 67 LCEs from different Cities/Municipalities attended and trained towardsMUNICIPALITIES the betterment of basic services delivery.Trained on the The program also serves as an avenue to guide Local Chief ExecutivesNewly-Elected (LCEs) in governing their respective cities/municipalities. It focusesOfficials (NEO) primarily on the Programs, Plans and Activities (PPAs) of the DepartmentProgram in order to orient the participants towards the thrust of the government. In addition, Federalism, as the next logical step under Decentralization, was discussed by Dir. Edmund Tayao of the Local Government Development Foundation (LoGoDeF). Partner agencies such as DTI, PDEA, OCD, CSC, TESDA, PNP, BLGF, NEDA, DOST, DBM, COA, DOH, DSWD, PAGASA, and Phivolcs attended the activity and presented their mandates.

Barangay Mamatid, City of Cabuyao, Laguna Component City Category DILG CALABARZON conducted an awarding ceremony for the Regional Winners of the 2016 LTIA on July 28, 2016 at the SEARCA Barangay Cagsiay 1, Mauban, Quezon Auditorium, UPLB Campus, Los Baños, Laguna. 1st-3rd Class Municipality Category Each Regional Winner Lupons received a Plaque of Recognition and Barangay Bataan, Sampaloc, Quezon Cash Prize amounting to Fifty Thousand Pesos. The cash incentive 4th-6th Class Municipality Category is expected to be utilized for development projects of the barangay relative to the implementation of the Katarungang Pambarangay. The following Regional Winners received their prizes, to wit: Barangay Marketview, Lucena City (HUC Category); Barangay Mamatid, City of Cabuyao, Laguna (Component City, Category); Barangay Cagsiay 1, Mauban, Quezon (1st-3rd Class Municipality Category); and, Barangay Bataan, Sampaloc, Quezon (4th-6th Class Municipality Category). The awarding ceremony was attended by punong barangays, barangay secretaries and members of the Lupon of the abovementioned barangays. Sampaloc, Quezon Mayor Noel Angelo T. Devanadera graced the event in support of Barangay Bataan. Members of the LTIA Regional Awards Committee also attended the event and they received a Plaque of Appreciation for the efforts they dedicated during the LTIA assessment. ARD Ariel O. Iglesia, CESO V highlighted the important roles of the Lupong Tagapamayapa in ensuring amicable settlement of cases. BLGS Director and concurrent DILG Regional Director Manuel Q. Gotis, CESO III, in his inspirational message, congratulated the Regional Winners and mentioned the brief history of the LTIA implementation. RD Gotis added that the government saved billions since the Katarungang Pambarangay was implemented. In closing, Hon. Jose Erwin C. Esguerra, Sr., the Regional President of the Liga ng mga Barangay thanked everyone for their untiring effort to maintain the peace and order in barangays of CALABARZON.

7 ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCEBARANGAY ASSEMBLY DAY (BAD) Conduct of Barangay Assembly DaySec. 397 and 398 of LGC of 1991 require the Barangay Assembly 4,011 Barangaysto meet twice a year, to hear and discuss the semestral report of First Semesterthe Sangguniang Barangay concerning its activities and financesas well as problems affecting the barangay. Proclamation No. 260 4,002 Barangaysdated September 30, 2011 declares the last Saturday of March Second Semesterand the Second Sunday of October as Barangay AssemblyDays. Consistent with the above-cited laws, the conduct of Brgy.Assembly Day (BAD) for the first and 2nd semesters of CY 2016were set on March 26, 2016 and October 9, 2016, respectively. WELCOME TO BRGY. MATINOKATARUNGANG PAMBARANGAY (KP)BLGS targeted 12 barangays in Region IV-A for the 2016 Training on Gender-Responsive, Child-Friendly and Culture-Sensitive Katarungang Pambarangay (KP).Target participants to the said training, were 24 Lupong Tagapamayapa Membersfrom 12 barangays of the Municipality of Pakil, Laguna. An amount of Seventy SixThousand Eight Hundred Pesos (PhP 76,800.00) was provided by DILG CentralOffice for the said activity. DILG IV-A thru DILG Laguna Province conductedthe Roll-Out Training on March 30-31, 2016 at Tala Resort Hotel and Restaurant,Rizal, Laguna. There were 26 total training participants from 13 barangays of theMunicipality of Pakil, which include 12 Punong Barangays, 12 Barangay/LuponSecretaries, a barangay Kagawad and a Lupong Tagapamayapa Member.Barangay Barangay Governance Performance 3,213 BarangaysGovernance with BGPMSPerformance Management System (BGPMS) is a mechanism 1,677 BarangaysManagement with SBGRSystem which seeks to determine and establish(BGPMS) the level of performance of the barangay government in relation to the mandates of the 1991 Local Government Code and other related laws. BGPMS serves as guide for the higher LGUs, the national government and other service providers to determine the kind of policy and program intervention the barangay needs. It induces awareness leading to barangay’s stimulation to improve its current performance and productivity.

8MATINO, MAHUSAY AT MAAASAHANLeague AssistanceDILG CALABARZON constantly provided technical assistance tovarious leagues in the region especially during the conduct of theirrespective Provincial and Regional Chapter elections.On the Regional level, assistance was provided to the NationalMovement of Young Legislators during their Regional election onAugust 12, 2016 at Summit Ridge Hotel, Tagaytay City, Cavite.The DILG spearheaded the conduct of election and the eventualoath taking of elected league officers. The same assistancewas also provided to the REGIONAL ASSEMBLY OF THE VICEMAYORS’ LEAGUE OF THE PHILIPPINES (VMLP) CALABARZONon October 25, 2016 at Century Park Hotel, Malete, Manila; andto the Regional Election of the Philippine Councilors League onNovember 29, 2016 at One Tagaytay Hotel, Tagaytay City, Cavite.The DILG CALABARZON also provided technical assistance to theLiga ng mga Barangay Regional Chapter in crafting their ProvincialAction Plan on Anti-Drug Abuse. The said activity was conducted onNovember 08-09, 2016 at Days Hotel, Tagaytay City, Cavite.Education Driveon FederalismRecognizing one of the thrusts of President RodrigoRoa Duterte, the DILG CALABARZON also conductedvarious initiatives regarding federalism. Secretary Ismael‘Mike’ D. Sueno likewise said “educating the publicon what federalism is all about” is the key to get theconsensus of the public on the proposed shift from thecurrent democratic to federal form of government. Theinitial steps towards this endeavor was discussed duringthe consultation meeting with the MRRD Movementfor Federalism conducted on October 24, 2016 at theDILG IV-A, Barangay Parian, City of Calamba, Laguna.As an offshoot of the October 24, 2016 coordinationmeeting, discussion about federalism was includedin the program of activities for the MASA MASIDregional Launching held on November 10, 2016 at theDevelopment Academy of the Philippines. The activitywas attended by more than three hundred individualscomposed of the Provincial and City/Municipal ChapterPresidents of Liga ng mga Barangay, faith-basedorganizations, Civil Society Organizations and partneragencies. Atty. Ace Gomez of the MRRD Movement forFederalism discussed the basic concepts of federalismand its advantages.Bearing in mind that one of the clear benefits the localgovernment units (LGUs) can get from a federal stategovernment is fiscal autonomy, the proposed moveto federalism continued to gain support from the localchief executives as regional and provincial focal personsassisted the MRRD Movement for Federalism in theeducation drive in CALABARZON.

As such, an UBAS Focal Person’s Seminar on Bottom-up Budgeting (BuB) Monitoring was conducted on June 1, 2016 at the Development Academy of the Philippines attended by Asec. Josefina Castilla Go. Also part of UBAS’ capacity development of organized BATs was the conduct of the Training on Alternative Solid Waste Management Technology in partnership with the Manila Bay Regional Technical Group. The aforementioned training, which targeted LGUs from the provinces of Cavite, Laguna and Rizal, focused mainly on organic and earth friendly ways to reduce solid waste and turn it into more useful materials such as biogas and organic fertilizers. With the President’s revitalization of the Mamamayang Ayaw sa Anomalya, Mamayang Ayaw sa Ilegal na Droga (MASA MASID), UBAS became a key part of the program through the Community-Based Rehabilitation Network that aimed to aid in the physical, mental and spiritual rehabilitation of surrendering drug dependents as part of the Philippine National Police’s Oplan Double Barrel. Along with the aforementioned activities, a total of 4 quarterly regional technical working group meetings were conducted for C. Y. 2016.

10MATINO, MAHUSAY AT MAAASAHANPeace and Order Public Safety Plan (POPS)The Department of the Interior and Local Government is requiring all the Local Government Units to come upwith their respective Peace and Order and Public Safety (POPS) Plan.The said plan will embody the proposed actions of the LGUs to fight criminality including illegal drugs and ensurepublic safety within their area of jurisdiction. In reference to this requirement, DILG CALABARZON providedorientation to all the DILG Provincial Directors and Cluster Heads on September 09, 2016 at Montevista Resort,City of Calamba, Laguna. A Regional Orientation/Training for POPS Plan Formulation was also conducted by theBureau of Local Government Supervision (BLGS) in partnership with DILG CALABARZON.As requested, personnel from DILG CALABARZON assisted the Municipality of Kawit, Cavite in crafting their POPSPlan on November 21-23, 2016 at Maisaito Homes, City of Imus, Cavite. An orientation was also provided by theDILG to the Planning and Development Coordinators in a one-day briefing conducted on December 02, 2016 inTagaytay City, Cavite. The DILG and PNP personnel in all the LGUs in Laguna Province were also provided withthe orientation on formulating the POPS Plan on December 20, 2016 at the Laguna Provincial Capitol Compound,Sta. Cruz, Laguna.Regional Management and Coordinating Committee (RMCC)DILG CALABARZON spearheaded the conduct of quarterly meetings of the Regional Management andCoordinating Committee (RMCC).The First Quarter 2016 meeting was held on March 30, 2016 at the Development Academy of the Philippines,presided by the then Assistant Secretary for Plans and Programs and concurrent OIC-Regional DirectorJosefina E. Castilla-Go. The RMCC discussed the possibility of implementing the Barangay Kontra DrogaProgram, the drug situation and the peace and order concerns in the region.The Second Quarter meeting of the RMCC was conducted on May 05, 2016 at El Cielito Hotel, City of SantaRosa, Laguna. Preparation for the May 2016 election was discussed extensively during the meeting. Thethen Undersecretary for Public Safety, Atty. Peter Irving C. Corvera joined the committee in discussing thepeace and order concerns that must be addressed viz-a-viz the May 2016 election.On July 22, 2016, the RMCC CALABARZON met at RSM Lutong Bahay, Bacnotan Drive, City of Calamba,Laguna. This is the first RMCC Meeting attended by newly installed DILG CALABARZON Regional DirectorManuel Q. Gotis. The RMCC extensively discussed the Anti-Drug Abuse Program to be implemented inthe region. The memberswere updated on the peace and order and drug situations, the internal security concerns and the electionmatters. Regional Director Icaro of the COMELEC attended the meeting. After the May 2016 election, theRPOC was convened on September 19, 2016 at El Cielito Hotel, City of Santa Rosa, Laguna. The anti-drugabuse programs which will be implemented in the region was discussed.The RPOC CALABARZON did not meet for the Second Quarter of the Year 2016 due to the May 2016election. Quorum could not be mustered as most agencies are pre-occupied with the tasks of ensuringsafe and orderly elections while members from the Local Government Units are busy with their respectiveelection bid. For the Fourth Quarter of the current year, RPOC Meeting was initially scheduled on December13, 2016 but the same was cancelled due to unavailability of key members of the council.

The program aims to strengthen community involvement, raise awareness and to illustrate to the public the importance of recycling waste water. Part of the program are the regular clean-up activities of the LGUs. Every month, a date is being set by the LGUs for their clean-up participated by the community to collect/dredge wastes from the rivers, creeks, and waterways that flow towards the Manila Bay and its watershed. After each clean up, Lakbayan on Wheels, headed by the Manila Water Inc., was being discussed and presented to different audiences – kids to adults and public to private sector – to educate them of the process of how used water can be made safe again for the animals that dwell in our water areas. A ceremonial pledge of commitment by posting a leaf signed by the participant, was done after every activity.

Public Financial Management Aimed at strengthening support to the local government units (LGUs) in revenue generation and expenditure management through capacity development of oversight agencies and LGUs from 2012-2016, the Support to the Local Government Units for More Effective and Accountable Public Financial Management (LGU PFM 2) is a four (4) year European Union (EU) - funded initiative. It is implemented by the Department of Budget and Management (DBM), in coordination with the Department of the Interior and Local Government (DILG), Department of Finance – Bureau of Local Government Finance (DOF-BLGF), and National Economic and Development Authority (NEDA). The Municipality of Angono was chosen as one of the 16 focus LGUs in the country to undergo the LGU-PFM 2 program. One of its key project is the provision of technical assistance in the formulation of Comprehensive Development Plan (CDP) on June 28, 2016. The formulation of CDP was jointly handled by the RIAT with the Department as the lead facilitator utilizing the CDP Guide Tool developed by the Bureau of Local Government Development (BLGD). During the Local Development Investment Programming phase of the CDP, BLGF and DBM provided their expertise in Revenue Forecasting & Expenditure Framework/ Forecasting, respectively, by utilizing the tools that they developed for the purpose. Moreover, NEDA has given the guidance to Angono insofar as the vertical linkaging of their local plan to the regional & national plans. These collaborations helped the municipality in drafting their CDP which was eventually approved on December 2016.
