MESSAGE FROM THE REGIONAL DIRECTORTime and time again, the DILG has always been at the forefront in implementing national government programs that have played major roles in the continued strengthening of the local government units in the country. CY 2015 was nodifferent as the hard-working men and women of the DILG Region IV-A pooled theircollaborative efforts together into achieving compliance of the department’s targets. Inspired by Sec. Mel S. Sarmiento’s leadership and working through acombination of brilliance on the part of the Regional Management, innovativenessfrom the field operators, and dedication from the entire team, difficult tasksencountered in the discharge of the DILG’s responsibilities were easily overcome.Strong showings in the implementation of the department’s programs once morehighlighted the office’s commitment in promoting excellence in local governance. With the challenges of CY 2015 well underway, it is my fervent hope that theDILG CALABARZON family continue with its noteworthy endeavors and sustain itsrole as an effective catalyst towards progress. During the past year, I have beena witness to the strong bond and camaraderie existing between and among theemployees which have proved vital in sustaining the exemplary performance of theteam through the years. MESSAGE FROM THE REGIONAL DIRECTORCY 2015 was a challenging one for the CALABARZON Region. We were confronted with a myriad of challenges brought about by the natural calamities that hit the country. But like the bamboo which is pliant and can endure and adjust to extremeweather, we were nevertheless victorious, which is a testament to our resiliency inhurdling whatever obstacles put before us. The performance of our duties as public servants has continuously been theutmost concern of each personnel even if some were victims of these calamitiesthemselves. This indomitable will proves that we are living testaments to ourdepartment’s vision of being the primary catalysts for excellence in local governance. Teamwork played an important role in all we had achieved this year. As theold American saying goes: ”United we stand, divided we fall.” CY 2015 saw all of usremain undaunted in our vocation to serve. MESSAGE FROM THEASSISTANT REGIONAL DIRECTORWe are pleased to present to you the 2015 accomplishment of DILG Region IV-A (CALABARZON). CY 2015 served as a challenging year for DILG IV-A CALABARZON composedof five (5) provinces, one (1) HUC, 18 Component Cities, 123 Municipalities, and4,011 Barangays. In line with our approved 2015 Annual Operations Plan and Budget(AOPB) we were able to implement programs and conduct various activities thatpromote dynamism and innovations in the Department. Capacitating and empowering the local government units (LGUs) particularlythe city, municipal and barangay officials thru the department’s seminars andtrainings incorporated in the 4 outcome areas are only few of the initiatives andundertakings of DILG IV-A which could contribute to achieve the Sectoral Outcomeof “Sustainable Development-oriented Local Government” leading to the SocietalOutcome of “Poverty in Multiple Dimensions Reduced and Massive QualityEmployment Created.” Despite the busy year, I am also pleased to note that DILG IV-A personneldid not succumb to all the pressures and challenges. In fact this resiliency of ourpersonnel further motivated, empowered, and inspired our client LGUs which haveshown change in perspective as more committed and fully determined publicservants. 1 ACCOUNTABLE,TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE This is a condition when LGUs observe the most basic tenets of local governance that the Local Government Code (RA 7160) expects them to adhere to which are critical ingredients in making them capable of meaningfully working for and contributing to the realization of the three sub-sectoral outcomes.

The Full Disclosure Policy and the BarangayFull Disclosure Policy Compliance of LGUs is being reported through accomplishing the report forms shared to respective Google Drive accounts of provinces and HUC. % %99 100or 4,006 Barangaysare compliant to or 5 Provinces, 142the FDP Cities & Municipalities, are compliant to the Online FDPThe Full Disclosure Policy is a government’s policy that requires local officialsof provinces, cities and municipalities to fully disclose particular financialtransactions of the LGU to keep their constituents informed of how the LGUbudget is managed, disbursed and used. This is part of the efforts of the DILGand the National Government to ensure transparency and accountability amongLGUs, consistent with the spirit and requirements of the DILG MemorandumCircular 2010-083 entitled Full Disclosure of Local Budget and Finances, and Bidsand Public Offerings, which was subsequently adopted as a requirement in the General Appropriations Act.7 2015 DILG IV-A calabarzon.dilg.gov.ph ANNUAL REPORT

SEAL OF GOOD LOCAL GOVERNANCE The Seal of Good Local Governance wherein the Local Government Units were assessed not just on the core component of transparency, accountability and people’s participation; but also on their performance on different facet of governance like business friendliness and competitiveness, peace and order, social protection, disaster preparedness and environmental management. During the year 2014, the LGUs were assessed by the DILG, partner agencies and the civic-society organizations. The DILG deliberated the results and came up with the twenty six (26) awardees in the region. Accountable, Transparent and Effective Local Governance LUPON TAGAPAMAYAPA INCENTIVE AWARDS DILG Region IV-A conducted an awarding ceremony of LTIA Regional Winner on July 28, 2015 at the Development Academy of the Philippines in Tagaytay City. The activity aims to further highlight the accomplishments of the Regional winners and recognize their excellence in the implementation of Katarungang Pambarangay. The four (4) Regional Winners (please see table below) received a plaque of recognition and a cash prize amounting to P50,000.00 The said amount provided by the BLGS will be utilized for development projects conceptualized by the barangays. Members of the Regional Awards Committee also received a Plaque of Appreciation for their dedication and support during the assessment of entries. 4 Barangay Marketview, Lucena City Barangay Molino III, City of Bacoor Barangay Manggahan, General Trias, Cavite Barangay Bataan, Sampaloc, Quezon RECIPIENTS RECOGNIZING EFFECTIVE LOCAL GOVERNANCE LOCAL LEGISLATIVE AWARDS All Provinces have already reorganized their ProvincialAwards Committee and all Provincial entries were assessedat the Provincial level during the quarter. Regional AwardsCommittee has already been reorganized and assessment ofqualifying entries shall be conducted during the 4th Quarter. SEARCH FOR BEST PERFORMING BARANGAYS IN LUCENA CITY An annual search spearheaded by the DILG Lucena City Office. The activity aims to cover barangay initiatives Good Financial Housekeeping; Public Safety, Peace and Order; Anti Drug Abuse Katarungang Pambarangay, Disaster Preparedness; Child Friendly and Barangay Legislation. For this year, Barangay Marketview headed by Punong Barangay Edwin H. 2 SOCIALLY PROTECTIVE AND SAFE LGUSThis is a condition where LGUs are capable of addressing the well-beingof all members of the community specifically the marginalized andvulnerable groups, and of ensuring livability in communities.This can be attained when LGUs put premium on and adequately addressthe needs of the people, most especially the marginalized, including thosethat are vulnerable in their communities such as the women and childrenand those belonging to the informal sector, who neither live in nor own theirhomes. In its broad sense, social protection is concerned with preventing,managing, and overcoming situations that adversely affect people’s well-being and consisting of policies and programs designed to reduce people’spoverty and vulnerability by among others diminishing their exposure to risks,and enhancing their capacity to manage economic and social risks. On theother hand, safe emphasizes the condition where the people live and go onwith their lives free from any fear, worry or threat of being victims of violenceor exploitation or of being mired in the middle of conflicts that slow down if not altogether stall their and their communities’ development.dilgr4a 122015 DILG IV-A ANNUAL REPORT

Socially Safe and Protective LGUsPAYAPA AT MASAGANANG PAMAYANAN (PAMANA) INTERVENTIONS FOR 201588 Trained on Barangay Justice SystemBarangays project entitled Creating Gender-Responsive,of Catanauan, Mulanay, Child-Friendly and IP-San Narciso, Lopez and Relevant KatarungangBuenavista, Quezon PambarangayThe training served as an avenue to a) Explain the duties and responsibilities of the Lupong Tagapamayapa for a Gender-Responsive, Child-Friendly and IP- relevant Katarungang Pambarangay; b) Discuss salient features of various lawson children, women and indigenous peoples as guide in performing the functions of a Lupong Tagapamayapa; and c)Demonstrate knowledge and skills in the conduct of mediation, conciliation, and arbitration that gauge the adequacy intransferring technology to Lupon members. PAMANA is the national government’s convergence program that extends development interventions to isolated, hard-to-reach and conflict-affected communities, ensuring that they are not left behind. A complementary track to peace negotiations, the program is anchored on the Aquino administration’s strategy of winning the peace by forging strategic partnerships with national agencies in promoting convergent delivery of goods and services, and addressing regional development challenges in conflict-affected and vulnerable areas. In the CALABARZON the First Quarter Earth Quake was held in Barangay Queensrow, City of Bacoor on March 27, 2015. Along with the other regional line agencies, DILG assessed the conduct of the earthquake drill and observed the LGU’s capacity in responding to an earthquake. Notable innovations Aksyon Laban sa Droga Aasenso ang Bayan (ALDAB) Director Renato L. Brion, CESO III in collaboration with the Local Chief Executives from the 2nd District of Quezon initiated the program in combating the fight against the distribution and use of illegal drugs. Its aim to establish a strong nation and healthy citizenry was crafted during the conduct of series of meeting prior to the conduct of the activity. The event was participated by 100-200 contingents from the six (6) participating LGUs. Each contingent was headed by the C/MADAC members (LCE, PNP DepEd, DOJ, Local Health Officer, Local SWDO, Local Information Officer, CSO/NGO/UBAS and the DILG Family. Other attendees include Punong Barangays, Barangay Kagawads, Barangay Tanods, school Principals, TFYD – students/OSY and media representatives. Brion formed the SMX Governance Fair Composite Team and instructed tehm to capitalize on the opportunity to promote the Department’s programs, projects and activities, DILG IV-A also targeted a larger crowd to maximize the prospect of inspiring our communities in advocating good governance practices.
