Republic of the Philippines CAMARINES NORTE STATE COLLEGE F. Pimentel Avenue, Brgy. 2, Daet, Camarines Norte – 4600, Philippines Ret. Judge Antonio C. Entienza Campus As part of its Extension mandate, the Research and Extension Services Unit of Camarines Norte State College – Ret. Judge Antonio C. Entienza Campus initially conducted the Participatory Rapid Rural Appraisal (PRRA) on September 7, 2021, in Barangay Tabugon, Sta. Elena, Camarines Norte as the target beneficiary of the different research and extension services of the campus. The said endeavor was participated in by representatives of the various sectors in the community, such as the elementary and secondary teachers, the elderly, the youth, the agricultural sector, the business sector, the barangay officials and representatives of barangay committees. Through the PRRA, the top three problems of the community have been identified. They are in relation to Health, Education, and Livelihood. The topmost problem identified in education is with regard to students’ literacy. The findings point to the high incidence of struggling readers among students in Leocadio Alejo Entienza High School (LAEnHS). Series of interviews with the teachers were conducted to clearly identify the root causes of the problem. Through consultations and dialogues, it was found out that the factors associated with the high incidence of struggling readers are: lack of parental involvement, high incidence of malnutrition, unbalanced teacher-pupil ratio in the classroom, lack of time management among working students, inadequate reading intervention program, and lack of exposure to reading materials. In effect, struggling readers have poor reading comprehension, low involvement in academic activities, and decreased functional performance that requires reading. Upon identifying key data related to the needs of the target beneficiaries, series of activities will be provided in order to improve the academic and functional performance of students, through equipping them with needed reading skills and strategies. To sustain the project and realize the primary goal of this project, the active involvement of stakeholders such as students, parents, teachers and school administrators from CNSC Entienza Campus and Leocadio Alejo Entienza High School is earnestly sought. The proponents from the Bachelor of Secondary Education Program, with the supervision of the Extension Services Unit will focus on providing extension programs, projects, and activities for the improvement of junior high school students’ reading skills. Initially, a logical framework was created to clarify the purpose and clearly define the key elements of the project. Various activities on improving the reading performance of the target beneficiaries will be implemented with the active involvement of the local government, the private sector, BSEd English Pre-Service Teachers, and other student volunteers. This extension project is anchored in the CNSC Extension Agenda Delivering Inclusive Service through Knowledge sharing and Application of Research-based Technology to Empower communities (DISKARTE), and the Literacy Enhancement and Assistance Program (LEAP), as the main program of Research and Extension Unit of the Entienza Campus Teacher Education Program. For DISKARTE, this extension project is part of the CNSC Extension Program Kolehiyo at Komunidad, Katuwang sa Pag-Unlad (KKK).
