PREFACE The “ASEAN Centre for Public Health Emergencies and Emerging Diseases\" (ACPHEED) The four pillars of the ACPHEED operations include 1) prevention and preparedness such as incident management training and the development of coordination networks, 2) detection and risk assessment through a regional laboratory network and field epidemiologists develop surveillance standards and risk assessment guidelines, 3) response by adopting a risk communication principle with a network of experts and a regional response team for risk communication, and 4) coordination of the aforementioned three pillars by exchanging information, enhancing potential and researching innovation. Regarding the four pillars of the ACPHEED’s operation, Thailand has a good reputation in these capacities for disease prevention and control at the national and international levels. Past experiences of responding to many emerging infectious diseases, readiness from training courses with wide varieties of platforms, and expertise for arrangement of exchanging study visits would be great resources to increase capacities and abilities of ASEAN Member States to cope with any forms of public health threats under the ACPHEED. Thailand is among the top choices to be the host of the ACPHEED. Therefore, the Thai cabinet endorsed to support the conceptual framework and continuing the fiscal budget of the ACPHEED on November 3, 2020, if Thailand is chosen to be the host of the ACPHEED by a consensus among the ASEAN Member States. We, in collaboration with national and multi-sectoral experts and partners, continue our strong commitment to invest in research and innovation, and to develop policies, strategies and guidelines for improved surveillance, prevention and control of diseases for better health and better lives.

Look inside the ACPHEED Home 1. Good Governance: ACPHEED is owned and driven by ASEAN member states and supported by development partners - ASEAN members make up at least 70% of the governing board (with Thailand at 20%) and they will take turns to chair, staff, and recruit from ASEAN member states 2. Financial sustainability: Thailand will fully support all operation costs in the first three years during the initial phase; after that Thailand will contribute up to 10 million USD per year, depending on the action plan as agreed by the Executive Board. ASEAN member states and development partners contribute in cash or in kind based on a voluntary basis. 3. Sustainable Legal status: It will be stablished as an IGO under the Act on Privileges and Immunities for International Organizations and International Conferences in Thailand B.E. 2561 (AD 2018). This will allow sustainable legal status under the Thai law with all diplomatic privileges and immunity for ACPHEED staff. 4. Sustainable Office and Logistics: Two potential sites for a temporary office, ready to be used, one in the MOPH and the other in central Bangkok, with good communications and apartments/condo for housing facilities and public communication.

Estimated budget that the Thai government can support for the ACPHEED For all types of operations, including materials, equipment, tools and capital expenditures for equipment, construction and personnel, the total of the estimated expenditure is at 750 million baht for the year of 2021 - 2025 (approximately 25 million USD per year). POTENTIAL LOCATION FOR ACPHEED SASAKAWA BUILDING AUGUST 29, 2018 4:30-6:00 PM ROOM 204 The Sasakawa Building is in the Ministry of Public Health Campus next to the (National Institutes of Health) NIH The building is for research on Leprosy prevention in Thailand, especially in research in laboratory animals. Supportive facilities in the campus, include a sport complex (swimming pool, indoor stadium, tennis courts, football grounds, running and cycling lanes, etc.).

POTENTIAL LOCATION FOR The Bangrak Excellence Center ACPHEED started construction in 2017 and is planned to complete in 2021. BANGRAK EXCELLENCE The laboratory network and CENTER computer system have been already set. There are a wide variety of facilities including the dispensary, big common areas for patients, medical record rooms, checkout counters, lab center, travel medicine center, research center, training center, meeting rooms, canteens and staff residence. It is a very pleasant environment and is connected to the BTS sky train, There are many international schools and public and private hospitals in close proximity.
