Luis Alberto Caicedo Aguilar (Justo Pastor) was born in 1916 in Palmira, Valle del Cauca, Colombia. He died in 1989 in Cali, Valle del Cauca, Colombia. Estudiante de la escuela Primera y en Yanaconas con los Hermanos Maristas, estudió en la Universidad del Cauca entre 1936 y 1941, obteniendo el Título de Ingeniero Civil, siendo Rector de la Universidad el Ilustre Colombiano Dr. Baldomero Sanín Cano (se graduaron 6 Ingenieros).Realizó prácticas de Ingeniería con su Tío Joaquín Caicedo Espinosa Palmirano (Ingeniero constructor de la carretera Armenia - Ibagué y fundador de Puerto Caicedo en el Putumayo). En 1946 ocupó el cargo de secretario de obras públicas del departamento. Construyó la primera etapa del Colector del río Palmira, en bóveda de Ladrillo y base de concreto. Su vida trascurrió en la construcción de las carreteras Nacionales, tales como: Carretera Panamericana Popayán Pasto, destacándose la construcción del puente sobre el río Juanambú (con 120 metros de altura); constructor de la carretera Bogotá Fusagasuga; Buga Loboguerrero; Primera etapa de la ampliación de la recta Cali -Palmira y de sus primeros Puentes Elevados; Constructor de Acueducto de Girardot.
