AACCUP Level 1 Accreditation BEED PROGRAM A. IMPLEMENTATION I.1. The library develop an explicit statement of its goals and objectives in conformity with the mandate of the institution. I.2. The library is administered and supervised by: I.2.1 a full-time professional librarian I.2.2 at least master’s degree holder in MS Library and Information Science of Made/MA in Library Science I.3. The Head Librarian directs and supervises the total operation of the library and is responsible for the administration of its resources and services I.4. The Head Librarian, preferably with an academic rank, actively participates in the academic and administrative activities of the institution. I.5. The annual accomplishments and other reports of the library are promptly submitted to the higher offices concerned. I.6. A library development plan is prepared in consultation with the institution’s officials and stakeholders.

The library is administered by a full-time professional licensed librarian. She holds a degree in Bachelor of Secondary Education major in Library Science.

The library is administered by a librarian with master’s degree in Library and Information Science (MLIS).













AACCUP Level 1 Accreditation BEED PROGRAM I.3. The Head Librarian directs and supervises the total operation of the library and is responsible for the administration of its resources and services.

The Head Librarian supervises both the financial, material and human resources of the library, it services and programs. Her supervisory functions range from upervision and control of the operation of the library and the implementation of the rules and guidelines governing th use of its facilities and capital resources, supervision and evaluation of performance of library personnel, and evaluation of the library programs and services.



Functions of Head Librarian General Work Responsibility The Head Librarian assumes the responsibility to promote the optimum use of the library facilities and capital resources for students, faculty and administrative staff personnel of the WVSU in consonance with the mission and objectives of the university. While the University Librarian Facilitates the performance of the different services and programs performed in/by the library as well as the acquisition of the books, periodicals and non-print material needed and sees to proper administration of them, she shall maintain all such records as would facilitate the implementation of programs/services and safeguard the efficient use of the library’s collections and facilities. Specific Duties: 13.Formulate objectives of the library that will be reflective of the mission and objectives of the institution; 14.Determine requirements for books, periodicals, equipment, and supplies for current year; 15.Establish a system for acquisition of the capital resources and facilities of the library; 16.Formulate and implement policies and development programs for the library-holdings, staff, and facilities; 17.Plan and schedule the annual library development program; 18.Prepare and recommend budget proposals for books, periodicals, library materials, and equipment; 19.Supervise and control the operation of the library and implement the rules and guidelines governing the use of its facilities and capital resources. 20.Establish linkages with various individuals or agencies that are possible sources for the development/improvement of the library; 21.Supervise and evaluate the performance of the library personnel and the library programs/services; 22.Prepare annual/periodic reports of the library 23.Act as secretary to the Library Committee; 24.Perform other related duties delegated by higher authorities. Functions of Technical Librarian General Work Responsibility The main responsibility of the head of technical services is to plan for the proper organization of the technical services section and ensure that the library collection is balanced and updated as support to the curricular programs of the university and in compliance with the prescribed standards. Other responsibilities include selection, acquisition, cataloging and classification and inventory. Specific Duties: G. Planning, organizing, implementation and control 5. To design a plan for the flow of the process involved in the technical section; 6. To formulate policies and guidelines governing section; 7. To supervise the implementation and control of procedure in the section; and 8. To secure all newly acquired and unprocessed library materials. H. Collection Development 6. To do collection evaluation to determine the strengths and weaknesses of the collection; 7. To check library holdings against standard bibliographies to ensure the quality of the collection; 8. To coordinated with the department heads//faculty regarding their suggestions/recommendations of books to be purchased; 9. To determine the materials that need to be weeded out in consultation with the Library Committee, 10.To prepare a list of discarded materials. I. Selection and Acquisition 5. To evaluate the books and other library materials to be purchased; 6. To facilitate the selection and acquisition of books, serials/journals and non-book materials to support the curricular offerings and research related activities of library customers; 7. To perform the financial requirements for transaction made from collections selected and acquired; 8. To monitor financial accounts expended through acquisition activities of the library.

J. Classification and Cataloging 5. To classify, assign subject headings, and prepare process slips, librarian’s card and different catalogue cards, to newly acquired library collections. 6. To maintain the card catalog; 7. To make and proofread new catalog cards before filing these in catalog cabinets; 8. To prepare bibliographic entries for newly acquired collections and disseminate/advertise the list to users. K. Inventory 3. To initiate the inventory of the different sections of the university library; 4. To make an annual inventory report of the materials/collections of the library. L. Indexing and abstracting 5. To select periodicals/journal entries that are relevant/ that support the curriculum; 6. To assign subject headings to news/journals/editorial columns relevant to the curriculum; 7. To prepare indexes to selected periodicals/journal entries that support the curriculum for easy access and/or retrieval by users; and 8. Functions of Reader Services In-Charge General Work Responsibilities The Circulation/Reserve section takes charge of the services of the section/s and provides easy access to materials for prospective users. The library assistant/clerk performs inventory in the section/s assigned in coordination with the Technical services section. The library assistant also identifies collections to be bound/ repaired or to be reviewed by the library committee for eventual weeding. Looks after the cleanliness and orderliness of the library. Specific Duties: E. Circulation Service: 7. To render circulation service to users and implement the circulation of the library; 8. To supervise; e. The filing of catalogue cards in the card catalogue cabinet; f. The shelf reading of books in the circulation section of the library; g. The operation of the section and the implementation of the circulation policy; and h. The library assistants assigned in the section. 9. To prepare the library’s statistical report on circulation 10.To charge out and take in borrowed books; 11.To assist the library committee in the deselecting/ weeding out of books from the circulation section; 12.To assist the technical section in the inventory of collections and in the care and repair of materials in the circulation section; F. Reserve collection services 11.To loan out or take in books borrowed by users and implement the policy for circulation of the reserve collection; 12.To provide students with reserve books to enable users to have access to the reserve collection; 13.To monitor the operation of the section; 14.To prepare statistical report on reserve book service operation; and 15.To assist the technical section in the inventory collections in the reserve section and in the care and repair of materials in the area.

G. Maintenance Personnel: 3. Maintains the cleanliness and orderliness of the university library and assist other area when needed, 4. Prepares financial report of photocopying and internet services H. Professional Development : 3. To attend internal and/ or external seminar/trainings/workshops/meetings and other professional gathering of the institution which may lead to professional growth and improve the academic environment/services of the library. 4.
