HELPING KEEP OUR COMMUNITIES SAFE PROTECTIVE SERVICES POLICE AND RCMP ARCHITECTURAL EXPERIENCE

Saddleridge Multi-Services Station, Calgary, AB (Design: Linus Murphy, S2))

WHO WE ARE In today’s world of constant change in public safety and the wellbeing of citizens, S2 is an advocate for protective service facilities that are secure, adaptable, supportive, and focus on the needs of our first responders. S2 is an Architectural, Interior Design and Master Planning firm with more than 26 years of award-winning experience. We are a full service firm with studios in Vancouver, Calgary, and Edmonton. Our Public Safety Team has built our work around collaboration and communication. Through our work with Public Safety Clients, including many municipal Police Departments and the RCMP, we have developed a profound respect for those who ensure security in our communities. Our commitment to Protective Services Clients is to create functional, responsive and thoughtful design, through a collaborative and inclusive design approach.

OUR DESIGN APPROACH Thoughtful design meets the stringent criteria required for Protective Services facilities – response times, security, community engagement, equipment layout, workflow, and a supportive environment for employees. We understand the importance of programming and planning for the technical needs of all operational spaces, and the building as a whole. Successful projects in this sector require an approach based on collaboration, communication, and knowledge of highly complex regulations and requirements. Creating a functional building is key for optimizing operational capacity and enabling the important work of protecting citizens.

We have developed synchronized timing of design disciplines and consultants for a truly integrated delivery model. We actively evolve our design knowledge through ongoing research, conferences and industry connections to better inform design solutions for Protective Services facilities. Our design process is engaging, collaborative, strategic and transparent, with communication at the core.

Cambie Fire Hall, Vancouver, BC (Design: Robert Lange while at DGBK)

The facility is designed around two prime considerations: the most current and “high-tech” aspects of Forensic Police work, and the training needs of Police in the Lower Mainland. Thus, the building was designed with robust materials in simple and flexible planning forms with very “police-like” materials. The most visible end of the building is the “target end” which is the firing range; clad with perforated cement panels as a play on the notion of bullet holes. The pattern was developed as an abstraction of a map of crime incidences in Vancouver. The exterior of the Forensic components look very much like DNA strands wrapping around the building – slick metal panels were selected to evoke this. For the interior, cement panels were used to mimic the exterior. Steel millwork references firearms. $45M budget | 4,400 sq. m | 2011 | Robert Lange, Architect, DGBK Project Design & Image Credit: DGBK Architects VANCOUVER POLICE TACTICAL TRAINING CENTRE CITY OF VANCOUVER

All found property and evidence collected by the Vancouver Police Department is brought to the Property and Forensic Storage Facility for recording and storage. The 9,050 square metre facility accommodates the Property and Evidence, and Forensic Vehicle Examination, and Information Management Departments. The evidence storage component is designed to house all types of evidence, including firearms, drugs, DNA samples. It is equipped with freezer rooms and climatic controls to provide the proper conditions to prevent degradation of evidence. In addition, it was designed to a ‘Post Disaster’ level in order to protect evidence during a seismic event. The Property Office was designed in accordance with the VPD’s protocols for chain of custody of submission, recording and storage of evidence. The Vehicle Exam area accommodates an open garage for 14 vehicles and 6 separate forensic bays with two of them designed to allow for larger vehicles. The Information Management Systems department on the upper level provides space to accommodate files for criminal investigations for the next 30 years. $22.1M | 9,050 sq. m | 2012| LEED® Gold | Robert Lange, Architect, DGBK Project Design & Image Credit: DGBK Architects VANCOUVER POLICE FORENSIC STORAGE FACILITY CITY OF VANCOUVER

Serving a number of communities in Calgary’s northwest, this 4-bay multi- services facility provides a complete number of essential services to the area including Fire, Police, EMS and Animal Bylaw services. The building faces the main industrial community thoroughfare acting not only as a gateway along the ‘community route’, but also as a civic destination for community activities. The building design responds to the prairie style design guidelines established for the industrial park and showcases a rain garden as a demonstration of stormwater management techniques. The building, designed to LEED® Gold standard, is centered around shared services and shared facility as well as shared operational functions. $12M |2.200 sq. m | 2016 | Linus Murphy, Architect, S2 ROYAL VISTA MULTI-SERVICES FACILITY CITY OF CALGARY

The new facility aims to provide a truly integrated space for Fire, EMS and Police services in response to the disconnected spaces S2 was approached with. The facility was designed to have the majority of spaces shared by the three departments to encourage interaction and camaraderie among staff and create efficiencies for building costs and maintenance. This level of integration is very rare, providing an unique opportunity for the City of Spruce Grove to be at the forefront of Protective Services Station design. Key shared program areas will include a kitchen, fitness space, training areas and simulations, meeting rooms, administrative spaces, washrooms, change rooms and parking. S2 brings many years of experience with designing program-specific and integrated Protective Services Buildings. $25M | 3,716 sq. m | 2018| Linus Murphy, Architect, S2 SPRUCE GROVE PROTECTIVE SERVICES CITY OF SPRUCE GROVE

RCMP HPDPL Civic June 14, 2018 1:2,000 S2 is engaged in the renovation of the Burnaby High Processing Drug Processing Facility - a facility which provides space for sampling exhibits for potential contamination of dangerous substances. The existing drug processing area at the Burnaby RCMP lacked secure and controlled access, and it also required a specialized contained suite with PPE to safely handle and process high-risk and extremely toxic drugs. The renovation consists of a specialized space for drug exhibit handling, and a high-level analysis of the condition and suitability of existing infrastructure. The main goal is to provide a safe and secure physical workspace that is appropriately located, sized and serviced to accommodate handling and testing of drug exhibits. S2 is providing and managing schematic design, design development, construction documents, bidding, and contract administration. $400,000 construction budget | 2020 completion date | Robert Lange, Partner-in-Charge, S2 | AJ Vaid, Project Manager, S2 RCMP HIGH POTENCY DRUG PROCESSING FACILITY RCMP & VPD WESBROO PROGRAMMING & INTE CITY OF BURNABY The information has been gathered an d a ssembled on the City o f Burna by's LOCATION: UBC, Vancouv computer systems. 1DGBK This study was to provide a gap analysis and schematic planning solutions to accommodate growth for the RCMP and Vancouver Fire Rescue Services, which share this building. This project utilized an inclusive workshop approach with both agencies to develop their individual programmatic requirements for the next 30 years. Robert Lange led a full team of consultants to assess the condition of the building and systems, identify the programmatic and functional deficiencies affecting service delivery, develop the spatial needs program, and produce schematic planning options for re-use or redevelopment. Planning options were developed based on the new program that included reorganization of the existing building areas and additions to the building to address the gap between the new programmatic requirements and the existing building area. The final deliverable for this project was a report including a building condition and functional analysis, spatial needs program, interior planning options, building addition schematic design, and a Class D cost estimate. 2015 | Study | Robert Lange, Partner-in-Charge, DGBK Study & Image Credit: DGBK Architects OK MALL— Process Four and DGBK were engaged to Relevance: ERIOR OPTIONS provide programming and planning options for » Development of a program for the RCMP and the VFRS in response to changing requirements RCMP/FIREHALL CONDITION ASSESSMENT, PROGRAM AND SCHEMATIC PLANver,BC the Vancouver Fire Rescue Services (VFRS) and the RCMP University of British Columbia (UBC) Detachment located on Wesbrook Mall. » Evaluation of the current and future facility UBC RCMP The options were in response to VFRS' plans to needs through a user workshop process » Program and design compliance with current incorporate spaces designated for community Police and Fire Fighting Best Practices
