2. ROLE OF MUMBAI METROPOLITAN REGION DEVELOPMENT AUTHORITY The Mumbai Metropolitan Region Development Authority was established in accordance with the Mumbai Metropolitan Region development Authority Act, 1974 on 26th January, 1975. Since its inception, MMRDA is engaged in preparation of regional plan, development of new growth centres, coordination of programmes, financing infrastructure projects of other agencies and implementation of projects. The Authority was established for the purposed of planning, coordination and executing the plans and projects in the proper, orderly and rapid development of MMR. As per the government of Maharashtra notification dated 19th September, 2019 the earlier 4355 sq.km MMR region has been extended to 6639.48 sq.km after adding the entire Palghar Taluka and the remaining parts of Vasai, Alibaug, Pen, Panvel, Khalapur Talukas. The 6639.48 sq.km. region consists of 9 Shri. R. A. Municipal Corporation's of Greater Mumbai, Thane, Kalyan-Dombivali, Vasai- Virar, Navi Mumbai, Ulhasnagar, Bhiwandi-Nizampur, Panvel and Mira – Bhayandar and 9 Municipal Councils of Ambarnath, Kulgaon-Badlapur, Matheran, Karjat, Khopoli, Pen, Uran, Alibaug, Palghar and one nagar Panchayat along with 1,469 villages in Thane, Raigad and Palghar Districts. However, following the provision's of MPCAct, 1999 MMRDAhas been assisting the Mumbai Metropolitan Planning Committee in the preparation of 3rd Regional Plan for MMR. The Authority has prepared the 2nd Regional Plan, 1996- 2011, finalized land use strategy for the MMR and streamlined the direction of urbanization. As directed by MPC, authority has prepared & published the draft Mumbai Metropolitan Regional Plan, 2016-2036 in September, 2016. After following the procedure, MMRDA has submitted the modified DRP 2016-2036 to MMPC on 30thOctober, 2017. MMPC has further submitted the same to GoM for sanction with necessary modifications. MUMBAI METRO RAIL PROJECT Mumbai, the financial capital of India, is the heart of commercial and trade activities of the country. More than 12 million people (78% of the total) travel daily by Public Transport with modal share of 52% by Rail & 26% by Bus. The existing suburban system is under extreme pressure & the role of the bus system is mostly limited to providing feeder services to the Suburban railways. Due to geographical constraints, there is a limited scope to expand the existing road & rail network capacity. Many pockets in Island City & Suburbs are not served by the rail network. A 12-Car suburban train having super dense crush capacity of about 2,400 persons (Standing + seating together) is carrying more than 5000 persons. Due to inadequate capacity of Mass Transit System, the share of public transport declined from 88% to 65% during the last two decades. On an average there are 12-15 deaths reported daily on Mumbai suburban rail system. This has resulted in exponential rise in private vehicles on the roads. With a view to provide safe, reliable and comfortable rail based mass transit system to the people of Mumbai and to supplement the Mumbai Suburban Rail System, MMRDA prepared a Master Plan through M/s.Delhi Metro Rail Corporation (DMRC) who were assisted by TATA Consultancy Services (TCS) and Indian Institute of Technology (IIT), Mumbai in May 2003. The Master Plan has been partly modified, keeping in view the recommendations made in the Comprehensive Transport Study, to cover a total length of 172 km. Out of this 7
Master Plan, Metro line-1 (Versova-Andheri-Ghatkopar corridor – 11.4 km) was commissioned on 8th June, 2014 through PPP. Metro Line-3 (Colaba-Bandra- SEEPZ - 33.5 km), fully underground, has been taken up with JICA assistance through MMRCL. Progress in last four years: - In the beginning of 2015, with the objective of improving the traffic and transport situation in MMR in the next 4 to 5 years, DMRC has been entrusted to update the DPRs of the elevated metro corridors of the Mumbai Master Plan covering 118 km in the Mumbai Region. The Hon'ble Prime Minister laid the foundation stone on 11th October, 2015 for two Metro projects: Metro Line 2A (Dahisar (E) – D. N. Nagar) of length 18.6 km and Metro Line 7 (Dahisar (E)- Andheri (E)) of length 16.5 km. The completion cost of Line 2A is Rs. 6,410 Cr. and Line 7 is Rs. 6,208 Cr. of which civil works costing Rs. 3,607 Cr. of Line 2A and Rs. 3,962 Cr. of Line 7 are funded by MMRDA/ State Govt/ MOHUA and balance cost is being funded through ADB & NDB loan assistance of Rs. 2,803 Cr. for Line 2A and Rs. 2,246 Cr. for Line 7. The civil works have already commenced on both the corridors. The lines would be completed by 2020 and will benefit about 9 lakh commuters and substantially reduce the traffic on road & the congestion in the suburban trains. Subsequently the DPRs for Metro Line 2B viz. D. N. Nagar-Mandale of length 23.64 km and Metro Line 4 viz. Wadala-Ghatkopar-Mulund-Thane- Kasarvadavali of length 32.32 km have been approved by the State Government. The civil works are funded through MMRDA/ State Govt/ MOHUA and Rolling Stock and Systems are planned to be funded through external loan assistance from ADB & NDB for Metro Line 2B and from KFW for Metro Line 4. About 18 lakh commuters are expected to benefit from these two projects. The cost of Line 8
2B is Rs. 10,986 Cr. And Line 4 is Rs. 14,549 Cr. The Hon'ble Prime Minister laid foundation stone for both Line 2B and Line 4 on 24th December, 2016. Contracts for civil works for Line 2B & Line 4 are already awarded in April 2018 and civil works have commenced. Further, DPRs for Line 5 (Thane-Bhiwandi-Kalyan) of length 24.9 km costing Rs.8417 Cr.; Line 6 (Swami Samarth Nagar-Jogeshwari-Kanjurmarg- Vikhroli) of length 14.5 km costing Rs. 6,672 Cr. have also been approved by the State Government on 21st December, 2017. Civil works of Line 6 have commenced. Line 9 is extension of Line 7 from Andheri (E) - Airport and from Dahisar (E) – Mira Bhayander of length 13.5 km costing Rs. 6,607 Cr. has been approved by the State Government on 11th September, 2018. The State Cabinet in its meeting held on 27th December, 2018 has accorded approval to Line 4A: Kasarvadavali to Gaimukh of 2.7 km. LOA has been issued for civil work of Line 4Aon 11th September, 2019 and civil works have commenced. The Hon'ble Prime Minister laid the foundation stone for Line 5 & Line 9 on 18th December, 2018. The Metro line 5 current status: General Consultant (GC) for the project appointed on 13th August, 2019. Details Design Consultant (DDC) appointed on 05th July, 2019. First package for civil works awarded on 09th August, 2019 and civil works have commenced. Recently State Cabinet accorded approval for Metro Line 10, 11 & 12. Metro Line 10 from Gaimukh to Shivaji Chowk (Mira Road) (length 9.2 km & costing Rs. 4,476 Cr.), Line 11 from Wadala to CSMT (length 12.7 km & costing Rs. 8,739 Cr.) and Line 12 from Kalyan to Taloja (length 20.7 km & costing is Rs. 5,865 Cr.). The Hon'ble Prime Minister laid the foundation stone for Metro Line 10, Line 11 & Line 12 on 7th September 2019. The Prime Minister also laid the foundation stone for Metro Bhavan, which will operate metro lines in Mumbai. Hon'ble PM inaugurated Bandongri Metro Station and the first metro coach 9
under the Make in India initiative. At an event in Mumbai, the Prime Minister also released a Brand Vision Document for Maha Mumbai Metro. In addition, DMRC is updating DPR for faster metro connectivity between Mumbai and Navi Mumbai International Airport, Line 13: Shivaji Chowk (Mira Road) to Virar and Line 14: Kanjurmarg to Badlapur is being studied by Milan Metro Ltd. to examine Public-Private-Partnership (PPP) options. With the addition, the total length of Metro Corridors will be 337 km and the aim is to complete most of these corridors by 2023-2026. When all these metro lines are completed, the metro system will have ultimate capacity to carry about 100 lakh commuters daily, which is 1.3 times capacity of Suburban Railway system of Mumbai. With this, the Public Transport System capacity will get more than doubled giving relief for next four to five decades for traffic problems of Mumbai. After implementation of these Metro corridors, about 1 crore commuters are expected to get benefitted which in turn will substantially reduce the traffic on Roads and congestion in Suburban Railways. Metro Line – 1 Versova-Andheri-Ghatkopar Corridor The 11.4 km. long Versova-Andheri-Ghatkopar (VAG) elevated Metro Corridor has been implemented to provide connectivity to Eastern and Western suburbs and to Western and Central railway. It also provides interchange facility with the central and Western Railway at Ghatkopar and Andheri respectively. This corridor reduced the travel time between Ghatkopar and Andheri from 70 minutes to 20 minutes. The corridors cater to MIDC, SEEPZ and other commercial areas in the suburbs. 11

A Special Purpose Vehicle (SPV) – Mumbai Metro One Private Limited (MMOPL) – has been incorporated on 22nd December, 2006 jointly by Mumbai Metropolitan Region Development Authority (MMRDA), Reliance infrastructure Ltd. (RIL) and Veolia transport, France, for the implementation of Mass Rapid Transport System (MRTS) for the VAG Corridor. Project Cost The Metro Line-1 project is implemented on Public-Private-Partnership (PPP) basis. The estimated cost of the Project, while signing the concession agreement was Rs.2,356 Cr. The debt equity ratio is proposed as 70:30. Out of the total equity, the Reliance Infrastructure Ltd. has paid 69% of the equity (Rs.353.28 Cr.), the MMRDA has paid 26% of the equity (Rs.133.21 Cr.) and Veolia Transport, France has paid 5% of the equity (Rs.25.6 Cr.). The MMRDA had paid a Viability Gap Funding (VGF) of Rs.650 Cr., out of this Rs.471 Cr. have been contributed by Government of India and Rs.179 Cr., contributed by MMRDA. MMRDA has provided funds for utility shifting, land acquisition, Rehabilitation & Resettlement etc. Project Status Metro system has been inaugurated by Hon'ble Chief Minister of Maharashtra on 8th June, 2014. Mumbai Metro Line-1 carries, on average, about 4.80 lakh passengers daily on week days. More than 40 corers commuters travailed till date. Metro Line-2A (Dahisar- D. N. Nagar) DMRC had completed DPR for Line-2A (Dahisar-Charkop-Bandra- Mankhurd Part-I Dahisar-D. N. Nagar). As per DPR, corridor has a length of 18.60 km (fully elevated) and consists of 17 elevated stations. The completion 13
cost of project is Rs. 6,410 Crore (including all taxes and IDC) the authority accorded its approval in its 138th meeting and the Cabinet accorded approval on 6th October, 2015. On 11th October, 2015 Bhoomipoojan was performed by Hon. Prime Minister, Government of India. The project is being implemented by DMRC on deposit work basis. Contractors have been appointed for civil works and physical progress of (civil) 74.24% has been achieved. Also, all tenders for Track, Rolling Stock, AFC, E&M, S&T, PSD, lift & Escalator and OHE works have been awarded. The corridor is proposed to be completed by 2020. Metro Line-2B (D.N.Nagar-Mandale) State Cabinet approved Metro Line-2B project vide G.R. dated 25th October, 2016. Foundation laying for Metro Line-2B was done by Hon. Prime Minister of India on 24th December, 2016. State Govt., Urban Development Department published Notification under MRTP Act, 1966 declaring Metro Line-2B as Vital Urban Transport Project on 01st March, 2017. MoUD published notification for Metro Line-2B on 23rd March, 2017. M/s.AICA Consortium has been appointed as General Consultant for Metro Line-2B on 05th October, 2016 and the work has been commenced. M/s. Systra MVA Consulting India Pvt. Ltd has been appointed as a Detail Design Consultant (DDC) for Metro Line-2B on 12th January, 2018 and the work has been commenced. The Metro Line-2B project is being constructed in Four parts (Packages) Viz. package CA04R (combined package of CA-04 & CA-05), CA06, CA07 and CA14. For package CA04R, M/s. Simplex Infrastructures has been appointed as contractor. LoA issued on 09th January, 2018 and the work is in progress. For package CA06, M/s.MBZ-RCC (JV) has been appointed as contractor. LoA is issued on 12th April 2018 and the work is in progress. For package CA14 (Mandale Depot), M/s.MBZ-RCC (JV) has been appointed as contractor. LoA is issued on 19th January, 2018 and the work is in progress. For package CA07, 14
M/s.NCC Ltd has been appointed as contractor. LoA is issued on 17th January, 2019 and the work is in progress. The Metro Line-2B corridor is expected to be completed by 2021. Metro Line 4 - Wadala - Ghatkopar - Mulund - Thane - Kasarvadavali The Government of Maharashtra accorded approval to Wadala- Ghatkopar-Mulund-Thane- Kasarvadavali (Line-4) in the cabinet meeting held on 27th September, 2016 and issued G.R. on 25th October, 2016. As per DPR, the corridor is 32.32 km long (fully elevated) with 32 stations. The completion cost of the project is Rs.14, 549 Crores (including all taxes and IDC). The civil work for the project is being implemented by MMRDA. The Ground Breaking ceremony of the project was held on 24th December, 2016 by the august hands of Hon'ble Prime Minister of India. MMRDA issued Work Order to the Consortium of M/s.DB Engineering & Consulting GmbH, M/s.Hill International Incl. and M/s.Louis Berger Consulting Pvt. Ltd. on 04th October, 2017 as General Consultant (GC) for the project and the work has been started. Work Order for Detail Design Consultant (DDC) was issued to M/s.Systra MVA Consulting (India) Pvt. Ltd. on 21st December, 2017 and the work has been started. Land for car shed depot is proposed at Mogharpada (Thane). Tendering for Civil Works (Package CA-08 to Package CA-12) of Metro Line – 4 is completed. Work Order has been issued to M/s. RINFRA-ASTALDI JV for packages 8, 10 and 12 and M/s. CHEC-TPL JV for packages 9 and 11 on 12th April, 2018. The appointed contractors have started works of Pile, Pile cap, Pier, Casting and launching of pier cap and U- girder. Presently 11.1% physical progress has been achieved for this Project. Also for system works like Rolling stock, Electrical, Signaling works, etc. Negotiations with KFW Bank (Germany) are in under process. 15
The project is expected to complete by year 2021. Metro Line 4A – Kasarvadavali to Gaimukh (Extention of Metro Line 4) Thane Ghodbunder area is developing rapidly along Ghodbunder road and at present most of the commuter's travels by Auto and Bus. This area is frequently facing problem of traffic congestion and delay. To overcome this problem it was needed to extend to Metro Line 4 (Wadala – Ghatkopar – Mulund – Thane – Kasarvadavali) to Gaimukh. M/s.Delhi Rail Corporation Ltd. has submitted the Detailed Project Report (DPR) for Metro Line 4A – Kasarvadavali to Gaimukh in October, 2017. Authority in its 144th meeting held on 12th January, 2018 has accorded its approval and State cabinet in its meeting held on 27th December, 2018 has accorded its approval for implantation for this corridor. Government of Maharashtra has published GR on 25th January, 2019 for implementation of this project. Present Status: For the execution of Metro Line-4A LoA has been given to M/s.J. Kumar Infraprojects Ltd. on 11th September, 2019. It has been decided to delegate responsibility of General Consultant for Metro Line - 4A to the existing General Consultant of Metro Line-4 i.e. M/s.DB Engineering & Consulting GmBH, M/s.Hill Inernational Incl. and M/s.Louis Berger Consulting Pvt. Ltd. Also, a proposal to assign responsibility to the existing Detail Design Consultant (DDC) of Metro Line-4 M/s.Systra MVA consultant (India) Pvt. Ltd. for Metro Line-4A is in progress. The Contractor has started initial works such as Utility Identification, Soil Investigation, Test pile etc. 17
Metro Line 5 - Thane -Bhiwandi -Kalyan MMRDA in its 141st Authority meeting held on 19th August, 2016 has accorded approval for Metro line - 5 project. The project was approved by Cabinet in its 150th meeting held on dated 24th October, 2017. Also Government of Maharashtra accorded approval to Thane-Bhiwandi-Kalyan (Metro Line-5) as per Government resolution dated 21st December, 2017. M/s.D'APPOLONIA-TATA Consulting Engineers Ltd. had prepared the Detail Project Report (DPR) of Thane-Bhiwandi-Kalyan (Metro Line-5). The corridor is 24.9 KM (fully elevated) with 16 stations. The completion cost of the project is Rs.8, 417 Crores (including all taxes and IDC). The civil works for the project is being implemented by MMRDA. Lands for car shed are proposed at Kongaon (MIDC) & Kalyan (APMC). The Consortium M/s.Veritas Architects SDN. BHD, Archohm Consultant Ltd., LKT Engineering Consultant Ltd., has been appointed as Detailed Design Consultant (DDC) on June 5th , 2019 for this project and they has started the work. M/s Systra - CEG - SMCIPL has been appointed as the General Consultant (GC) for this project on 13th August, 2019 and has also started the work. For construction of this project, (Kapurbawadi to Dhamankar Naka) is 12.7 km. (package CA-28) Phase - 1 LOA has issued to M/s.AFCONS Infrastructure Ltd. on August 09th, 2019. The contractor started soil investigation, utility identification, installation of barricades, test pile etc. The tender process for Bhiwandi to Kalyan stretch Phase-2 is in progress. Funding for system components is proposed from AIIB (Asian Infrastructure Investment Bank) and OFID (OPEC Fund for International Development). The project is expected to complete by year 2022 18
Metro Line 6 - (Swami Samarth Nagar – Jogeshwari – Kanjurmarg - Vikhroli) Metro Line 6 is an important mass transit east - west connectivity between western & eastern suburbs. Metro Line-6 runs from Swami Samarth Nagar to Vikhroli and is 14.47 km. long elevated corridor with 13 stations. Metro Line 6 will carry 7.7 Lakhs commuters daily in the year 2031 & will save 30-40 minutes of travel time along corridor. Depot for Metro line 6 is proposed at Kanjurmarg. Project will be implemented through Delhi Metro Rail Corporation on Deposit Work Basis. The completion cost of the project is Rs. 6,716Cr. (Including all Taxes and IDC). Work order for Detail Design Consultant (DDC) has been given to M/s. SMEC India Pvt.Ltd. DMRC has divided Metro Line-06 civil works into 3 packages BC-01R1, BC-02R & BC-03 & awarded to M/s.J.Kumar Infraproject Ltd, M/s.MBZ-EIIL JV and M/s.J.Kumar-CRTG JV respectively. The appointed contractors have started works of foundation works (pile, pile cap works), substructure works (pier) and superstructure works (pier cap). Also, for system works like Rolling Stock, Electrical, Signaling works etc. NDB negotiation / approvals under process. Land acquisition process for depot located at Kanjurmarg is in progress. The project is expected to be completed by March, 2021. Metro Line 7 : Dahisar (E) to Andheri (E) Metro Line 7 route length is 16.50 km (Fully Elevated) along with 13 stations. Project completion cost is Rs. 6,208 Crores (Including all Taxes+IDC). The DPR prepared by DMRC was approved by Authority in its 138th meeting 19
Government of Maharashtra has accorded approval to this on 6th October, 2015. Hon. Prime Minister laid the Foundation Stone for this project on 11th October, 2015. General Consultant has been appointed for this project. After prescribed tendering process, civil works of Metro Line 7 are in progress in three packages and physical progress of 74% has been achieved. PEB and Architectural Finishing work has been awarded to the contractors. Track work & Rail supply tenders are awarded. Rail procurement is completed and Track work has been commenced. E & M, Lift & Escalator, Rolling Stock and all other System related tenders are awarded. System work has been commenced. The corridor is proposed to be completed by 2020. Metro line 8 : Chatrapati Shivaji Maharaj International Airport (CSMIA) to Navi Mumbai International Airport (NMIA). M/s.S.N.C Lavalin was appointed as a consultant for preparation of Detailed Project Report for Metro Corridor: Andheri-Ghatkopar-Mankhurd. Accordingly, consultant submitted the DPR for the said corridor with provision of extension upto Panvel. Further in a 6th meeting of Unified Mumbai Metropolitan Transport Authority (UMMTA) held on 2nd March, 2015, a decision was made to prepare a Detailed Project Report for entire metro corridor i.e. Chhatrapati Shivaji Maharaj International Airport- Navi Mumbai International Airport/Panvel. It was also decided the said project will be implemented in cost sharing by CIDCO, MRVC and MMRDA. In this context, M/s.DMRC is appointed as a consultant for preparation of DPR for Metro Line-8 and also to examine various alignment options and funding options for implementation. 20
Mumbai Rail Vikas Corporation has planned for High Speed CSMT- Panvel Corridor with a spur to NMIA, and it is proposed to integrate it with Metro Line-8 at Mankhurd and thus M/s.DMRC will submit the DPR for CSMIA- Mankhurd with its integration with MRVC's CSMT-Panvel Fast Corridor. Metro Line 9 : Dahisar (E) to Mira Bhayander and Andheri (E) to Chatrapati Shivaji Maharaj International Airport (CSMIA) (Extension of Metro Line 7) Metro Line 2A and Metro Line 7 are executing upto Dahisar (E) the length from CSMIA to Andheri and Dahisar (E) to Mira-Bhayander is approximately 13.546 km. The areas in these stretch are now flooded and there are large number of residential and commercial building on both sides of the road. Mira-Bhayander city has a population of about 8.15 lakhs, most of these citizen travels to Mumbai for jobs or business. There is suburban Railway service available to the citizens of Mira- Bhayander City, but it is insufficient than required, hence the extension of both side of Metro Line 7, i.e. CSMIA to Andheri (E) and Dahisar (E) to Mira- Bhayander of the Metro Line will be benefitted by the large number of people when the Metro Corridor of CSMIA-Mira-Bhayander is started. Considering the above mentioned need, the extension of Metro Line 7 (i.e. Metro Line 9 Dahisar (E) Mira-Bhayander & Andheri (E)-CSMIA) has been proposed. Total length of the project is 13.546 km and it consists of 10 stations (Eleveted-9, Underground-1). Total completion cost of this project is Rs.6,607 cr. (Including all Taxes and IDC). Total completion cost has been approved in MMRDA's Authority meeting held on 29th March, 2017. The cabinet accorded approval to this project on 11th September, 2018. Contactor started works of soil investigation, Alignment survey, utility identification, Barricading, Test piles, etc. Letter of Acceptance (LOA) for General Consultant (GC) was issued to M/s.SYSTRA - CEG- SMCIPL Consortium on 13th August, 2019 & Letter of Acceptance (LOA) for Detail Design Consultant (DDC) was issued to M/s.Veritas Architects SDN. BHD-Archohm Consultants Pvt. Ltd.- LKT Engineering consultant's Limited consortium on 05th July, 2019 and works has been started. Metro Line 10 Gaimukha- Shivaji Chowk (Mira Road) Gaimukh to Shivaji Chowk (Mira Road) is an extension of Metro Line 4A Kasarvadvali to Gaimukh. It is North-West extension of Gaimukh- Kasarvadavali-Wadala (line-4) Metro Corridor up to Shivaji Chowk. Thane- Ghodbunder area is developing very rapidly, and the citizens of this area are mainly traveling through bus and rickshaws. Currently the area is served mainly by bus and rickshaws, which results to major kiosk in the area. The proposed metro routes will be connected to Mumbai, Borivali, Mira-Bhayander and Thane cities and complete a circle of metro networks for a seamless travel throughout. M/s.DMRC has submitted Final DPR for this corridor in September, 2018. Authority in its 146th meeting dated 21st November, 2018 has accorded its approval and GoM accorded its approval on 23rd July, 2019. The total length of this metro corridor is 9.209 km where in 8.494 is elevated and 0.68 km is underground. The total 4 station have been proposed in the said corridor. Metro Line 11: Wadala to Chhatrapati Shivaji Maharaj Terminal (CSMT) Metro Line 11 – Wadala to Chhatrapati Shivaji Maharaj Terminal (CSMT) is one of the corridors of 118 km. Mumbai Metro Master Plan to be 22
implemented expeditiously in 3-4 years. This corridor is south extension of Wadala - Mulund – Thane - Kasarwadavli Metro Line Which is currently under implementation. It was earlier upto GPO now extended to Azad Maidan, CSMT to integrate with Metro Line 3. The alignment is planned to pass through Mumbai port trust area which is undergoing redevelopment. This alignment will integrated with Metro Line 4, Monorail, CST, Harbour Railway and Metro line-3. It will be partly elevated and partly underground. The length of this corridor is approx 12.7 km having 10 stations. M/s.DMRC has submitted the draft DPR in October, 2018. Authority in its 146th meeting held on dated 21st November, 2018 has accorded its approval and GoM accorded its approval on 23rd July, 2019. Metro Line 12 : Kalyan – Taloja (Ext. Of Line-5) As per recommendations in the Comprehensive Transportation Study (CTS)-2008 of MMR and considering the development plan of 27 villages, Kalyan Growth Centre & NAINA area and the need of better public transport to cater the rapid growth of urbanization in Kalyan-Dombivali, Taloja/Navi Mumbai due to upcoming international airport, MMRDA has proposed to extend the Metro Line-5 (Thane-Bhiwandi-Kalyan) up to Taloja (Navi Mumbai Metro) which further connects to Navi Mumbai International Airport. Accordingly, MMRDA has taken up the preparation of Detailed Project Report (DPR) through M/s.Delhi Metro Rail Corporation Ltd. M/s. DMRC has submitted the brief project report of said corridor in October, 2018. The total length of this metro corridor is 20.756 k.m. with 17 stations. The total cost of the project is Rs.5494 Cr. Authority in its 146th meeting dated 21st November, 2018 has accorded its approval and GoM accorded its approval on 23rd July, 2019. Metro Line -13 : Ghodbunder Bridge – Virar The Authority has appointed M/s.Delhi Metro Rail Corporation (DMRC) 23
in August, 2018 to prepare a detailed project report of Metro Road -13 (Ghodbunder Bridge to Vasai Virar) and this work is in progress. It is expected to be around 9 months to prepare the report. The total length of this route is 24 km. This route will be connected to the Metro route -10 (Gaymukh-Dahisar) and there will be facility of interchange facility at Versova char fata. Vasai-Virar Thane, Ghodbunder area residents will definitely get benefited from this route. Metro Line – 14: Kanjurmarg to Badlapur To prepare the Detailed Project Report as per the guidelines of Public- Private Partnership (PPP)/ Swiss challenge for Mass Rapid Transit System for Metro Line 14 (Kanjurmarg to Badlapur) MMRD Authority has given in- principle approval in Authority meeting dated 27th February, 2019. Further, in the meeting approval was given for the implementation of Memorandum of Understanding (MoU) for providing services with the Government Foreign Agencies. As part of this MoU, the Authority has appointed M/s.MMS.P.A in July, 2019 for the preparation of Detailed Project report of Metro Line 14 (Kanjurmarg – Badlapur) and this work is in progress. The time period for completion of Detailed Project Report is 7 months. The approximate length of this route is 38 Km and this route will connect Urban areas of East and west suburbs of MMR. Metro Bhavan MMRDA has taken up expeditious implementation about 337Km network of Metro corridor. Total 14 Metro Lines are planned in Metro project by MMRDA in Mumbai Region. For smooth functioning & proper communication of Metro works it is proposed that each Metro Line will have a mini/stand by Operation & Control Centre (OCC) at respective Line Depot & a centralized OCC for all the 14 lines at Metro Bhavan Building. 24
Letter of Acceptance (LoA) issued to M/s.NCC Ltd. on 19th September, 2019 contractor started process of taking approvals from various departments. Letter of Acceptance (LoA) was issued to M/s.Epicons Consultants Ltd. –M/s Ralys Service Consultants on 13th August, 2019 for Project Management Consultants work & work has been started. Staff Quarters MMRDA has taken up expeditious implementation of about 337Km network of Metro Corridor. There are total 14 Metro Lines are planned in the Metro projects by MMRDA in Mumbai Region. In the Detailed Project Report (DPR) of respective Line, there is a provision of the essential Staff Quarters for operation & maintenance staff at the various depot within Mumbai Region. There is a need of essential Staff Quarters to accommodate the O&M staff at various locations for the operationalization of the different Lines. Tender for appointment of civil work for essential Staff Quarters of Malvani Depot is published & process of tendering is in progress. 4. THE MUMBAI TRANS HARBOUR LINK The proposed Mumbai Trans Harbour Link ('MTHL') which aimed at facilitating decongestion by improving connectivity between Island city and main land (Navi Mumbai) and development of Navi Mumbai Region was envisaged about 30 years back. Government of Maharashtra appointed Mumbai Metropolitan Region Development Authority (MMRDA) as the implementing agency vide Resolution dated 4th February, 2009 and decided that necessary funds will be raised by MMRDA. The Maharashtra Government declared the MTHL project as “Regional Development Project” vide Resolution dated 08th June, 2011. 25
Mumbai Trans Harbour Link The scope of the work includes construction of 22 km long 6-lane bridge with 16.5 km long sea bridge and 5.5 km long viaduct on land on either side. The link has interchanges at Sewri in Mumbai & at Shivaji Nagar & with NH-4B at Chirle in Navi Mumbai. The link will facilitate accelerated development of Navi Mumbai and Raigad District & will also help decongesting Mumbai City. The Mumbai Trans Harbour link will provide faster connectivity with the proposed Navi Mumbai International Airport (NMIA).The link will help savings in fuel and commuter's time due to shorter connectivity with Navi Mumbai & Konkan. MMRDA is implementing the project on EPC basis with Official Development Assistance (ODA) loan from JICA (Japan International Cooperation Agency). In order to provide loan for the project, the Consultant appointed by JICA 26
carried out preparatory survey for the project. The studies included Technical, Environmental & Social Impact Assessment. The Final Report regarding the studies has been submitted by JICA in August, 2016. JICA has estimated the total Project Cost as Rs.17,843 Crore. This includes cost of construction, price escalation, contingencies, land acquisition cost, interest during construction etc. The loan agreement with JICAhas been signed on 31st March, 2017. The project has received the CRZ clearance on 25thJanuary, 2016 and in- principle clearance for diversion of 47.417 ha. of forest land on 22nd January, 2016. Similarly, permission to cut the mangroves has been received from Hon. Bombay High Court. Forest department has granted permission to start the work. Permissions/ consents from other authorities / stakeholders (e.g. Railways, National Highway Authority of India, CIDCO, Mumbai Port Trust, Jawaharlal Nehru Port Trust, Bhabha Atomic Research Center, Maharashtra Maritime Board) have also been received. MMRDA has appointed M/s. AECOM Asia Company Ltd. - PADECO Co. Ltd. - Dar Al-Handasah - TY Lin International consortium as General Consultant for the MTHL Project in December, 2016. The project will be implemented in 3 packages containing civil works and 1 package containing Intelligent Transport System (ITS). M/s.L&T Ltd-IHI Infrastructure Systems Ltd. Consortium, M/s.DAEWOO Engineering & Construction Company Ltd. - Tata Projects Ltd. JV and M/s.L&T Ltd have been appointed as contractors for Package-1, Package-2 and Package-3 of the MTHL project respectively. The Letters of Commencement have been issued to the Contractors for Package- 1, Package- 2 and Package-3 on 23rd March, 2018. The contractors have completed the Geotechnical Investigations. The works such as establishment of casting yard, development, construction of temporary bridge and construction of foundations 27
and piers of (pile, pile cap) and construction & launching of segments of bridge are in progress. The project construction period is about 4 ⁄ years. The project is scheduled to be completed by September, 2022. 5. VIRAR TO ALIBAUG MULTI MODAL CORRIDOR The Government of Maharashtra (GoM) through MMRDA with technical assistance from World Bank under the Mumbai Urban Transport Project (MUTP) has prepared an updated Comprehensive Transportation Study (CTS) for Mumbai Metropolitan Region (MMR) known as T RAN S F O R M (TRANSportation Study travel pattern of residents in MMR and recommend long term comprehensive transportation strategy for MMR up to 2031. The Final Report was submitted in July, 2008. One of the major recommendations of TRANSFORM study is the development of Multi-Modal Corridors (MMC) in MMR to satisfy the varied travel demands of the region for the horizon period up to 2031. One such corridor is from Virar toAlibaug. Virar to Alibaug Multi-Modal Corridor 28
After an open competitive bidding process, M/s.Louis Berger Group, Inc. USA was appointed as the Consultant to carry out the Techno-Economic and Financial Feasibility Study for the MMC corridor inAugust, 2010. The Virar to Alibaug (126 Km) Multimodal corridor will connect the major roads such as NH8, Bhiwandi Bypass, NH-3, NH-4, NH-4B, Mumbai Pune Expressway, NH-17 etc. The work of 79 km corridor from Navghar (Virar) to Chirner (JNPT Port) is Techno Economically Feasible on PPP basis. The proposal has been approved in Mumbai Metropolitan Region Authority Meeting held on dated 6th March, 2012. In meantime looking to the development of MTHL and various CIDCO projects, Phase I has been extended from Chirner to Balavali i.e 19.02 Km. Whereas the connector length of 2.00 Km from MTHL to MMC is included in phase I. The total length of Phase I is 98 Km. The Vadodara Mumbai Expressway spur will join MMC from Morbe i.e Chainage 47.70 Km to Karanjade i.e Chainage 66.6 Km having combine ROW of 126 m in length of 18.3 Km. While the requirement of remaining portion of 27.98 Km from Balavali to Alibaug will studied in future. The Metro corridor can be feasible beyond 2030. The Cross Section detail of Multi Modal Corridor: Total Right of Way : 99 m. Metro corridor : 30m. Carriage way for BRT and other traffic : 4 + 4 lane (each 18 m wide) Pedestrian footpath with SWD : 2.5 m wide on each side Traffic way (Two lanes) for service road : 7.5 m wide on each side 2 wheeler lane, parking for two 29
Wheeler and four wheeler and footpath : 6.5m wide on each side The MMC will help the growth of 7 Growth Centres viz Virar, Bhiwandi, Kalyan, Dombivali, Panvel, Uran and Taloja MIDC in the MMR region. The corridor will provide faster connectivity to JNPT, Proposed Navi Mumbai Airport, MTHL and Dedicated Freight Corridor (DFC). The traffic generated from JNPT and going to the above roads will use MMC and hence will bypass Navi Mumbai and Thane city, thereby eliminating the traffic jams in these cities. The travel time from Virar toAlibaug will be reduced by 50%. MMRDA 146th Authority meeting held on 21st November, 2018, the revised cost of Rs.39,841.93/- (construction cost Rs.19,225.74 crore, cost of land acquisition Rs.15,617.5 crore, cost of rehabilitation Rs.402.5 crore, cost of rehabilitation as well as cost of Rs.626.24 crore for proposed environmental improvement) has been In-principalApproved. Project will be implemented by Hybrid Annuity modal 60:40 i.e 60% (amount Rs.11,535 Cr) by MMRDA paid to contractor though multilateral funding within 5 years in equal installment from start of the project and balance 40% (amount Rs.7,690 Cr) from Contractor. The 40% (amount Rs.7,690 Cr) to contractor and 60% (amount Rs.11,535 Cr) to multilateral banks will be return in 15 and 14 years respectively through toll collection. The area require for Land Acquisition is 1053.75 hectares out of which approximately 38.8 hectares is reserved forest land, 145 hectares of Government land & 878.2 Ha of private land. Out of 98 km in length of MMC, 6.74 km falls in Vasai District, 7.48 Km in Kalyan–Ambarnath Taluka 27 Villages Notified Area, 20.16 km in Bhiwandi Surrounding 60 Villages Notified Area (BSNA)) and 4.45 km in Ambernath- Kulgaon-Badlapur and Surrounding Notified Area (AKBSNA). While almost 60.00 km is passing in NAINASPAand Navi Mumbai of CIDCO area. 30
Present Facts: ¬· The consultant has been appointed to obtain the No Objection Certificate MoEF and CRZ Clearance. The TOR has been approved by the Center for Forest Environment (MoEF) for this proposal. ¬· The CRZ clearance is been recommended in the 118th meeting held by MCZMAcommittee and MOEF clearances is expected by June, 2018. ¬· A consultant has been appointed to prepare the project boundary (ROW), detailed maps and budgets, land acquisition proposal and the work is in progress. ¬· The proposed MMC alignment has been incorporated in the Regional Plan ¬· The work of preparing Detail Project Report for Multimodal is completed. ¬· Land Acquisition for the MMC from Navghar to Balavali will be acquired based on Samruddhi model of Direct Purchase (i.e as per Gr dt 12.5.2017). There are total 104 nos. of villages. Joint Measurement in 48 villages are completed. ¬ As per 84th DEA Steering Committee meeting held on 14th June, 2018, the project has been recast in four separate projects, each with Loan assistance of not more than USD 500 million. Subsequently in the 92nd DEA Steering Committee meeting held on 14th February, 2019, the committee has granted in- principle approval to pose the four packages of MMC to four different MDB's for external assistance of US$ 1.73 billion. è This Project is handover to Maharashtra State Road Development Corporation vide resolution No.1546 dt. 7th July, 2020 of the 149th Authority Meeting. 31
6. WATER SUPPLY RESOURCE DEVELOPMENT PROGRAMME FOR MMR Mumbai Metropolitan Region Development Authority has undertaken 403 MLD capacity Surya Regional Water Supply Scheme to provide bulk supply to Mira-Bhayander & Vasai-Virar City Municipal Corporations and rental housing projects of MMRDA including 27 villages within the western sub- region of MMR. Mumbai Metropolitan Region Development Authority's meeting held on 19th October, 2016, an administrative approval to the project is accorded along with the estimated cost of Rs.1977.29 Cr. The scheme consists of lifting of water from the Kawadas pickup weir at the downstream of Surya dam and bringing it to Surya Nagar at the proposed treatment plant.After treatment the water will be conveyed through pipeline to be laid along the State Highway, ZP Road and NH-8 up to the MBRs' of Mira- Bhayander as well as Vasai-Virar City Municipal Corporation located at Ghodbunder Chene and Kashidkoper respectively. In order to undertake the work of implementation of the project, the bid invitation process has also been completed and the lowest bid of M/s.Larsen & Toubro Ltd. has been accepted, at the total cost of Rs.1329.01 Cr. on the basis of Design, Build, Maintain, Operate and Transfer (DBMOT). Accordingly the proposal is approved in the 253th meeting of Executive Committee of MMRDA held on 26th May, 2017 and work order is issued to the contractors on 4th August, 2017 to start the work. The contractors have accordingly started the work of preparation of plans of detailed engineering and design along with procurement of equipments and fabrication of M.S. pipes. The work of laying of water pipe line and construction of Mendhavan Tunnel are in progress. 32
The work of Surya Water Supply project is planned to be completed within stipulated contract period of 34 months. 7. CONSTRUCTION OF ELEVATED ROAD FROM KAPADIA NAGAR, KURLA TO VAKOLA BRIDGE, WEH COVERING THE BKC JUNCTION-UNIVERSITY JUNCTION-VAKOLA JUNCTION AND FROM MTNL JUNCTION, BKC TO LBS FLYOVER, KURLA ON SCLR (PART- I) AND CONSTRUCTION OF ELEVATED ROAD FROM BHARAT DIAMOND COMPLEX, BKC TO VAKOLA JUNCTION, WEH (PART – II), UNDER MUIP. MMRDA under MUTP had taken up the work of SCLR and completed the same in April, 2014. The total length of SCLR is 6.45 km out of which 3.45 km length is widened up to 45.7 meter width under MUTP. After opening of SCLR, the traffic issues on EEH and in suburb area from EEH to BKC through Sion - Dharavi Link Road has been resolved successfully. However, because of shortest route the number of PCU's on SCLR has increased tremendously and therefore as below the MMRDA has planned a 3.5 km long Elevated Road from Kurla to Vakola covering 3 junctions three junctions near SCLR (Kurla to Vakola) the traffic jams are observed. 1) BKC Junction on CST Road. 2) Mumbai University Junction /Ambedkar Chowk Junction. 3) Vakola Junction on WEH. Further, it was decided to plan an elevated road from BKC to Vakola Junction, WEH along the Vakola Nallah. Accordingly, the consultant prepared the DPR of proposed elevated road from Bharat Diamond Market, BKC to 33
Vakola Junction and WEH along Vakola Nallah. The project is divided into two parts as follow:- Part - I : Construction of Elevated road from Kapadia Nagar, Kurla to Vakola Bridge, WEH covering the BKC Junction-University Junction- Vakola Junction and from MTNL Junction, BKC to LBS flyover, Kurla on SCLR. Part - II : Construction of Elevated Road from Bharat Diamond Complex, BKC to Vakola Junction, WEH. The proposed two elevated corridors will reduce the traffic jam at Kalanagar will be resolved successfully. Further, there will be direct connectivity from Chunabhatti to BKC to Eastern Express Highway and Western Express Highway. The elevated corridors will also provide direct connectivity to Mumbai Airport and the proposed Navi Mumbai Airport Thane, Nashik, Pune and Kokan area. The Executive Committee of MMRDA and Authority of MMRDA have approved the construction of elevated road from Kapadia Nagar, Kurla to Vakola Bridge, WEH and from MTNL Junction, BKC to LBS flyover, Kurla on SCLR (Part - I) for an amount an Rs.480.63 core and construction of elevated road from Bharat Diamond Complex, BKC to Vakola Junction, WEH (Part - II) for an amount Rs.263.09 crore (Part - II) under MUIP, the total amount Rs.743.72 crore. The work of Part - I started on 27th October, 2016. The work of Part- I and Part - II is expected to be complete December, 2020. 34
8. EXTENDED MUMBAI URBAN INFRASTRUCTURE PROJECT Mumbai Urban Infrastructure Project is being implemented in Mumbai Municipal Corporation area through Mumbai Metropolitan Region Development Authority. Similarly, the representatives of the people of the area demanded that such project should be implemented in other Municipalities and Municipal areas under the jurisdiction of Mumbai Municipal Corporation. Likewise, millions of citizens come to Mumbai every day for work. In order to ensure that they can avail themselves of the urban facilities in Mumbai, expansion of the Mumbai Urban Infrastructure Project extends the facility of the project in the authority area outside the Mumbai Municipal Corporation area to Mumbai, Thane, Navi Mumbai, Panvel, Vasai-Virar, Mira Bhayander, Ambarnath-Badlapur, Karjat-Khopoli and Kalyan. Strategic decision making in Dombivali area It was, therefore, will help reduce traffic congestion in the future. During the 120th meeting of the Authority held on 24th December 2007, various development works worth Rs.1493.26 crore were undertaken in this area. These include construction of 3 creek bridges, construction of 2 railway Patlipada flyover on Vanjarpatti Flyover Ghodbunder Road 35
bridges, 9 flyover bridges and 131.50 km. Such works include road widening and upgrading. Out of them, 58.10 km. Road work and work on Panvel, Waghbil, Manpada, Patalipada, Vasai Railway Flight Pool, Shill Mahape, Kapurwadi, Minatai Thackeray Chowk, Almeida Chowk, Mahatma Gandhi Road have been completed. Similarly, the work of the Naigaon-Juchandra Railway flyover and the Kopri railway bridge are in progress. Some of these works have been implemented through Thane Municipal Corporation and MSRDC. During the 129th meeting of the Authority held on 8th September, 2011, additional work of Rs.1113.35 crore was added under the scheme. It includes construction of 5 flyovers and 145.12 km. Road widening and upgrading. Of these, the works of roads and flyovers at Vanjarpatti have been completed. At the 134th meeting of the Authority on 27th June, 2014, work of Rs. 3628.51 crore was approved and it included 132.99 km. Road works, 32 bridge works and 3 tunnels. Among them, the widening of Savitha Chemical Junction, Ghansoli Naka and Talawali Naka at Thane-Belapur road works vehicular underpass at Mahape junction, Nerul Dasturi road and Forest Naka to Badlapur roads, etc are completed. Also, 9 works are in progress and tender process of 1 work is in progress. 9. CONSTRUCTION OF SEWRI-WORLI ELEVATED CONNECTOR The Sewri - Worli elevated connector has been taken up for implementation as a part of the traffic dispersal of the Mumbai Trans Harbour Link (MTHL) project on Mumbai side. The alignment of the proposed elevated connector starts from the East side of the Sewri Railway station goes over the Acharya Donde Marg, Jagannath 36
Bhatankar Marg, Drainage Chanel Road and ends on the Narayan Hardikar Marg (near Prabhadevi) The length of proposed 4 lane (2+2) elevated connector is about 4.30 km. The Rail over Bridges (ROB) are proposed across Harbour railways & MbPT railway at Sewri and across the Central & Western Railways at Elphinston Road railway station. Consultant has been appointed for the project to update the detailed project report, prepared the Estimate and the bid documents for the project, assist MMRDA in the bid process and appointment of contractors. The tender for appointment of Contractor and PMC is received and processor of appointment is in progress. It is proposed to take up the construction of the project after all the necessary clearances for the project are obtained. 10. 2 FLYOVERS AND A ROAD TO CLEAR TRAFFIC CHAOS IN BKC The Bandra-Kurla Complex, probably, is one of the best developments witnessed in the city of Mumbai. The Complex - with the presence of financial Institutions, National and International Banks, Corporate Offices, Government Offices, Star Hotels, Restaurants, Mumbai Cricket Association-has provided about two lakhs Jobs. Consequent to the development, however, the complex today is witnessing traffic chaos as the number of vehicles entering and existing has simply outgrown expectations. The Authority has, therefore, approved Two flyovers and a road to clear the daily rush hour traffic chaos in the Bandra - Kurla Complex. A survey conducted has also revealed that every hour on an average more than twelve thousand cars crowd the BKC Junction. There will be a flyover each to reach the Sea Link from BKC and to BKC from the Sea Link. The total length of these two 2-lane flyovers is 1,891 meters. TheAuthority further approved construction of a 37
300 meter long and 7 meter wide road running through the Government land to streamline the traffic from Dharavi to Sea Link. The cost for constructing two flyovers and a road is estimated at Rs.163 Crore. Work Order has been issued to the contractor. The work is expected to be completed by end of March, 2020. 11. TRAFFIC IMPROVEMENT SCHEME AT CHHEDA NAGAR JUNCTION, GHATKOPAR (E) ON EASTERN EXPRESS HIGHWAY Mumbai Metropolitan Region Development Authority has recently completed the work of Santacruz-Chembur Link Road and Eastern Freeway. The traffic on both the roads meets at Chheda Nagar Junction, Ghatkopar (E) on Eastern Express Highway. The traffic intensity on both these roads is very high and it adds to the traffic on the Eastern Express Highway. As such, heavy traffic jams are observed at Chheda Nagar Junction. To overcome this situation, a traffic improvement scheme is being implemented at Chheda Nagar Junction. This scheme involves construction of a flyover for traffic moving in Sion - Thane direction, an flyover at second level for traffic running in Mankhurd - Thane direction, an elevated flyover connecting existing Chheda Nagar Flyover to Amar Mahal Flyover and a vehicular subway at Kamraj Nagar. Improvement scheme at Chheda Nagar flyover is taken up for execution. The estimated cost of this project is Rs.249 crore. The work is started on 29th June, 2018 & the work is in progress. 38
12. DESIGN AND CONSTRUCTION OF AN ELEVATED CONNECTOR BETWEEN THE BANDRA- KURLA COMPLEX (G-BLOCK) AND THE EASTERN EXPRESS HIGHWAY (EEH) A connector is proposed by MMRDA from G-Block in the Bandra-Kurla Complex to the Eastern express Highway (EEH) to improve accessibility to BKC from the Eastern Suburbs. The link will provide faster connectivity between the Eastern Express Highway (EEH) and the Bandra-Kurla Complex resulting in decongestion of Dharavi area. The proposed alignment starts from G-Block of BKC and after crossing the Mithi River, Lal Bahadur Shastry Marg, Central Railway track Duncan Causeway road joins a colony road leading to Chunabhatti Railway station and thereafter crosses Harbour Line Tracks, and passes through Somaiyya Trust Ground to join the Eastern Express Highway. The scope of work includes construction of 2 + 2 lanes elevated connector having length of about 1.6 km connecting the Bandra Kurla Complex G-block (BKC) and the Eastern Express Highway (EEH). The link comprises construction of bridge across the Mithi River, construction of Rail-Over-Bridges (ROB) across Central and Harbour Railway lines, construction of viaduct from Chunabhatti Railway station to Eastern Express Highway including Dispersal system. Construction of Rail-Over-Bridge (ROB) in lieu of level crossing near Chunabhatti Railway station on V.N.Purav Marg has also been taken up as a part of BKC connector project as requested by Railways. The connector is opened for traffic from 10th November, 2019. 39
13. MUMBAI MONORAIL PROJECT The decision to introduce Monorail, as a feeder service to the Mass Rapid Transit System and cater to crowded and narrow areas was taken in September, 2008 by the Authority. Today, bus service operates in crowded and narrow areas. However, the average speed of travel by the buses is so slow that the commuters enjoy no benefits. The buses also add to the traffic congestion. But, an elevated Monorail, which can run at an average speed of 30 kmph and maximum of 80 kmph can be very useful. The Monorail can also manoeuvre sharp turn climb up and down gradients easily. The 20 km long corridor from Chembur – Wadala - Sant Gadge Maharaj Chowk is not only Mumbai's but India's first Monorail project. India's First Mono Rail launched in Mumbai 40
The cost of the project was Rs. 2,460 cr. (excluding taxes) and has been divided into two phases. While the first phase from Wadala to Chembur is 8.8 km long and the second phase comprises of 11.20 km from Wadala to Sant Gadge Maharaj Chowk. The work on Phase-I i.e. Wadala to Chembur was completed and opened for public on 2nd February, 2014. The Operation & Maintenance of the Monorail Project has been taken over by MMRDA from December 2018. The Second Phase Wadala to Sant Gadge Maharaj Chowk (11.20 km) was opened for public on 4th March, 2019. Benefits: A Monorail can carry 7,500 commuters per hour per direction (PHPDT). Many parts of the Mumbai are not connected by suburban rail system or Metro rail are connected by Monorail. Besides, Monorail is connected to suburban rail system at Wadala, Lower Parel and Chembur. Also, Metro Line- 2B will be connected with the VNP & RC Marg station, Metro Line- 3 will be connected nearby SGM chowk station and Metro Line 4 will be connected at Bhakti Park Station; which will help to improve last mile connectivity. The Monorail offers air-conditioned, comfortable, safe and affordable public transport. 14. RENTAL HOUSING PROJECT The prime objective of the Rental Housing Scheme is to make available housing stock for an affordable rent. There has been a growing demand for affordable housing from the poor. In view of the basic objective of the housing policy, the Authority has been implementing this ambitious project since 2008 to provide Rental Housing Units (RHUs). There is a provision in the Government Notification to allow additional Floor Index (FSI) to the developers and get free houses admeasuring the carpet area of 160 sq.ft/ 320 sq.ft. from the developers in lieu of the additional FSI. 41
Present status of Rental Housing Scheme: Till Date, MMRDA has granted Location Clearance to 47 Rental Housing proposals located in MMR which shall generate about 43,651 RHUs of (320 Sq. ft. carpet area). From 47 Rental Housing Schemes, about 467 commercial units (Shop) are expected to be generated (i.e. 756 of 160 Sq. ft. and 111 of 320 Sq. ft. carpet area). Till date, MMRDA has handed about 3,631 RHUs of (320 Sq. ft. carpet area) from 6+3 (partly) RHSs and 940 RHUs of (320 Sq. ft. carpet area) from 3+1 (partly) RHSs to TMC and MBMC respectively, for transit accommodation as per the directions of Govt. dated 22nd August, 2013. Also, 2,417 RHUs of 320 Sq. ft. carpet area (Combining 2 RHUs of 160 Sq. ft.) to Mill workers through lottery system through MHADA and further procedure is in process by MHADA. Also, MMRDA had informed MHADA that about 1,994 tenement can be made available for Mill Workers by MMRDA. Now, MMRDA in its 146th Authority meeting held on 21st November, 2018 has finalized policy regarding the remaining 50% R. H. tenements generated from RHSs. Accordingly, it is decided to allot RHUs of 320 sq. ft. each on ownership basis as follows:- i. 3% of remaining 50% R.H. tenements is reserved for Class-3 &Class- 4 employees of MMRDA and 10% other Government employees Class-3 & Class- 4 employees, ii. Further, 10% of remaining 50% R.H. tenements is reserved for Class-3 & Class-4 employees of Government Police Department and iii. Further, 77% of remaining 50% R. H. tenements are either to be 42
utilized by MMRDA for is PAPs as required, or to be handed over to the Urban Local Bodies under Pradhanmantri Awas Yojana or shall be utilized for other Central and State level Housing Schemes, as required. In August, 2014, the Government has replaced the 'Rental Housing Scheme' by 'Affordable Housing Scheme' in the Municipal areas and has discontinued the Rental Housing Scheme in the non-municipal areas of MMR. However, the work of above mentioned 47 RHS are going on at different stage by Rental Housing Division. 15. PROPOSED GRANT MEMORIAL OF BHARATRATNA DR.BABASAHEB AMBEDKAR AT INDIA UNITED MILL NO.6 IN MUMBAI The Government of Maharashtra is developing a grand memorial in the memory of Bharatratna Dr.Babasaheb Ambedkar at India United Mill No.6 in Mumbai in a well planned and time bound manner. The proposed memorial will be a tribute to all the remarkable works done by him for equality which should form as the image of City. The Government of Maharashtra appointed MMRDA as the Special Planning Authority for development of the proposed memorial and issued guidelines to MMRDAfor the same. The land is admeasuring approximately 4.84 Ha. (12.50 acres). It is situated in Dadar area which is a central part of Mumbai City. The land is abutting Veer Savarkar Road on East and the coast of Arabian sea on West. The land is also in proximity of existing Chaitya Bhoomi where existing memorial and stupa attracts thousands of visitors to pay homage to this national hero. As per Government guidelines MMRDA invited Global Expression of 43
Interest to engage consultant for preparation of detailed master plan for development of the proposed memorial. The selection committee appointed by MMRDA evaluated all the eligible proposals and recommended two proposals at the first and second place. With the approval of Government of Maharashtra one of the above two consultants i.e. the consortium of M/s.Shashi Prabhu and Associates and M/s.Design Associates was appointed as Consultants for the said project. The GoM vide order dated 14th March, 2016 has constituted Single Member Committee under the Chairmanship of Hon'ble Minister, Social Justice and Special Assistance for finalisation of the plan of proposed Grand Memorial. Accordingly, meetings with all individuals and organisations concerned with the memorial have been convened. As per the discussions held during the said meetings, the consultants prepared amended conceptual master plan which was approved by Single Member Committee and submitted to the Government. UDD vide letter dated 13th April, 2017 has conveyed that the conceptual plans submitted by the Single Member Committee are principally approved by the GOM and directed MMRDA to prepare final plans, estimated expenditure of the Memorial and call for tenders for construction of the Memorial. As per Government directions, tenders on Design & Build basis were invited and after due procedure, M/s.Shapoorji Pallanji & Company were appointed as contractors for construction of the Memorial. MMRDA has granted layout approval and Commencement Certificate upto plinth on 9th July, 2018 by limiting built up area upto 20,000 sq.m. on non CRZ portion of Indumill land. On receipt of CRZ Clearance, MMRDA on 27th August, 2019 issued Commencement Certificate upto plinth level for all the buildings on the entire plot.Accordingly, the construction is ongoing. 44
