HSQE System Manual o Brief the PCASP of the BMP measures in place and request for assistance to inspect & assess the BMP measures or to be improved o PCASP is requested to explain their RUF or ROE, including the circumstances for Crews to act to their assistance and under what situation to muster at the allocated Safe Mustering Point, including combined actions to retreat into the Citadel if equipped o Duty Rooster for Additional Lookouts by Crew to be established in conjunction with the PCASP Watch Schedule, while at all times the Ship must be manned by a PCASP. o Smoking Policy, Drug & Alcohol Policy o Any points in concern which cannot be promptly agreed upon must be immediately reported to CSO and PMSC1.2.15 Pirate Attack • In the event of an actual attack: o Raise Alarm, Muster Crew o Increase Speed o Commence evasive maneuvers and use bow wave and stern wash to prevent the small boats approaching close to the ship o Identify the mother vessel and move away from it (if there is one) o Steam away from land o Head into the sea and swell: this makes it more difficult for boats to come alongside o Communicate and broadcast the attack to the appropriate organizations to effectively alert authorities and law enforcement/military for assistanceControlled Revision: 01 Jun 2013HSM Part C – CSM Doc No. 001HSQE MANAGEMENT SYSTEM Approval: WBF Page: 26 of 28

HSQE System Manual • Masters should evaluate the situation and report the incident as soon as it develops, this will ensure that there is time for assistance to be made available. • Retreat to Citadel as soon as boarding is evident o Black-out vessel o Establish communications with coalition naval forces and follow instructions • In the event of pirates boarding and gaining control of the bridge it is essential to try to keep calm and follow the instructions of the pirates in order to avoid physical confrontation. HSQE System Manual2.0 StowawayA stowaway search is to be carried out prior sailing from every port.Ports in Africa, South America, former communist-bloc, and other underdeveloped countries are generally considered high-risk areas.Prior arriving at high-risk area ports, security plans including a stowawaysearch prior departure, and precautions while at anchor and whenalongside pier, shall be developed.2.1 Precautions whilst at AnchorThe bridge OOW shall alert the Master of any unusual movement of boatsor swimmers in the vicinity of the vessel.Charged fire hoses should be rigged fore and aft and anchor wash watershall be left running.Hawse pipe and spurling pipe covers shall be kept closed and secured.At a minimum, the following spaces shall always be kept closed andlocked when not in use: • Spurling pipe and Chain locker access covers; • Forecastle and mid-ship storerooms and working spaces; • Other storerooms, workshops, access trunks and any space with external access doors; • Unused cabins, hospital, cleaning lockers, etc; • Pump rooms.Tank, cofferdam, and void space hatches shall be closed and securedunless specifically required to be open. HSQE System ManualAll vessel personnel shall keep cabins and offices locked unless in use.Pilot ladders and accommodation ladders shall not be rigged untilrequired, and when not in use, shall be kept heaved up well above waterlevel.Stages, platforms, chairs that are rigged outboard shall be: • Brought inboard when not in use; • Unrigged at end of working day.During hours of darkness: • External access doors to machinery and accommodation spaces shall be secured internally, with access to the superstructure only via one wheelhouse door. • Additional over-side illumination is required around the vessel’s bow and stern. • Lookouts shall be posted on forecastle and poop decks, in radio contact with the OOW.The Chief Officer shall be responsible for the implementation of the listedprecautions.2.2 Precautions whilst alongside a BerthWhen alongside a berth, besides the abovementioned, and alwaysconsistent with safe operations, the following additional precautions shallalso be taken: • Mooring ropes and wires shall have rat guards properly installed. • Forecastle and poop lookouts shall be deployed on 24-hour basis. • Fire wires should be rigged as per guidance within ISGOTT or terminal requirements. HSQE System Manual • A continuous watch shall be maintained at the gangway, and all visitors accounted for.Master, in consultation with the Office, may consider hiring a shoresecurity firm to assist patrol vessel.2.3 Stowaway Search Prior Departure from a High Risk PortThe vessel’s departure schedule should be so arranged with the PortAuthorities and the agents so as to have sufficient time after completionof cargo operations to carry out a thorough stowaway search.Immediately prior departure, a complete vessel search should be carriedout as detailed in the Ship Security Plan.Previously locked and secured spaces shall be opened and thoroughlychecked.Searchers shall be alert to the fact that stowaways have been known tohide in unlikely places. Special attention shall be paid to chain lockers andspurling pipes, stores and mast houses on deck, other compartments withdirect access to deck, pump rooms, main machinery, steering gear andbilge spaces, inside / on top of funnel, auxiliary machinery spaces withinthe accommodation, pipe and cable duct spaces, wardrobes, cupboards,under bunks / beds, empty drums and packing cases, storage bins, wastebins.Completion of the stowaway search shall be recorded in the Deck andEngine Log Books.If the search locates stowaways, then the following shall be immediatelynotified: • DPA • Local agent • Local authoritiesLocal agent and local authorities shall be requested to arrange for removalof the stowaways from the vessel.Controlled Revision: 01 Sep 2015HSM Part C – CSM Doc No. 002HSQE MANAGEMENT SYSTEM Approval: WBF Page: 3 of 9

HSQE System Manual2.4 Stowaway Detection after Vessel’s Departure from Port • Immediate Assistance After taking all appropriate steps to prevent stowaways gaining access in the first place, the immediate steps to be taken should a stowaway be discovered are: INFORM – the appropriate persons as per Company Operating Procedures (e.g.: Designated Person Ashore; P&I Club; Flag State, etc.) GET HELP – follow all Guidance from the P&I Club. INVESTIGATE – the circumstances of the stowaway. SAFETY – ensure the safety of the stowaway, following the required humanitarian steps but also being aware of P&I advice not to overly befriend the stowaway. Refer to the checklist in Appendix 1 – 'Action to be taken if stowaways are found'. • Informing People and Getting Help In most cases, the key to a successful resolution of a stowaway problem will be the vessel's P&I Club – hence the need to ensure that contact with them is made as quickly as possible. • Investigating the Stowaway – A Stowaway Report Form The stowaways shall be searched and any personal documents or identification papers in their possession shall be removed and kept in the custody of the Master. For verification and identification purposes, a face (front and profile) and full-length body (front and rear) photograph shall be taken. Seeing that many authorities want the same pieces of information about the stowaway, hence keeping the information in a structured way may assist in the resolution of the case. HSQE System Manualultimately down to public authorities but Masters are neverthelessurged to obtain as much information on the stowaway as possible.The stowaways shall be interviewed to obtain the informationrequired by HSQE 022 – Record of Stowaway Details. This formmust be completed for each stowaway on board and sent to officeas soon as possible.The following information on the ship should also be collated andkept ready:o Name of Shipo IMO Numbero Flago Companyo Company addresso Agent in next porto Agent addresso IRCSo Inmarsat Numbero Port of Registryo Name of MasterIn addition, other details and information that should be obtained:o Method of boarding, including other persons involved (e.g. crew, port workers, etc.) and whether they were secreted in cargo / container or hidden in the vessel?o Was the stowaway assisted in boarding the vessel, or assisted by any member of the crew? HSQE System Manual The Master should also prepare a statement of facts wherein he should include his observations on the credibility of the information provided by the stowaway. A record, summarizing the related events from the time the stowaway(s) was / were detected on board, in particular the efforts undertaken with a view to disembarking the stowaway(s) should be kept. This, although not required by IMO Resolution A.871, will nevertheless facilitate the request for assistance of the IMO Stowaway Focal Point (SFP). • Safety while Stowaway is on Board If stowaways are found, they shall be kept in a locked cabin, with a watch maintained outside. Place in which stowaways concealed themselves and any other spaces visited should be thoroughly searched. Regardless of how long stowaways may be on board, they shall be kept confined and under guard, but shall not be subjected to any form of physical or mental abuse. Stowaways shall: o Have access to sanitary facilities. o Be provided drinking water and an adequate diet. o Not having access to cigarettes, or alcohol. o Be provided, if necessary, with appropriate clothing and medical treatment.2.5 Stowaway Focal Point (SFP)SFP to be contacted if P&I / Flag State cannot resolve the Issue. HSQE System ManualIn March 2007, the IMO’s Facilitation Committee created a “StowawayFocal Point” (SFP) to assist Masters when other forms of assistance havenot been successful. 1. The IMO Stowaway Focal Point will facilitate communications between the relevant Governments. 2. There will be a trial period of one year. 3. The SFP will be available during Working Hours (London Time), defined as 09:00 to 17:30, Monday to Friday during the Working Days of IMO. 4. Member States, international organizations and non- governmental organizations in consultative status may seek the assistance of the SFP. However, the consent of the flag state of the ship concerned will be required in the cases of requests made by international organizations and non-governmental organizations. 5. The IMO SFP should be sent the relevant information contained in the questionnaire in FOM 0110 Appendix 2 including other details and information identified in section 5.3. 6. The IMO assumes no liability. 7. There is no charge for using the SFP. 8. Do not write on the original. Arrange for the stowaway to complete the questionnaire in the appropriate language themselves, using black ink or black ball pen. Take four passport type photographs of the stowaway and attach one to the questionnaire in the space provided. Send a copy of the completed questionnaire for each stowaway to the P&I Club.
