FOREWORD BY THE EXECUTIVE MAYOR As my Councils term of office draws to a close in October 2021, it is a great honour for me to present this booklet on the successes of the Cape Agulhas Municipality and show you how we performed in terms of the strategic goals that we set ourselves in the five- year Integrated Development Plan (IDP) which was approved in 2017. Our IDP set the strategic direction for our term of office and was based on the needs as identified by the community. The expectation of Municipalities when engaging with communities on the development of a new IDP is that infrastructural needs such as water, electricity etc will be the dominant need. In our case socio-economic development was forefront on the development agenda. Mobility, safety and security, economic development and social development, specifically youth development were raised in every town and ward. Many of the infrastructure needs put on the table also had a social impetus such as the need for sport and recreation facilities and programmes to keep our youth constructively occupied and away from the social ills. This re-affirmed the importance of us embracing the principles of cooperative governance and actively working with Executive Mayor Paul Swart other Provincial and National Government Departments to implement priority interventions that could changed people’s lives. I would also like to acknowledge the role of individuals and organisations in the private sector whom we worked with over the years The establishment of our Youth Council and development of informal trading hubs through the (Regional Socio-economic Programme (RSEP) and SMME Booster Fund are just some of the projects that are testimony to these cooperative relationships. My thanks and gratitude go out to all the partners that travelled this journey of uplifting the people of Cape Agulhas with us. Financial viability is key to our Municipality and for this we need investment and development in the Municipal Area so that sustainable jobs can be created for our people. Good infrastructure is one enabler of economic development, and my Council ensured that our infrastructure remained in good condition despite budgetary constraints. The multi million rand upgrading of the Bredasdorp Waste- Water Treatment Works is just one such project. Infrastructure planning was prioritised, specifically the development of new long term infrastructure master plans that will guide infrastructure investment in years to come and enable us to leverage optimal economic opportunity. Good governance is another enabler of economic development. Potential investors and developers want the assurance that the Municipality is financially stable, open and transparent, utilises its resources efficiently and effectively, follows the rule of law and has a zero-tolerance policy in respect of fraud and corruption. A municipality should also be development orientated and responsive to the present and future needs of society. We have sound financial governance policies and plans in place and our seven consecutive clean audits are testimony to our commitment to good clean governance. Good community facilities are essential to the creation of an environment where residents want to live and work and where visitors want to visit to enjoy the natural beauty and attractions of our area and in so doing contribute to the economic development of the area. We pride ourselves on the standard of our beaches, resorts, sport facilities and other facilities and are confident in saying that we have created that environment at the Southern tip of Africa. Teamwork and good relations between the political leadership and the administration underlie much of our success story. There were many challenges along the way, one being that we are one of the smallest Municipalities with limited staff and financial resources, yet the obligations placed on us are exactly the same as our larger and more capacitated counterparts. Secondly there is the impact of the Covid-19 Pandemic and associated lockdown regulations which have impacted every individual in one way or another. Since March 2019, we were forced to radically review our priorities as well as our way of working and embrace the advantages of technology to the full. I sincerely thank the administrative leadership and all our employees, my fellow Mayoral Committee Members and Councillors for their contributions to our success story. I would also like to thank our Ward Committee Members and the Community for the important role they played in our success.

Evelyn Sauls Cape Agulhas Municipality has an Executive Mayoral System with a Ward Participatory System. The Executive Mayor has a responsibility to ensure that the strategic direction of the Council is implemented The Executive Mayor is assisted by the Mayoral Committee which comprises the Executive Mayor, the Deputy Mayor and two fulltime Councillors. The Deputy Mayor and two full time Councillors head up Portfolio Committees which are established to assist and make recommendations to the Executive Mayor. CAPE AGULHAS MUNICIPALITY WELCOMES NEW COUNCILLOR Councillor Karin Donald was sworn in as a Proportional Representation (PR) Councillor of the Cape Agulhas Municipality (CAM) during a virtual Council Meeting held on Wednesday, 30 June 2021. The virtual council meeting was held on MS Teams and was broadcasted live on our Facebook page: Cape Agulhas Municipality and our YouTube page: Cape Agulhas Municipality Live. Councillor Donald replaces Councillor Derick Burger who recently resigned. Councillor Burger served on the Mayoral Committee (Mayco), and was tasked with heading the Finance and Information Communication Technology Portfolio. Councillor Donald did not take over any of the roles or responsibilities of Councillor Burger and she only serves as a PR Councillor. SPEAKER JOHAN NIEUWOUDT The Speaker is a full time councillor who presides at Council Meetings. The Speaker ensures that the Council meets at least quarterly and that meetings are conducted in accordance with the rules and orders of the council. The Speaker is also the custodian of the Ward Committees. Ald. Johan Nieuwoudt On Sunday, 1 August 2021 Councillor Danny Europa passed away after a short sick- bed. Councillor Europa was the Ward Councillor for Ward 6 which comprises Bredasdorp areas of Selfbou & Bergsig as well as Arniston/Waenhuiskrans and surrounding farms. Councillor Europa served on various committees and will be remembered as a person who fought for those who cannot fight for themselves. On Thursday, 5 August the municipality broadcasted a special live tribute program on Municipal Matters on Radio Overberg that was followed by a memorial service that was held on Friday, 6 August 2021. During the week of 2 - 6 August 2021 the municipal flags was lowered to half-mast.

INTERGOVERNMENTAL RELATIONS The Municipality is the sphere of government closest to the ground and is thus uniquely located to hear all the needs of the community. Many of these needs do not fall within the functional mandate of the Municipality but we have endeavored to give effect to as many of these needs as possible through the fostering of good relations with other spheres of government and government entity’s within whose functional mandate these needs fall. Examples are: The Elim Clinic The Napier Clinic The Municipality sold land to the Western Cape Provincial Government for the development of a school in Struisbaai. Department of Energy supplied solar geysers as well as training to installers.

OFFICE OF THE MUNICIPAL MANAGER The Municipal Manager is the Accounting Officer of the Municipality, and Head of the Administration. The Municipal Manager is responsible for ensuring good governance, financial sustainability of the Municipality, local economic development, institutional development and transformation and basic service delivery. The Internal Audit Executive reports administratively to the Municipal Manager. The purpose of auditing internally is to provide insight into an organization's culture, policies, procedures, and aids board and management oversight by verifying internal controls such as operating effectiveness, risk mitigation controls, and compliance with any relevant laws or regulations. Seven consecutive clean audits are testimony to the efficacy of this. The office of the Municipal Manager includes the following divisions and departments:  Local Economic Development and Tourism who are responsible for facilitating economic development by creating a conducive environment for business development and unlocking opportunities to increase participation amongst all Municipal Manager Eben Phillips sectors of society in the mainstream economy. This Department was newly created on 1 July 2018 when the Municipal Council decided to take back the tourism function which was previously managed by a non- profit organisation. This decision was made to ensure that the Tourism Sector which is one of the foundations of the Cape Agulhas economy was made fully inclusive and afforded the highest strategic priority. The Department focuses strongly on enterprise development through partnerships with government agencies and the private sector and has successfully assisted with capacity development and support to multiple SMME’s. The Department also plays a key role in small farmer development by availing Municipal land and support to small- scale agriculture projects, many of which have proved to be suc- cessful.  Human Resource and Organisational Development Division, who are responsible for ensuring a happy workforce who are productive and focussed on achieving the Municipalities strategic goals. This includes the organisational policy and procedural environment that complies with legislation, recruitment and selection, employment equity, skills development and capacity development as well as occupational health and safety. The Division is also responsible for the EPWP (Expanded Public Works Programme) which has performed consistently well over the term in its job creation targets.  Strategic planning and administration Division which comprises three Departments including;  Town Planning who are responsible for spatial planning and land use management  Administration Support Services who are responsible for management of Municipal Committees, Property Management and Archives and Registry.  Strategic Services who are responsible for Communication, Public Participation and Ward Committees, Integrated Development Planning, Performance Management and Risk Management. STRATEGIC SERVICES CLIENT SERVICES Municipal Engagement App Description The public engagement app originated as a result of communities requesting the Municipality to improve on its communication to communities. The project commenced over 18 months ago and is part of the Municipality’s Smart City Strategy. The Smart City Strategy aims to develop new and innovative technological ways to communicate with citizens and enable citizens to participate in our processes. The declaration of a National State of Emergency due to the Covid-19 pandemic escalated the need for this, as we suddenly found ourselves being unable to rely on our traditional ways of communication such as public meetings. The pandemic which has been ongoing for the past 18 months with no end in sight means we have had to place limitations on access to our municipal buildings. Buildings also need to be closed intermittently to sanitize and staff rotation means that not all office staff are in office at all times. The App is a mechanism to enable us to improve our communication and client service offerings to the public with the added advantage that citizens can communicate with us without visiting our offices. The App enables citizen to log complaints or service requests from their phones. The App is fully integrated with the Municipality’s complaints system and clients will be provided with an acknowledgement SMS and reference number. The App will be used to give notice to the public on service outages, road closures, etc. Notice will also be given when important documents are published which require public input such as the Budget and Integrated Development Plan. Information is provided on the services offered by the Municipality and contact details of responsible officials. You can call or email them directly from the App at the press of a button. The political and administrative leadership structure can also be viewed. There is a tab for important information such as SAPS, and the CAM after hours number and a tab where you can view the Municipality’s By-Laws. There is also a news tab, and we look forward to bringing you news of happenings and events. CUSTOMER CARE SATISFACTION SURVEY Cape Agulhas Municipality (CAM) has embarked on a process of engaging with the community to ascertain what their views are regarding the municipal service delivery. The valuable input contributed to improve our service delivery. The surveys was completed on various platforms, online, smart phones and manual surveys in either Afrikaans, English and IsiXhosa. Fieldworkers were deployed in all six wards to assist with the completion of the surveys, either online or manually.

HUMAN RESOURCES AND ORGANISATIONAL DEVELOPMENT : TRAINING AND DEVELOPMENT Description: Learnership: Community House Building NQF L2 This learnership was identified through the process of the submission of the Workplace Skills Plan to the Local Government Seta. Beneficiaries were identified from the community of Cape Agulhas after the learnership was advertised. Purpose: Upskilling of Cape Agulhas unemployed youth (11 female; 7 Male) in the basics of house building to enable learners to apply for jobs in the construction industry. Where: Anene Booysen Skills Centre for theoretical and practical training Department of Higher Education Training as part of practical training Date started and finished: 1 February 2020 - current Who benefited in terms of job creation and other benefits: 18 Unemployed youth from Cape Agulhas community. Did we impart skills: Housebuilding skills comprising of 70% practical and 30% theoretical training. Practical skills were done at the local schools and within different departments of Cape Agulhas Municipality. What was the cost: Local GSETA Discretionary Grant funded project

HUMAN RESOURCES AND ORGANISATIONAL DEVELOPMENT : TRAINING AND DEVELOPMENT Description: Learnership: Adult Education and Training (AET) Discretionary grant allocation, facilitated by Siyaphambili Purpose: Upskilling of Cape Agulhas employees to enable long service employees to obtain their matric allowing access to further education. Where: Anene Booysen Skills Centre Date started and finished: 17 February 2020 - June 2021 Who benefited in terms of job creation and other benefits: 18 employees from Cape Agulhas Municipality (11 males; 4 females). Did we impart skills: Adult learning to allow employees entry into further and higher educa- tional developmental programs to empower themselves. What was the cost: LGSETA Discretionary Grant funded project

LOCAL ECONOMIC DEVELOPMENT Consider Cape Agulhas Investments We have hosted various conferences aimed at drawing big investors, to convince them to set up new businesses in Cape Agulhas and/or expand existing businesses to create more job opportunities for our community. One such conference was the Consider Cape Agulhas Investment Conference during which plans were shared for the construction off hotels/conference centres, retirement villages, etc which will create hundreds of job opportunities within the next few years. We brought big business and local entrepreneurs into one meeting room, in order for the latter to familiarize themselves with the opportu- nities that might arise from these, and prepare accordingly. The second part of the conference-series was the hosting of a Filming- and Tourism Conference with a view of attracting film producers to do locational film shooting, so that our local economy can benefit from the services that are required for filming production. Access to trading space Council is placing a particular emphasis on the development of small businesses to enhance local economic development. With the above in mind we have responded to calls to apply for funding aimed at the upliftment of informal traders. Our applications were successfully evaluated, which have put us in a position to construct trading spaces in two areas called Lesedi- and Ou Meule Square respectively. Upcoming entrepreneurs are now in a position to market and sell their products in a protected environment. We are working tirelessly to extend these container-projects to other areas as well and to erect formal markets to accommodate even more entrepreneurs. Cape Agulhas has once again taken the lead by becoming the only municipality in the Overberg-region to have benefitted from the funding availed by the provincial government for this purpose. Covid-pandemic calls for innovation to enhance food security We have formed a strategic partnership with Cape Nampo with a view to enhancing food security within our communities. This has led to a collaborative effort to embrace farming through innovative farming methods through systems known as hydroponics and aquaponics. This entails the watering of seedlings, as well as the broiling of fishing species through piped irrigation. The Municipality has sponsored the training of persons from within our community who have shown a key interest in pursuing this kind of farming. The idea is to have them placed in terms of the train-the-trainers concept. When done these qualified participants will have to transfer their skills to other community members. Sponsoring-a-shelf The municipality has embarked on a unique project called the sponsoring-a -shelf project. This project involves the exhibition of the products of artisans on the shelves of established businesses, in order to introduce their products to a broader market. Up to now we have concluded agreements with Super Spar and Kapula Candles in terms whereof they share their spaces with upcoming entrepreneurs and assist with the marketing of designated products.

DIRECTORATE: MANAGEMENT SERVICES Director Hendrik Kröhn The Management Services Directorate is headed by the Director Management Services who is responsible for ensuring access to well- maintained community facilities and ensuring a safe environment. The Management Services Directorate includes the following Departments: • Public Services who are responsible for managing and maintaining cemeteries, parks, public open spaces, sport grounds, resorts and community halls. The Municipality has eight cemeteries, twenty playparks and eight community halls. This department is also responsible for overgrown erven and Sport Development. • Human Settlements who are responsible for housing and the management of informal settlements. • Library Services who are responsible for the management of nine well equipped libraries. • Protection Services who are responsible for ensuring the safety of the Cape Agulhas Municipal area by providing a range of services including traffic control, vehicle licensing and permits, drivers licencing, animal control and law enforcement. Disaster management services are rendered in co-operation with the Overberg District Municipality. • Human Development is responsible for gender and youth development, as well as the management of the Bredasdorp Thusong Centre, which provides easy access to government services and information. Virtual Youth Summit A platform for youth participation with Cape Agulhas Municipality. 13 March 2021 Implementation of Mosaic Project Skills development, youth employment, enhancement of entrepreneurship & March 2019 - July 2019 at Bredasdorp Thusong Centre beautification of the Thusong Centre. Youth Clubs Implementing personal development programmes & utilizing the platform for April 2021 - present discourse on youth matters. Hiking Clubs To encourage a healthy lifestyle and educating the previously disadvantaged April 2021 - present youth about the environment, conservation, and nature. Tutoring Programme May 2021 - present Free of charge weekly tutoring To create a space where learners can develop academically and socially. programme for Grade 3 – 12 To improve attitudes towards learning and school. learners

PROTECTION SERVICES ANIMAL CONTROL: SPAY PROJECTS IN CAPE AGULHAS AREA Description Cape Agulhas Animal Control identified the need to control the animal population in our area and spay projects were held once or twice a month. Purpose These kind of projects are held to assist and help the under privilege communities to look after their animals. SCHOLAR PATROL: PROTEA PRIMARY SCHOOL , NAPIER Description: Cape Agulhas Municipality has conducted training at Protea Primary School with 12 dedicated learners who wants to become road safety ambassadors. Purpose: To control traffic and safeguard scholar pedestrians. COVID-19 LOCKDOWN Cape Agulhas Municipal Disaster Management played a coordinating role during the declared National State of Disaster and have put certain actions in place to ensure control and appropriate response to the emergency. Actions: • Activated a JOC (Joint Operations Centre) • Established the needs of community • Monitor safety • Ensure communication through different electronic media platforms • 24/7 Roadblocks were held to control access to the municipal area (pro-active identification) • Activate relevant role players on a 24/7 shift system (call on all enforcement services like security companies, SAPS and Provincial Traffic) to assist CAM Traffic and Law Enforcement • Liaise with Human Development with planning on feeding projects when needed – CAM issued 3100 food parcels to households in need during May 2020 and the various Soup Kitchens sponsored by CAM in the different towns feed 17 220 people per week in total. • 24/7 JOC Officers - Administration Staff (record keeping, radio control, monitor cameras and assist with information from Natis System) • Ensure that health standards are adhered to and that social problems are identified • Crowd control in Hotspots FLOODS Protection Services successfully managed the floods in the Cape Agulhas area during 2020 and 2021.

DIRECTORATE: INFRASTRUCTURE SERVICES The Infrastructure Directorate is headed by the Director Infrastructure Services who is primarily responsible for infrastructure planning, maintenance and development. Good infrastructure is key to attracting investment and development into the Municipal Area and is fundamental to improving people’s lives. The Directorate is also responsible for basic service delivery. Basic services are a package of services necessary for human well-being and typically include water, sanitation, and electricity and refuse removal, which are all provided at or above the prescribed level. The Infrastructure Services Directorate includes the following Departments: • Electro-Mechanical Services who are responsible for electrical distribution and reticulation services, street lighting and infrastructure to all towns in its area of jurisdiction except Struisbaai North, Protem, Klipdale, Kassiesbaai (part of Arniston) and Elim, which are supplied by Eskom. Electro-Mechanical Services are also responsible for the Municipal fleet and workshop. • Streets and Stormwater are responsible for the planning, maintenance and construction of streets and stormwater systems Director Abdul Aziz Jacobs • Solid Waste Management who are responsible for the management of solid waste. This includes effective and efficient management of waste with emphasis on reducing, re-using and recycling together with responsible disposal and rehabilitation. Waste management services include refuse collection, management of landfill sites, illegal dumping, street cleansing, recycling and awareness campaigns. all households in the municipal area have access to a weekly refuse collection service. • Water and Sanitation Services who are responsible for providing water and sanitation services to all towns. Potable water of a high quality is provided through an extensive water infrastructure network and storage systems. Sanitation systems include waterborne sewerage systems and septic tanks, which are serviced at a fee when required. Various Wastewater Treatment Works (WWTW) are operational throughout the Municipal Area to ensure that wastewater meets acceptable standards. • Building Control Services who are responsible for ensuring that all development is done in accordance with the applicable legislation, as well as the approved Planning By-law and Zoning Scheme. The mandate of the department is to ensure implementation of the National Building Regulations and Standards Act, Air Quality Control and Noise Management, which in turn ensures a safe and healthy environment. ELECTRO-MECHANICAL SERVICES LED RETROFIT PROJECT Description: The retrofit of all streetlights, area lights and floodlights with LED lighting technology in all Cape Agulhas Municipality areas of supply. Purpose: To reduce the internal electricity consumption of the Municipality and to increase useful light levels on the roads within the Municipal supply area. Locations: Bredasdorp, Napier, Struisbaai, L’Agulhas and Arniston Duration of project: 1 July 2018 till 30 June 2020 Employment opportunities: 10 Part time employees for the two years Skill sharing: Employees were trained on LED specific work methods. LED RETROFIT PROJECT Congratulations are in order. Cape Agulhas Municipality has been recognized as one of the top 5 municipalities in the country for our LED retrofit initiative (LED Retrofit of Streetlights) and the resultant energy and carbon saving. Well done Mr. Stephen Cooper and team at our Electro-Mechanical Department for the hard work that resulted in us becoming a Green Economy Change Champion Finalist.

PARKVIEW HOUSING PROJECT Description: To install electrical infrastructure to supply 158 houses with basic electrical services as laid out in the INEP agreement. Purpose: To provide all residents that were allocated houses a better quality of life and ensure better than minimum standards of service delivery are provided. Locations: Parkview Bredasdorp Duration of project: 1 July 2019 till 30 June 2020 Employment opportunities: 10 Part time employees for the year MILLPARK HOUSING PROJECT Description: To install electrical infrastructure to supply 470 houses with basic electrical services as laid out in the INEP agreement. Purpose: To provide all residents that were allocated houses a better quality of life and ensure better than minimum standards of service delivery are provided. Locations: Millpark Bredasdorp Duration of project: 1 July 2018 till 30 June 2021 JET CLEANER TRUCK One of our trucks a Nissan UD40, 4 Ton truck was transformed from a Tipper to a Jet Cleaner. Its engine has been completely reconditioned. A Jet Cleaning machine was fitted onto this truck, and a large capacity water tank was added. The truck was no longer used as a tipper and its PTO and hydraulic pump has been removed.

SOLID WASTE MANAGEMENT WHEELIE BINS PROJECT Description Cape Agulhas Municipality rolled out wheelie bins to the whole CAM area including the new RDP and PHP development with only a few still outstanding. A wheelie bin will be provided by the municipality to every address. We have already distributed 7 800 wheelie bins, phase 1 of the project is only for households and phase 2 will includes businesses. The wheelie bin project was financed through an external loan. Purpose The purpose of the wheelie bin project includes the enabling of storage of waste on the erven for at least a week, controlling illegal dumping, less plastic to landfill and a cleaner environment. Date started and finished The project started in May 2019 EPWP PROJECTS Description Solid waste EPWP Cleansing projects consists of 3 divisions: The cleansing team with their supervisor and EPWP Project Administrator, assistance with waste collection and the law enforcement on the landfill and drop-off. Purpose The cleansing teams, supervisor and EPWP project Administrator are responsible for the cleaning of the towns in Cape Agulhas Municipality. The assistants with waste collection are responsible for aiding the general workers on solid waste trucks. The law enforcement on the landfill and drop- off site is responsible for aiding in duties such as directing for the different waste types to be disposed. DIRECTORATE: FINANCE & ICT SERVICES The Finance and IT Directorate is headed by the Chief Financial Officer (Director) who is responsible for ensuring the long-term financial sustainability of the Municipality through effective financial oversight and financial management of council’s assets, liabilities, revenue and expenditure. The Finance Department provides strategic financial management direction, support and advice to Council, the Municipal Manager and other departments to enable them to execute their responsibilities of providing services to the community in a financially sound and sustainable manner. The Finance and IT Directorate includes the following Departments: • Revenue Management who are responsible for the effective management of revenue, cash receipts and debt collection. • Expenditure Management who are responsible for the effective management of expenditure, payroll management, cash and investment management and asset management. • Budget and Treasury Office who are responsible for financial reporting and budgeting in accordance with legislated requirements and standards. Director Hannes van Biljon • Supply Chain Management who are responsible for implementing a supply chain management system that is fair, equitable, competitive, transparent and cost effective to ensure best value for money. It also ensures that the highest possible ethical standards are applied, and that local economic development is promoted. • ICT who provides a support service to every Department in the Municipality and who ensure that the Municipality has the best technological solutions at its disposal to achieve its strategic goals and make Cape Agulhas a Smart City of note. The Municipality consistently strives to improve its financial viability and has developed a long- term financial plan and a Revenue Enhancement Strategy. The following graphs illustrate the positive turn around of the Municipality’s financial position between 2016 and 2021. The impact of Covid-19 can clearly be seen in 2019/20 financial year but despite this the overall outcome for the term is positive. Cash and investments have increased substantially from R 24 361 469 in 2016/17 to R 109 201 928 in 2020/21. There was a small decrease in 2019/20 because of a lower than anticipated debt collection rate. Covid-19 had a significant impact on consumers ability to make timeous payments. The Municipality’s capital expenditure has increased significantly from a meagre R24 279 633 in 2016/17 to R 64 319 601 in 2020/21. We even managed to maintain this upward trend in 2019/20. The Municipality’s primary focus is investment in its infrastructure to unlock economic development. The Municipality’s Capital Replacement Reserve (CRR) has increased from R20 000 000 in 2016/17 to R 37 500 000 in 2020/21. We were unable to increase our reserves in 2019/20 but did manage to retain the 2018/19 reserve of R35 000 000. The Municipality has been able to maintain a debt collection rate of 95% or above for the period. We did experience decreases in 2017/18, 2018/19 and 2019/20. The latter being primarily attributable to the impact of Covid-19 on consumers ability to pay. In 2020/21 we were again able to achieve 98% as a result of stringent application of our credit collection policies.

SMART CITY SMART INFRASTRUCTURE CAPE AGULHAS MUNICIPALITY SMART SMART GOVERNANCE SAFETY SMART CITY SMART SMART ECONOMY ENVIRONMENT Description SMART THINKING, SMART PRACTICES AND SMART MEASUREMENT The primary goal of this long-term project is to ensure adequate infrastructure is available to reach the goals of the Municipality as set out in the approved IDP. This includes the availing of Wi-Fi as well as CCTV cameras in the Municipal Area, as well as ensuring that the approved initiatives of the ICT Strategy are achieved through Smart thinking, Smart practices, and Smart measurement. Purpose To drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. SMART CITY: CCTV Cameras Description During the IDP process, communities of various towns in the Cape Agulhas Municipal area requested security cameras in their respective wards. Subsequently the Municipality embarked on this journey as part of the bigger Smart City project. With the submission of a business plan, funding was sourced form the Western Cape Government, who funded all capital expenditure related to the realization of this project. Cameras was installed at entrances of various towns to monitor all incoming traffic to the towns within the Cape Agulhas Municipal area. All cameras are monitored 24/7 by a video management system should any historic information be required. In addition to the license plate recognition (LPR) component monitor and capture all license plates passing these types of cameras. License plates are then validated against various database and if identified as suspect, the operations room and identified safety officials receive notifications on their mobile devices. The Municipal Council approved a CCTV policy in December 2020, outlining various aspects relating to CCTV, managed by the Municipality and privately that are situated on Municipal infrastructure. The intent here once again is to move towards cohesion between all security stakeholders in the Municipal Area. Purpose Community safety. PUBLIC Wi-Fi Description This initiative identified during the formulation of the Smart City strategy, became one of the key projects to try and uplift communities. Although the intent was initially focusing on various aspects, we quickly realized when we went live that the need for access to connectivity is a lot bigger than anticipated. Withing the first 3 months of utilization of the Public Wi-Fi we were able to quantify the data use relevant to the data cost of leading data providers which equate to just under 1 million rand compared to the capital layout and operational expenditure of just over R 500 000 in the same period. Taking this into consideration and that the operational expenditure will be the main funding required in months to come we could easily establish that although we may not be able to quantify the return on investment (ROI) in monetary value as an income to the municipality but rather as a service to the community. Purpose Although there may be various reasons for providing these hotspots one of the key drivers behind this was to create an enabling environment, where citizens who may not necessarily have access to connectivity, now have this opportunity. The intent of this is to give access to resources and information to the youth to gain as much knowledge as they possibly could by accessing the Internet, in addition one of the key drivers of Economic Development, the intent is to encourage people to make use of connectivity for communication to the Municipality, but also to give them the opportunity to use this access to start or better manage businesses. Where Bredasdorp, Napier, Arniston, Klipdale, Protem, Elim, Struisbaai. Up and till the 20th of March 2021 the Public made use of just over 40 TB of data since it went live on 19 December 2019. DIGITIZING OF THE WATER INFRASTRUCTURE Description Although this project has a lot of moving parts, the intent is to give the Water Department better control and management information related to this scarce resource. The roadmap developed in collaboration with this Department focuses on water supply and water demand that consists of various components which were unpacked to determine the elements to focus on first and was then prioritised in terms of urgency. The first phase was to have the ability to monitor all boreholes, reservoirs and dams electronically. This gives the Water Department the ability to have an overview of water resources in near real time, which in turn can lead to a lot of advantages with one of the key aspects being water conservation. Although such a project can become very complicated as so many assets, processes and procedures are impacted by this, we do acknowledge that this can be a timely and costly exercise. Till date all funding related to this project was sourced from Western Cape Provincial department, who in return has shown great interest in the project and has committed to stay actively involved in the process moving forward.
