Supporting troubled families. St.Marys – Oldham.

Understanding Troubled Families July 2014.• In December 2010, David Cameron created the goal to change the lives of 120,000 troubled families by 2015.• £448 million was drawn from the budgets of six government departments.• Families must meet at least three of the four criteria to receive help under the Troubled Families Programme:• Being involved in anti-social behavior or youth crime• Have children in the family who are regularly not in school or truanting.• Have an adult who receives out of work benefits• Cause high costs to the tax payers.• All 152 upper tier local authorities in England agreed to be a part of the Troubled Families Programme and receive £4000 per family from the government.

St.Marys• The population in St.Marys is unusually young with 31.2% aged 0-15.• The area is predominantly south Asian, 41.9% Pakistani, 34% white, 8.6% Bangladeshi and 8.2% other non-white.• Household Income is the third lowest in Oldham at £18,391, compared to the Oldham average of £23,920.• Employment rate is 43.7% compared to the average of 58.2%.• Benefits are claimed by 17.5% compared to the Oldham average of 13.1%.• There are 15.7% (13.1%) lone parent households and 15.7% (7.5%) overcrowded households.• 41.2% of adults in St.Marys have no qualifications compared to the average of 29.6%• Early years development is very low in St.Marys, only 30.3% of boys and 51.2% of girls reach a reasonable level of development after foundation stage.• Crime rates in St.Marys are very high and there has been a rise in the serious crimes including assault and actual bodily harm.

Links between St.Marys and the Troubled Families Programme.In the Troubled Families Programme, the sample (1048) of troubled families taken has similarcharacteristics of those families currently residing in St. Marys, Oldham. These include:• 40% had three children or more in their families compared to 16% nationally, St.Marys has 19.4%• 82% of families had a problem regarding their education, St.Marys has 41.2% of adults with no qualifications at all and 4.6% of NEET.• 54% of families have involvement in crime or anti-social behaviors, St.Marys is the fifth highest for anti-social behavior in Oldham and has had a rise in serious crimes including assault.• In 74% of families no one was currently working, St. Marys has 1544 total out of work benefit claimants.

Early Help - Oldham• “Oldham is taking part in a national Programme to ‘turn around’ the lives of families who need support to get them back on track.”• Oldham has specifically designed an early help service that helps to work alongside families who want to help themselves.• There are many families who have in the past have struggled with help from services, Early Help focuses on these families. Families who have two or more of the following:• Children or parents involved in crime/anti-social behavior• Children who have not been attending their school regularly• Children who may need help e.g. children under a protection plan.• Adults who are out of work or at risk of financial exclusion and children who are possibly at risk of worklessness• Families experiencing domestic violence or any forms of abuse.• Families with a range of health problems.
