CENTER FOR DISPARITY SOLUTIONS AND EQUITY Equity Matters: Eliminating disparities across education, healthcare, wellness and human services http://umdearborn.edu/cehhs/cehhs_cdse

ABOUT THE CENTER FOR DISPARITY SOLUTIONS AND EQUITY The time to work toward the elimination of disparities is now. Hence, developing evidencebased solutions that seek to create equity across education, public and community health, healthcare, wellness and human services is the overarching objective for the Center for Disparity Solutions and Equity (CDSE). To achieve this aim, the CDSE—a community-driven organization developed by the University of Michigan-Dearborn, College of Education, Health, and Human Services—proudly partners with community, corporate, education, government, health and wellness organizations spanning the Detroit area, the State of Michigan and the United States. Working in collaboration with these stakeholders and through the application of leading-edge research, the CDSE seeks to implement actionable solutions by way of innovative programs and policies, systems and environment best practices and responsible evaluation mechanisms—among other channels. The CDSE and its partners acknowledge and understand that progress and positive change can be realized, that equity throughout the areas of education, public and community health, healthcare, wellness and human services is a true possibility. It is to this end that we are fully committed. It is to this end we are fully engaged.

MESSAGE FROM THE DEAN AND INTERIM DIRECTOR Inclusive. Collaborative. Transformative. We can attest the Center for Disparity Solutions and Equity embodies all of these adjectives. We are proud to partner with community, corporate, education, government and health organizations throughout the Detroit area, the State of Michigan and the United States in the name of social justice and equity. Our aim is to theorize, conceptualize, and finally implement and evaluate equity solutions that bring real impact to populations affected by disparities at the intersection of education, public and community health, healthcare, wellness and human services. At the CDSE, we know that equity across these areas is actually attainable. The resources exist for all populations to be well-educated, to be healthy and to enjoy a high standard of living. The challenge comes in harnessing and ethically applying these resources, implementing them in the name of compassion, social justice, equity and progress or in a way that creates a better quality of life for all. We hope you will take time to learn more about the CDSE and our mission. And, we hope you acquaint yourself with the benefits we offer both to our partners and to the disadvantaged populations we are honored to serve. We know the research we conduct and the disparity interventions we implement are addressing large-scale issues that affect many. We look forward to helping those with whom we collaborate, as we work together to identify solutions to disparity issues that ultimately better the lives of all individuals. JANINE JANOSKY, PH.D. COMMUNITY Listening to, understanding and serving communities are critical to the CDSE’s mission. The CDSE seeks to engage and partner with communities, build bridges to better health and education, eliminate related barriers, and provide expertise and guidance when required. From collecting, evaluating and disseminating best practices that foster equity to conducting needs assessments that evaluate school resources to functioning as a data repository that collects, analyzes and shares multi-sector data, the CDSE provides many valuable services to the communities it serves. Conduct community-based participatory research to identify ranked neighborhood priorities (e.g., safety, walkability, community gardens). Collect, evaluate, and disseminate best practices to interrupt and reduce the link between social determinants of health and education. Perform needs assessments to evaluate school resources by district. Identify sources to increase scarce resources and make recommendations to achieve more equitable distribution of resources. Create logic models to list the potential effects on quality of life and health to evaluate policies to determine if potential effects of health and equity are considered in enacting the policies. Collaborate with community stakeholders to identify and address needs within their areas of service through community-based participatory research. Function as a data repository to collect, analyze, and disseminate multi-sectoral data. Identify patterns of disparities within communities, regions, and the nation. Provide students and other learners with tools to work collaboratively, bridge academic disciplines, and deliver an educational system that supports health, wellness, and other social supports. Target the effects on health and wellness of the built environment through education of the public and policy makers. Clarify the relationship between population health and wellness, employability, education, and chronic disease. CORPORATE Eliminating disparities across the areas of education, health and human services simply cannot happen without the cooperation of multiple sectors, including corporate enterprises. The faculty and staff of the CDSE are always delighted to work with corporate partners on the many matters related to disparity solutions. Among other ways, these experts can help add value to corporations by sharing the latest research and best practices in disparity solutions and by evaluating company policies with the goal of determining effects on employee health and well-being, the corporation’s culture, and employee satisfaction. Evaluate human resources policies to determine the effects on the employees’ health and well-being, company culture, and employees’ satisfaction. Evaluation for inclusiveness of the policies and highlight the effects on historically underserved groups. Function as a data repository to collect, analyze, and disseminate multi-sectoral data. Identify patterns of disparities within communities, regions, and the nation. EDUCATION Addressing disparity issues across our educational systems must move beyond past efforts of more money, more accountability and more choice. As educators, the CDSE faculty and staff know firsthand the critical importance education serves as the foundation of healthy, sustainable communities. CDSE faculty and staff are dedicated to collaborating with education partners on the systemic issues related to disparities in education. These experts can help address educational disparities—as they recognize the interconnectedness of education, health and human services in eliminating disparities across the social, economic and cultural areas—through an interdisciplinary approach to provide instructional, technical and implementation assistance. GOVERNMENT There are a number of ways the CDSE can serve government and government-related organizations. More generally, the CDSE can facilitate collaboration among appropriate stakeholders; provide policy advocacy, implementation and evaluation; and help translate research into practical application. More specific examples of benefits provided to the government sector include conducting community-based participatory research in neighborhoods to identify neighborhood priorities, evaluating school resources to identify and implement solutions that work toward equity, and partnering with local government to evaluate resident services (e.g., parks and recreation, lighting, etc.). Conduct community-based participatory research to identify ranked neighborhood priorities (e.g., safety, walkable neighborhood, community gardens). HEALTHCARE & WELLNESS Eliminating disparities across healthcare is a current priority for our nation. While the Patient Protection and Affordable Care Act has worked to end several disparities through expanded health care insurance coverage, additional allocated funds to community health centers and other means, there are numerous disparities yet to be addressed, many of which are pejoratively affecting the quality of life of millions. To help eliminate disparities in health care, the CDSE offers many services to public and community health, healthcare- and wellness-related entities. For example, the center can collect, collate and disseminate data, identify patterns of disparity within communities and regions, and magnify the effects of resources through the evaluation of services provided Evaluate human resources policies to determine the effects on the employees’ health and well-being, company culture, and employees’ satisfaction. Evaluation would include the inclusiveness of the policies and highlight the effects on historically underserved groups. Collect, evaluate, and disseminate best practices to interrupt and reduce the link between social determinants of health and education. Reduce inappropriate use of emergency departments by identifying super-users through hotspotting. Identify the reasons for high use (e.g., lack of transportation, no primary care physician, lack of resources for medication, unhealthy living accommodations, etc.) and link to appropriate social services to remediate the situation. Function as a data repository to collect, analyze, and disseminate multi-sectoral data. Identify patterns of disparities within communities, regions, and the nation. Magnify the effects of resources across agencies and healthcare providers through conducting an evaluation of services provided and areas targeted. Amplify these resources through identification and dissemination of best practices. Target the effects on health and wellness of the built environment through education of the public and policy makers. Clarify the relationship to these audiences between population health and wellness, employability, education, and chronic disease. Examine the systems of healthcare providers to determine the consequences of the policies that negatively affect the health and wellness of disparate populations.
