Preserving Places: MANAGINGPRESERVING PLACES: MASS TOURISM, URBAN CONSERVATION ANDManaging Mass Tourism, Urban Conservation and QUALITY OF LIFE IN HISTORIC CENTRESQuality of Life in Historic Centres5-6 December 2008, METU Cultural and Convention CentreTourism in historic cities is continuously increasing followingthe global trends in the tourist industry. Tourism has played acertain role in promoting public awareness towards the historicbuilt environments and provided the historical centres with thenecessary resources for conservation. However, the negativeimpacts of mass tourism on the conservation of culturalheritage, and the impoverishment of historic places in terms oftheir civic values is evident. The planning and conservationpolicies in many historic cities continue to be fragmented andto ignore environmental and social issues as a result of unduefocus on the short term economic advantages of tourism. Inthis workshop, the risks that historic centres are subjected tohave been investigated on an international comparative andinterdisciplinary basis, in relation with urban, conservation andtourist policies. The workshop is the kick off event of aninternational project supported by the EU Culture Programme(2007-2013).Workshop Coordinators:Assoc. Prof. Dr. Cânâ BilselAsst. Since then Faculty of Architecture signed bilateralagreements for student and academic staff exchange with arange of European higher education institutions. 155 studentsand 28 academic staff members have visited other countries aspart of the Erasmus program between 2004 and 2008.The Faculty also intensely involved in IP and TN programs witha number of these institutions and organized various workshopsand studio sessions at home and abroad.List of Erasmus partner institutions:Aalborg University, Denmark / Bauhaus Universitat Weimar, Germany /Budapest University of Technology and Economics, Hungary / DelftUniversity of Technology, Holland / Ecole National Supérieure d'Architecturede Paris Belleville, France / Freie Universitat Berlin, Germany / HafenCityUniversitat Hamburg, Germany / Hogeschool West-Vlandeeren, Belgium /Katholieke Universiteit Leuven, Belgium / Koblenz Landau University,Germany / Liverpool John Moores University, United Kingdom / Politecnicodi Bari, Italy / Politecnico di Milano, Italy / Politecnico di Torino, Italy /Technische Universität Darmstadt, Germany / Technische UniversitätDortmund, Germany / Universidad Autonoma De Madrid, Spain /Universidad Politecnica De Valencia, Spain / Universidade do Minho,Portugal / Universita di Bologna, Italy / Universitat Bremen, Germany /Universite degli Studi Roma Tre, Italy / Universiteit van Amsterdam, Holland/ University of Leeds, United Kingdom / University of Malta, Malta /University of Primorska, Slovenia / University of Reading, United Kingdom /University of Salford, United Kingdom / University of Westminster, UnitedKingdom / Uniwersytet Im. INTENSIVE PROGRAMS (IPs)The intensive programs, European Union supportedinitiatives in the framework of the Socrates schemes, aimto promote exhange programs between universities. TheFaculty of Architecture has recently involved in three IPs,namely Borderlines in Urban Space and Planning,BRANCABIKA, Spatial Development Planning.BRANCABIKA was carried in partnership with theDepartment of Architecture, while the partner of the otherIPs was the Department of City and Regional Planning. 109

The Department of City and Regional Planning is one of the partners of INTENSIVE PROGRAM SPATIAL DEVELOPMENT PLANNINGthe Erasmus-Socrates intensive program (IP) Spatial DevelopmentPlanning. This program is carried out with the partnerships of Universityof Milano - Bicocca/Department of Sociology and Social Research(Italy), Middle East Technical University/Department of City andRegional Planning (Turkey), University of Newcastle upon Tyne/Schoolof Planning, Architecture and Landscape (United Kingdom), Universityof Sciences and Technologies of Lille/Faculty of Economics and SocialScience (France), Catholic University of Leuven/Department ofArchitecture (Belgium), Utrecht University/Department of HumanGeography and Urban and Regional Planning (Holland), University ofAverio/Department of Social, Legal and Political Sciences (Portugal),Mediterranean University of the City of Reggio Calabria/Department ofCity, Landscape and Territory Planning (Italy), HarokopioUniversity/Department of Geography (Greece), University of theBasque Country University of the Basque Country/Department ofApplied Economics (Spain), Royal Institute of Technology/Departmentof City and Regional Planning (Sweden), Helsinki University ofTechnology/ Centre for Urban and Regional Studies (Finland),University of Naples Federico II/ Department of Social Sciences (Italy),Sapienza University of Rome/Department of Territorial and UrbanPlanning (Italy), Slovak University of Technology/ Department ofArchitecture (Slovak Republic), Vienna University of Economics andBusiness Administration/Department of of Urban and RegionalDevelopment (Austria). The main purpose of the IP on Spatial Development Planning is toprovide students with a learning experience on different planningcontexts, to become familiar with different instruments and approaches, and to confront the problems and issues at hand. In particular, thislearning experience is focused on achieving a critical understanding of:a) different urban redevelopment patterns and models;b) methodologies to evaluate the economic and social impact of theseredevelopment projects at various scales;c) conceptual tools for the analysis of governance dynamics.Within this IP, two projects were prepared in 2007, related to twotransformation areas in Milan. Three students from the Department ofCity and Regional Planni participated in the IP workshop together withthe coordinator Dr. Bahar Gedikli. Students worked in collaborationwith other participant students; while the coordinators assumed theteaching duty. The first project involved the BICOCCA area, where theUniversity of Milano-Bicocca is also located. The University havebecome a central part of a large redevelopment project informed by the“knowledge-city model”, where higher-education, R&D and culturalfunctions are mixed with advanced business services and high-qualityresidential units. The analysis of this project enables a critical appraisalof the development patterns set in motion by policies promoting theKnowledge–Based Society and their impact in the metropolitan area. The second project is on PARCO NORD, a 600 hectare green areaalong the northern border of the city of Milan and including portions offive minor municipalities of the metropolitan area. The park is managedby a Consortium of the municipalities involved and constitutes asuccessful example of collaboration at the inter-municipality level; whileconnecting adjacent municipalities this park plays a large role inproviding opportunities for socially innovative initiatives which promotean inclusive and active fruition of green spaces (for example, urbanvegetable gardens, well-equipped paths and facilities for educationalpurposes). In 2008, in addition to the two transformation areas studied in 2007,Manufattura Tabacchi was chosen as the third project area; theplanning of a cultural district. Three students from our Departmentparticipated in the project. Next IP workshop is going to be held inStockholm in 2010.Project coordinators: Assoc.Prof. Dr. Bahar Gedikli 111
