Kelly Duffy Kelly Duffy, PE, Senior Manager, Wastewater, has 20-years experience with theBaltimore past 17 years being at RK&K. She is a graduate of Cornell University (B.S.) and theWater/Wastewater University of Massachusetts, Amherst (M.S.). Since joining RK&K, Kelly has worked on study, design and construction phase wastewater treatment plant projects inJosh Carter Maryland, Virginia, Pennsylvania and West Virginia. Kelly has also worked on design-Tampa build projects and has recently been involved in a Program Management contract.Construction Office Kelly has completed numerous projects, many of which focused on nutrient removal upgrades, and has presented papers at both the national Weftec and local CWEAPatrick DiNicola conferences.BaltimoreConstruction Office Josh Carter, PE, CCM, Manager, Construction, has 15 years of experience, the last 6 years of which have been at RK&K. He is a graduate of the University ofMichelle Roberts Florida (Go Gators!) with a Bachelor’s Degree in Civil Engineering. Since joiningFairfax RK&K, Josh has worked on major toll road projects such as the Veterans ExpresswayConstruction Office Widening / All Electronic tolling projects in Tampa, and the Beachline Expressway Widening / Express Lanes project in Orlando. Josh’s team was awarded the Florida Transportation Builders Association, 2016 Best-in-Construction (Interstate) award for the Veterans Expressway project. Josh was a former FDOT District 4 employee, and has managed several of Florida’s Turnpike Enterprise projects. He is currently working towards expanding RK&K’s presence in FDOT District 7. Patrick DiNicola, REM, Manager, Construction, has 21 years of experience, the last 16 years of which have been at RK&K. He is a graduate of the State University of New York, Oswego (B.A.) and Johns Hopkins University (M.S.). Patrick’s RK&K career took a turn towards construction in 2006 when he started working on the Woodrow Wilson Bridge project’s environmental compliance and mitigation program. He then transitioned into managing the $50M environmental stewardship and mitigation construction program associated with MD SHA’s Intercounty Connector project. Recently, Patrick has managed wetland restoration projects in Northern VA, and is currently serving as resident engineer for DC Water’s first green infrastructure project in Washington, DC. Patrick’s experience has helped create a niche for RK&K in the construction management of environmental restoration projects. Michelle Roberts, PE, CCM, Manager, Construction, has more than 15 years of heavy civil construction experience as both a contractor and a consultant, including almost 4 years with RK&K. She has worked with a variety of owners and types of horizontal construction including stream restoration, water/wastewater rehabilitations, utilities, roadways, and major bridge projects such as Woodrow Wilson Bridge and Frederick Douglass Bridge Rehab. She is also proficient in scheduling, performing CTDRs, constructability/biddability reviews, and cost estimating. She is currently managing the Northern Virginia CM/CEI group with over 30 field staff and 11 on- call contracts with various clients. In addition, she is managing the Columbia Pike Multi-modal construction project and the King and Beauregard safety improvements.

John Cole John Cole, PE, Manager, Municipal Engineering, is a registered ProfessionalKeyser Engineer in West Virginia and Maryland with nearly 17 years of experience, allWater/Wastewater with RK&K. He is responsible for project management and aids in managing the water/wastewater group in West Virginia. John’s most significant projects includeMike Sulpizio the eight years of on-call water and sewer work with the Charles Town Utility BoardYork and overseeing the design efforts for the first wastewater treatment plant specificallyWater/Wastewater designed and constructed in West Virginia for meeting the State’s biological nutrient reduction limits discharging into the Chesapeake Bay.Elford JacksonBaltimore Mike Sulpizio, PE, Manager, Municipal Engineering, is a graduate of PennsylvaniaUtilities State University where he obtained a Bachelor of Civil Engineering degree. Mike’s current projects include Baltimore County’sFairfax On-Call Engineering Services for Pumping Stations comprised of twelve current tasks;Highways Howard County’s Allenford, Chamberlea, Mt. Hebron, and Patapsco Park pumping stations; Anne Arundel County’s Marley Neck Fort Smallwood gravity sewer; St. Mary’s County Metropolitan Commission’s St. Clement Shores water system replacement phases 1-3 and St. Mary’s Square wastewater pumping station; and Fairfax County’s B/B2 raw wastewater pumping stations. Mike’s background includes pumping stations, force mains, site design, HVAC/plumbing systems and hydraulics. Elford Jackson, PE, Manager, Utilities, has more than 26 years of experience of which 19.75 years have been at RK&K. He is a graduate of Temple University (M.S.) and Morgan State University (B.S.). His current task involves infrastructure improvements that relate to the aspects of utility design, relocation, support-in-place, and coordination with private and public utility owners. He has extensive water main design, dry utility design, and sewage force main design experience. In addition, he has an in-depth understanding of the utility design and coordination process required to support site/civil and transportation projects. His project portfolio includes the design of multi-use facility and institutional site development projects, utility coordination support for bridge, roadway and transit projects, ground storage tank design, and the environmental design for large diameter water and sewer assets Matthew Arnone, PE, DBIA, Project Manager, has 13 years of experience, the last 3 years of which have been at RK&K. He is a graduate of University of Pittsburgh at Johnstown (B.S. Civil Engineering Technology). Since joining RK&K, Matt has worked on and led efforts for a variety of roadway projects including intersection re- alignments, roadway widenings, and multimodal improvements in Virginia. Matt has become a trusted mentor within the Transportation Department. Over the last year, Matt has assumed the lead role for the Arlington County Multimodal Transportation A&E Services Agreement – Complete Street Tasks (Clarendon Circle, South Walter Reed, Lee Highway & Glebe Road, and South Glebe Road) and for the roadway design aspect of the VDOT managed Richmond Highway Corridor Improvements.

Clayton Ballard Clayton Ballard, Project Manager, has an Associate Degree in EnvironmentalBaltimore Engineering from Central Carolina. He has over 20 years of experience in environmental compliance, electroplating metal finishing, waste remediation, wastewater treatmentConstruction Inspection and construction, including 13 with RK&K. He’s worked on two of Maryland’s largest highway projects, Woodrow Wilson Bridge and Intercounty Connector, where he was the lead environmental inspector. Currently, Clayton plays a vital role in Maryland State Highway Administration (SHA) Office of Environmental Design (OED), 5 years $8M open-end contract where he leads the Quality Assurance Program, National Pollutant Discharge Elimination System (NPDES) and Storm-water Management (SWM) program statewide. Clayton has helped SHA grow the OED-QAP from 4 consultants to a total of 14. Chris Bauernfeind, PE, Project Manager, has 14 years of experience, all of which have been at RK&K. He is a graduate of University of Delaware (B.S.). Tony Chan, PE, PTOE, Project Manager, has 12 years of experience, 11 with RK&K. He is a graduate of the University of Maryland. Tony has been managing RK&K’s SHA District 3 open-end traffic contract for the last three years. Tara Cutillo Tara Cutillo, PE, Project Manager, has nearly 14 years of experience, joining RK&KBaltimore after graduating from Bucknell University in 2004 with a BSCE. Some of her most significant projects include DelDOT’S Christina River Bridge and ApproachesJeff Grow project, SR 1 Auxiliary Lane and Road A Roadway Improvements.YorkWater/Wastewater Satrajit Das, PhD, PE, Project Manager, has 26 years of experience, the last 3 years of which have been at RK&K. He is a graduate of North Carolina State University (MSJordan Howard & PhD). Since joining RK&K, Sat has been working on design-build projects and pursuitsBaltimore for NCDOT and SCDOT. Prior to joining RK&K, Sat worked for URS and WSP USA.Highways Working on projects involving signature structures in different states, he has demonstrated deep practice expertise in bridge/structure design, rehabilitation and structure condition assessment utilizing inspection, advanced diagnostics and bridge load testing involving a variety of complex bridge types. Sat has hands-on experience in performance based seismic design of bridges and structures. His additional skills include design and rehabilitation of marine port facilities. Sat was instrumental in winning the Rodanthe Design-Build project late in 2016 and is the lead structural engineer for the 2.35-mile long main bridge. Jeff Grow, PE, ENV SP, Project Manager, is a graduate of Pennsylvania State University where he obtained a Bachelor of Chemical Engineering degree and Johns Hopkins University where he earned a Master of Environmental Engineering degree. Jeff is a registered Professional Engineer in Maryland and Pennsylvania, an Envision Sustainability Professional (ENV SP), and has 22 years of experience, 10 with RK&K. Jeff’s current projects include Baltimore County’s On-Call Engineering Services for Pumping Stations, including the Oliver Beach, Beachwood, Peninsula and Waldman Avenue pumping stations; and miscellaneous transient analyses of pumping stations and force main systems for Baltimore County. He has experience with pumping station and force main design, hydraulic transient analysis and surge relief design, mechanical process equipment, hydraulic modeling, and pump system testing and optimization. Jordan Howard, PE, Project Manager, has 10 ½ years of experience, 5 ½ years at RK&K. She is a graduate of Villanova University (B.S.) and the University of Texas (M.S.). Since joining RK&K, Jordan has worked on and led major highway, arterial, and pedestrian / bicycle projects for the Baltimore Transportation Design Group. Recently, Jordan has led MDOT SHA bridge replacement projects along I-70 and I-695, and pedestrian / bicycle projects for Montgomery County DOT and Anne Arundel County DPW. She has served as an on-site/off-site Project Manager for MDOT SHA’s District 3 office and was lead highway design engineer on MDOT SHA’s MD 32 dualization project. Jordan is chair for WTS’s Transportation YOU career outreach program and recently completed WTS’s mid-career leadership program.

Ricky Keith Ricky Keith, PE, Project Manager, has been at RK&K for eight years and has workedRaleigh on design-build and design-bid-build projects for NCDOT. He has a total of 42 years of experience in Structure Design including 32 years with NCDOT where he retiredStructures as the Assistant State Bridge Design Engineer. Ricky is the lead engineer for all Low Impact and Division Bridge Projects, and was instrumental in winning several LIBR Express Design Build Projects last year. His major design-build project experience includes participation in the pursuit, project coordination and QA/QC of the Monroe Bypass and the Macy Grove Road Projects. Ricky was also responsible for the structure plans for the On-Call Structure Design Contract for the major rehabilitation and reconstruction of five bridges in Division 5 in Wake County and multiple bridge replacement projects in North Carolina Western Divisions.Andy Lynch Andy Lynch, PE, Project Manager, has 15 years of experience, 8 years which haveBaltimore been at RK&K. He is a graduate of Clarkson University (B.S.). Since joining RK&K, Andy has worked on and led major highway, arterial and pedestrian final designHighways projects for the Baltimore Highway Design Group. Andy’s most recent, significant projects include leading RK&K’s roadway/stowmwater/traffic design for SHA’s replacement of the I-83 Bridges over Padonia Road, roadway design packages for several, concurrent I-270 progressive design-build projects, and several projects for SHA’s District 3 and District 7 offices such as intersection improvement projects for MD 355 at Doctor Perry Road/Big Woods Road, MD 108 at Centennial Lane, and MD 3 at Forest Drive. Andy coordinates RK&K’s involvement in MdQI’s Career Outreach Program and is currently serving as the Treasurer of ASHE-Chesapeake.Susan Miller Susan Miller, RPA, Project Manager, has 27 years of experience as a NEPANewport News practitioner and 34 years of experience in cultural resource management, the last fourPlanning of which have been at RK&K. She is a graduate in Anthropology (B.A., Beloit College, Wisconsin) and Archaeology (M.A., University of New Mexico – Albuquerque),Joni O’Brien and spent much of her earlier career with the Utah Department of Transportation as aWilmington NEPA/Cultural Resources Specialist. Susan has led interdisciplinary teams on highwayConstruction Inspection and BRT transportation, conservation, military, genetically modified crops, and forest management/fire management NEPA efforts for a variety of state and federal clients in many states. Most recently, she is leading the VDOT Richmond Highway (Route 1) Corridor Improvements EA in Fairfax County, Virginia evaluating implementing BRT, and the VDOT U.S. Route 460/58/13 Connector Study EA in the cities of Chesapeake and Suffolk, Virginia. Joni O’Brien, CCM, Project Manager, has 37 years of experience, the last 16 years of which have been at RK&K. She attended Drexel University, with a focus on civil engineering and construction management. Since joining RK&K, Joni has worked on and led the construction inspection efforts for the Wilmington Riverfront Redevelopment Projects and is currently the Resident Engineer on the US301 1B and 1D projects. Her projects have involved urban redevelopment , environmental remediation, updating an aged combined sewer system and land redevelopment. Presently, she is responsible for the daily management of two of the seven mainline US 301 projects that include construction of an overpass from the new roadway landing on SR 1.

Dave Olson Dave Olson, PE, SEO, Project Manager, is a graduate Virginia Tech where he obtainedYork a Bachelor of Civil Engineering degree. Prior to graduating college,Fairfax he worked two summers with the NCDOT. He received his PE license in 2002 and hisHighways PTOE certification in 2015. He has experience in a vast array of roadway design projects across NC, including feasibility studies, preliminary/NEPA designs, traffic analyses, and design-build proposals; assisting with several projects in Virginia and Delaware. He has worked on or been responsible for all North Carolina feasibility studies over the past 15 years. He has also prepared bidding/letting contract documents for North Carolina projects as needed. His recent endeavors include collaborating with our RK&K traffic team to establish a successful, growing traffic analysis and forecasting group in Raleigh. Alec Pope, PE, Project Manager, has 16 years of experience, the last 14 years of which have been at RK&K. He is a graduate of Virginia Tech (B.S. in Civil and Environmental Engineering). Since joining RK&K, Alec has worked on and led efforts for a variety of projects including water and wastewater infrastructure replacements, upgrades/rehabs and extensions, neighborhood stormwater improvements and site development projects in Virginia. Alec recently led proof of concept development for an offline storage facility incorporating a skate park/plaza on the tank roof, supporting Design Build project delivery for a regional sanitary sewer authority. Lorainne Ramos Nieves, PE, CFM, Project Manager, is a graduate of the University of Puerto Rico – College of Engineering (B.S. Civil Engineering). She has 13 years of experience, the last 4 years of which have been at RK&K. Since joining RK&K, Lorainne has led projects in the Fairfax Water Resources and Roadway groups. Her experience includes roadway, interchange, and trail designs, as well as SWM / drainage design and analysis and floodplain management / H&HA modeling. Lorainne is a key member of the RK&K team; she has helped successfully design and deliver DB and DBB projects including Route 29 Solutions: Rio Road GSI and Prentice Drive/ Lockridge Road West. She has been instrumental in leading and completing countless on-call, task-order projects for the City of Falls Church, the Town of Herndon, Fairfax County Department of Transportation, and Arlington County.

Jason Shellenhamer Jason Shellenhamer, RPA, Project Manager, has 18 years of experience, the lastBaltimore 3.5 years of which have been at RK&K. He is a graduate from Franklin & Marshall College (B.A.) and the University of Maryland, College Park (M.A.A.). Since joiningCultural Resources RK&K, Jason has worked on and led efforts for a variety of projects including numerous archaeological investigations and National Register of Historic Places evaluation studies in Maryland, the District of Columbia, and Delaware. Over the last three years, Jason has assumed the lead role for several cultural resources studies on behalf the Federal Railroad Administration’s projects in Springfield, Illinois and MDOT SHA’s I-495/I-270 Managed Lanes Study.Bibek Shrestha Bibek Shrestha, PE, Project Manager, has 14 years of experience, 12 with RK&K.Baltimore Bibek was hired in 2005 and has a Bachelor’s in Civil Engineering from Tribhuwan University in Nepal. His significant projects include: Woodrow Wilson Bridge, the MDGeotech 43/I-95 ETL Interchange (Section 100), and the SR-1/SR-7/I-95 Mall Interchange. His current projects include: Christina River Bridge in Wilmington Delaware, DTC- NEC Commuter Rail Improvements in Delaware, and MTA Rock Face Stabilization in Baltimore. He has authored two professional papers that were published at the 8th International Conference on Case Studies titled: Tied-Back Top-Down Wall to Support I-295 Ramp and the 29th Central PA Geotechnical Conference: Tied-back Micropile SOE to Support Active Tracks.Matt Slagel Matt Slagel, PE, LEED AP, Project Manager, has 13.5 years of experience, the lastBaltimore 4 years of which have been at RK&K. He is a graduate of Juniata College (B.S.) and Johns Hopkins University (M.S.). Since joining RK&K, Matt has worked on and ledWater Resources efforts for a variety of projects including stormwater facility retrofits, stream restorations, green streets, and a variety of transportation-related projects in Maryland, the District of Columbia, and West Virginia. Matt has become a trusted advisor and mentor within the Water Resources department. Over the last two years, Matt has assumed the lead role for water resources efforts for Maryland design-build projects (MD 404 Dualization and I-270 Innovative Congestion Management).Chris Szympruch Chris Szympruch, PE, Project Manager, has 23 years of experience, 20 of whichBaltimore have been at RK&K. She is a graduate of the University of Maryland where she obtained a Bachelor’s Degree in Civil Engineering. Recent projects include the studyStructures and design of I-895 over the Patapsco River Superstructure Replacement, MDTA Priority Defects, and on site Project Engineering services at SHA. Her current projects include the Patapsco Flats Superstructure Replacement construction phase services and she works on-site as a project manager for Prince George’s County Department of Public Works and Transportation.

Kevin Younger Kevin Younger, PSP, Project Manager, has 18 years of experience, the last 8Baltimore years of which have been at RK&K. He is a graduate of Morgan State University – School of Engineering (BSEE). Since joining RK&K, Kevin has worked as a ProjectConstruction Inspection Engineer on a variety of water & wastewater facilities and utilities projects, and as a Contract Manager, administering several multi-task order contracts for construction management and inspection services. Over the last two years, Kevin has assumed the role of Construction Manager for a variety of projects including water & wastewater utility and facility projects, stream restorations and mechanical & electrical building renovations, throughout Maryland. Kevin has proven to be a vital asset within the Construction Department.Joe Rauseo Joe Rauseo, Design Manager, graduated with a B.S. in Mechanical EngineeringRaleigh from the University of Maryland and has 22 years of experience in acoustical design and analysis. In his 14 years with RK&K, Joe has been the lead acoustical engineerPlanning for transportation noise on dozens of planning, design, and design-build projects for RK&K clients in six states. He was the principal author of technical aspects of the 2011 NCDOT Traffic Noise Analysis & Abatement Manual, and has been RK&K’s point of contact for the 2013, 2015, and 2017 NCDOT Traffic Noise & Air Quality on-call contracts. Joe has served as an expert witness to support several clients on noise-related litigation matters, and regularly provides in-house support services to the NCDOT Traffic Noise & Air Quality Group. Ryan Akins, PE, CCM, Construction Manager, has been with RK&K for seven years since graduating from Virginia Tech (B.S.). In this time, Ryan has been involved with many DOT projects throughout Virginia. He is currently serving as VDOT’s Area Construction Engineer for all Locally Administered Projects in the Richmond District and also as the Project Engineer on the I-264/Witchduck Road Interchange Project in Virginia Beach.Ryan AkinsRichmondConstruction InspectionGrant Howerton Grant Howerton, PE, Construction Manager, has over 9 years of experience, theRichmond last 8 years of which have been at RK&K. He is a graduate of Virginia Tech (B.S. Civil Engineering; M.S. Civil Engineering). Grant began his career at RK&K in the FairfaxConstruction Inspection office working on a variety of projects ranging from major interstate widening and interchanges, utility relocations, road widening, and roundabouts. While in Fairfax, Grant was very active with the local CMAA chapter serving as the co-chair of the Student Outreach, Education, and Scholarship committee for 3 years. Over the last two plus years, Grant has worked in the Richmond office serving as the Construction Manager for VDOT’s Rte. 360 widening project in Mechanicsville, and most recently, providing Owner Independent Assurance and environmental contract monitoring for VDOT’s design-build I-64 widening MM 200-205 project in Henrico, VA.

Andrew Young Andrew Young, PE, Construction Manager, has nearly nine years of experience inBaltimore construction management, all of which has been with RK&K. He joined RK&K immediately after earning his B.S.C.E. from the University of Maryland, College Park, in 2009. SinceConstruction Inspection then, Andy has performed a spectrum of CM/CI services in Maryland, primarily on roadway construction projects for the Prince George’s County Department of Public Works & Transportation and for the MD Department of Transportation State Highway Administration. Andy, as the construction project engineer for MDOT SHA, has recently completed the Branch Ave Metro Access Project, a $33 million roadway interchange inside the Washington, D.C., Capital Beltway. He is scheduled to assume a similar role on upcoming construction projects for Prince George’s and Montgomery Counties.Ted Boecher Ted Boecher, PE, Senior Project Engineer, has 19 years of experience, all of whichBaltimore have been at RK&K. He is a graduate of Widener University (B.S.) and Clemson University (M.S.). Since joining RK&K, Ted has managed and designed severalHighways roadway projects some of which include Stephens Road Improvements, Hospital Drive Extension, and Professional Boulevard Extension. Other pedestrian/bicycle improvement projects include Fenton Village Streetscape, McKendree I & II Courtyard, and Harrison Street Sidewalk Project. He has completed planning study’s including B&A Trail Connector, Jumpers Hole Road, and Solley Road Improvements. Ted’s most recent work includes the North Carolina Department of Transportation I-40 design- build project. Jennifer Bunting, PE, Senior Project Engineer, has 11 years of experience, the last 2 years of which have been at RK&K. She is a graduate of the University of Delaware (B.S. in Civil Engineering). Since joining RK&K, Jenny has worked on a variety of water distribution, sanitary sewer evaluation and rehabilitation, and utility relocation projects for various municipal clients throughout the Commonwealth of Virginia, supporting both the Fairfax and Richmond offices. Brian’s current projects include Baltimore County’s On-Call Engineering Services for Sewage Pumping Stations, including the Oliver Beach, Beachwood, Thompson Boulevard, Marine Oaks, Peninsula and Waldman Avenue pumping stations; the City of Reading’s 6th and Canal pumping station; and miscellaneous transient analyses of pumping stations and force main systems for Baltimore County. Brian enjoys traveling, surfing and skiing. He also enjoys playing soccer and is an avid fan of the Arsenal.

Arjun Roy Arjun Roy, PE, Associate Engineer, graduated from Bangladesh University ofBaltimore Engineering and Technology (BUET) in 2009 with a BSCE, and from Ohio UniversityGeotech in 2013 with a MSCE. From 2009 to 2011 he worked as a lecturer in Bangladesh. He started working with RK&K in 2013. His primary responsibilities include fieldKylie Snyder inspection of geotechnical exploration, preparation of Geotechnical EngineeringBaltimore Reports, pavement design and rehabilitation, foundation design, and slope stabilityTraffic analysis. The most recent projects he has been involved with includes Amtrak Penn Station Baltimore, MD 213 over Old Mill Stream Bridge Replacement, and SouthRobert Tejano Clinton Street Improvement.RichmondWater/Wastewater Kylie Snyder, EIT, Associate Engineer, has 2 years of experience, all of which have been at RK&K. She is a graduate of Virginia Tech (B.S.). Since joining RK&K, KylieDavid Tyson has worked on-site part-time at MDOT SHA Travel Forecasting and Analysis DivisionBaltimore (TFAD) and has recently become a Team Leader for District 6, with projects includingWater/Wastewater the US 220 Project Planning Study. She has also been working on assignments for the MDOT SHA District Three Traffic Office, addressing citizen’s concerns about state- maintained roadways, including US 29 Southbound at Ramp to I-495 and MD 450 Eastbound at Ramp from I-95/495. Robert Tejano, PE, Associate Engineer, is a civil engineering graduate of Virginia Tech, where he obtained his B.S. and M.S. degrees, the latter of which was through the Environmental & Water Resources (EWR) program. Rob has 3 years of engineering experience, all of which have been with RK&K. Rob has worked on a variety of water and wastewater projects in Virginia, including water distribution, wastewater collection, water & sewer rehabilitation, pump station & sewershed evaluation, flow diversion, and program management. Rob has taken on the roles of computer modeler, designer, and field inspector for water and sewer projects. Notable projects include the Noman Cole Pollution Control Plant (Fairfax County), Ballou Park (City of Danville), the Lockn’ Festival (Nelson County), and sewer rehabilitation for the City of Richmond. David Tyson, PACP, MACP, LACP, Associate Engineer, is a 2012 graduate of Frostburg State University receiving a Bachelor of Science degree in Physics and a 2013 graduate of the University of Maryland College Park receiving a Bachelor of Science in Mechanical Engineering. Since joining RK&K, David has received PACP, MACP and LACP certifications from the National Association of Sewer Service Companies (NASSCO) and has worked on several Consent Decree projects and pipeline inspection, assessment and rehabilitation projects for municipalities such as Baltimore City, Baltimore County, Harford County, Prince Georges County, MdTA and the Maryland SHA.

Anita Alexander Anita Alexander, Associate Environmental Scientist, has 4.5 years of experience,Baltimore the last 2.5 years of which have been at RK&K. She is a graduate of the UniversityNatural Resources of Maryland, College Park (B.S.) and is currently working towards her M.S. in Environmental Science and Engineering at Johns Hopkins University. Since joiningRich Lefebure RK&K, Anita has both led and supported natural resource investigations and developedBaltimore landscaping and tree protection plans for a variety of projects in Maryland. Over theNatural Resources last two years, Anita has also worked as an expedited wetland/waterway permit reviewer for SHA on behalf of the Maryland Department of the Environment.Heather CoonsKing of Prussia Rich Lefebure, Associate Environmental Scientist, has 6 years of experience, thePlanning last 3 years of which at RK&K, and is a graduate of Salisbury University. Since joining RK&K, Rich has both led and supported natural resource inventories, natural resourceGregg May permitting, landscaping design, tree preservation design, and wetland and reforestationRichmond mitigation monitoring for a variety of projects in Maryland, Delaware, Virginia andEnergy & Corrosion Pennsylvania. Rich has also worked on site with SHA’s Landscape Operations Division and has served in a variety of roles supporting SHA’s Total Maximum Daily Load (TMDL) tree planting program. Heather Coons, Associate Planner, has over 13 years of experience with almost two years at RK&K. She received her B.S. degree from the University at Albany and two masters’ degrees from the University of Denver. Heather recently transferred from the Lakeland, FL office where she assisted with project research and document preparation for various NEPA and environmental documents. She is currently the public involvement lead for the Alternate US 19 Corridor Study in Pinellas County, FL. Heather also works on and assists in efforts for a variety of transportation-related projects in PA, MD, and NC. She is well-rounded in a variety of areas including NEPA analysis, federal and state environmental document development, public involvement, cultural resources, hazardous materials and hazardous waste management, air emissions, environmental management systems, contamination, and natural resource evaluations. Gregg May, Designer, has a Bachelor of Science degree from Buffalo State College. His prior experience as a piping designer was with AdvanSix, a company that specializes in polymer resins. Since joining RK&K in October of 2017, Gregg has worked on the Southside Connector meter and regulator station project for Virginia Natural Gas, as well as several gas distribution projects for UGI in Harrisburg, PA and for the Department of Gas and Water in Danville, VA. Gregg has begun to develop and compile 3D piping specifications in his department to offer advanced modeling options for clients.

Naod Zenebe Naod Zenebe, Senior Inspector, obtained a Bachelor of Science Degree in CivilBaltimore Engineering from Morgan State University in 2013. Since coming to RK&K, Naod has gained experience by participating as a project inspector on a Design/Build projectsConstruction Inspection administered by Maryland State Highway Administration, his duties varied from performing field inspections and materials testing to office engineering. Additional construction management knowledge was gained while assigned to work in the SHA District 3 Office, Contract Finals Section where he performed field audits of document control procedures of on-going construction projects, final sketchbook reviews of completed projects and preparation of final closeout documents for processing of final completion documents and final payments. Naod is currently on the City of Takoma Park’s Ethan Allen Gateway project.Tina Nuzzi Tina Nuzzi, Senior Inspector, has worked as a Resident Compliance Specialist onMiami an FDOT project, an executive assistant for a CEI Firm and as a Human Resources Administrator. Since joining Tamayo Engineering in 2012 and ultimately becoming anConstruction Inspection employee of RK&K, she has worked as an Associate Contract Support Specialist at Florida’s Turnpike Enterprises and for the past 5 years Tina has been working out of the FDOT District 4 Final Estimates Office as a Final Estimates Specialist. This includes the audit and review of final estimate packages as well as performing IA reviews on current projects throughout the district. Alex Schaffer, EIT, CMIT, Field Engineer II, has 3 years of experience all with RK&K. He is a graduate of Virginia Tech (B.S.). Since joining RK&K, Alex has worked on a variety of projects including highway safety and resurfacing, stream restorations, environmental remediation, and other transportation and utilities related projects in Maryland. Over the past year, Alex has worked both in the field in various inspection roles as well as in the Project Controls Group providing scheduling and document control services for various clients.Alex SchafferBaltimoreConstruction InspectionEric Crawford Eric Crawford, Senior Systems Administrator, has 30 years of experience, 25 ofBaltimore which have been with RK&K. Since joining RK&K, Eric has worked on a few projects outside of his IT support responsibilities ranging from a quick stint on the Maryland sideIT of the Woodrow Wilson Bridge project office, to assisting the Natural Resources group on a few data collection projects, to providing natural surface trail design consultation on Maryland SHA’s Mine Bank Run stream restoration project. Included in the day to day desktop support all the IT staff perform Eric has been active on a variety of projects for all departments and offices specifying network cabling infrastructure, maintaining server & storage availability, and maintaining server backup/restore/archive procedures, enabling all our employees to be confident in RK&K’s data infrastructure.

Alli Turner Alli Turner, Senior Marketing Manager, has a Bachelor’s Degree in BroadcastVirginia Beach Journalism from the University of Missouri-Columbia and brings more than 15 years ofMarketing marketing and business development experience to the firm’s pursuit initiatives. Since joining RK&K, Alli has worked on a number of winning proposals and presentations,Lauren Herman including the US 41 at CSX Grade Separation project for the Florida DepartmentKing of Prussia of Transportation (District 7); the Chesapeake-Elizabeth Interceptor System DiversionMarketing Improvements for the Hampton Roads Sanitation District; multiple CEI contracts for the Virginia Department of Transportation; and most recently, the $18M ComprehensiveJennifer Straub Preliminary Engineering and Final Design Contract for MDTA. Alli has two keyFairfax motivations: working with the excellent team of marketing professionals at RK&K andMarketing bringing home the next win.Felicia Ruffin Lauren Herman, Marketing Manager, has 23 years of experience, nearly sevenFairfax with RK&K. Lauren has been a key member of the team helping to develop proposals,Marketing presentations, conference planning, and market strategy planning since she joined RK&K in 2011. Since then, Lauren has been involved with nearly every transportation project win in Pennsylvania, including the Columbia-Wrightsville Bridge, SR222/ Schantz Road Improvements, SR209/115 corridor improvement, various open-end agreements for PennDOT Districts 5, 6, 8, and Central Office, and the MP333-351 Transportation Improvement Study for the Pennsylvania Turnpike Commission, among many others. Lauren has also provided presentation assistance for public involvement meetings including layout and design assistance and team preparation for presentations. Jennifer Straub, Marketing Manager, has more than 12 years of marketing experience exclusively in the A/E/C industry in the Washington, DC Metropolitan area. She has a BA in Communications from George Mason University. Since joining RK&K more than six years ago, Jen has worked with discipline leaders to strategically pursue annual/BOA contracts with Northern Virginia clients to expand technical reach and capabilities. In the past two years, Jen played a pivotal role in the pursuit of important project wins such as Prentice Drive in Loudoun County and Richmond Highway Multi-Modal Improvements in Fairfax County as well as acquiring new clients like City of Manassas and Frederick Water. Working with staff firm-wide, she prepares proposals for nearly all departments at RK&K, including transportation, water resources, construction management, and water/ wastewater, while also developing strategic marketing plans to pursue new projects/ contracts in Northern Virginia. Felicia Ruffin, Marketing Coordinator, graduated from Old Dominion University with a BS in Business Administration. She has over five years of relevant Marketing experience, with the last two years at RK&K. Since joining RK&K, Felicia has been supporting the preparation of technical proposals for local counties, municipalities, and VDOT, as well as creating visually appealing graphics, and updating marketing materials to Deltek. She specializes in creating templates and graphics using Adobe InDesign and Photoshop software. In the last two years, Felicia assisted in the successful pursuit of Key contract such as the VDOT NOVA CEI, On-Call contract, Prentice Drive for Loudoun County, and Engineering Services for Frederick Water.
