Policy Lab Editor in Chief's Notes Policy Lab Series 1: Others Following the successful completion of 2019, No. 1 on School INPUMA was in high spirits to dive head-first into the Attrition among INPUMA's New ambitious plans we laid out for 2020. Of course, this Associates and Staff year's turn of events has been beyond anybody's Orang Asli Children prediction. COVID-19 has tested our adaptability. page 19 Yet, we believe that Man proposes, and God page 15 disposes, and take these challenges in our stride. We have shown our resilience by finding resourceful INPUMA's Proud ways to move forward. The heartiest congratulations to our graduating cohort (2020), we hope that you continue to take on challenges with enthusiasm and intellectual rigour. To the students who will continue your academic journey with us - INPUMA is continuously reevaluating and enhancing our MPP program to ensure future leaders are equipped with the skills needed to strengthen the policy-making processes in the country. On another note, INPUMA is thrilled to embark on a two-year collaboration with UNICEF that will build the capacities of our academicians, public servants, and MPP alumni and students in Results-Based Monitoring & Evaluation (RBM&E). The RBM&E component will be embedded in several MPP's core and elective courses and aims to develop champions amongst our graduates for the institutionalisation of RBM&E systems and practices. INPUMA is optimistic that despite the challenges this pandemic poses, we will continue to strengthen relationships with multiple stakeholders, including key government agencies, industry players, and NGOs. We will continue to actively research key national issues and propose practical policy recommendations, and move closer to our goal of becoming the nation's centre of reference for public policy. PAGE 3 | MPP NEWS Critical issues in highlighted by After successfully preparing policy briefs for Research Project Paper I in the previous semester, 21 MPP students continued working on their Research Project Paper II. They are required to produce a policy paper- a document which diagnoses, analyses and evaluates the chosen issues and argues for a practical and implementable solution that will address those issues. On 7 January 2020, the students’ presentations were assessed by a panel of content experts comprising of senior public officials, NGOs and consultants conversant on the issues. NETWORKING | PAGE 8 INPUMA-UNICEF COLLABORATION 12 FEBRUARY 2020 INPUMA MEETING ROOM Finalising terms of collaboration with UNICEF On 12th of February 2020, INPUMA welcomed Dr. Juanita Vasquez-Escallon, Evaluation Specialist from UNICEF Office in Cambodia, and Fairuz Alia Jamaluddin, Planning, Monitoring and Evaluation Officer from UNICEF Malaysia to finalise the terms of agreement of a 2-year collaboration which aims to build and develop the national capacities in policy evaluation. Through this collaboration, UNICEF is funding INPUMA to build the national capacities in Monitoring and Evaluation expertise among public servants , academicians, and MPP students. Networking with the Institute of Policy Research INPUMA was delighted to welcome the VISIT FROM IKD Executive Director of the Institute of Policy MALAYSIA Research, YM Tunku Azela Tunku Aziz, and Mr. Azmi Rasheed Khan to discuss potential avenues 28 FEBRUARY 2020 for collaboration. ACHEM KEMMERLING WILLY BRANDT SCHOOL OF PUBLIC POLICY 5 MARCH 2020 AUDITORIUM, INSTITUTE OF ADVANCED STUDIES, UNIVERSITI MALAYA An interactive session on 'The Future of Work' INPUMA welcomed Prof. Achem Kemmerling from the University of Erfurt, Germany on the 9th March 2020. He holds the Gerhard Harniel Chair of Public Policy and International Development and the Director of Willy Brandt School of Public Policy. In his talk titled 'The Future of Work: Challenges and Opportunities for Policy Making in Middle Income Countries', he reviewed some of the predictions and implications of digitisation and automation on the future of work and welfare in the middle-income countries. He also discussed the policy implications for a range of policy areas such as education, social policy and labor issues. The talk, sponsored by the Institute of Policy Research Malaysia was attended by our MPP students and several other external parties.

PAGE 11 | NETWORKING A VISIT FROM In line with the need to incorporate MPC behavioral insights (BI) in policymaking, a meeting was held between INPUMA and 11 MARCH 2020 Malaysian Productivity Corporation (MPC) to discuss on potential collaboration in helping INPUMA MEETING government agencies design public policy ROOM interventions that achieve the targeted results. They have increasingly sought to tap into behavioral insights, relying on carefully controlled experiments and previous studies to understand how people respond to real-world stimuli. INPUMA welcomed Puan Hjh. Sawiah Abdul Samad, the Deputy Director, Productivity and Competitiveness Development of MPC. The discussion was also contributed by INPUMA's associates, Dr. Shameem Rafik-Galea and Dr. Barjoyai Bardai.

SHARING SESSION | PAGE 12 AZLINA KAMAL UNICEF EDUCATION SPECIALIST 18 MARCH 2020 CUBE ROOM 2, INSTITUTE OF ADVANCED STUDIES, UNIVERSITI MALAYA Insightful Delivery of UNICEF's Work on Children's Rights INPUMA welcomed Education Specialist, Dr. Azlina Kamal, from UNICEF on the 18th of March. She is a teacher educator and was a programme developer at the Ministry of Education. In her talk titled 'Children Out of School', attended by MPP students, she shared several insights on the state of children that are left behind in education, particularly the case of children in Sabah.

Moving up the career ladder, will require me to have vital knowledge on public policies. As such, the programme offered by INPUMA is clearly relevant to the public managers as well as others as the program is designed to provide a comprehensive outlook on how different aspect of policies will be able to influence the development of a country, its people and in fact the whole world. INPUMA was more than an institute to me. I was privilege to be connected to this institution, a place where I was able to gain more knowledge and associate it with my experience and future job requirements. The course reflected the recent development and trend on public policies that contributes to economy growth. The energy and enthusiasm displayed by the institution and professors as well as wonderful colleagues that I met along the way has definitely taught me essential traits that I would be able to use to continue my responsibility in serving the nation. Thank you INPUMA! As an Administrative and Diplomatic Officer in the Malaysian civil service, my G. Sivaneswaran job requires the foresight and knowledge of managing public policies. The Master of Public Policy programme at INPUMA provided the ideal blend of knowledge and the ability to analyse public issues critically. The programme also delves into current world issues that impact societal and economic development at large. The professors always engage the students in active discussions and are challenged to question the perspective, writing and the analyses of others too. The rigorous coaching and guidance by the team of experienced INPUMA lecturers have helped to refine my approach towards policy matters in the civil service. INPUMA also strives to keep abreast of the current issues affecting public policy, development and politics that drive the progress of a nation. I would certainly recommend INPUMA for anyone who wishes to further their academic endeavours. Siti Afzan binti Baharudin As an Administrative and Diplomatic officer, our daily task involves around planning policies and ensuring those policies are able to be implemented, robust and benefited Malaysians from all walks of life. Throughout my career, policymaking was not really learnt through formal education but rather as we go along and learning it from experience. The programme offered by INPUMA is paramount in my learning curve as an Administrative and Diplomatic officer. The program designed is comprehensive and suits the dynamic relationship between multiple aspect exist predominantly in the policy making cycle. I am proud to say going back to my alma mater and INPUMA in particular, was indeed the best choice I have made to pursue my masters. I am not just privileged to experience the excellence teaching content provided by the institution and professors but pleased to also be given the opportunity to improve my skills in policy making. I met wonderful colleagues from various countries along the way and the classes I attended has definitely changed the way I think and taught me the critical traits that I would be able improve my skills and my responsibility in the public sector.
