Editor in Chief's Notes It's been another challenging six months with the COVID-19 pandemic, but INPUMA went ahead to tackle these challenges bravely. We fulfil our tasks and activities head-on, both virtually and in person. Realising the crucial need for visibility for our MPP programs and other research and training activities, INPUMA embarked on an outreach spree to various government agencies and ministries including the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), the Public Services Department (PSD), the Economic Planning Unit (EPU), and the Malaysian Commission of Multimedia and Communication (MCMC). The highlight of the past six months would undoubtedly be our Results-Based Monitoring and Evaluation (RBME) training by renowned trainers in South Africa with Clear AA dan Witwaterstrand University which was held in November and December 2020. It took a lot of time planning and organising for this training program which was conducted virtually. In the process, attendees learnt all the necessary tools (Concept board, Mentimeter) required to deliver and facilitate impactful lectures or training online. INPUMA managed to engage and train different stakeholders, including INPUMA associates, alumni, academics from other faculties at Universiti Malaya, and a number of public officials from various agencies and ministries. Most importantly for INPUMA’s participants, this training was timely for us to embed the M&E component into our new unique MPP curriculum that combines experiential learning and applied policy research. We are excited about our new curriculum, which I believe will enhance students learning and understanding of the various aspects of the policy cycle, mainly policy analysis, implementation and evaluation, a critical component in improving our public sector efficiency at many different levels. On that note, I wish to thank all INPUMA team members for their dedication and commitment in ensuring the success of INPUMA’s activities and programmes. PAGE 1 | POLICY LAB Meeting with A MEETING MAPIM WITH MAPIM As part of the preparation to hold a policy lab on 1 JULY 2020 access to basic education for refugee children in Malaysia, INPUMA researchers have spoken to Tn CARLTON HOTEL, Hj Mohd Azmi Abdul Hamid, the President of SHAH ALAM Majlis Perundingan Pertubuhan Islam Malaysia (MAPIM). The meeting was held after the press conference on MAPIM'S intention to submit a Memorandum of Refugees Rights in Islam to the Prime Minister of Malaysia. Policy Lab Series 2: No. 1 Access to Basic Education for Refugee Children The 'National Evaluation Capacity Development' is a two-year collaboration between INPUMA and UNICEF. In order to design policy recommendations on selected issues, INPUMA is organising a series of policy lab which aim to introduce innovative policy techniques, share insights/foresights as well as improve understandings of monitoring and evaluation mechanisms amongst policymakers. On the 2nd of July, Policy Lab Series 2: No. 1 was held at Royale Chulan Damansara Hotel within the period of Recovery MCO. As a  platform for collective and grassroots participation  in the exercise of policy evaluation, the policy lab is a response to the persistent issue of access to basic education for refugee children. PAGE 3 | POLICY LAB A total of 16 participants comprised of 8 Glorene A Das representatives from 6 NGOs, 4 TENAGANITA representatives from 3 alternative learning centres (ALCs), and 4 academicians contributed to the policy lab. The policy lab was facilitated by Prof Shakila Yacob and Dr Sharifah Mariam Alhabshi from INPUMA, Mr Kamal Solhaimi Fadzil from the Faculty of Social Science, Universiti Malaya, and Dr Shameem Mohd Rafiq-Galea from Universiti Putra Malaysia. Participants were grouped to have equal representation from NGOs, academics, and providers of the ALCs. The selection of participants for the second policy lab was meant to target mostly NGOs who are working on the ground with the refugees as well as the providers of basic education for refugee children in alternative learning centres in Malaysia.

PAGE 10 | POLICY PAL Engaging the MENTOR-MENTEE youth PUBLIC POLICY Rajiv Rishyakaran WORKSHOP 26 SEPTEMBER 2020 HILTON, PETALING JAYA through Dr. Sharifah Mariam Mentor-Mentee Public Policy Workshop Qyira Yusri On September 26th, YB Rajiv Rishyakaran, Bukit Sun Cheng Kidd Gasing State Assemblyman has organized the Mentor-Mentee Public Policy Workshop in collaboration with the University of Malaya, Undi 18 and YPOLITICS.my to share knowledge and educate the youth about public policy in Malaysia. The Workshop was targeted towards youths aged 15 to 35 years old who are interested in altering or facilitating positive changes for Malaysia and keen to learn about policy development, analysis, and implementation. Our Senior Fellow, Dr. Sharifah Mariam Alhabshi was invited as one of the facilitators along with Qyira Yusri, co-founder of Undi 18 and Sun Cheng Kidd, founder of Youth in Politics.

PAGE 11 | TRAINING PROPOSAL DEVELOPMENT Proposal Development WORKSHOP Workshop 7 OCTOBER 2020 FACULTY OF BUILT ENVIRONMENT, UM A workshop organised by the International Institute of Public Policy and Management (INPUMA), in collaboration with the Global Planning and Strategy Centre (PPSG) titled “Proposal Development: A Systematic Approach”, was held on the 7th of October 2020. The objective of the workshop was to help researchers at Universiti Malaya (UM) frame their research and findings in a way that appeals to the government, industry, and the masses, mainly through marketing approaches. Ultimately, the knowledge gained from this workshop should be able to make UM as an institution - including its academicians, innovations, and students - relevant to Malaysia’s contemporary issues. Most importantly, a well-framed proposal will ensure that UM’s products become part of the system that provides solutions to these issues. The workshop was led by Datuk Dr Hamzah Kassim, Founder and CEO of the iA Group. He also serves as an Adjunct Professor at INPUMA.

INPUMA's team, lead by Dr. Sharifah Mariam Alhabshi, presented a video of preliminary research findings based on the field visits to Iskandar Malaysia in September 2020.

PAGE 19 | POLICY PAL US ELECTIONS 2020 ONLINE WEBINAR Impacts of US 28TH NOVEMBER 2020 VIA ZOOM Elections 2020 on International Higher Education The Executive Director of INPUMA, Prof. Dr. Shakila Yacob was invited to speak at an online webinar series of the US Elections (2020) organized by the US Embassy in collaboration with Taylor's University. The webinar titled 'Impact of US Elections (2020) on International Higher Education was held on the 28th November 2020. Other invited speakers were Assoc. Prof. Dr. Guido Benny and Ms. Prema Ponnudurai from the School of Liberal Arts Sciences Taylor's University. The webinar was moderated by Mr. Ashton Luke Alexander, Taylor's ADP-Purdue University Alumnus and Estimating Engineer at TechnipFMC.

CRITICAL MPP NEWS | PAGE 20 THINKING WORKSHOP Writing and Critical Thinking 21 DECEMBER 2020 Workshop by VIA ZOOM Dr Maya Khemlani Dr Maya Khemlani David, an Honorary Professor at the Asia-Europe Institute, Universiti Malaya and an Associate at INPUMA was invited to conduct a Sharing Session with our MPP students. Her workshop was titled 'A Marriage between Writing and Critical Thinking Skills'. Dr Maya shared with the students some of the obvious signs of not applying critical thinking in a piece of academic writing. It was hoped that the Sharing Session has helped in creating awareness to the students in producing academic papers that are more logical, effective and efficient.
