The CMS operator/data entry operator post to be created or to be outsourced. 65. Crew controller should be from loco pilot category only, Medical unfit loco pilot posted as crew controller should also to be selected in screening. 66. It is observed that the reflexes slow down as the running staff grows older. The age impact is visible especially in the category of running staff 50 years and above. Possibility may be explored to create a policy to provide flexibilities to the Zonal Railways for adjusting LPs above 55 years of age as Guards/TTEs/Shunters, CC/PRC with full pay protection. 67. As per Board’s letter No.88/W/5/12 dated 29.1.93 medical standards of A-1 category were revised. This letter lays down interalia that at the time of entrance and during PME mental condition/reactions of the candidates is to be assessed. However, in absence of standard test batteries or equipments like simulators, it is not being done. In addition, LIs cited cases of running staff being given fitness during PME whereas according to CLIs, they are mentally not fit for train running. Therefore, medical standards need to be reviewed with respect to medical standards for commercial Pilots. Testing to detect use of psychtropic drugs/substances (e.g. illicit drugs etc.) be made part of PME. Further, Doctors engaged in PME be trained and equipped to assess mental condition/reactions of the running staff during PME. 68. Recruitment cycle of running staff presently exceeds 3 years after the indent is placed on RRB, this need to be curtailed to around 1 year. 69. The present policy guidelines for running staff to seek voluntary retirement are quite restrictive as well as are not being implemented in letter and spirit over the Zonal Railways. These guidelines must be reviewed and should be applicable to running staff beyond 50 years. 70. Crews are moving spare frequently to cater to imbalance in traffic pattern. Therefore, certain seats need to be kept reserved for crews moving spare to avoid exhaustion during spare running. 71. Fire fighting practical training may be given to all lobby staff including staff of contractor. They must be told that whenever the operation of fire extinguisher is carried out the pipe of the same should be hold tightly and head should be backward away from the body. Suitable chemical may be sprayed under cow catcher to block/re-growth of vegetation. 12. Industrial vacuum Industrial vacuum cleaner may be made available for cleaning cleaner of carpet. 13. 66 CAMTECH/E/14-15/Combined Crew-Lobby/1.0 SEASONAL PRECAUTIONS A few essential precautions required to be taken prior to the commencement of the monsoon, pre-summer season and pre-winter season are listed below. Local instructions may be issued to supplement these lists as required. i. The Pre-Monsoon Precautions: a) Test the water-tightness of loco/EMU body including roof by means of a high pressure water jet and seal all leakage points. (It must be ensured that the loco / EMU is well away from live OHE to prevent the water jet coming into contact with live wires. b) After the first rain the loco /EMU should be inspected thoroughly to detect and attend to leakage points. CAMTECH/E/14-15/Combined Crew-Lobby/1.0 69 CHAPTER 10 GUARD AND DRIVER CHECK AND POINTS TO AVOID TRAIN PARTING 10.0 THIS CHAPTER MAY BE CIRCULATED TO LPS FOR AWARENESS ON GDR CHECK Guard and Driver (GDR) Check has been introduced to take care of an eventuality that the rake, which is to be offered for examination after completion of the loading and unloading cycle is required to travel for another 300-400 kms before hitting the first TXR/ JE(C&W) point in the direction of movement. Examination due should not be avoided by taking trains through bypass routes or through yards, which are not nominated for examination. 10.1 IMPORTANT INSTRUCTIONS FOR GUARD, DRIVER AND STATION STAFF a) It is primary responsibility of the Guard (being in charge of the train) as well as of the Driver and Station staff for not allowing train running on invalid BPC in violation of the existing instructions. b) In case, Guard and Driver notice that BPC is invalid, it should be brought to the notice of station staff and the train has to be offered for examination at the same point (if it is a train examination point) or at the first examination point in the direction of movement after carrying out GDR check. c) At each loading/unloading point before starting the train, Driver, Guard and station staff shall ensure that the BPC is valid and follow the instructions as per Railway Board’s letter no. 2000/safety (A&R)/19/35 of dated 31.07.2001. Guard and Driver shall prepare a memo jointly in triplicate indicating the brake power and deficiency, if any, and shall append their signatures and both of them shall retain a copy of the same. Guard should obtain SM/YM’s endorsement on two copies of joint memo and hand over the third for SM/YM’s record. 11. Continuity of the brake pipe pressure is confirmed through VHF/Whistle code before starting the train. 10.3 BRAKE POWER CERTIFICATE (BPC) IS VALID, PROVIDED i). It is issued from the nominated examination point and rake is examined in empty condition. ii). The rake integrity is not disturbed by more than 4 VUs. (Only intensively examined wagons given fitness by train examining supervisor may be allowed to be attached) iii). The period of 12 days from the date of issue has not been expired. However, if the BPC of a loaded premium rakes expires enroute, it shall be permitted 3days grace period beyond 12 days to avoid examination in loaded condition. iv). The rake/load is not stabled for more than 24 hours in train examination yards. v). After each loading/unloading, the rake has been subjected to GDR check as per the instructions. vi). It is the primary responsibility of the Guard (being in charge of the train) as well as of Driver and station staff for not allowing train running on invalid BPC in violation of the existing instructions. vii).
