GLOBAL AVIATION TRAINING TRAINAIR PLUSTM 1.0 GENERAL 1.1 Introduction The ICAO TRAINAIR PLUS Post-training Evaluation (PTE) system defines the scientific basis to to measure the impact of training programs developed under methodological precepts set out in the \"Training Development Guide\" (ICAO Doc. 9941). Given the inherent nature of the methodology and its competency-based approach, it is required to implement an evaluation procedure aimed at improving the quality of developed training and instructional processes as part of the continuous improvement of the TRAINAIR PLUS programme. The figure on the following page shows the summarized structure of the Level 3 Post- training Evaluation (L3 PTE) methodology that has been developed by the TRAINAIR PLUS programme with the purpose of collecting reliable and valuable data on the impact of training on job performance of the trainees who attended courses developed under ICAO Doc. 9941 guidance and any other competency-based methodology. The analysis given in this report, has been carried out following the TRANAIR PLUS PTE methodology and provides conclusions on the impact of the ICAO Training Package (ITP) \"Training Instructors Course (TIC)\" on the work performance of the trainees.Page2 Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018

In general, the participants common profile is arelatively young professional, with experience in his job, medium / high qualification leveland highly motivated by his çontinuous professional improvement.2.2 Analysis of consolidated remembering of satisfactionThe consolidated remembering of satisfaction, after a three to six month period from theend of course delivery, turns out to be extraordinarily positive. Of the 250 evaluationquestionnaires processed, 96.80% consider that procedures for disseminating informationabout the course were adequate and effective; 96.80% that the course’s targetprofessional competences are sufficient to execute the planned work procedures as aninstructor of competency-based courses; 97.60% that course contentis adequate forachievement of expected competencies; 97.20% that implemented methodology has beenmotivating and effective; 96.40% that the materials and teaching resources are adequate;and 96 % that evaluation procedures are adequate.Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018 Page5

GLOBAL AVIATION TRAINING TRAINAIR PLUSTM 2.3 Analysis of variables cross-check Variable cross-checking allows us to see the distribution of item responses (Refer to Appendix 1 for TIC PTE Scale structure) according to defined classification data. Following this path, there has been some crossover of classification data and some items corresponding to impact dimensions: Age and impact on the Transfer to Professional Performance (items 5 and 6), Age and impact on Working Conditions and Professional Career (Items 14 and 15), No. of years of Education and impact on Professional Competence (Items 7, 8a, 8b, 8c, 8d, 8e, 8f, 9 and 10) and No. of Years of Work Experience and impact on Productivity and Operational Efficiency (Item 13). From the analysis of the results, the following conclusions can be drawn: Age has a great influence on the response of course participants, when assessing the impact of training on the transfer of acquired knowledge to professional performance. Trainees who are in a range of age up to 45 years old, assigned high values (4 and 5) on the transferability factor allowing them to apply the acquired skills into professional performance in their training centres. For this group, which represents 57.20% of the course participants, the expectations of professional promotion and improvement in working conditions are maintained at a high level in their working environment. The responses from participants in the group between 46 and 60 years old, on what they can expect from the effort required by training is at a medium level given the remaining years of active working life until their retirement. The course participants’ educational background (in years), determines their response to scale items related to “Professional Competence” dimension (competencies achieved in real performance conditions). The educational background average of course participants is high: 11.60 % of them have 16 years of education and most of them (62.0%), have accumulated a great educational background with more than 18 years (which is compatible with requirements to access and remain current in their profession.). Course participants who assigned the greatest values (4 and 5) on the impact of training on their professional competence in a real performance environment (items 8a, 8b, 8c, 8d, 8e and 8f) are those participants with a higher number of years of education (more than 18 years), probably due to the need for renewal or updating within their professional activity. As for professional competence items linked to development of professionalism (autonomy, internal entrepreneurship and problem-solving ability), distribution also points to a greater perception of impact on performance among trainees with most years of education.Page6 Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018

GLOBAL AVIATION TRAINING TRAINAIR PLUSTMFinally, the years of work experience have a decisive influence on the trainees' perceptionon the impact of training on their productivity and operational efficiency in realperformance conditions. The 67.6 % of responses with the highest impact assessment(values 4 and 5) are related to the impact on productivity and operational efficiency (item13), among trainees who have 3 or more years of professional experience.2.4 Analysis of impact indicatorsThe 15 impact indicators are statistical representations of the Level 3 Post-trainingEvaluation Model. They are grouped on 6 dimensions representing the expected impact oftraining on work performance and reach their greatest meaning, not so much by theirvalue, as by their evolution and trend. A sustained incremental trend of impact indicatorsshows a cyclical process of converting instructional experience into new knowledgeapplicable to improvement of training and best practices, in an endless cycle of continuousimprovement. On the other hand, a random trend with up and down peaks in the valuesobtained by the impact indicators of successive course deliveries suggests a randomevolution of learning results, dependent on the expertise of the instructor who has taughtthe courses.Since this report includes all tabulated data on a global basis, the indicator analysis is notbased on historical series of deliveries in one training centre and/or a series of deliveriesby one specific instructor. However, it should be noted that indicators related to the impactof training on the transferability of acquired knowledge, development of professional skillsand target competencies have values that are among the highest in the scoreboard.Obtained values (from highest to lowest):1 = 5 (4.49, Transferability of acquired knowledge), 2 = 9 (4.46, Development ofprofessional skills), 3 = 8 (4.45, target competencies), 4 = 10 (4.40, Problem solving); 5 = 3(4.39, Health and safety at work), 6 = 4 (4.39, Prevention of occupational hazards), 7 = 6(4.33, Responsiveness of the work environment); 8 = 7 (4.39, Health and safety at work) , 9= 13 (4.23, Operational efficiency), 10 = 1 (4.21, Quality of hierarchical relationships), 11 = 2(4.21, Coordination and cooperation), 12 = 14 (4.10,Working conditions), 13 = 11 (4.08,Resource optimization), 14 = 12 (4.07, External customer satisfaction) and 15 = 15 (4.00,Professional career).Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018 Page7

In our case, six dimensions, three with a general character related to the impact of training on the professional performance of the course participants (soft) and three with a specific character for each course related to the impact of training on their work performance (hard). The values obtained by each dimension show some important issues for the analysis of the global impact generated by training. Despite that in general the average values obtained by impact dimension can be considered highly positive (in the range from 4 to 5), the following aspects are to be considered: - The dimension “Impact of training on working conditions and professional career” (D6) is the less valued dimension due to the relative low valuation by the course participants on their expectation of the impact of this training in their work environment and in the development of their professional careers. The lowest results were obtained from the participants belonging to the following regions: Africa, North America, Central America, the Caribbean and South America. This points to the necessity to identify and implement some strategies in Training Centres aimed at promoting among their staff the importance of training in the development of their professional career. - There is a contradictory relationship between the values obtained by the dimension “Impact of training on productivity and operational efficiency” (D5) in comparison with the high valuation obtained by dimensions “Impact of training on professional competence”(D4) and “Impact of training of the transferability to the work place”(D3). This contradictory result was mainly obtained due to low valuation given by participants from the Asia Pacific Region who represent the 18% of surveyedPage8 Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018

This contradictory result could be related to the necessity to revise andimprove the training and operational procedures in Training Centres from AsiaPacific region. Impact Dimensions 4.393 4.410 4.411 4.212 4.129 4.050 D1 D2 D3 D4 D5 D62.6 Analysis of the obtained Win IndexThe course Win Index is derived from the sum of the impact dimensions weighted valuesand represents the overall impact of training on work performance.The value obtained in a global basis for Win Index is very high, and the result is quiteimpressive.This value (4.2815) represents a positive deviation of more than half a point, in relation tothe minimum expected standard (3.5000) and more than four tenths in relation to theoptimum expected standard (3.8000). GLOBAL AVIATION TRAINING TRAINAIR PLUSTM The distribution of the Win Index value by regions is as follows: 4.3662 WIN Index 4.3524 4.2824 4.2543 4.2815 4.2007 4.1070 AFRICA ASIA PACIFIC EUROPE MIDDLE EAST NORTH SOUTH WORLDWIDE AMERICA, AMERICA CENTRAL AMERICA, THE CARIBBEAN Due to the very high positive deviation from pre-established standards, it is recommended to assign a higher value for minimum and optimal standards for this course as follows: - L3 WIN Index minimum assigned standard – 3.8000 - L3 WIN Index optimal assigned standard – 4.000 This new assigned value could be considered as an evolution on the quality standard for the Training Instructors course. It is very important to mention the necessity to implement a new strategy for L3 PTE implementation procedures aimed at reinforcing an evaluation culture among trainees, in order to promote a more reflective response to the L3 PTE scale items. This action could have a positive impact by obtaining more objective responses and more realistic values regarding the impact and quality of delivered training 3.0 IMPACT ANALYSIS 3.1 Impact on work environment and culture of collaboration Almost 77% of course participants strongly agree or absolutely agree that the course has contributed to improving their hierarchical relationships with supervisors and subordinates. More than 79% strongly agree or absolutely agree that the course has contributed to improving the degree of understanding between departments that share work processes.Page10 Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018

While 89% strongly agree or absolutely agree that thecourse has strengthened their attitudes and abilities, relative to prevention of occupationalhazards in their performance, according to their job rules and regulations.3.3 Impact on transferability to the job91% of course participants strongly agree or absolutely agree that the course objectivesand contents were aligned with their job needs, which allowed them to apply the acquiredskills to their professional performance. 87% of course participants agree or absolutelyagree that the work organization model in their Institution / Company has allowed them toapply acquired competences to their professional performance, which assigns a very highvalue to the indicator of receptivity by their Institution / Company for applying the acquiredknowledge3.4 Impact on professional competence91% of course participants agree or absolutely agree that the course has prepared themto execute instructional tasks according to the ICAO Instructor Competency Framework.More than 90% of course participants strongly agree or absolutely agree that the coursehas favoured acquisition of attitudes of \"internal entrepreneurship\", generating initiativesand proposals adding value, a preventive treatment of problems and permanentimprovement. And lastly, more than 91.5% strongly agree or absolutely agree that thecourse has broadened their view on the problems causes and effects they face in theirinstructor tasks and their operational capacity to find solutions.3.5 Impact on productivity and operational efficiency75% of course participants agree or absolutely agree that the course has allowed them toeliminate errors during training delivery. 100% of course participants agree or absolutelyagree that the course has allowed them to minimize conflict situations with trainees andtheir institution/organization. Finally, 82.8% of course participants strongly agree orabsolutely agree that the course has allowed them to apply acquired competencies to alltraining deliveries in their Training Organizations, including the TRAINAIR PLUSStandardized Training Packages as well as conventional courses.Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018 Page11

GLOBAL AVIATION TRAINING TRAINAIR PLUSTM 3.6 Impact on working conditions and professional career 78% of course participants strongly agree or absolutely agree that the course has contributed to improving their conditions of job stability, compensation and performance. 74% strongly agree or absolutely agree that the course has had a positive and significant influence on their professional career. 4.0 QUALITATIVE ANALYSIS 4.1 Coherence analysis between L3 PTE scale responses and observations or proposals made by course participants in the post-training phase In general, a course with a Win Index value of 4.2815, should be practically unbeatable and therefore the participants' opinions should be exclusively of praise. However, trainees submitted some observations and proposals of great importance. The submitted observations and proposals were mainly addressed to the time allowed for completion of course activities, the addition of more content and/or topics related to adult learning theory, the didactics of professional learning, training evaluation, 4.2 Comparative analysis of observations and proposals for improvement made in training and post-training phases There is an almost total alignment between observations and proposals made by course participants during training delivery and in the post-training phase. This fact confirms to a high degree the objectivity and relevance of the comments, observations and proposals made by course participants. 4.3 Observations and proposals for improvement made in post-training phase Proposals on course promotion and communications: 1. Implement a better communication strategy so that trainees are aware in a timely manner about the course general information and the pre-requisites to be fulfilled to ensure successful training 2. Implement a strategy ensuring that the registered participants belong to the required target population profile for the course. This will improve the motivation level. 3. Distribute the reference materials to course participants before training to ensure better preparation and more productive discussions of all topics treated in the course Proposals on didactic resources: 1. Assign more time to practical exercises and debrief of results..5.0 CONCLUSIONS5.1 General conclusionsObtained data and values are coherent and relevant for constructing the Weighted ImpactIndex, The Win Index value obtained (4.2815 out of 5) represents an extraordinaryperception of the course participants about the impact of this course on their professionaland work performance.Most likely, this result is related to course delivery excellence demonstrated by theinstructors. The implementation of a well-designed strategy promoting an evaluationculture and PTE procedures will further the the importance to answer the L3 PTE scale ina reflective manner that provides reliable data for the continuous improvement ofdeveloped courses and instructional processes.The highest valued Impact indicators are associated with dimensions ¨Transferability tothe work place¨, ¨Professional competence attained under real-life conditions¨, and¨Occupational safety and health¨ which are representative of the large contribution to theWin Index final value.Variables cross-checking are excellent explanatory statistical tools to discern the optimalentry profile to the course (answers the question: What should be the optimal entry profileto the course to obtain the maximum impact on professional and work performance?). Inour case, this profile would be: people from 30 to 45 years, with ten or more years ofeducation and ten or more years of professional experience in their job.There is almost total alignment between the observations and proposals made by courseparticipants during the training and in the post-training phase which means, among otherthings, that observations made by course participants during the training werereasonable.Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018 Page13

GLOBAL AVIATION TRAINING TRAINAIR PLUSTM The results related to each impact dimension show the following statistical results that characterize the impact of training on the course participants’ professional competencies and job performance:  79.8% of course participants strongly agree or absolutely agree that the course has contributed to improve the work climate and collaborative culture in their work environment.  90.8% of course participants strongly agree or absolutely agree that the course has contributed to improve occupational health and safety conditions in their performance.  88.8% of course participants strongly agree or absolutely agree that the course has induced the transfer of acquired knowledge to their performance.  91.16% of course participants strongly agree or absolutely agree that the course has generated the expected professional performance.  77.73% of course participants strongly agree or absolutely agree that the course has generated the expected improvement of productivity and operational efficiency in their professional performance.  76.60% of course participants strongly agree or absolutely agree that the course has generated a positive influence on their working conditions and career expectations. The high impact generated by the \"Training Instructor Course\" in the professional and work performance of trainees, predicts a high degree of influence of this course in the solution of performance problems identified during the analysis stage of course development 5.2 Recommendations from evaluator It would be advisable to review some of the proposals for improvement made by the course participants, particularly those aimed at adding new content and improving didactic resources for a learning experience that meets requirements of new technologies used in aviation instructional environments It is recommended:  To strengthen didactic procedures generating learning through practice and simulation activities.  Increase time for the course activities (Exercises, Practices, Simulations, Feedback activities).Page14 Training Instructors Course (TIC) - Post-Training Evaluation Report January 2018
