ROTARY ENGINEERING PTE LTD EMERGENCY RESPONSE PLAN FOR ROTARY ENGINEERING PTE LTD (REL) AT 61 JURONG ISLAND HIGHWAY, SINGAPORE 627860 (Property Owner : Rotary IMC Pte Ltd (RIMC) subsidiary of REL) This emergency response plan is developed by Rotary Engineering Pte Ltd and is to be handed over to SCDF responders in times of emergencies Ver.15 11/2020

EMERGENCY RESPONSE PLAN 1 AIM The aim of this emergency response plan is to detail the various measures and operational actions that need to be undertaken by the company in the event of any fire or other emergencies such as Hazmat that occur within the installation in order to minimize injury to personnel and damage to property. 2 SITUATION 2.1 INTRODUCTION Rotary IMC Pte Ltd (RIMC) is a wholly owned subsidiary of Rotary Engineering Pte Ltd. The installation in 61, Jurong Island Highway, comprises of 2 blocks of a single storey Machine/ Fabrication Workshop, 1 block of workshop mezzanine, 1 block of Single storey Warehouse with mezzanine and a 3 storey admin building. Please Refer to Annex A The main business of the factory is to provide integrated maintenance services to the Jurong Island community. The workshops in RIMC do fabrication works such as piping, tankage, vessels, structural and etc. The warehouse stocks consumables, hardware and material used in the island. The ancillary offices housed the staff and specialists who provide engineering, procurement, construction and maintenance services Page 6 55558 f55

2.2 AREA OF OPERATIONS 2. 2. 1 LOCATION OF PREMISES AND ITS MAIN ACCESS ROAD The installation in 61 Jurong Island Highway is only accessible by the Jurong Island Highway Road The Fire Command Centre is located at the guard house next to the side of the main entrance/exit and The Assembly Point is carpark adjacent to the Guild House Page 7 55558 f55

2.2.2 GENERAL DESCRIPTION OF THE SURROUNDINGS AND NEIGHBOURING PREMISES The surrounding and neighboring companies are as follow: a) Linde Gas Singapore b) PUB Sewerage Treatment Plant c) Poh Tiong Choon Logistics Complex d) Echolab Asia Pacific Pte Ltd 2. 2. 3 LAYOUT OF PREMISES \\ The 3 storey Ancillary Office is the first building block you would see once you enter the entrance, going straight in you will reach the warehouse, the machine workshops, the fabrication workshops and the repair workshops at the end of the road. There are internal roads in between all these 5 building blocks. There is a canteen at the ground floor of the 3 storey Admin building. Please Refer to Annex B There is an Acetylene Storage area licensed to store 210 kg of petroleum and flammable materials at the southwest of the Fabrication Workshop taking the entrance as the reference north. Please Refer to Annex C The fabrication works are performed during normal office hours, which involves hot works such as oxy-acetylene gas torch cutting, grinding and plasma arc cutting. The canteen, warehouse and 3-storey Ancillary office operates only during normal office hours. However company must ensure that the SDS be located in an easily accessible area and that they must be handled to the SCDF responders in times of emergencies. Page 8 55558 f55

2.3 SPECI AL HAZARD AND RISK ASSESSMENT The main areas of hazards (flammable, toxic, etc.) and the Safety/Emergency Control Measures that are in place to handle the hazards. The MSDS of each hazmat that could be found at site must be included in the ERP. The emergency operation to be conducted in phases is as follows: Phase Action I To notify SCDF and SPF immediately for emergency incidents beyond company control. To notify other related agencies (NEA, MOM, etc) and surrounding companies if necessary II (a) Company personnel to conduct evacuation operations. II (b) Company personnel to initiate emergency actions to mitigate or contain the emergency and coordinate with SCDF personnel upon SCDF ival. III To clean up / decontaminate and resume normal operations. Note: Phase II (a) and (b) should be conducted simultaneously or as directed by the Site Main Controller / Site Incident Controller or Fire Safety Manager. 3.2 E ME RGEN CY A CTIONS TO BE TAKEN 3.2.1 (PHASE I) PROCEDURE TO NOTIFY SCDF, SPF. TO NOTIFY OTHER REL ATED AGENCIES AND SURROUNDING COMPANIES 3.2.1.1 Notification procedure during office hour and after office hour. In the event of an emergency discovered during and after office hours the company designated sets of procedure base on the Org Chart to be adopted by personnel and they are as follows: During Office Hour During office hour, any occurrence of incident resulting in an emergency alarm, the General Manager or Supervisor on duty will activate the house emergency response procedure. The SIC/SMC will be notified and he will activate the emergency response procedures. Upon confirmation of real incident. The SMC will be the liaison officer with SCDF ground commander and other related agencies person-in-charge. He will provide information and necessary assistance to SCDF ground commander and other related agencies person-in- charge. After Office Hour After office operation hours, any occurrence of incident resulting in an emergency alarm, the person in charge/Supervisor together with security on duty will be notified and he will inform SCDF Control Room and listed Rotary key personnel by telephone after confirmation of real incident. 3.2.1.2 Workers population during day and night S/No Working hours Working population 1 Weekdays 0800 hr - 1800 hr 240 2 Weekdays 1800 hr - 0800 hr 2 - 50 3 Weekends/ Public Holidays 0800 hr - 1800 hr 2 - 50 4 Weekends/ Public Holidays 1800 hr - 0800 hr 2 - 20 3.2.2 (PHASE II a) PROCEDURE FOR EMERGE NCY EV ACU ATION Evacuation model In view that the buildings are low-rise, the building is using a single stage, total evacuation model. The evacuation signal may be triggered automatically by the fire alarm system or manually via call points or main alarm panel. If total evacuation is called for, a single continuous alarm bell will be sounded. Page 13 55558 f55

CERT Reporting Point Upon confirmation of the emergency, the CERT team will gather at the CERT Assembly Point located at level 1 reception refer Annex K. They will start to prepare their equipment while waiting for SIC to brief them on the incident site before setting off to carry out their tasking. Assembly Area The assembly area is located at the carpark adjacent guard house. The area can hold more than 200 persons. Also, it is a properly maintained flat ground which fully met the Requirement of the Assembly Area. First Aid Point The first aid point is situated at the assembly area located at the side of the main entrance/exit. This for easy access to ambulance, while not obstructing the firefighting operations. Emergency Command Center The incident command center is located at the guard house nearby with the First Aid Point to ease operation. As it is the main Centralized Area, all essential equipment or items are placed there, and they include: 1. Emergency Contact List. 2. Site Layout Map; 3. Building plan; 4. Company Emergency Response Plan; 5. nd location of hazmat inventory; 6. Overall workers population; 7. Incident resources available at site; Page 14 55558 f55
