Little Eaton Neighbourhood Plan Theme Group Kick Off Meeting

Little Eaton What makes it special • Set in glorious countryside – Blue Mountains, woods, Drum Hill, Bottle brook and River Derwent • Charming village features – listed buildings, St Peter’s Park • Steeped in history – Seat of industrial revolution. Strutts and Tempests • Vibrant community activities – clubs and societies

Crossroads A time for action: Stark choice between: Pressure from City for new housing, retail and business parks OR County Plans to develop tourism to World Heritage Site and countryside in Derwent valley

Sustainable Development Key areas of interest: • Built Environment. Enough housing to meet needs of existing residents – starter homes for young and retirement homes for elderly. Some more to keep the village alive? • Natural Environment Encourage wildlife, protect green spaces and reduce pollution. • Leisure and Facilities Maintain and develop facilities for residents. • Business Maintain and grow existing business. Encourage new enterprise to provide employment for residents. Links to tourism.

Neighbourhood Plan Why are we making a plan? “To improve conditions for residents by preserving the best in the village and embracing developments that are sympathetic to the integrity of the community.” • A great place to live • A great place to work • A great place to visit

Neighbourhood Plan Latest Status • Grant from Locality of £6k for initial activities & research (questionnaire & surveys) to be spent by end MAR. Further grants to be applied for in 2017-18. • Steering Group (SG) Terms of Reference agreed with LE Parish Council. • SG roles defined, some members appointed, two SG meetings to date - monthly going forward. • Initial Vision for Little Eaton drafted for discussion & development. • Theme Groups (TGs) role & first tasks planned for Kick Off Meeting. • Preliminary meetings with Little Eaton PC, Erewash BC Planning & Regeneration; Derwent Valley Trust. Local organizations listed. Initial contact with local businesses. Contact Database established. Communication & Project Planning in progress. • Consultant selected (Andrew Towlerton Associates – very experienced – focus in Derbyshire/ S. Yorks). Focus on preparation of Questionnaire/Surveys.

Key Success Factors • An NP is statutory planning document to guide development; it does not deal with non-planning matters (but can highlight non-planning issues e.g. traffic). • Addresses use and development of land and associated social, economic & environmental issues. • A focussed plan will bring benefits. • Ensure Appropriate skills (inter-personal & specialist) within proposed teams and partners. • Active & regular engagement of community & stakeholders to understand issues, develop options & seek opinions to develop recommendations. • Build solid “evidence base”: understanding & clear rationale of area the NP relates to (residents, local organizations, local authority, external consultant….). • Project Plan to guide development & provide timelines for NP. • Compliance with NP Guidelines, including Sustainable Development, to ensure approval at review stage (by EBC) and reduce opportunity for later (legal) challenges.

Theme Group 1 Built Environment What are the big issues for Little Eaton? • You may wish to consider how the neighbourhood plan could positively influence the design and location of new development. What makes Little Eaton special and unique? • What type of development, e.g. houses, shops etc., may the Parish require to meet local need? If so how much, and where should they be located. • What should new development look like to respect and respond positively to the existing character – any specific design requirements? • Are there any buildings and structures that are of special historic and architectural interest and should be conserved and enhanced.

Theme Group 2 Natural Environment What are the big issues for Little Eaton? What are the key environmental issues (and opportunities) in the area? – you might like to think about • what is special or distinctive about the wildlife/landscape character of the area?, • natural habitats (are these in decline/fragmented? • Is there an opportunity to join up/restore areas e.g. ponds, hedgerows, grass verges etc?) • does the community have good access to nature? (footpaths/bridleways). • Any important views?

Theme Group 3 Leisure & Community Facilities What are the big issues for Little Eaton? • Leisure and facilities includes shops, schools, medical facilities, community buildings, parks etc. • What existing community facilities in the Parish do you consider are especially important in making Little Eaton an attractive and sustainable community? Please list. • Are there any gaps in provision? Please list. • Thinking ahead, how do you consider the type of essential community facilities need in the Parish will change over the next twenty years especially in view of its ageing population.

Theme Group 4 Business What are the big issues for Little Eaton? To strengthen existing business and encourage new enterprises to provide employment for people living in the village. 1. Which local businesses will face a need to expand? 2. What kind of new enterprise would provide most suitable employment opportunities? 3. Which new businesses would fit the County Council objective of encouraging tourism? 4. What business should be actively discouraged?

Next Steps Theme Group Activities – Each Group Should: 1. Discuss the issues that have been raised in previous meetings and select four or five of them which you think most important - and add one or two more if you think necessary 2. Decide whether you will need more evidence to produce interim recommendations on those issues for our next plenary meeting at the end of March. List the evidence. 3. Decide whether you need one or two extra meeting to produce your recommendations. Fix dates for the meetings. 4. Look through the example questionnaire you have an decide whether the questions are sufficient. List any additional questions you want included in the Little Eaton version. 5. Select a member of your group to serve on the Steering Group.
