4 Elyria Public Schools System School Based Credit Recovery/Grade Recovery/New Credit In accordance with the guidelines established by the Elyria City Schools,Elyria High School will offer students who have failed or are failing in requiredgraduation courses the opportunity to recover credits through an online self-pacedformat that focuses on specific knowledge and skills tailored to individual studentneeds. Along with Credit Recovery, the Elyria Public Schools system will offerstudents an opportunity to recover grade level through Grade Recovery. Suchstudents must meet eligibility requirements to apply, and the CreditRecovery/Grade Recovery Program will abide by the guidelines established in thisManuel. Credit Recovery will focus on students who have not gained enough creditsdue to course failure(s) and are not on path towards the required twenty-one creditsneeded to graduate as set forth by the Elyria City Schools. Grade Recovery gives students who are behind their cohorts the opportunityto recover enough credits to receive grade level promotion. Classes of 2014-2017will still be required to pass the Ohio Graduation Test as a prerequisite tograduation, even if promoted to senior class. New Credit Plan gives students the opportunity to work on courses that willallow them successful completion of high school core and elective courses. The above options will to reduce dropout rates by enabling students torecover/earn the credits they need to graduate. The utilization of the Apex LearningManagement System (LMS) is a standards-aligned curriculum that allows studentsto succeed in one or more subject areas and allows them to graduate.

5Student Eligibility, Admission, and RemovalStudents are eligible for Credit Recovery if they have not shown adequate progresstowards earning enough credits to be considered grade appropriate or have failedcourses required for graduation as prescribed by the Ohio Department ofEducation.Students are eligible for Grade Recovery if they have fallen behind their yeargroup. Students are also eligible to apply for Grade Recovery if they have scoredbelow 60% in a marking period relating to Core subjects and Electives needed tograduate.Students in year group 2018 and beyond are eligible to apply for New Credit ifthey are lacking points for end-of-course test requirements. Those students arerecognized as having passed core classes/ electives but still required 18 points tograduate.Students can request an application to request placement in a CreditRecovery/Grade Recovery/New Credit Program. Students can also be referred bytheir Administrator and Counselors. Student and parent/guardian will be requiredto meet with the Program Coordinator in order to review their academic historyand develop a personalized Credit Recovery Plan. Each student andparent/guardian will acknowledge agreement with the terms of admission andprogram requirements with a signed contract.Students can be removed from the program if adequate credit progress is not beingdemonstrated; each student will be afforded the opportunity to receive one on onetutoring and Saturday schooling in order to ensure their success.Attendances along with serious offenses are grounds for counseling and studentmay be placed on Academic Watch, which can result in additional onsite hours.Students that are having more than 5 assignments past due in three or moresubjects can be placed on Saturday session with the intent of catching up, failure tomake these mandatary classes will be handled by the Program Coordinator.

6Application Process Credit and Grade Recovery: Each student will be required to complete: An Academic Contract (Attachment A) Parent/Student Contractual Agreement Form (Attachment B) Credit Recovery Plan (Attachment C) Upon receiving the required paperwork, the Program Coordinator will verifymissing credits and placement suitability. A Graduation Progress Report (GPR)will be submitted to the assigned counselor for verification. Once the GPR has been verified by the Assigned Counselor the ProgramCoordinator will Schedule a MANDATORY intake briefing with applicant andParent/Guardian on site or at their residence. Means of Operation: The Pioneer Academy will operate during prescribe school hours andoutside of normal school hours. Its means of operation allows for a flexiblephysical attendance schedule. Saturday recovery sessions can be assigned for either onsite or offsiteparticipation. Saturday sessions are intended to help each student achieve theiracademic goals. Each Subject/Course will be delivered by an online Learning ManagementSystem which is administered by certified teacher(s). Each student will be requiredto show adequate progress towards completing assigned modules. Course contents are aligned with the Ohio Academic Content Standards foreach assigned subject. In order to receive credit each student must obtain a passtheir finals with a 70 average and must have completed each assigned unit.

7 Program Curriculum: Each student will be giving a pre-assessment to determine the learning modethey will be assigned to. The Pioneer Academy will utilize one of the two methodsof instruction: Prescriptive Mode: Allows differential instructions to fit the learningneeds of individual students. Students who have demonstrated mastery of subjectmatter will be afforded the opportunity to test out of subject area. Core Mode: Standard method of instruction that will scaffold studentsthroughout the subject. It is intended to show student growth throughout each unitof instruction. Instructional Content and Curriculum Learning materials will be delivered through the Apex computer-basedinstructional software that targets specifics student’s needs. Curriculum will besupervised by a program Coordinator and managed by a Counselor andIntervention Specialist. Each will be on site to help in the subject/course beingrecovered. Students in the Credit Recovery Program will be given an individual StudentLearning Plan that will be developed by the assigned Counselor and Coordinatorbased on the students official transcripts and skill-specific diagnostic tools whichare offered by the computer-based instructional software (APEX). The CreditRecovery/Grade Recovery facilitators will use their professional judgment alongwith data to develop specific standards for remediation targeted to student needs. The student must complete his or her individual S.L.P within the prescribeddates and hours. Students may attempt multiple credits, but multiple credits mustbe approved by the leadership team. Instructional assignments will be aligned withthe Ohio academic content standards approved by the State Board of Education.

14Grade and Credit Upon successful completion of assigned course(s), a grade completion formwill be initiated by the assigned Core teacher and forwarded to the ProgramCoordinator for verification. The form must be certified by the Counselor andschool principle prior to receiving credit.
