BACKGROUND Caribbean Export: ➢ Remains committed to the development of the region’s private sector; ➢ Recognises that its support to SMEs will be vital during and after the coronavirus pandemic; ➢ Conducted a survey to understand the current and expected impact of the pandemic on SMEs across the CARIFORUM; and ➢ Developed the Direct Support Grants Programme in response to the need for financing due to the pandemic.

OVERVIEW OF DSGP Objectives of DSGP: ➢ To provide direct support to the CARIFORUM SMEs on a non-reimbursable basis; ➢ To provide support to facilitate activities focusing on business continuity; ➢ To facilitate the increase of exports within the Caribbean and/or international markets; and

OVERVIEW OF DSGP Objectives of DSGP: ➢ To capitalise on the benefits of bilateral or multilateral arrangements within the region or with ACP or EU partners.

ELIGIBILITY CRITERIA To be eligible for a grant, applicants must: ➢ Be a sole proprietorship, partnership, or limited liability company; ➢ Be legally registered and operating in a CARIFORUM member state;

ELIGIBILITY CRITERIA To be eligible for a grant, applicants must: ➢ Be operating/trading for at least three (3) years, supported by the last three (3) years financial statements or financial reports (income statements and balance sheet). ➢ Be able to demonstrate current export activity or can demonstrate potential to export goods and services.

ELIGIBILITY CRITERIA Entities NOT ELIGIBLE to apply: ➢ Business Support Organisations; ➢ Educational institutions such as universities, schools, vocational centres etc; ➢ Non-governmental organisations, including but not limited to human rights organisations, social clubs, associations, and charities; and/or ➢ A firm that has an open grant contract under EDF11-19-01.

ELIGIBLE PROJECTS ➢ Resource Efficiency and Pollution Prevention and Management ➢ Marketing & Promotions ➢ Business Recovery ➢ Equipment Purchase & Upgrade ➢ Certification ➢ Capacity Building ➢ Business Continuity Planning ➢ Protection of Intellectual Property Rights

ELIGIBLE PROJECT EXPENSES To be considered eligible, costs must: ➢ Be necessary for carrying out the Action; ➢ Be provided for in the Contract; ➢ Comply with the principles of sound financial management; ➢ Have actually been spent by the Beneficiary or his/her partners;

ELIGIBLE PROJECT EXPENSES To be considered eligible, costs must: ➢ Be for goods/services/activities to be provided/delivered during the implementation period; and ➢ Be recorded in the accounts or tax documents of the Beneficiary or his partners and be identifiable, verifiable, and backed by original copies of supporting evidence.

ELIGIBLE PROJECT EXPENSES Eligible project expenses include: ➢ Purchase or rental of equipment (new or used); ➢ Costs of services, provided they correspond to market rates; ➢ Costs of consumables and supplies; and ➢ Subcontracting costs.

INELIGIBLE PROJECT EXPENSES Ineligible project expenses include: ➢ Administrative costs/overheads; ➢ Individual scholarships for studies or training courses; ➢ Travel costs (airfare, hotel and per diems); ➢ Acquisition of motor vehicles; ➢ Salaries, wages, and other human resource expenses; ➢ Debts and provisions for losses or debts;

INELIGIBLE PROJECT EXPENSES Ineligible project expenses include: ➢ Interest owed; ➢ Purchases of land or buildings; ➢ Currency exchange losses; ➢ All taxes and government-imposed customs duties; ➢ Credits to third parties; ➢ Interim financing costs; ➢ Commitment Fees;

INELIGIBLE PROJECT EXPENSES Ineligible project expenses include: ➢ Bank charges and service charges from beneficiary, intermediary, or corresponding banks; ➢ Payments not made through financial institutions e.g. direct cash payments; and ➢ Contributions in kind.

AVAILABLE FUNDING Minimum amount: €5,000 Maximum amount: €15,000

IMPLEMENTATION PERIOD Six (6) months from the beneficiary’s signing of the Grant Contract. ➢ Example: If grant contract is signed by beneficiary on December 12, 2020, then the implementation period will be: December 13, 2020 – June 12, 2021

TRANCHE DISBURSEMENTS ➢ First Tranche Disbursement (30%): The Beneficiary must submit supporting documents in accordance with Annex IV, to Caribbean Export, for verification and approval to receive the first tranche disbursement. ➢ Second Tranche Disbursement (40%): The Beneficiary can only receive the second tranche, if Caribbean Export verifies and approves the utilisation of 100% of the first tranche disbursement, as well as receives supporting documents in accordance with Annex IV.

TRANCHE DISBURSEMENTS ➢ Third Tranche Disbursement (30%): The Beneficiary can only receive the final tranche, if Caribbean Export verifies and approves all the required reports (Narrative and Financial) for utilisation of 100% of the second tranche disbursement.

HOW TO APPLY ➢ DSGP Application Form and Budget template must be downloaded from Caribbean Export’s website at www.carib-export.com ➢ THIS IS THE ONLY SOURCE FOR APPLICATION FORMS AND OFFICIAL DOCUMENTS. ➢ All other variations of the application will be declared null and void.

HOW TO APPLY ➢ An applicant may submit only 1 application for this Call. ➢ Applicants are required to submit two (2) copies of their application package in hard copy via registered mail, courier, or hand delivery to Caribbean Export Headquarters. ➢ The outer envelope must bear the title of the Call for Proposal Number: EDF11-DS-20-01.

HOW TO APPLY ➢ All application packages must be received at Caribbean Export’s Headquarters by the specified deadline date. This includes: • Notarised copy of Registration of Certification or Certificate of Incorporation; and • Copy of the applicant’s (or lead organization) latest financial statements (income statements and balance sheets) for the last three financial years. Failure to submit the required supporting documentation will result in the application being rejected.

HOW TO APPLY ➢ All applications must be submitted in ENGLISH. ➢ Applicants must ensure that Section 6, entitled “Applicant Declaration”, of the Application Form is signed by the applicant and submitted. Application forms which have not been duly signed will not be considered. ➢ Applicants must also ensure that the Partner’s Agreement is signed, if applicable.

DEADLINE DATE Deadline for application submissions: OCTOBER 2, 2020 @ 4:30 p.m. (Barbados time)

APPLICATION CHECKLIST CHECKLIST To be completed by 1. Two copies of the Direct Support application form completed. Applicant 2. Two copies of the Applicant Declaration Form signed and dated. 3. Two copies of the Proof of Registration or Incorporation. 4. Two copies of the applicant’s (or lead organization) latest financial statements (income statements and balance sheets) for the last three financial years. These statements can be audited or unaudited but are required to be certified by the owner/director/CEO/senior financial officer of the company. 5. Two copies of the Partnership statement signed (if applicable) 6E.UTRwOo (c€o)pies of the budget presented in the format requested, and expressed in 7. The requested contribution from Caribbean Export is equal to or greater than 5,000 EURO (the minimum allowed) and equal to or less than 15,000 EURO (the maximum allowed)

EVALUATION PROCESS ➢ The duration of the evaluation process is 30 working days and commences October 5, 2020. ➢ Applications received by the deadline are subject to an administrative check, which will assess whether they have duly satisfied the Eligibility Criteria for the Call. ➢ The applications will then be evaluated by Members of an Evaluation Committee using an evaluation grid.

Relevance of the project 25 2.1 How relevant is the proposal to the objectives of the Regional 10 Private Sector Development Programme and the Direct Support Grants Programme and are the overall objectives of this project SMART (Specific, Measurable, Achievable, Realistic, and Time-bound)? 2.2 How relevant is the proposal to the particular needs and 10 constraints of the company? Do the proposed activities support the 5 overall growth strategy of the firm? 2.3 Does the proposal contribute to the promotion of public/private partnerships, innovation, technology, or cross-cutting issues such as climate change, gender equality, and rural development?

APPLICATION EVALUATION ➢ Applications receiving an average score of 60 or greater out of 100 will be ranked according to their average score. ➢ All ranked applications, though eligible, may not be awarded a grant due to the pre-assigned value of the financial envelope allocated for the Call for Proposals.

AWARD OF CONTRACT ➢ Caribbean Export will officially inform applicants, by e-mail, whether they have been awarded a Grant. ➢ Successful candidates may then be contacted to clarify items listed in their budget before the Grant Contracts are signed. ➢ Grant contracts will be dispatched by courier to Beneficiaries outside of Barbados, while those residing in Barbados or the Dominican Republic will collect their Contracts from the relevant CE office.
