On behalf of the men and woman of the Titusville Police Department, I am pleased to present our 2018 annual report. This report provides an overview of our successes and activities this past year. I would like to thank our team of 150 sworn and civilian personnel for their committed dedication in providing exceptional service and safety to the City of Titusville. We work hard daily to provide a high level of customer service while embedding ourselves directly in and with our community to support our mission of, “Promoting Teamwork within our Community”. Integrity, accountability, and transparency are three of the most vital characteristics for a successful police department and our annual report certainly assists us in achieving these goals. Finally, I would like to thank our community for their continued support in our endeavors as we strive to maintain committed and professional service. Mission Statement: Promoting Teamwork Within Our Community Introduction: The Titusville Police Department is committed to serving the citizens and visitors of Titusville by providing a superior level of law enforcement services. We partner with our community and strive to maintain the highest level of public safety with the goal of preserving the quality of life expected in the City of Titusville. We strive to be fair, just, and responsive to the needs and feelings of our community and cultivate public trust by respecting individual rights. Purpose: The purpose of this report is to provide the citizens of Titusville, the Mayor, City Council, City Manager, Administrators, Employees, and any other interested parties, with a brief summary of the state of the Titusville Police Department and an overview of the department’s activities, interactions, projects, accomplishments, and statistical data for the 2018 calendar year. Scope: This annual report contains information about the Titusville Police Department’s emergency responses, non-emergency activities, training, and personnel beginning January 1, 2018, through December 31, 2018, using the best available information at the time of the report’s compilation. 7

Quick Fact: • Body worn cameras are recording devices police officers wear as part of their uniforms to document what they see as they perform their duties. • Body cameras are useful because they create a real-time, permanent record of what happens during encounters between police officers and citizens. • The technology can be very costly. Equipping a small department with cameras can cost several thousands of dollars. Training, video storage and transfer are additional cost to the agency. 18

Accreditation is the certification by an independent reviewing authority that an entity has met specific requirements and prescribed standards. The Titusville Police Department attains accredited status through the Commission for Florida Law Enforcement Accreditation, Inc. (CFA) Once every three years, the CFA selects three certified Accreditation Assessors from agencies throughout the State of Florida to verify our department voluntarily complied with the required standards (239 +/-) as set forth by the Commission. 2018 marks the agency’s 8th year as an Accredited agency 22

The Titusville Police Department’s next on-site Reaccreditation Assessment will take place in December 2021 23

In 2018, the Titusville Police Department embraced the “Marjory Stoneman Douglas High School Public Safety Act” which requires one or more safe-school officers at each school. 9 Full-Time School Resource Officers (SROs) were assigned to cover each of the Elementary, Middle and High Schools within the city. Quick Fact: “CALL IF YOU CAN, TEXT IF YOU CAN’T” In July 2018, Brevard County (and Titusville PD) activated Text to 911.  Texting to 911 provides the deaf, hard of hearing and speech impaired communities direct access to 911 services.  Send texts to 911 only in an emergency situation when placing a call is not possible or speaking out loud would put the caller in danger.  Do not use emoji’s, photos, videos, acronyms, or group texts.  Voice calls are still the best and fastest way to contact 911. 41

Quick Fact: In October of 2018,K9 Officer Cantalupo & K9 Jack, K9 Officer Sanchez & K9 Scooby, K9 Officer Glenn & K9 Chase, and K9 Officer Lengefeld & Draco completed in the Inaugural Space Coast Police K9 Competition. K9 Officer Glenn & Chase won first place by winning the “hardest hitting” event! 49

Quick Fact: In January 2018, the Titusville Police Department’s SWAT Team conducted the selection process to fill open positions. Everyone who participated in the process showed great heart and enthusiasm. At the conclusion, 4 officers and 2 medics were selected to be a part of the SWAT Team. 50
