Chemical Working Group & Member Forum EuroCham Chemical Working Group comprise of some of the world’s leading chemical companies that operate and invest in Indonesia. The Working Group promotes an open and constructive dialogue with policymakers within the Indonesian Government, as well as with relevant stakeholders in the chemical sector, in order to continuously explore possibilities for further improvement. The ultimate aim is to enhance Indonesia’s competitiveness as an investment destination. The Group consists of giants in the European chemical sector that have been present in Indonesia for many decades. Currently, the group hosts 40 companies and 3 embassies, consisting of chemical industry player and other related business interests with the Group’s overall database growing to over 120 listed contacts. In 2019, the Group continued to conduct its regular meetings on a bi-monthly basis, and closely monitored issues related to regulations on the implementation of the Halal Law, importation and distribution of hazardous substances, and registration and notification of hazardous and toxic substances related to chemical products, the draft government Regulation on the Management of Hazardous and Toxic Substances, and also the Bill on Chemical Substances that was initiated by the Ministry of Industry and listed as part of the government’s Priority National Legislation. Finance, Tax and Investment Working Group & Member Forum EuroCham Finance, Tax and Investment Working Group was established to accommodate the concerns of EuroCham members regarding taxation issues and investment policies in general. Due to the cross- sectoral nature of the subject, all EuroCham members are considered to be part of this Working Group. Throughout 2019, the Group actively advocated for improvement in the tax payment process and policy framework in general. This was conducted through a series of internal meetings or with relevant stakeholders, including the Ministry of Finance, the Fiscal Policy Agency and the Directorate General of Tax. Taxation issues in various sectors were discussed including automotive, transport and logistics, food and beverages, and insurance. An example of the progress made includes the issuance of the Minister of Finance Regulation No. 32/ PMK.010/2019 that expands the Type of Services that can be zero- rated for VAT purposes. EuroCham collaborated with the Ministry of Finance, through the involvement of EuroCham as the only foreign chamber with an observer status in both the Customs and Excise Reform Team and the Tax Reform Team. In this regard, the Working Group hopes to continue contributing as a constructive dialogue partner of the Government especially related to the tax, finance, and investment regime in Indonesia, with the ultimate aim of enhancing the country’s business climate and its competitiveness as an investment destination. Human Resources Working Group & Member Forum After its shift to the Working Group format, Human Resources working group continued to implement its planned activities and became more active in discussing issues related to the Human Resources. This year, aside from the regular Working Group meetings, the Group continued to hold a number of events and this year’s event was held in collaboration with the British Embassy in the form of a sharing session on Narrowing the Skills Gap between Industry and Vocational Education. The purpose of the event is to identify the gaps occurring between the supply and the demand of the workforce between the vocational education providers and the industries in Indonesia. EuroCham were also actively involved this year in the process of drafting the Minister of Manpower Decree on the list of positions available for foreign workers. The advocacy was jointly carried out with other fellow International Chambers (namely AmCham, BritCham, Ekonid, IABC, IBAI, ICCC, JJC, KoCham, and US-ABC). EuroCham worked together to share its inputs and recommendations on positions available for foreign workers that eventually led the Ministry of Manpower to issue the decree whereby most of EuroCham recommendations were accommodated in the decree. As of the year’s end, the Group decided to hold an election for the Head and Deputy Head of the Group to replace Kurnia Fitra who resigned from the position. In 2019, EuroCham continued to support the Quarterly Property Networking that was coordinated together with BritCham, and JLL who voluntarily provided their office for the event. Tobacco Working Group The Tobacco Working Group is a forum for tobacco industry players to work together in addressing and advocating common interests and issues. The ten-year- old Working Group consists of several multinational tobacco companies that share a common goal to ensure and protect the sustainability of the industry, which has contributed significantly to the Indonesian economy in many aspects. On the area of fiscal, the Industry contributed more than IDR 200 trillion in the form of excise revenue and other taxes in 2019. In terms of employment, at least 6 million people rely their livelihoods on the tobacco industry. The Tobacco Industry aims for open and transparent dialogue with relevant stakeholders and policymakers to create an environment that enables the industry to continue contribute to the economy. The industry has made innovations that meets consumer behaviour and technological advances, as well as invest both in terms of products and sustainable work programs.
