China, Bhutan, Myanmar and Bangladesh. This district is one of the largest Rotaract districts in the world covering over 2.95, 607 sq kms of land, which closeted with in these Perimeters is a land of Snow clad, mountains, hills, expansive plains, streams, majestic Rivers and miles of lands carpeted by large green tea bushes. Rotary International District 3240 was the part of then Rotary International District 3290 and was bifurcated from District 3291 in the year 1990-91& hence Rotary International District 3240 was formed in the Year 1990 encompassing nine states of India - Arunachal Pradesh, Assam, Manipur, Meghalaya. PARNA DEB ROY DISTRCIT ROTARACT REPRESENTATIVE 2023-24 | RID 3240 Rotary Founder: Paul Harris Rotary started with the vision of one man Harris was born on 19 April 1868 in Racine, Wisconsin, USA. At age 3, he moved to Wallingford, Vermont, where he grew up in the care of his paternal grandparents. He attended the University of Vermont and Princeton University and received his law degree from the University of lowa in 1891. In 1896, Harris settled in Chicago and opened a law practice. Four years later, he met fellow attorney Bob Frank for dinner on Chicago's North Side. They walked around the area, stopping at shops along the way. Harris was impressed that Frank was friend with many of the shopkeepers. He had to seen this kind of camaraderie among b nessmen since moving to Chicago are wondered if there was a way to channe because it reminded him of growing up Wallingford. \"The thought persisted that I was experienc ing only what had happened to hundred perhaps thousands, of others in the grea city. I was sure that there must be many other young men who had come from fam and small villages to establish themselves Chicago... Why not bring them together If others were longing for fellowship as I wa something would come of it.\" Harris eventually persuaded several busines associates to discuss the idea of forming a organization for local professionals. On 23 February 1905, Harris, Gustavusloehr SilvesterSchiele, and Hiram Shorey gathered at Loehr's office in downtown Chicago to what would become known as the first Ro tary club meeting In February 1907. Harris was elected the third president of the Rotary Club of Chicago Toward the end of his presidency, he worked to expand Rotary beyond the city. Some club members resisted, not wanting to take on the additional financial burden. But Ha ris persisted, and by 1910. Rotary had ex panded to several other major US cities. Harris recognized the need to form a na- tional association with an executive board of directors. In August 1910, Rotarians held their first national convention in Chicago. where the 16 existing clubs unified as the National Association of Rotary Clubs (now Rotary International). The new association unanimously elected Harris as its president. At the end of his second term as Rotary presi- dent, Harris resigned, citing ill health and the demands of his professional practice and personal life. He was elected president emeritus by convention action, a title he held until his death. In the mid-1920s, Harris became actively involved in Rotary again, serving as the pub- lic face of the organization. To promote membership and service, he attended con- ventions and visited clubs throughout the world, often accompanied by his wife, Jean. Harris died on 27 January 1947 in Chicago at age 78, after a prolonged illness. Before his death, he made it known that he pre- ferred contributions to The Rotary Founda- tion in lieu of flowers. By coincidence, days before he died, Rotary leaders had com- mitted to a major fundraising effort for the Foundation. Upon news of his death, Rotary created the Paul Harris Memorial Fund as a way to solicit these donations. Rotaract is art of the Global effort to bring peace and International understanding to the World. This effort starts at the community level but knows no limit in its outreach. Rotaract was started in 1968 by Rotary International, an association of Clubs made up of service- minded business and professional leaders: Rotaract Clubs are either Community or Institution based and they are sponsored by a local Rotary Club. This makes them true 'Partners in Service and key members of the family of Rotary. Rotaract Clubs enable personal and professional growth of Rotaractors, address community needs and promote international understanding through fellowship and service. Rotaract Clubs hold meetings, usually once every two weeks, which feature speakers, discussions and visits to other Clubs. Rotaractors also get together for service projects, social activities and leadership workshops. Beyond the Club level, Rotaractors can take advantage of District conferences, projects and training seminars and participate in an international meeting prior to the Annual Rotary International Convention. The Rotaract programme was adopted not only as a means of keeping former interactors within the Rotary family, but as a means of channelizing energies of young adults into positive activities that could benefit their communities. Steps Taken to introduce the Rotaract programme: A special committee was convened to design the new service club programme for young adults during 1966.
