INTRODUCTION 2.1 BACKGROUND AND OBJECTIVE OF THE PROJECT The high-speed train Section I: Bangkok-Nakhon Ratchasima is policy of the Thailand government had announced to parliament when August 23, 2011. In the topic 3.4 infrastructure policy for railway development in order to mass transit, logistic and services management. For, in the topic 3.4.4 Railway transportation development system by network connecting and transit management for goods and services safety and comfortably in rural area, urban area and international passenger including into support with extending production bases parallel to the railway. Next, Minor topic 2) Study and development high-speed train in Bangkok-Chiang Mai, Bangkok-Nakhon Ratchasima, Bangkok-Hua Hin etc. So that preparing is connecting with neighboring countries. Which was assigned in the strategy formulation 2012 - 2015 follow by the cabinet resolution when September 6, 2011. The target of this strategy are feasibility study of high-speed train completed within 2012 and launching the project within 2013. Finally, the cabinet resolution when December 19, 2017 assign to State Railway of Thailand (SRT) had loan to Department of Highway (DOH). Ministry of Finance suggests that this construction must strictly operate follow by the law, the order and the associated cabinet resolution. Consequently, December 20, 2017, DOH and SRT signed with memorandum of understanding (MOU) 2.2 SCOPE OF WORK Department of Highways(DOH) Constructs in the first section between STA.150+500 to STA.154+000 (total 3.50 kilometers) instead of SRT. DOH constucts especially civil works of railway structure under ballast in high-speed train and relocated existing railway including to service road and micellaneous works except railway system, E&M and fences.
