REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD5. Unity Church, Mosheshe Estate, Effurun: We commend them for their spiritual activities. We encourage the Diocese to help in the actualization of the dream of the hall of worship. We wish to correct her that the Bishop’s throne is only in the Cathedral, while other Churches have the Bishop seat.6. We commend St. Matthew's Church, Ugbomro for her gigantic building project.7. We commend Church of Ascension, Ebrumede for her additional 100 by 50 piece of land. We commend Mr. & Mrs. Columbus Odigwe for donating a generating set for the Church.8. Observation: We observed that Ascension Church did not include the report of her home cell.9. We commend St. Michael's Church Mammi II, Effurun, for the spiritual programme. We commend them also for their achievements, but amount spent on the purchase of the instrument was not stated.10. St. Luke's Church, Ugbolokposo – We commend her for the Church building project. In the area of challenges we call on the Archdeaconry to come to her aid to overcome then flooding problem.11. Donation: We commend the donors for their magnanimity. May God bless you.12. Statistics: The Archdeaconry gave a copy of a comprehensive report which is attached to this report.Recommendation:We wish to call on all well to do Anglican faithfuls to assist the Diocese in theacquisition of lands for the smaller churches to enhance their growth.Conclusion:We wish to thank God once more for the grace to serve in this capacity. Weappreciate our dynamic and amiable lord Bishop, the Rt. Revd. & Mrs. C. E. Ide, forcounting us worthy to serve in this year Synod. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD 5.3.2 GROUP 2 REPORTS The Group 2 report is comprised of reports from Effurun – West, Ekpan, Ugborikoko, Warri and Effurun-East Archdeaconries was presented by Sir Austin Gbinije. EFFURUN – WEST : Achievement / Commendation The group wishes to commend the Bishop, for granting five million Naira (N5.0M) loan to the Archdeaconry for the purchase of Land for St. John's Church, Oku – Isoko. We commend the St. Stephen Anglican Church for its stability even after a group seceded from it. The group commends the charitable works of the St. Stephen Church – spending over N2.3M donating to smaller Churches to enable them grow. The women's' programme – 'Noble Mother' and 'Put a Smile' was highly commended. Once again we commend his Lordship for his intervention on the issue of the land \church building for Church of Epiphany, Effurun. Problem: The problem of accommodation for the Church of Epiphany and Christ Anglican Church, Seven – Up, Effurun should be looked into. On statistics, we notice a decline in enrolment in virtually all the groups - lay Readers, Women's & Men's group, this maybe as a result of the break – away. On the financial report, a mistake is observed in the balance of the 2013 Audited report of St. Stephen. The balance should be N36,085.00 not N270,910. In conclusion, the Archdeaconry is doing well and are encouraged not to relent in their effort. EKPAN ARCHDEACONRY Achievement/Commendation. It is noticed that protocol was not observed in the report presented. The Archdeaconry is commended for the purchase of a new car We commend St. Peter, Ekpan for the work being done in the church. We note with interest, the generous donations by members. We highly commend them. St. Andrew's Anglican Church, New – Layout did a lot in their building and they are commended. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD Challenges The Church of Resurrection, Ekpan's Court Case is still on. We call on Synod to pray for them, while we thank the legal officers for their effort thus far. Statistics We notice an increase in the number of registered members. The presentation of the account could be done better in terms of arrangement and the account balance for 2013 should be N500,436.10 and not N499,337.57. The Ekpan Archdeaconry is doing well generally. C. UGBORIKOKO REPORT A. Commendation We commend his Lordship for his support to the Church – Triumphant Church, Ovonomo. Sir Ufuoma Oberabor is commended for providing a place of worship and a room for accommodation. The Evangelists in this Archdeaconry are commended for their various spiritual works. We commend the St. Matthias' Church for her spiritual programmes – “Divine Intervention” and the starting of a new Church building. We congratulate St. John's Church, Ugboroke for attaining a Parish status. Holy Trinity Church, Water Resources, was floored by an anonymous person – this is highly commendable. We also commend the Church for fully paying off their N700,000.00 loan, to the Diocese. Triumphant Church, Ovonomo and St. James, Odibo Avenue are encouraged to continue their works. Challenge St. Johns' Church, Ugboroke has problem of accommodation – Church building\Vicarage. The issue of boundary adjustment at Holy Trinity, Water – Resources should be handled seriously. On the issue of being obscure, the St. James Church, Odibo – Avenue should explore the home cell arrangement to reach – out. Statistic The statistical report of the Archdeaconry is ambiguous and misleading, especially the financial report.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 5 2 Page

REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD Generally the Archdeaconry has the prospect of growth. It is however recommended that they work harder and improve on statistical reporting. WARRI ARCHDEACONRY Commendation: The Churches in this Archdeaconry are commended for their various spiritual works. The St. Peter Church expansion and beautification was highly commended. The women are commended for their commitment and contribution toward charity works. The expenditure of over N500,000.00 for charity works of Church of Transfiguration is commended. The All Souls Anglican Church, Urhobo road is making progress. We commend the elders of Orere-Uluba committee, for the land donated to the Church. Challenges: The All Souls Church is in dire need of a permanent place of worship. The challenge of riverine transportation requires urgent attention. We thank God that this was addressed by his lordship in his charge. At Omadino, St. Paul's Church is still facing obstacles of freedom of worship during local festivals. They need our Prayers. On statistics, the numerical strength of the Church is increasing. On the financial report, no. 8 and 9 are confusing. Conclusively, the Archdeaconry has the potential to grow in the rural riverine committees, they actually need encouragement. EFFURUN- EAST ARCHDEACONRY Commendation: The dedication of the Church building and the purchase of a 60KVA generator of the All saints Church is commended. The Emmanuel Church foundation laying and the completion of the vicarage is commended. The Messiah Church, Uti also dedicated their Church building – commended. The Archdeaconry is growing and should beencouraged.Ven. P.O.G. Whiskel Sir Austine Gbinije Chairman SecretaryCHURCH OF THE EPIPHANY, EFFURUN.The President of Synod reinstated his efforts on the erection of the Church buildingby enlightening delegates that we were awaiting the Chaplain General of theNigeria Army to contact him on the foundation laying stone ceremony date.The President of Synod requested that the “Confusing” figures of the financialreport of Warri Archdeaconry Nos 8 and 9 were to be clarified by Ven. I.A.O. Itomubefore the end of Synod.On the financial reports, the Financial Adviser, Sir Sunny Egho stated that theBishopscourt were working round to get to them to audit the accounts soon.It was noted that the balance of the Effurun-West Archdeaconry not St. Stephenfinancial report 2013 audited report is N36,085 not N270,910.Ven. S.A.B. Ikpesa moved the motion for the adoption of the report. The motionwas seconded by Sir. E.U. Oyobere.5.3.3 GROUP 3 REPORTS.This Report comprising of Warri-East, Warri-West, Warri-South and Warri South-West Archdeaconries was presented by Ven. J.O. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD We deem it a proud privilege to extend our greatest sense of gratitude to his Lordship the Rt. Rev. Christian E. Ide the President of Synod, for giving us this opportunity to serve in this capacity. WARRI EAST ARCHDEACONRY Achievements 1. The Good Shepherd Anglican Church was commended for establishing English Services which commences at 6:30 a.m. 2. The Church was commended for the purchase of a Volvkswagen Bus for welfare and evangelism purposes. 3. The Church was commended for the purchase ofa 40KV Generator at the cost of N2.2 million 4. The Church was commended for establishing the Covenant Anglican Church and workers are taken care of by the Good Shepherd Anglican Church. 5. The Church was commended for spending N1,096,935.00 for the welfare of their members. CRITICISMS 1. No report of the old generator was given. If disposed or given to a smaller church. 2. List of donors in regard of the establishment of the Covenant Church and development was not found in the Warri East Archdeaconry report. 3. The number of deaths is on the increase, so we urge the Church to pray more so that the number of deaths can be reduced. 4. The number of communicants reduced drastically compared to 2012.What happened? 5. The number of registered members also reduced drastically. What is happening in Good Shepherd Anglican Church. CHURCH OF THE REDEEMER: Achievement: The Church was commended for the welfare of her members CRITICISMS: The number of registered members reduced by 1616. What happened? REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD WARRI WEST ARCHDEACONRY ACHIEVEMENT We commend the Archdeaconry for supporting the Church of Ascension with the sum of N100,000.00 for their temporal building project. ST. JAMES CHURCH ACHIEVEMENT 1. The Church was commended for starting up a 2 storey building project. 2. The Church was commended for the purchase of a brand new sound proof 65KVA Generator at a total cost of N2,844,000.00. 3. Tiling of the Church Altar and the front view of the Church at a cost of N653,550.00 4. Flooring of the entire St. James compound at the cost of N557,000.00 5. The Church was commended for the welfare of her members. 6. The Church was commended for the purchase of a cassock and a surplice to 35 Layreaders 7. The Church was commended for the N4,000,000.00 assessment support. 8. The Church was also commended for introducing Monday morning Divine Connection Programme to boast the spiritual lives of the church. CRITICISM 1. The Church went out for a crusade without recording converts. What happen? 2. We note with dismay that St. James over spent with the sum of N3,709,725.80. Where was the money generated form? CHRIST THE KING CHURCH: ACHIEVEMENT 1. The Church was commended for moving to their permanent site. 2. The Church was also commended for the spiritual programmes undertaken to keep the members spiritually alert. CRITICISM List of donors was not found in their report. How can these donors be appreciated? ST. PAUL'S CHURCH OTOVWODO AGBARHA – WARRI ACHIEVEMENT 1. The Church was commended for purchasing musical instrument worth N760,000.00.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 5 6 Page

The Church was commended also for the crusade held at Onumane Village in Agbon East Archdeaconry where 5 converts were won for Christ. CRITICISM No list of donors was found in their report ST. THOMAS IDIAREGBE We commend the Lord Bishop, President of Synod for the financial grant of the sum of N500,000.00 assistance to the building of the church. CHURCH OF ASCENSION 1. The church was commended for their numerous crusades organized to boost the membership of the Church. 2. We commend St. James' for housing the Catechist. ST. JUDE EGBEMENE 1. The Church was commended for the purchase of 40 plastic chairs for worship. 2. PVC work is ongoing. 3. The Archdeaconry women were commended for their regular visitation to the Church which brought in 4 converts added to the Church. CONCLUSION On the whole, we commend Warri West Archdeaconry for their financial report which was up to date. We also commend them for the reduction of deaths compared to last year. WARRI SOUTH ARCHDEACONRY 1. The Church was commended for DHU evangelism and 2. For reviving the various churches in some communities. ST. MATTHEW OGUNU 1. The Church was commended for 2 x2 evangelism that brought some converts to the Church 2. The Church was commended for giving youths the opportunity to conduct the church service and we encourage all other churches to emulate them.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 5 7 Page

REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD ALL SAINTS AIRPORT ROAD We commend them for Revival work for 21 days. We commend them for soul winning over 100 souls We commend them for giving out scholarship We commend them for empowerment of a member We commend them for embarking on the 2 bed room flat for St. Mark Church Ijala We commend all the donors. We recommend that due to the movement of Shell from Warri to Portharcourt, they should go out for aggressive evangelism. St. Andrew's We commend them for the vicarage building which enable their Vicar to moved in. CRITICISM We want the Church to create a section for the children separately. St. Luke's Ifie – Kporo We commend the MEC and a Cathedral member that enabled the church to purchase a piece of land measuring 150f x 100f Recommendations We recommend to the Synod that the balance of six hundred thousand naira only (600,000.00) should be paid since the land owner was threatening to take back the land. St. Mark's Ijala We commend his Lordship Rt. Rev. C. E. Ide JP for paying half of the Churches 2014 Assessment. Anglican Church Aje – Eta We commend the MEC for assisting the Church with the sum of six hundred thousand naira N600,000.00 to enable them pay the part of the land. WARRI SOUTH WEST We commend the Archdeaconry for assisting the smaller Churches with the sum of two hundred and fifty two thousand naira (252,000.00)theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 5 8 Page

Ugborikoko, Effurun; and the Chapel of King of Kings,Warri, was presented by the Group Secretary, Mr. Friday AwhariteeThe group having studied the report of this Chapel has the following points to theattention of the Synod to;theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 5 9 Page

REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD a). Commend the Chapel on: i). The Vicarage and Sunday school complex projects which they have embarked on. ii). Spiritual reawakening which affected both the women, men and the youths and the children department (ACM) through many spiritual/physical exercises like prayers, organizing retreats/conventions, having enough time devoted to bible studies, couples day are commended. iii). Welfare/charity Work The Chapel’s visit to the Leprosarium and T.B centre, Salubi, with various gift items was commended. We noted here too that both men and women groups also carried out this charity work to orphanages, old people home. iv). The group noted and commended the concern of Mrs. Zino Abiola a member of the Chapel in Diaspora i.e outside the country in Benin Republic for regularly sending food items to widows and less privileged outside the Chapel as this might bring converts to the Chapel. Numerical Growth: As shown on record, registered members increased from 175 in 2012 to 200 in 2013: Number of those confirmed increased too from 10-15, Sunday school activity witness increase too. Girls' Guild from 2-12. Finance: The balance over expenditure in 2013 up to the tune of above twelve million naira (N12m) is commendable as against that of 2012 (see records). Observation: * No mention of the amount spent on charity/welfare work. * No report on evangelism, either through witnessing two by two or through crusade – evangelism work not encouraging. Condolence The group sympathized with the Chapel for the death of their Choir Mistress, Mrs. Ngozi Alice Iwuno in January 2014. May the Lord comfort the Chapel and the family. Recommendation: i. We recommend that a letter of appreciation be written to Mrs. Zino Abiola for the charity work towards the less privileged. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD letter be written to thank the authority of NNPC Abuja for granting approval for the plots for the vicarage project. ii. That the Chapel should do more in evangelism to get new converts. iii. That henceforth charity welfare work should show how much is spent. We generally commend the Chaplain and all members of the Chapel. May the Lord bless them. ALL SAINTS’ CHAPEL, DELSU, ABRAKA. * The group commended the Chapel for their revival/fasting programme tagged Healing and restoration. * For adhering to the Diocesan Home Cell arrangement * Organizing refresher programmes and cultural day for ASF members and send forth for 46 graduating students. * The Chapel welfare programme to students and old people is worth emulating. The group commended the Chapel for providing food stuff/packages to over 250 students and their visit to the orphanage home. We commend all generous donors in the Chapel both names, mentioned and anonymous. Numerical increase from 240 in 2012 to 290 in 2013. Finance: From the financial report there is a drop in 2013(Balance: N836.16) as against 2013 – N34,369.72 Observation: There is no mention of men's activity in the Chapel – Are there no men in the Chapel? The works of the women, the youth, A.S.F and children are commended. The men should wake up to the spiritual duties if there are any in the Chapel. Condolence: We sympathize with the Chapel on the death of two of their members as shown in the record. Conclusion: We encourage the Chapel to do more as we commend them for doing the Lord's work. CHAPEL OF THE HOLY SPIRIT.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 6 1 Page

REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD Commendation: I. The group commend the Council of Knights for releasing their bus to convey students of Hussey College to the Chapel for worship every Sunday. We pray the Council of Knights to also look to the direction of Federal Government student for work. Commendation also goes to the children of Late Justice Atake for releasing their house as vicarage to Chapel for the Chaplain. ii. The Bishop and his family also are commended for both their financial and spiritual support to the Chapel. iii. We commend the Chapel on their evangelism of two by two or house to house. This has led to increase the number of enquirers. iv. We commend them for their cell group arrangement. Finance: There is a drop in the Chapel finance balance compared to 2012, although more income came in more than 2012. Observation: i. There is numerical growth of both children and adults. ii. No charity/welfare work, as no record to show it or any major work done yet there was much expenditure from over the 3million naira gotten as income for 2013 – see finance chart on page 82. Conclusion: We commend Sir Azubiuke Enemuwe and other generous supporters of the Chapel. We, commend the Chaplain and all members of the Chapel for their zeal for the Lord's work. May the Lord reward you bountifully. CHAPEL OF RESURRECTION. 1. We commend a donor in the Chapel who gave to the tune of N500,000 to support the needy and widows in the Chapel. 2. We joined them to thank God for resolving the community problem that was to hinder the development project in the Church. 3. We commend the work of the groups in the church, the ACM, AYF, Women and men. As they all observed their various spiritual and physical activities. 4. We commend the numerical growth from 160 to 202; and in all sections both children youth and adult. See statistic report. Observation: No report on Home Cell activity – the group questioned why? Finance, there is marginal increase in income in 2013 over 2012. Surplus or balance in 2013 is low, but we can understand why, the vicarage building crises with community.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 6 2 Page

Awhaitefe Co-ordinator SecretaryComments:-The Rev. Amos Imini said the name Rev. Dr. Bernard Itebiye should added to thereport from All Saints Chapel Abraka . Bishop's wife thanked the Council of Knightsfor providing their Bus for the conveyance of the students of Hussey College to theChapel of the Holy Spirit, Warri,; However, we noted that at a stage, the number ofstudents were 50; that they could no longer contain the bus and they cried to theCathedral of Saint Andrew, Warri, and were conveying the students since then. Sheappreciated the Cathedral and also reminded them that school had resumed.The President of Synod then called on the Chaplain of the Chapel of the Holy SpiritWarri to put in motion mechanisms for bringing the children of the FederalGovernment College, Warri to the Chapel.The Ven. Biodun Oladosu, moved the motion for the adoption of group 4 reportand the motion was seconded by Mr. Solomon Dunkwu.3.5.5 GROUP 5 REPORTThe Group 5 report comprising Diocesan Women report, Fathers' Union report andthe Council of Knights reports was presented by the co-ordinator of the Group, VenE. O. Agbavwe, J.P.1. DIOCESAN WOMEN REPORT. Commendations:(i) We applauded the President of the women organization, wife of the Bishop, Mrs. P.O. Ide for her appointment/election as the Chairperson of CAN/CCN Women Wing (WOWICAN), Delta State and other of our members.theme: Serving the Lord without Fear – Luke 1:74 SAT. 3RD – WED. 7TH MAY, 2014. 6 3 Page

REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD (ii) Also to be commended is their laudable charitable works for the purchase of an engine boat worth N450,000 for a Church in the Diocese of Western Izon; the purchase of a photocopier and a computer set for Anglican Grammar School, Okpara Waterside, N200,000 for the roofing of St. Luke's Church, Ogbolokposo and a host of others charitable works for individuals and Mission Stations. ACHIEVEMENTS: (i) Visit to Orphanage Homes, Prisons and Hospitals as a fulfillment of their vision. (ii) Youth empowerment and scholarship scheme given to some of our(Anglican) students in Delta State University and College of Education. Statistics – The level of growth/decline as we find here could not be evaluated as a result of the omission of 2012's record for comparism. FINANCE: In order. RECOMMENDATIONS. (i) We recommend that all issues as listed in their Communiqué should be adopted by Synod for necessary action. Achievements / Commendation: The continuation of the health care building project which started on the 11th June, 2013 which is nearing completion is an achievement. The college is commended for the ongoing arrangements towards the renovation of every Staff Quarters including the approval given to painting of the administration building. The students body is commended for connecting the school library to internet and the donations of computers. The fencing of the college is also commended. The take off of the Friends of Archbishop Vining college of Theology (The FAVICTA). The thoughtful establishment of part-time degree of Bachelor of Theology. The training for Clergy wives and women leaderships training and partnership with Haggai institute in Ondo State. b. Problems The approved students fee has adversely affected most students and this is a major set back because most of them struggle with pains before payment is made. c. There is an ongoing Ultra- modern students hostel project embarked upon by the college to ease students accommodation problem. The college has succeeded to regularize the students admission with University of Nigeria . Nsukka, which can now enable graduating students to be mobilized for the Youth Service(NYSC) or to be exempted. The College has also purchased 4 plots of land in addition to what they already possessed. There is the installation of E-library and internet services by the college including the purchase of computers. We commended the college for the successful hosting of their 2014 outreach mission. Problems The college is in dire need of full time lecturers They are grossly faced with inadequate infrastructural development- lack of class room seats and maintenance of dilapidated structures. Financially, many dioceses are still owing the college to date. The college has succeeded in the renovation of classrooms and lecturers offices in addition to the construction of a new well water. There is now in full operation, a cybercafé in the college in addition to the purchase of land adjacent to the school. The college has fully completed the re-affiliation of the school with Ambrose Ali University, Ekpoma. We commended the college for the successful completion of the students language training. The training programme for clergy wives in the college is a commendable gesture, so is the re-packaging of Tent Making Ministry for full time secular employment. We gave kudos to them for the success made in their 2013 harvest. Our humble thanks goes first to the Almighty God and next to the Diocesan, the Rt Rev C.E. Ide for prompt and swift response to the distress call for financial help by the churches. We equally thank some individual members and groups / societies for giving financial aid to Mission stations. We thank the Cathedral for all their support. HOME CELL: We commend the effort of MEC for harmonizing the home cell and also making the study centers closer to members. We also thank the editorial board for providing Urhobo version of the study for those who cannot communicate effectively in English language. We appeal to all church members to strictly adhere to the harmonization proper as defaulters may face punitive measures. MISSION SCHOOL: We commend the able leadership of Rev Can E. Otobrise and other lecturers for constant graduating of students from the school. We also commend the mission school for partnering with AICI Emevor, “to enhance effective academic performance”. PRISON MINISTRY: The Prison Ministry is making a huge success. We are thankful to the Lord Bishop of Warri Diocese Rt Rev C.E Ide for donating a sum ofNl00,000 to buy a pumping engine machine to ease the problem of water supply inthe prison community. More so, we commend the Bishop’s wife Mrs. P.O.E Ide, for the evangelistic outreach carried out in the Prison with gift items. We also thank individual members and churches for prompt response to their clarion call to evangelize the prison. EVANGELICAL FELLOWSHIP IN ANGLICAN COMMUNITY' (EFAC) Embarked on various evangelical programmes, such as crusade, witnessing and visitation. Their EFAC Week was well organized and celebrated. OBSERVATION: No financial statement in the Synod report. PRAYER BAND: We applaud the laudable efforts of the Diocesan Prayer Band. They organized regular and periodical all nights, prayer convocations, clergy/wives all nights pre-Synod and Diocesan all nights programmes. ACHIEVEMENT / COMMENDATION The A.Y.F bought a piece of land 100 by 50 at the Manifest City at the cost of five hundred thousand naira only (N500,000) The inauguration of Abraka and Ugborikoko Archdeaconry council of the A.Y.F They embarked on evangelism and a total of eighteen (18) persons were won to Christ. We commend them for attending to their members with various needs and for buying tricycles to members also. We commend them for their successful youth week and for keeping their money in the Bank. PROBLEM We noticed in their report that some priests / church leaders did not support them during their youth week celebration. We therefore advise that Church Leaders and Priests should give them better support next time they are having their youth week. FINANCE Their financial report was not well prepared. There were no comparative figures, the sales are ambiguous and the running cost looks as an expenses. OBSERVATION/RECOMMENDATION We observed that the A.Y.F is in need of an 18 seater Bus, we recommend that, the Diocese should assist them. Commendation 1. The group commended the school for successfully organizing the 2014 inter -house sports competition. 2. The group also commended the school’s management for their ability to keep the school intact after handing over to mission in the midst of several competitions and challenges and for the ability to enroll the students for external examinations such as BECE and WAEC. 3. The group commended the Diocese of Warri under the dynamic leadership of Rt. Rev. C. E. Ide for the donation of an 18 seater bus. This no doubt, have great impact positively on the school. 4. The group appreciates specially the contribution of our Mother-in-Israel through the Evangelical and outreach unit of the women Organization of the Warri Diocese in providing a photocopying machine and computer set. He informed all that only Anglican Grammar School, Okpara Waterside was available for deliberations. The Board Chairman – Ven. V.A. Onosemuode, JP thanked all and appealed for more funds. The Principal – Sir E.U. Oyobere explained that various challenges led to the low rate of intakes in the new session: for example the community due to cheaper fees being paid in their own school had many more intake than ours. The students also refused to come to our school which they felt was a Mission School that would not allow them to cheat at examinations (not a miracle centre). The deficit seven million naira (N7,000,000) was explained by the Principal (Sir E.U. Oyobere) as part of subvention given to the School and that the School was not owing any person/company. The President of Synod presented their thirty five million naira (N35m) request for next year, which he hoped would ameliorate their teething problems. Extensive debate to source for funds in the coming year (2015) was undertaken and was finally agreed that in the months having five (5) Sundays namely June, August and November, the Priests should choose a typical Sunday in which all monies collected that Sunday would be channelled to aid the School projects. The Archdeacons would be contacted to confirm the various dates and churches. The President agreed that as from the year 2015, a particular Sunday would be chosen for such collection to be done all through the Diocese. The President further encouraged all delegates to send their children to the School just as he has shown such example with his children. He hoped this would encourage all Anglicans to follow suit. Financial Report THE LECTURE The topic of the Lecture: 'The Burden of Cataract & Glaucoma in Nigeria' which the Lecturer, Dr Ajuzie, Christian, presented as “The Sneak Thief of Sight'' (Cataract & Glaucoma). The choice of this topic is very timely. We therefore commend the Diocesan, the Medical Advisers & their Team, who recommend this topic, and the Lecturer, who did justice to the topic. · We recommend that the churches take seriously, the sign and symptoms; predisposing factors, the preventive measures (proper glaucoma screening for early detection, balanced dieting and avoiding/managing the predisposing factors well). · We recommend that copies of the lecture paper be made available to every delegate. · We also recommend that churches should organize such seminars on Glaucoma & Cataract as well as other health related topics to enlighten their congregations. THE FINANCIAL REPORT We commend the Diocesan for embarking on the ongoing and near completion projects especially; the Bishopscourt secretariat complex; the Bishop’s residence and the new car for the Bishop. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD ACCOUNTS · We commend the external Auditor for carrying out their audit in accordance with the standards of the Financial Reporting Council of Nigeria and the requirements of the Companies and Allied Matters Act. · We also commend the Accounting Department on the orderly, systematic and accurate way, they presented their report. CRITICISMS/RECOMMENDATION: · The Bishopscourt offering is generally low. We recommend that more emphasis should be made on the importance of this offering, for members to be more committed to it. · The report on the income from investment was not clear. It could have been reflected individually and not lumped together. · We observed that despite the recommendation of last year's Synod to increase the amount of assistance to small churches, only N500,000.00 was given in the year under review. We humbly pray that, this be improved upon to enable more churches grow. · We also note sadly, that those churches assisted years ago have made very little or no efforts to repay that which has been given them. Examples of which are Triumphant Church, Ovonomo and Holy Trinity Church Ekpan. Synod should prevail on them to pay up soonest. · We recommend that the ongoing Bishop's residence be placed on the “very urgent” project list and completed within the shortest possible time · We join the external Auditor in recommending that the Account staff be sent for training for the International Finance Reporting Standard (IFRS) system to adequately arm them with the proper financial reporting standards. · The churches owing for the 2013 Diocesan retirement package should pay up not later than this month. · We recommend that Synod makes it mandatory for Diocesan Assessment and Diocesan Endowment funds to be paid into the Diocesan Accounts every month, no matter how small. (ii) Paragraph XIV ;the existing paragraph is now substituted with (the subdivision of the church into more internal provinces and the constitution of any number of Dioceses into a new internal province provided that no new internal province shall consist of less than ten(1O) Dioceses and that such Dioceses shall be geographically contiguous and related to one another by such common organs as the general Synod may determine. There are ten internal provinces specified in the schedule hereto which shall include any other Diocese or Dioceses created here after out of the Dioceses listed within the provinces therein and such other internal provinces as may be created from time to time, provided that current internal provinces with less than fifteen Dioceses may continue to remain as internal provinces. Chapter VIII Section 33(d) was amended to read “a Successor Bishop who shall not have the right to vote at the Provincial Council”. Section 36 now has subsection (3) which reads:\" If the dispute is between two Dioceses of which one is where the Provincial Archbishop is the Bishop or if it involves the person of the Archbishop, then the next most senior Bishop by consecration in the province will preside over the dispute, if all fail, then the primate or his nominee will preside Section 37(2) now reads; “the location of newly trained priests within the province where applicable. Chapter ix Section 38(b) now reads;\"to create Missionary Diocese within and outside Nigeria\". Chapter x Has the following amendment in section 43(a) and (b) The words \"co-adjustor” is substituted with “Successor Bishop“. (2) The Joint Auditors shall: (a) “Audit the accounts of the church of Nigeria and\" (b) “Present the audit report to the standing committee.\" In section 48, the side note is amended to read;\"APPOINTMENT OF GENERAL SECRETARY AND DEPUTY GENERAL SECRETARY\" Subsection 1 is amended and now reads; “There shall be established for church of Nigeria a secretariat which shall be headed by General Secretary who shall be a clergyman in Priests Order not below the status of an Archdeacon appointed by the standing committee on full time basis for a term of five years“. Amendment under section 48 also now include subsection (3) and (4) thus; (3) There shall be appointed by the standing committee a Deputy Secretary on full time basis and upon such terms as it shall deem fit. (4) The Deputy general secretary shall- (a) “Be a Clergyman in priests order not below a Canon, and “ (b) “Assist the general secretary in the performance of the function specified in subsection (2) in this section\". Chapter xii Section 50 is amended to include the words; \"Receive the annual accounts of the Treasurer of the church of Nigeria and the auditor's report to be presented by the joint Auditors“. This comes immediately after the word “to administer the common fund of the church.\" Chapter xii Section 53 is amended to now read; “Any Bishop, Priest, Deacon or Laity of the Church of Nigeria (Anglican Communion) against whom a charge is brought shall be tried in accordance with provisions of the relevant Canons on Discipline.\" Chapter xvi Section 75 has the following amendment; (a) The definition of co-adjutor is deleted and the existing subsection (8-18) is renumbered (7-17). REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD PART II AMENDMENT OF CANONS The following amendments have been effected CANON III Paragraph 2(5) is now to read; ' “The Chairman of the Provincial advisory committee shall submit its recommendations to the Primate in writing as to the qualifications and qualities proposed by the provincial advisory committee.\" Paragraph 5(1) is also amended to replace the former thus; “ The Provincial Archbishop shall hold office for a period of ten years from the date of his presentation or until he attains the age of seventy years, which ever first occurs. Where the provincial Archbishop who at the end of his tenure of ten year and has not attained the statutory age retirement, he may remain in the Diocese as Bishop.\" The amendment also include new provisions numbered CANON XI A relating to resignation and retirement of Clergy inserted after CANON XI these are as follows: CANON XIA Of resignation And retirement of clergy 1. If a Clergy desires to resign, he shall send his letter of resignation to the Bishop who shall judge whether the resignation should be acceptable or not. 2. Any Clergy of the church of Nigeria may be asked or if necessary required to resign his office. He shall be given the fullest opportunity to defend himself and his defense shall be given careful consideration. If the Bishop decides that the Clergy is unable to adequately discharge the duties of his office, he shall be required to retire. 3. It shall be the duty of each Diocese to see that satisfactory provision is made for pension of every Clergy on his retirement. 4. A Clergy of the Church of Nigeria shall be deemed to retire from office on attaining the age of seventy years. 5. A Clergy may, with the appropriate notice to the Bishop retire before he attains The age of seventy years; provided that an outgoing Clergy under this section shall give at least six months notice of his intention to leave office. 6. CANON XVII Paragraph 4 of This Canon has this oath inserted below; THE OATH OF ALLEGIANCE TO GOD I --------------------------------------------------- --, confess before God and his church that I have never been a member of any secret cult, I also vow that I will never join any secret cult, and I own allegiance to no other but to the lord Jesus Christ and that my loyalty to him will always be absolute, total and undivided. If I go back on this oath and vow, I put myself under the wrath of God in the name of god the father, God the son and God the Holy Spirit. We however note two categories of youths: From ages (13 – 17yrs) known as teenagers and (18 – 40yrs)know as work force youth. These categories are the migrant in the Church. In the light of the above, the group examined youth under the following: i). Why are the youth not in the Church? Some preferred reason are as follows. a. Failure to properly teach them, while they were very young. Prov. 22:6 b. Nominalism: When we are not committed ourselves, it will be difficult to teach the young about commitment to the church. c. Bad Legacy: When adult live double standard life. It gives the youth the impression that such is life and anything goes. d. Rigidity: Holding to old ways of doing things even when it is boring and not open to change and new ideas. e. Peer group pressure: Influence from their mates out there. f. Quest for freedom: Youths like adventure and to break out from the chain of parental control. g. Lack of good music/instrument: They like where modern better songs and musical equipments are used. h. Lack of proper integration from the Children's Church to adult Church. I. Lack of pastoral interest and diligence toward youth ministry. ii). Where can the youths be found? The youths can be found at the following places: a). Music/Entertainment Industry: Comedy Club, film Hall, Clubs etc b). Sports activities e.g football, snooker boards, hand ball court, stadium as football fans, players and social gatherings. c). Viewing Centres: watching films and league matches d). Cyber Cafes: Browsing all manner of site, Establishing internet relationship e). Schools: Acculturation in academic environment and other positive and negative vises. f). Venue of cultural & traditional celebration e.g burial ceremony, carnival, birthday parties. g). Red light region: i.e Night clubs, Hotel, Cult house, Cocaine, Drinking Spot etc. i). Reaching out to schools and youth densely populated area through outreach and modern spiritual musical concert. d). Organizing youth empowerment programme by both churches and individuals i.e vocational training and giving tokens to those who help the church as instrumentalists. e). Training programme; such marriage seminars, talent hunt and sponsorship f). Sex Education: Churches should not shy away from this, rather teach the subject with sound moral & spiritual value in the Church. g). Develop a good internet ministry: The church can reach a lot of youth through this medium because youth are interested in internet which is the greatest communication medium now. h). Sport: Empowerment should be done both spiritually & physically. i.e Churches organizing Volley ball, Table Tennis & Football matches between churches & communities where the churches exist. i). Engaging youth in church activities: They must be trained & given voices, listened to, and allowed to communicate freely. j). Show them care & love: Parents, Priests and leader should not neglect this and leaving the youth at the mercy of our evil society. Review of the existing structures for reaching the youth. Daughter of favour Recommendation from the group The group approved all existing youth structure except Boy's Brigade whose activities seems to conflict with that of Anglican Communion Brigade. The group recommend that Synod should review the activities of the Boys Brigade through an ad hoc committee. We also recommend that AYF should be strengthened to embrace all youth organization in the Church. The Archdeaconry and Parishes should ensure that AYF is established in their various Churches and key into the recommended frame work. DISPOSITION OF CLERGY The group after exhaustive deliberation on the subject matter, arrived at the following: 1. We agree that language should not be a barrier for clergy transfer 2. Where there are 2 or 3 priests in a church, one can be from the local dialect. 3. In extreme cases the priest can make use of the local member of the church to interpret, thereby getting them actively involved. In the process there can be quick acculturation. 4. The group noted that the gospel got to us from the White who could not speak our local dialect. More also our sister churches denomation e.g the Roman Catholic Church post their priests anywhere without recourse to language barrier and are doing very well. In his sermon, the minister noted that the enemy did not want us to be where we were today. He noted that this was our season and time of manifestation. REPORT OF THE PROCEEDINGS OF THE SECOND SESSION OF THE ELEVENTH SYNOD The minister enjoined everyone to live a life of holiness on a daily basis. He reminded us to seek first the Kingdom of God and His righteousness and every other thing shall be added to us. He urged all to render fearless services to our various communities/churches as we depart from Synod. During the period of thanksgiving, members danced joyfully to drop their offerings in appreciation to God for a successful Synod.
