Public Services - Streets & Stormwater July 2019 Monthly Highlights: Staff and the inmate crew completed the routine activities of drainage and pump station inspections, roadway, and right of way maintenance. Gulf power trimmed trees and vegetation under the power lines along Shoreline Drive. The inmate crews have have begun mowing key areas to help establish turf and improve aesthetics. A winter project has been developed, adding an additional line of irrigation heads. Doing so will enable water to flow further along the City's right-of-way, encouraging the turf to grow. The inmate crews continue with landscape maintenance along the City right-of- ways, in addition to tree trimming and repairing roadway asphalt as needed. In preparation of Hurricane Barry, staff staged water pumps and executed the City's Hurricane emergency preparation plan. The tree trimming project along Highpoint Drive was successfully completed, along with other various tree removals and cutbacks. Public Service Coordinator, Roger Jackson and Service Technician I, Sean Callahan have registered for the Storm Water Operator Level 1 course, which is scheduled to take place on November 6-7, 2019. Public Services - Streets & Stormwater July 2019 Strategic Priorities Update: 1. SIGNAGE EVALUATION/REPLACEMENT PROGRAM: STAFF DEVELOPED A PROGRAM FOR THE EVALUATION AND REPLACEMENT OF THE STREET SIGNAGE THROUGHOUT THE CITY. IMPLEMENTATION BEGAN IN 2015, WITH AN INITIAL INSPECTION AND EVALUATION OF EACH SIGN IN THE CITY, AND THEN SEPARATING THE CITY INTO FIVE SECTIONS. A TOTAL OF 709 SIGN LOCATIONS WERE IDENTIFIED AND THOSE THAT DID NOT MEET THE REQUIREMENTS OUTLINED IN THE MANUAL FOR UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) WERE REPAIRED OR REPLACED. City Staff conduct annual inspections, focusing on one section per year. Signs that do not meet the MUTCD standards are repaired or replaced. When City Staff personnel identify signs in the field in the normal course of their workday that are out of compliance, a work order is created to address the issue. In addition, customers call to report missing or broken signs, and City Staff administer the repairs or replacements accordingly. Page 60
Public Services - Streets & Stormwater July 2019 It is the City's goal is to identify and repair or replace any non-compliant signs before it becomes a visible concern to our citizens. Service Worker Trainee, Jason Plank has received promotion to the Service Worker I position, to ensure that the City's goal is met. His other tasks include, but are not limited to routine inspections of signs, drainage inlets, roadways, tree canopy heights and City right-of-way presentation. 2. STORMWATER SYSTEM VIDEO INSPECTION Staff is developing a program to inspect, with a video record, all stormwater pipes within the City, every five years. The program will go out for bid in 2020, with work to begin in fiscal year 2021. Page 61

Public Services - Natural Gas July 2019 Monthly Highlights: Routine monthly reports of charts stations and odorant reports were completed. Staff continues work on leak survey, pressure checks, and valve maintenance. Staff assisted on the successful completion of the SSRUS CNG Station. Staff completed changes to the operator qualification program and received clearance from the Public Service Commission for the outstanding issue. Natural Gas Service Technician II, Jeremy McQuigg and Natural Gas Service Technician I, Darius Brown are registered for the Leak survey and Detection course, by Southern Cross. The course is scheduled to take place on November 4-7, 2019. The results from annual inspection by the State Safety Commission have been closed out and the City has received notice of 100% compliance. Staff prepared for Hurricane Barry going through routine check list for the Hurricane emergency plan. SUPPLY MASTER PLAN Staff will review current purchase agreements and suppliers as well as develop any opportunity to purchase all or a percentage of gas supply at a lower cost (Henry Hub versus WCOG). 2. BUSINESS DEVELOPMENT Staff have reviewed the current business model which outlines the transition of more energies to market the eastern portion of our franchise. With close to 85% of the Beach’s commercial entities as customers, marketing efforts towards Pensacola Beach have been very effective. The City’s goal is to continue providing excellent service to current clientele while responding to new customers that want to convert from propane to Page 65

New development is occurring rapidly in the residential market on the eastern portion of our franchise and staff are working together to develop strategies to market residential development, including the addition of feeder mains prior to any development in key areas of growth. 3. NEW BAY BRIDGE Due to the significantly wider entrance to the new bay bridge, funds in the amount of $250,000 have been allocated in the upcoming fiscal year to relocate the 8” main supply line on the Pensacola side of the bridge, Page 66

Community Services July 2019 BOARD OF ADJUSTMENT (BOA) One application was received and processed for the July BOA meeting; however, due to a conflict, the case will be heard at the August 27th meeting. ARCHITECTURAL REVIEW BOARD (ARB) There were no cases submitted to the ARB for July. CRA ACTIVITY DANIEL DRIVE /JOACHIM DRIVE STREETSCAPING PROJECT The Neighborhood Services Coordinator completed biweekly quality inspections of the Daniel/Joachim project and addressed issues as they were identified. At the end of July, the project was estimated to be 50% completed. The Director of Community Services and Neighborhood Services Coordinator met with St. Ann Catholic Church's leadership to provide them with a progress update on the Daniel and Joachim Streetscape Project. Staff answered questions and provided updates on landscaping, parking, paving, crosswalks and discussed the irrigation well located in the right-of-way, adjacent to the Church. The Neighborhood Services Coordinator, Director of Community Services, and City Manager met with the pastor of the Presbyterian Church regarding the construction of the roundabout at the Joachim/Daniel intersection. Construction of a roundabout would require the Church to modify one of their entrances and deed a small parcel of property to the City. The planning session ws held prior to meeting with the Church's Board. Page 70
Community Services July 2019 SPECIAL PROJECTS FAIRPOINT DRIVE AND SHORELINE DRIVE MULTI-USE PATH PROJECT Staff sent two separate informational letters to all of the property owners on Shoreline Drive and Fairpoint Drive regarding the project. Staff fielded telephone calls about the project. The Neighborhood Services Coordinator conducted a meeting with Gulf Power regarding a preliminary design of the lighting plan for the Loop project. The Director and Neighborhood Services Coordinator completed a Florida Senate Pre-application Request for 2020 State Appropriations for the project. MISCELLANEOUS The Director met with the owner of a vacant parcel of property on Nightingale Lane about the possibility of changing the zoning from C1 (commercial) to a form of multi-family zoning. Staff obtained quotes for repair and completed due diligence regarding the replacement of a section of school fence in front of the high school that was damaged during a traffic accident. The Director and the Neighborhood Services Coordinator conducted a meeting with the owner of Subway and contacted the management company regarding the condition of the property. Staff contacted the management company of the Gulf Breeze Shopping Center regarding signage related to closed businesses. Page 71
