Parks & Recreation July 2019 Monthly Highlights: NATIONAL PARKS AND RECREATION MONTH SINCE 1985, AMERICANS HAVE CELEBRATED PARKS AND RECREATION MONTH THROUGHOUT THE MONTH OF JULY TO PROMOTE THE IMPORTANCE OF HEALTH AND WELLNESS, CONSERVATION AND SOCIAL EQUITY, AND TO RECOGNIZE THE THOUSANDS OF PARK AND RECREATION EMPLOYEES THAT MAINTAIN THE NATION’S LOCAL, STATE AND COMMUNITY PARKS. Parks and Recreation celebrated each week of July with the Summer Camp program with a fun “Game On” theme. G GAMES - Frozen T- shirt challenge – Campers and Counselors raced to thaw out and put on a frozen T- Shirt A Art - Campers were challenged with finding different items of nature and turning it into art. Parks & Recreation July 2019 Statistics/ Performance Data: USA FAST PITCH NATIONAL SOFTBALL TOURNAMENT The Gulf Breeze Parks and Recreation Department co-hosted the 2019 USA Fast pitch National Invitational Championships on July 17–20, 2019. Twenty Softball Teams participated in the three-day event. The following is an overview of the tournament’s success. The tournament was sponsored by Southern Pride Sports and Pensacola Sports Association. The entry fee was $895 per team. SUMMER DAY CAMP Page 23

Parks & Recreation July 2019 MEN’S OPEN BASKETBALL Mornings at 6:00 a.m. to 7:30 a.m. This group is made up of men ages 18 and up that meet on Monday, Wednesday, and Friday mornings. Approximately 40 men participate in this program three days a week. BRIDGE/LADIES BRIDGE Every Monday, Wednesday and Friday morning, from 9:00 a.m. to 2:00 p.m. Clay Ford Room . Participants charge per class is $1.00. Bridge Director, Sid Hite can be reached at (850) 934-4571. Page 24

Parks & Recreation July 2019 ADULT PICKLE BALL The Adult Pickle Ball League is designed for adults, age 18 and older, to enjoy up to four nights a week in a friendly match of pickle ball. The cost per person is $60.00 per year or $3.00 per class. VENDING MACHINE The vending machine is located in the main lobby of the Recreation Center and is stocked and operated by its staff. All proceeds are collected and deposited once a week as a fund-raising effort for the Center's programs and supplies. COMMUNITY CENTER MEETINGS Page 25

Parks & Recreation July 2019 COMMUNITY CENTER RENTALS OPEN GYM Open Gym is held every Sunday (when available) from 2:00 p.m. to 5:00 p.m. Individuals that come to play pick-up basketball games must be 16 years of age or older and present a valid picture I.D. Resident fee: $0.00 Non-resident fee: $2.00 Page 26

Parks & Recreation July 2019 JAZZERCISE Meets 9 Times per week. This group pays 20% of all participation fees to the center. Instructor: Jane Smith. (850) 525-2545. The following is a class time schedule with numbers: M & W & F 8:30 a.m. Saturday’s 8:00 a.m. & 9:00 a.m. M & T & TH 6:00 p.m. Sunday’s 4:30 p.m. PILATES These classes are 1-hour mat classes that focus on core strength, posture, flexibility and toning. Drop in rate is $10.00 per class or $50.00 per month. (8) classes. This class meets every Tuesday and Thursday from 8:00 a.m. to 9:00 a.m. in Room 209. Instructor: Ashley Kiegley NOTE Most participants will pay the 3- month package at $120.00 for all 3 months. Page 27

Parks & Recreation July 2019 ZUMBA GOLD This class is designed for senior citizens (55-years and over) to participate in a fun and safe upbeat aerobics class. Classes are held on Monday, Wednesday, and Friday. Instructor: Regina Ewing (850) 554-6639. 4SHOREFIT This is a four-week fitness boot camp using indoor and outdoor activities focusing on strength and conditioning. Parks & Recreation July 2019 June 2018 SENIOR FIT Senior Fit classes take place on Tuesday and Thursday from 9:00 a.m. to 10:00 a.m. This class is specifically designed to meet the needs of senior adults, aged 50 and older, with an emphasis placed on stretching, low impact aerobics, muscle strengthening and toning with resistance. Instructor: Jane Smith SENIOR LUNCHEON & BINGO This program meets the second Thursday of every month in the Clay Ford room. Senior Citizens are provided a nice catered lunch and have the option of participating in a book swap, in addition to playing Bingo. The program is free of charge to all citizens 55 and over. Parks & Recreation July 2019 FARMER’S MARKET The Gulf Breeze Farmer’s Market is open from April to July each year. The market is held every Tuesday from 4:00 p.m. until dark. The following report reflects the number of vendors in attendance and revenue accrued on a weekly basis. Twenty percent of the total monthly revenue is recompensed to the City of Gulf Breeze. SPLASH PAD From the first day of May through the first day of October, the Dolphin Island Splash Pad is open seven days a week. The hours of operation are 10:00 a.m. to 7:00 p.m. Page 30

Police Department July 2019 Monthly Highlights: ADMINISTRATION THE POLICE ADMINISTRATION CONSISTS OF THE CHIEF OF POLICE, DEPUTY CHIEF, ADMINISTRATIVE ASSISTANT, RECORDS CLERK, PART-TIME RED-LIGHT CAMERA CLERK AND I.T. 07 Welcome letters handed out to new residents by officers 47 Records Clerk Services, such as fingerprints, reports etc. (does not include phone calls) Red Light Camera contacts made in regards to payments (via mail, in 588 person or by phone), this does not include phone calls regarding questions about a Red Light Camera Ticket 928 Contacts with individuals at the front window or phone calls needing assistance Sergeant Neff conducted an Active Shooter Seminar at the Presbyterian Church for the Elders Police Department personnel attended the Active shooter training at the Middle School Police Chief Hawthorne attended the Florida League of Cities Law Enforcement Advisory Panel Page 36

Police Department July 2019 UNIFORM PATROL The Patrol Division is divided into four 12-hour shifts. There are currently three Sergeants assigned to Patrol and ten full-time Patrol officers. The Patrol Unit is supplemented by three part-time officers. Page 37

Police Department July 2019 CRIMINAL INVESTIGATIONS DIVISION THERE ARE CURRENTLY TWO INVESTIGATORS AND ONE SERGEANT ASSIGNED TO THE CRIMINAL INVESTIGATIONS DIVISION (CID).  ONE INVESTIGATOR IS ASSIGNED TO THE DRUG ENFORCEMENT ADMINISTRATION (DEA) AND IS WORKING IN THEIR HIGH INTENSITY DRUG TRAFFICKING AREA (HIDTA) UNIT. Field Reporting and Training 226 pieces of evidence were processed into the evidence vault HIDTA search warrant, at 222 Florida Avenue, lead to three arrests and the seizure of methamphetamine and heroin A business surveillance led to the arrest of an employee for grand theft auto and possession of heroin HIDTA cash seizure in the amount of $8,250.00 Page 39

Police Department July 2019 A controlled traffic stop led to the siezure of a 2013 Toyota Prius Police and Fire department conducted multiple days of active shooter training COMMUNICATIONS The Communications Division of the Gulf Breeze Police Department receives calls for service by way of three incoming phone lines and two incoming 911 lines. The Gulf Breeze Police Dispatch Center is responsible for monitoring and providing account over the radio for the following: Gulf Breeze Police Department Gulf Breeze Fire Rescue The National Park Service Law Enforcement Rangers Florida sections of the Gulf Islands National Seashore The Gulf Breeze Police Dispatch Center is responsible for monitoring and answering after-hour phone calls for the following: Gulf Breeze Public Services Department South Santa Rosa Utility Service National Park Service Gulf Islands National Seashore Florida sections: Perdido Key, Fort Pickens, Santa Rosa, Naval Live Oaks, and Okaloosa) In addition to the incoming phone calls, and radio traffic, the Police Dispatch Page 40

Police Department July 2019 Center is responsible for conducting outgoing phone calls to surrounding agencies and jurisdictions to initiate/coordinate out of area response for additional Law Enforcement or Fire/Rescue needs. The Communications Division is staffed by five full-time dispatchers (including a Lead Dispatcher) and four part-time dispatchers. All Police Dispatch Center personnel hold a 911 Public Safety Telecommunicator Certification within the State of Florida. With the exception of the hours between 2:00 am and 10:00 am with one dispatcher present, there are two dispatchers at all times who are responsible for answering all incoming non-emergency and 911 phone lines. In addition to this, they also conduct dispatch for the two Law Enforcement Agencies, one Fire Department, and after hour calls for City Hall and the National Park Service. PHONE / 911 CALLS During the month of July, the Communications Division recorded a total of 3,743 phone calls via normal phone lines and the 911 lines; A 56.6% decrease from last month (June). Police Department July 2019 COMPUTER AIDED DISPATCH Gulf Breeze Communications Division utilizes a Computer Aided Dispatch tool to track calls created by either incoming phone calls from complainants, or self -generated activity by Police or Fire units. During the month of December, a total of 2,543 calls generated (4.9% increase from last month). Page 43

Fire-Rescue July 2019 Noteworthy Incidents 07/04/19 VESSEL ACCIDENT – Boat 33 responded to a collision between two recreation vessels in the area of Fairpoint Marker. Boat 33 transported two patients to the ambulance which was waiting at the Shoreline South Park Boat Ramp. Pensacola Fire Department, FWC and the USCG also responded to the accident. 07/05/19 COMMERCIAL STRUCTURE FIRE – Station 33 responded to a commercial structure fire at the Watermark ALF at 101 McAbee Ct. Upon arrival, it was determined that a resident intentionally started a fire in gfh 07/17/18 Assist to PublicPSaegrev4ic7es – Engine 33 responded to a water main break on McAbee Court.

Fire-Rescue July 2019 the room; however, it was successfully extinguished by an employee of the facility. The resident perished as a result of the fire. Escambia County Station 13 and Midway Station 35 provided automatic aid. 07/17/19 BRUSH FIRE – Engine 33 responded to a small brush fire behind the Walmart Neighborhood Market at 334 Gulf Breeze Pkwy. Engine 33 used the booster tank and a pre- connected line to extinguish the fire. The fire was caused by a homeless individual who fell asleep while smoking. There were no injuries or property damage. 07/28/19 WATER RESCUE – Boat 33 responded to an individual who jumped from the Pensacola Bay Bridge. Boat 33 arrived in the area and began a search. A boat fishing in the area made contact with Pensacola Fire’s fire-boat and advised that the individual was picked up by a passing vessel. The search was then terminated. The Pensacola Fire Department, FWC and USCG provide assistance with this incident.
