File(s): Objective(s): Workshop agenda The purpose of this mission was to work together with IRIMHE to prepare draft maps and List of participants other materials for the validation workshop, as well as to make detailed plans for the finalisation of products for the project. The workshop objectives were: To share information about potential REDD+ multiple benefits and other REDD+ planning elements in Mongolia, with a focus on maps covering the boreal forest region and Tov and Khovsgol aimags. To obtain feedback and suggestions on the draft maps from stakeholders in relevant national and aimag‐level organisations. Preparation meetings, 23‐26 May Prior to the working session, I worked with Zagdaa Narangerel, G. Nandin‐Erdene and other staff of IRIMHE to prepare for the workshop. This involved reviewing the agenda, finalising and printing draft maps, preparing and translating other materials, and making logistical arrangements. I also met with Khishigjargal Batjantsan (UN‐REDD Mongolia National Programme Manager), O. Bilguun (Governance Officer), Ts. Khongor (MRV Officer) and Chris Dickinson (UN‐REDD Mongolia Chief Technical Advisor) at the UN‐REDD PMU Office at MEGDT and at IRIMHE on several occasions during the week. We discussed preparations for the workshop, including facilitation of the group exercise and presentations. We also discussed the status of the work and outcomes, and processes for the translation, review and sign‐off for Mongolian workshop and final reports. Reviewers for the report will be arranged 1
with assistance from the PMU, and following a request from GIZ, the UN‐REDD Programme and IRIMHE will consider delaying the distribution of the final report until after the launch of the Multipurpose National Forest Inventory (Sept. 2016). Validation workshop, 27 May The validation workshop for the outputs of the targeted support activity on spatial analysis to support REDD+ planning took place at the Mongolica Hotel, on the outskirts of Ulaanbaatar, on Friday 27 May. Thirty‐six people joined the workshop, from national‐level government and civil society organisations as well as Khovsgol and Tov aimag, and Khan Khentii National Park (please see list at Annex 2). It was opened by Dr. Ts. Banzragch (Senior specialist, Department Forest Policy and Coordination, MEGDT). The main purpose of the workshop was to share results from the activity on spatial analyses to support REDD+ planning that enhances benefits and reduces risks, and to obtain feedback from the participants on the draft maps produced. Following introductory presentations, the participants divided into four groups to examine the draft maps, provide comments on them, and to try to use them to answer some REDD+ planning related questions. Plenty of feedback on the maps was received, including valuable advice on improvements that could be made and potential ways to cross‐check initial findings.Follow‐up meetings, 30‐31 May The following week, a meeting was arranged with GIZ, whose staff were unable to attend the validation workshop. The maps were displayed again at IRIMHE and Dan Altrell and Bata provided their own comments and suggestions. This included concurring with the participants regarding the boundary of the boreal forest region, and helping to answer why the national and aimag‐level forest datasets showed different forest cover (due to the definitions used). Further discussions with Z. Narangerel and Richard Metcalfe helped to fill in a table of information on the main forest‐related spatial datasets, including the definitions used and land‐use classes. I also met again with Khishigjargal Batjantsan and Chris Dickinson to discuss the proposed work to support the Mongolia Programme on REDD+ safeguards. The proposal will be revised based on their suggestions and sent back by 8 June. On the afternoon of 31 May, I attended a meeting with Chris Dickinson and Director Khudulmur of IRIMHE. We outlined the remaining tasks to complete the targeted support activity (including revising the maps, finalisation and translation of the report, printing, journal article, etc). Dir. Khudulmur also informed us of some ongoing work at the Institute, including: a study of climate change impacts on forests and projected forest cover in coming decades; and a plan to use the MNFI data to generate a carbon map. I concluded the mission with a detailed discussion with Z. Narangerel on the remaining tasks, particularly the suggested revisions for the maps, and products to be printed and shared online.
