NISCMUN 2018 Brief History of MUNThe Origins of MUN MUN (Model United Nations) is an extracurricular activity in many schools and universities where students assume the roles of countries and organisations represented in the United Nations in specific committees and debate about issues concerning the world. The United Nations was formed at the end of the Second World War. It was preceded by a similar organisation; known as the “League of Nations” during the 1920s at the University of Harvard. After WWII, once the United Nations was established, Harvard replaced the Model League of Nations with Model United Nations (MUN). In the 1960s, MUN became popular in schools rather than just universities, and in 1968, a teacher at the American School of The Hague, Mr. Paul Sand founded “The Hague International Model United Nations” Conference (THIMUN). This conference began for four schools in The Hague, being the French School, The British School, The American School and the German School. By the mid 1980s, THIMUN became one of the largest and most popular conferences in the world; outside of the United States, and today it welcomes 4,500 students from all over the world to participate in structured UN styled debate in a variety of committees. The Aims of MUNThe Aims of an MUN conference are a. to encourage debate and sharing of views between students from different schools and of different ethnicities b. to promote awareness of international relations and issues in young people c. to inspire global mindedness and an understanding to the problems of the world and how to combat them d. to provide an atmosphere where students can progress in their communication skills and open mindedness 2
NISCMUN 2018 General Rules of Conduct It is assumed by virtue of the fact that delegates are here for a serious program: that they are mature enough to respect others and provide a framework within all MUN participants can operate, with each action in good taste and appropriate to the primary grounds of their being a participant. Failure to follow these guidelines may result in participants being sent home at their own expense and school heads being informed. Alcoholic Beverages and Narcotic Drugs Alcoholic Beverages may not at any point in time be consumed throughout the entire conference. The use of any form of narcotic drug is expressly prohibited. Importation, possession or use of any form of narcotics carries severe penalties under Cambodian law. Students Staying in Hotels Students staying in hotels are reminded that they have a great deal of responsibility towards their fellow residents. Cooperation is needed to ensure the success of this program. Curfew Since MUN sessions are very long and tiring, and out of consideration for fellow hotel guests, a curfew of 23:00 is recommended. Dress Code As a serious simulation, NISCMUN expects personal appearance to be appropriate for a professional setting. Participants should not wear clothing, jewelry, or accessories which are distracting, inappropriate, or which may call attention to themselves - either individually or as a group. Inappropriate dress includes, but is not limited to: • Team accessories such as scarves, hates non-s- NISCMUN badges/buttons/pins; • Sports shoes & denim clothes; • Brightly colored and / or spiky hair; • National costume or military attire; • School Uniforms Males should be dressed in a formal suit, shirt, shirt, tie, or similar alternative I.e. formal trousers. Females should be dressed equally formally in suits, smart separates (whether trousers or skirts) or dresses. The hot climate in Singapore is not an excuse for wearing very short skirts or low necklines. 3
NISCMUN 2018 Recommendations Attire outside the conference It gets quite humid in Phnom Penh; therefore, we recommend that light and cottony clothes be worn during socialization outside the conference. Plugs and Sockets Phnom Penh is friendly with power chords. Any plug works in the city. You may bring US or UK plugs fit for 220 volts. Communication It is best that a local sim card be purchased in the duration of the conference for a quick and smooth call and text services. In order to be in touch with the delegates all the time, without the hassle of losing internet connection, SMART or CELLCARD companies sell $5 to $10 worth of travellers sim card that allows you to call, text, and browse for 1 to 2 weeks. Gastronomic Advice Cambodians have a very wide array of food to offer many tourists. Everywhere you go in the city, there are small to big scale Cambodia restaurants that will satisfy your palates. Among the best ones are ( please click the link): a. Mok Mony restaurant b. Malis Restaurant c. Khmer Surin Restaurant Street food is also a must-try in the city. A word of advice though, choose with caution as there are some places that do not adhere to the universal sanitation standards. As a recommendation, go through this link which will give you places to check out for street food. Because Cambodia is an expat country, different flavors from various countries are available in several restaurants around the city. Here is for more restaurant recommendations. 4

Y ou can try visiting Toul Sleng Genocide Museum Location: Corner of Street 113 & Street 350 , Open: Daily, Hours: 8AM-5PM – Closed for lunch), Admission: $2.00 Independence Monument Location: Independence Monument: Sihanouk Blvd meets Norodom Blvd BKK1 or the ‘foreigner’ district: Streets to stroll are 278 & 282 (running south and parallel to Sihanouk Blvd) Royal Palace and the Silver Monument Location: Entrance on Sothearos Blvd, Hours: Daily 7:30AM-11AM & 2:30PM-5PM, Admission: $3.00, +$2.00 camera or +$5.00 video camera. The National Museum Location: The entrance is on Street 13 (closer to Street 178) facing the river. Near the Royal Palace, Hours: 8A-5P daily, Admission:$3 5
NISCMUN 2018 NISCMUN System THIMUN System In NISCMUN, the THIMUN Rules and Procedures will be followed. (open the link for a copy of the rules and procedures) Time Allotment The Presidents, Chairs, and Deputy Chairs may set speaking and debating time based on THIMUN Recommendations: T ime Allotment a re as follows: a. Opening Speeches: 60 to 90 seconds b. Resolution Speeches: 120 to 180 seconds c. Amendment Speeches: 60 to 90 seconds d. Debate time: 30 to 45 mins per resolution Note Passing THIMUN permits note passing during the conference, but they will be strictly monitored and screened by the admin team and the chairs and deputy chairs. Notes must remain parliamentary in nature; however, friendly notices may be passed provided an approval is granted. Points of Clarification (POC) and Information (POI) POC’s are in order immediately after reading the resolution; however, when the floor opens to POI’s, POC’s will no longer be entertained. Follow up to the second degree may be granted by the Chair given the time allotment for the debate. Tally System Chairs and Deputy Chairs will keep count of the speeches, POC’s, POI’s, submission of resolutions and amendments of every delegate. The tally will be one of the bases of the Best Delegate and Best Speaker superlatives. The tally will also be shared to the MUN Directors to report on the performance of their students in committee sessions. Use of Electronic Device In NISCMUN, usage of devices are only allowed during unmoderated caucuses. During moderated caucuses, any kind of electronic device is strictly prohibited. Only Chairs and the Deputy Chairs have access to computers and mobiles at all times. 6
NISCMUN 2018 NISCMUN Structure Executive Conference Staff The Secretary General is the Head of an MUN Conference. He is responsible for the planning of the conference, with the aid of other Executive Conference Staff to help. The primary assistance of the Secretary General at an MUN conference is from the Deputy Secretary General/s. They also are in charge of the affairs at an MUN Conference; however, they are based more internally. Student Officers The role of a Student Officer is to chair the debate. Student Officers are the heads of committees, councils and commissions and they are in charge of keeping the debate flowing and making sure that delegates are being constructive in regard to the resolutions that are being debated. The Student Officers hold the responsibility of preparing Research Reports before a conference to help delegates with their research on an issue. Student Officers are expected to encourage delegates during a conference to help amend resolutions, contribute to debate etc. Student Officers are in charge of what happens in their particular committee, and so, they must address delegates who are not behaving, and they must confront problems within the committee. The Delegate When students sign up for an MUN Conference within their school, they sign up as delegates. Schools are assigned either countries or organisations, where students must then hold the position of a delegate in a specific committee of either any of the countries or organisations their school was assigned. The role of a delegate is to act as their assigned delegation’s representative in that part of the United Nations System. The role of the delegate is to debate the topics of their committee, and to better the situation by the means of writing resolutions, explaining their delegation’s position, or by helping debates by writing amendments to amend a resolution that is being debated. Administrative Staff The Admin Staff are led by the Deputy Secretary General. The Administrative Staff (Admin) ensure the smooth running and logistics during an MUN conference. They are in charge of a. photocopying resolutions, b. passing notepaper from the chair/delegate to another chair/delegate c. setting up the committee rooms in regard to: Placards, tables, chairs, and seating plans to accommodate the committee members d. making sure that snacks, lunches, and dinner are set up on time e. guiding delegates and directors for directions f. with any urgent matter, the admin staff will be asked for help g. helps the NISCMUN Team in any way they can 7
NISCMUN 2018 MUN Press At NISCMUN Conference, newsletters, photos, and videos about the happenings of the day will be published on N ISCMUN website. These are published daily by MUN Press. They work as photographers, layout workers, reporters, editors and artists. They are headed by the Head of Press. If the Press approaches you an interview, you’ll be likely to be in an Audio-Visual Presentation, so please get excited to answer their querries. NISCMUN 2018 The Executive Officers Cameron Kouch Secretary General It is with great honor and utmost pleasure that I welcome you to the first NISC Global Campus Model United Nations Conference which will be held from March 2, to March 4, 2018 in the city of Phnom Penh. Modeled after the United Nations itself, MUN is an institution in many international schools, which has become a training ground for the next leaders of the world. Model United Nations is a remarkable academic activity that broadens your vision and a valuable tool that shapes your future. This year at NISCMUN, we look forward to sharing an environment free of all prejudice to create, reason and embrace resolutions while debating in accordance with the principles of the UN. NISCMUN will be hosting 2 General Assemblies, Economic and Social Council, Human Rights Council, and Security Council. In behalf of the Executive Committee, I would like to extend our gratitude in advance for your active participation in the conference. Our theme year centers on conflict, destruction, poverty and injustice. NISCMUN 2018 Makayla Stanley JMUN Secretary General It is my great pleasure to welcome you to the Junior MUN at NISCMUN 2018 conference in the city of Phnom Penh. JMUN is a delightful experience. It gives younger delegates a gateway to the world of MUN. JMUN one of the most amazing ways for students in Grade 6, 7 and 8 from all across the globe to come together and share ideas. Our theme this year, P ressing for Peace: The Complexities of Peace and Conflict Resolution in a Globalized World, is extremely relevant to today’s world. As more conflicts arise, it is even more important that we continue to find ways to compromise to achieve peace. We can begin finding resolutions right now at this conference. As the Secretary General of JMUN this year, I will be overseeing and encouraging our delegates in grades six to eight, a task that I am very excited for. Together, I hope that we can help the world. I have had multiple MUN experiences, for instance, UNISMUN, ISPPMUN, and THIMUN, and have also assisted in the organisation of NISCMUN 2017.
