Greetings from the Minister of Land, Infrastructure and Transport Greetings from the Minister of Land, Infrastructure and Transport The Republic of Korea quickly yet firmly rebuilt itself from the ruins of the Korean War and now proudly stands as one of the leading nations in the international aviation community. What helped Korea gain such strong foothold in global aviation society despite its short history in aviation is a great amount of support from the globe in establishing a specialized Civil Aviation Training Center wherein aviation professionals could be nurtured in a focused training courses. In a great deal of efforts to repay the international aviation society for its encouragement and support, Korea launched the free ICAO fellowship training program in order to support member states and contribute to the development of global aviation in 2001. For the past 20 years, over 2,500 aviation professionals from 133 countries have been trained and those who have completed the courses are working hard in every corner of the world to maintain a safe sky. Korea’s transformation from a recipient country to one of the leading countries in global aviation community is the result of trust and encouragement extended to Korea by the member states as well as the result of trust and commitment of Korea to the community. 4

During the 40th Assembly of ICAO held last year, the Republic of Korea achieved its seventh consecutive term as a Part III member in the ICAO Council. I believe it is a significant call from ICAO’s 193 member states for Korea to take on greater roles and responsibilities in the international aviation community. Once again, I extend my heartfelt thanks to all ICAO member states for their continuous interests in the training program for aviation professionals offered by Korea. Going forward, we will continue to assume our enhanced roles and responsibilities as ICAO Council member to uphold the spirit of Convention on International Civil Aviation, which pursues safe and orderly development of international civil aviation, as well as the spirit of ICAO's No Country Left Behind Initiatives. It is my strong hope to see more member states show interests and participation in training program provided by Korea in 2020 so that Korea, together with other member states, can grow into capable and responsible members who can contribute to the furtherance of international civil aviation. News from the Ministry of Land, Infrastructure and Transport News from the Ministry of Land, Infrastructure and Transport The Ministry of Land, Infrastructure and Transport concluded MOU for the cooperation in the education and training for ICAO member countries and in the scholarship project at the 40th ICAO General Assembly. At the 40th ICAO General Assembly held in September 2019, the Minister of Land, Infrastructure and Transport, Kim Hyun-Mi, and the Secretary-General of ICAO, Dr. Fang Liu, concluded the MOU for the cooperation in education and training between Korea and ICAO to continue to conduct invitational training program for aviation personnel of ICAO member countries. In addition, the Ministry of Land, Infrastructure and Transport, the Korea Airports Corporation, and the Korea International Cooperation Agency concluded the MOU* for the cooperation in the scholarship project for master's degrees with the LACAC (Latin American Civil Aviation Commission) and the AFCAC (African Civil Aviation Commission). * ‌P rogram to support two-year master's degrees from domestic universities for aviation personnel of ICAO member countries 6

2019 ROK Fellowship Training Program 2019 ROK Fellowship Training Program The Airport Construction & Operation Course was held at Incheon Airport Aviation Academy from June 9 to 29, 2019 for 21 days, with 20 participants from 19 countries. This course provided the participants with the construction and operation know-how of Incheon International Airport. The participants learned Airport Master Planning, Pavement Design, Landside and Airside Operations and understood in-depth airport operation through a tour of the new Passenger Terminal 2 at Incheon International Airport. 9

2019 ROK Fellowship Training Program The Airport Pavement Evaluation Course was held at Korea Civil Aviation Training Center from September 18 to October 1, 2019 for 14 days, with 18 participants from 18 countries. This course provided the participants with practical awareness and understanding of the maintenance and analysis skills for airport pavement. The participants learned Scan pavement surface, Analyze surface defects condition, and Airport Pavement Strength Analysis Program. 10

The Aviation Security & Safety Course was held at Incheon Airport Aviation Academy from October 27 to November 16, 2019 for 21 days, with 17 participants from 17 countries. This course provided the participants with knowledge and capabilities through practical training program based on the best practices in airport security and safety operations. The participants learned the Landside security and Airside Safety Operations inspection rules and relevant regulations. Especially, the field trip at Incheon International Airport provided them with the improved knowledge of wildlife inspection, and rescue and fire fighting inspection. 11

2019 ROK Fellowship Training Program The Radar Approach Control Course was held at Korea Civil Aviation Training Center from October 30 to November 19, 2019 for 21 days, with 18 participants from 18 countries. The course provided the participants with practical training using a radar approach control simulator and theories of radar departure and arrival, radar vectoring, speed control, and emergency. The participants enhanced their abilities and skills in radar approach control by learning a radar approach control simulator from several instructors. 12

The DVOR Maintenance Course was held at Korea Civil Aviation Training Center from June 19 to July 2, 2019 for 14 days, with 12 participants from 12 countries. This course improved participants' abilities to maintain and manage by training them for the basic principle and practice of the ICAO Standard related to DVOR. The participants practiced functional principles and maintenance using DVOR developed by Korea. 13

2019 ROK Fellowship Training Program The Airport CS Quality Management Course was held at Incheon Airport Aviation Academy from June 30 to July 6, 2019 for 7 days, with 13 participants from 10 countries. This course provided the participants with airport customer service standards management and airport community alignment management, and so on. The participants gained insight into the VOC (Voice of Customer) management system, the process to respond complaints at an airport and the know- how to coordinate stakeholders to improve airport services. 14

The 1st Aerodrome Inspection Course was held at Incheon Airport Aviation Academy from July 14 to 20, 2019 for 7 days, with 11 participants from 11 countries. From this course, the participants learned airport packaging standards and practiced surface inspection procedures. And they became familiar with Airport Safety Management (SMS) components and implementation procedures. 15

2019 ROK Fellowship Training Program The Airport Lighting Operation & Management Course was held at Korea Civil Aviation Training Center from July 17 to 31, 2019 for 15 days, with 13 participants from 10 countries. The course systematically trained the participants for Airport Lighting System-related technical standards, facility design, operation and maintenance, and so on. This course helped them promote aviation safety in their own countries. 16

The Airport PBB Operations Course was held at Incheon Airport Aviation Academy form July 22 to 26, 2019 for 5 days with 12 participants from 9 countries. During this course, the participants understood about the PBB components and operating procedure, etc., and discussed about methods to address abnormal events and relevant cases. Through hands-on practices at the site and interviews with staffs, they increased their understanding about the PBB operation. 17

2019 ROK Fellowship Training Program The Aviation Policy for Executives Course was held at Korea Civil Aviation Training Center from August 5 to 9, 2019 for 5 days with 9 participants from 7 countries. The course invited the executives from ICAO member countries to share their experiences and implications in development of aviation and airport policies, and expand their personal interchange through discussion on the pending issues. Through the field-trip to Air Control Center of Air Traffic Management Office, Air Traffic Flow Management Center, Air Traffic Control Tower and passenger terminals in Jeju Airport, etc., the course introduced aviation policies and infrastructure in Korea. 18

The 1st Aerodrome CNS Engineering Course was held at Incheon Airport Aviation Academy from August 4 to 10, 2019 for 7 days with 9 participants from 9 countries. This course introduced the participants to the Project Management of CNS Facilities Installation and trained them for preparations, implementation procedures and the follow-up inspection procedure for CNS Facilities Ground and Flight Inspection. The participants shared the urgent tasks to be solved in the areas of airport operation and CNS in their own countries, and also discussed the solutions. 19

2019 ROK Fellowship Training Program The 2nd Aerodrome Inspection Course was held at Incheon Airport Aviation Academy from August 18 to 24, 2019 for 7 days with 9 participants from 8 countries. Through the field-trip to an airport, the participants deeply understood the methods and inspection procedures to control wildlife, and observed the Rescue and Fire Fighting training 20

The ILS Maintenance Course was held at Korea Civil Aviation Training Center from August 21 to September 3, 2019 for 14 days with 11 participants from 11 countries. The participants conducted Flight Inspections using drones, and shared the current status and issues for aviation and navigation safety facilities in their own countries. 21

2019 ROK Fellowship Training Program The 2nd Aerodrome CNS Engineering Course was held at Incheon Airport Aviation Academy from September 1 to 7, 2019 for 7 days with 10 participants from 7 countries. During this course, the participants made tours of ILS and VOR facilities in Incheon International Airport and visited offices and server rooms in AICC (Airport Integrated Communication Center). Through interviews with staffs in charge, practical training was provided to meet the participants’ needs and expectations. 22

The Safety Oversight Management and Preparation for ICAO USOAP-CMA Course was held at Incheon Airport Aviation Academy form November 24 to 30, 2019 for 7 days with 13 participants from 12 countries. Based on instructors' experience in USOAP- CMA, the course trained effective management methods for USOAP-CMA and utilization of SMIS. 23

On-site Training Program in 2019 On-site Training Program in 2019 The Carbon Offsetting and Reduction Scheme for International Aviation Course was held in Peru from June 17 to 20, 2019. This course, which was conducted at the request of Latin American Civil Aviation Authority, educated on theories and practices based on expertise such as how to calculate carbon emissions. 24

The CNS Management & Airport Pavement Evaluation and Construction Course was held in Fiji from April 8 to 12, 2019. The course provided participants with technical standards of ICAO and case studies of participation in overseas construction. The participants also learned Korean aviation policies and how to use SMIS (SARPs Management and Implementation system) & SOMS (Safety Oversight Management System) 25

The voices of Participants The voices of Participants 1 Please introduce yourself and indicate the course you participated in 2019 Korea FTP ? I am Cherry L. Apolinario, a Safety Officer from the Air Navigation Service of the Civil Aviation Authority of the Philippines. I was fortunate to have chosen to participate in the 1st ICAO STP Aerodrome Inspection Course in July of 2019. 2 Please tell me which subjects in this course were useful for your work and why The module on Safety Management System (M9) in this course was particularly useful to me in my work. SMS principles, while familiar to me, were discussed by an SME from an organization with best industry practices. As such, it has provided me with fresh perspective which I was able to bring home to help improve our SMS implementation in the Air Navigation Service. The Mastery Test scenario on conducting an inspection was also very useful to me. It provided me with a starting point in implementing our own internal audit back home. On top of this, having open discussion with aviation professionals from all over the region made for a very interesting and enriching training experience. 3 Please tell me about your point of any improvements in this course. For me, the module would have benefitted from more time allotted to it. SMS implementation is a very broad topic and more time for question and answer would have been great. More test scenarios discussed and practiced on will provide more exposure to real world implementation of SMS which for most may only be discussed theoretically. 4 Please advise prospective participants who will be in 2020 about the 2019 course you attended If you should be selected to participate in the Aerodrome Inspection Course for 2020, my advice would be to come with an open mind and readiness to learn. Immerse yourself in the training, taking full advantage of the knowledge, skills and attitude only a world leader in aviation like the Republic of Korea and IAAA can offer. 26

1 Please introduce yourself and indicate the course you participated in 2019 Korea FTP ? My name is David Monari Mokoro a Senior Aeronautical Telecommunications officer from Kenya East Africa, and participated in ILS maintenance course . 2 Please tell me which subjects in this course were useful for your work and why. Doing ground checks using drones; this was useful because we could see how the signal changes at various points as the done flies. It was also useful because it saves a time compared to moving with portable ILS receiver 3 Please tell me about your point of any improvements in this course. Consider including video clips/graphics in the training material it makes learning more enjoyable and easy to grasp concepts. 4 Please advise prospective participants who will be in 2020 about the 2019 course you attended to prospective candidates: The instructors at KATC have the mastery of the ILS please ask as many questions as possible, write notes, interact with the Skymaru ILS system, above all learn from the Korean people how they have been able to turn round their Country. When you go round during weekends visit as many sites as possible. For me visiting Korea was one of the greatest experiences I have ever had I thank KATC for giving me the oppotunity. 27

The voices of Participants 1 Please introduce yourself and indicate the course you participated in 2019 Korea FTP ? My name is KONG Chesda. I am holding the position of Deputy Bureau Chief at Administration and Human Resource Management. My main responsibility is building up employee's competence by giving them chance to train and practice both in local and international. Additionally, I also successor in ORG area. Thus, I am assisting focal point in this area complete various task following the ICAO standard. During 2019, I had attended a course namely \"Safety Oversight Management and Practical Preparation for ICAO USOAP-CMA\" which was sponsor by IAAA. 2 Please tell me which subjects in this course were useful for your work and why To me, I found each and every subject in this course is very useful since I have chance to gain knowledge of the best practice from professional lecturers and classmates. As I always work closely with OLF to respond to PQ and upload CAP, this course plays a very important role in guiding me the use the best of my resource and time in best way possible. 3 Please tell me about your point of any improvements in this course. This course was already good in its own way, but I would be better if they can improve some of the following points: It would be better if we have more time for training (increase number of training days) as it gives us more time to practice and understand each and every aspect of the subject Our accommodation is very comfortable, However it a bit far from downtown, bus, and train station. 4 Please advise prospective participants who will be in 2020 about the 2019 course you attended From the first day until the day I depart, IAAA has been providing me the best hospitality possible. Their staffs and management team are very friendly and helpful. Moreover, lecturers are very professional and approachable. Progress of the course has gone beyond my expectation. During training, I was not only able get crystal clear explanation, but also best practice exercise as well. Additionally, our class coordinator Ms. Jiyoon Park was very helpful and active. Even with only 5 days of training, IAAA give us time to understand Korea's culture and way of life through the tour to Seoul. I would recommend this course or any course that run by IAAA to any of colleagues and friends who want to learn and experience from one of the top Aviation Academy in Korea. 28

My name is Mohammad Sami haqmal I am from Afghanistan I am as airport construction engineer and working with Afghanistan civil aviation authority i participated in airport construction and operation training program in Korea. 2 Please tell me which subjects in this course were useful for your work and why? All the subjects are relevant to our job and so useful for our daily work but specially (airport master planning, passenger terminal planning and design, aerodrome physical characteristics, airfield making and pavement management) and all parts of the lecture because it is needed to an airport design and I share all the lectures with our all teams because we have mort need like this training I special thank form Korea to prepared all the standard 3 Please tell me about your point of any improvements in this course. As our country construct all the infrastructure including Airports we needed to all lectures if it will be by so detail and describe by detail we will implement all the approved standard in our new and old national and international airports. 4 Please advise prospective participants who will be in 2020 about the 2019 course you attended? As we think this course is so useful for airport construction engineer because all the lectures are relevant that task. Note: as i participated in airport construction and operation training program  it was so important and useful for me and also I selected my thesis title in MBA program about airport construction and operation and I will be implement all the guidelines lectures in our thesis 29

The voices of managers The voices of managers 1 Please introduce yourself My name is Geesuk (Justin) Hong, in charge of international aviation training program held at the Korea Civil Aviation Trainng Center in cooperation with ICAO and aviation HRD-related works as well. 2 Please tell me about any impressed memoires while you managed the 2019 Korea FTP. As of 2020, it has been 8 years since I’ve worked as a training organizer and coordinator so that I was able to have tons of beautiful memories that I carved deep into my heart. If I have to picked out 1 thing in 2019, I’d say the time I met many friends who became one of delegation at the 40th ICAO triennial assembly. 3 Please tell me about any regrettable things while you managed the 2019 Korea FTP. I would like to mention one thing happened in 2017. One of selected applicants sent the medical report to us too late and flew to Korea instantly right before we informed of it. So I was so afraid that I couldn’t help but to let him go back to his country as soon as he arrived at the airport. I strongly encouraged my dear pre-participants to prepare for your related documents such as medical report, Visa-related ones and so on. 4 Would you like to recommend anything to prospective participants who will be in 2020 Korea FTP? Basically, I provide relevant documents files for participating in the course. But some of them need to submit extra documents to issue their visa. So, if you are planning to apply for one of our program in 2020, Please be aware of the needed documents and let us know those far enough in advance. 30

1 Please introduce yourself My name is Jiyoon Park, manager of global training team of Incheon Airport Aviation Academy (IAAA). I am in charge of facilitating KOREA Fellowship Training Program (FTP) in collaboration with the Ministry of Land, Infrastructure and Transportation (MOLIT). I am also planning and facilitating KOICA CIAT Training Program held at IAAA and developing ICAO TRAINAIR PLUS training packages as an ICAO Qualified Course Developer. 2 Please tell me about any impressed memoires while you managed the 2019 Korea FTP. The most memorable thing while facilitating 2019 KOREA FTP was to receive an e-mail from the trainee who participated in ICAO STP Airport PBB Operations Course from the Philippines. Through the training, IAAA pursues practical change and improvement to the recipient airport/country. In this regard, we prepare course based on our best practices, including a site-visit to the related airport site, and let trainees make action plans that can affect to their own airport in a better way. The content of the e-mail that I received from the trainee of the Philippines was about their airport’s plan to upgrade their PBB system and infrastructure based on the information shared from our course. He also asked me further questions regarding PBB system that I responded back to with answers from Subject-Matter-Expert of PBB in Incheon Airport. I felt that the training was valuable to the trainees by the fact that it contributed to the trainees and recipient country in a practical way. Hopefully, I expect to receive more e-mails from the trainees about what they have done and what they are planning to do after the course in 2020 as well. 31

The voices of managers 3 Please tell me about any regrettable things while you managed the 2019 Korea FTP. I would like to mention about participation confirmation. Last year, I received several e-mails just a few days before or a day before the starting day of the course that the designated participant could not attend the course. There were many applicants who wanted to participate in KOREA FTP Training program but missed the chance. Since this opportunity can be valuable to other people, please inform me of your course participation/cancellation no later than two weeks before the course starting date. 4 Would you like to recommend anything to prospective participants who will be in 2020 Korea FTP? The most important thing is to have ‘self-consciousness’ for the course participation. I would like to highlight that the KOREA FTP Training Program is not just visiting Korea and attending a course. It is a selective opportunity to get insights to improve one’s airport or aviation industry with shared knowledge, know-hows and best practices. Please find the optimal course to participate in by going through the course information, considering whether it matches with your training needs, and prepare your country report and action plan that is consistent with the course topic. Also, there are certain people missing an opportunity to participate in the course, due to 1) not checking announcements or 2) their giving incorrect personal information. As the result of the selection is posted on the KOREA FTP website (www.korea-ftp.org), I do hope that every applicant access to the website frequently. On top of that, contact information or e-mail address typed by applicants is sometimes incorrect and it takes a long time to reach the participant. Once I reached the participant, the remaining time for visa acquisition or passport issuance is limited, which makes the course participation difficult. Thus, I would like to emphasize checking the KOREA FTP website regularly and please final check one’s information once again before submitting the registration form. If you have not received any confirmation or guidance e-mail within 10 days after the announcement of selection, please do not hesitate to contact me at jiyoon_park@airport. kr.
