EDITO L’Atelier Takmil, Finition en arabe, initié par la direction des Journées Cinématographiques de Carthage en 2014, est le prolongement et l’évolution de l’Atelier de projets créé en 1992 dont l’objectif était d’apporter un soutien à des cinéastes africains et arabes pour l’écriture de leurs scénarios. Takmil, qui en est à sa troisième édition, soutient des projets de lms africains et arabes en phase de post-production. Du 1er au 3 Novembre 2016, après visionnage des copies de travail sélectionnées, chaque cinéaste aura l’occasion de défendre son projet de lm lors d’une discussion avec les membres d’un jury international composé de professionnels du cinéma. Cette année, Takmil accueille dix cinéastes provenant du Burkina Faso, d’Égypte, des Émirats Arabes Unis, de Jordanie, du Soudan, de Syrie et de Tunisie présentant des lms qui, tout en étant ancrés dans le réel, sont imprégnés de sensibilité et de poésie. Dix récits lmiques qui mettent en scène personnages et lieux jusque-là peu représentés, traités de manière originale et recherchée, dévoilant la force de vie, d’espoir ainsi que la dignité de ces personnages confrontés à une réalité parfois insoutenable. A la n des trois jours, le 3 novembre au soir, le jury attribuera des bourses d’aide à la nition aux lms les plus prometteurs. Sept bourses en numéraire et en travaux sont oertes par : le Centre National du Cinéma et de l’Image (CNCI), l’Organisation Internationale de la Francophonie (OI F), l’European Union National Institutes for Culture (EUNIC) et le Centre National de la Cinématographie francais (CNC). Parailleurs, DigiColors, met à la disposition de Takmil des travaux d’étalonnage, d’export de Masters HD et de création de DCP. MAD Solutions ore une bourse pour le marketing, la publicité et la distribution d’un lm dans le monde arabe. Enn, HAKKA Distribution ore une bourse pour la diusion et la promotion d’un lm africain ou arabe en Tunisie. Cette 27 ème édition des Journées Cinématographiques de Carthage, qui fêtent leur 50ème anniversaire (1966-2016), comprend six lms ayant participé aux deux précédentes sessions de Takmil. Ils sont sélectionnés pour concourir soit en Compétition Ocielle soit en Compétition pour la 1ére oeuvre Tahar Cheriaa. Nous sommes honorés de contribuer à l’émergence de créations cinématographiques venant du continent Africain et du Moyen Orient. 5

Nous avons aussi l’honneur d’avoir compté dans notre sélection des lms comme \"L’oeil du cyclone\" de Sekou Traoré (Burkina Faso), Prix d’interprétation féminine aux JCC 2015, \"Action Kommandant\" de Nadine Cloete (Afrique du Sud), \"Egyptian Jeanne d’Arc\" d’Iman Kamel (Egypte), ainsi que \"Divines\" de Houda Benyamina (France/Maroc) Caméra d’Or au Festival de Cannes 2016. L’accueil et le succès que connaissent actuellement des lms africains et arabes à travers le monde conrment la nécessité de multiplier les structures leur permettant de voir le jour. EDITO Takmil Workshop, Finishing in Arabic, was launched at the 25th edition of the Carthage Film Festival in 2014, as an extension and evolution of the Projects Workshop established in 1992, which mission was to support African and Arab lmmakers in writing their scripts. In its third edition, Takmil, will support African and Arab lms projects in the phase of post-production. From 1 to 3 November 2016, after viewing the selected working copies, each lmmaker will have the opportunity to defend his or her lm project during a discussion with an international jury. is year, Takmil will host lmmakers from Burkina Faso, Egypt, UAE, Jordan, Sudan, Syria and Tunisia whose lms are deeply rooted in reality, but also nourished with sensitivity and poetry. Ten lmic narratives depicting usually under-represented characters and places, treated in an original and elaborate way, revealing the force of life, hope and dignity of these characters in the face of a sometimes unbearable reality. On November 3d in the evening, the jury will award post-production grants to the most promising lms. Seven grants in cash and services will be presented by: the Tunisia Cinema and Image National Centre (CNCI), the International Organisation of the Francophonie (OI F), the European Union National Institutes for Culture (EUNIC) and the French National Cinema Centre (CNC). In addition, DigiColors, will provide Takmil color correction work, export of HD Masters and creation of DCPs.
