GENERAL POLICIES ADMISSION FEES and TICKETS o $5.00 visiting high school students with activity card and other school age children. o $5.00 adults and high school students without activity card. o $20.00 family Pass—Available at home school only. Family members within the immediate household (limit 6). o Free Admission:  Home team students with activity cards—region games only.  Staff members of Region VII schools with Region VII passes and persons with UHSAApasses.  Senior Citizens (62or over).  Cheerleaders, Pep Club, and Drill Team members in uniform.  Student officers in school sweaters and with SBO pass.  Children under school age. o Tickets will be sold at Varsity Football, Boys' Basketball and Girls' Basketball games. o Tickets will be sold through at least three (3) quarters of the varsity activity.  Admission Fee Schedule will apply.  Ticket sales will begin: • Football: 1 hour before varsity starting time • Basketball: 15 minutes prior to the start of the first game. o Tickets will be sold at Region Tournaments in swimming, wrestling, track, and drill team. o Admission will be charged at all State Playoff games as per UHSAA guidelines. SUPERVISION of REGION ACTIVITIES, TOURNAMENTS and MEETS Any school hosting a Region Tournament, dual competition or activity is responsible for providing adequate administrative supervision of the activity. Although it is the responsibility of the chairperson of each individual activity to see that Region Tournaments and Meets are planned and well organized, it is the responsibility of the host school to provide adequate general supervision for the activity. If the host school is not the school of the chairperson, there should be a clear understanding between the activity chairperson and the host principal regarding the activity. In any case, the host school must provide general supervision for activities taking place in that school. Region Chairs will not be compensated for time to administrate their region activity assignment. (revised 2/25/09) ACCOMMODATIONS for VISITING TEAMS All dressing room facilities must be left in a clean and orderly manner. Visiting teams must bring their own towels. The visiting head coach will check facilities prior to departure of the visiting team. If a head coach receives a key to dressing room facilities from the home school, the key should be returned to the home school or Athletic Director. OFFICIALS Any misconduct of officials, including failure to show, or tardiness is to be reported to the home school’s AD/Administration. A detailed report including names and improper conduct shall be submitted in writing to the Region VII Board of Managers, the UHSAA office, and the arbiter involved. The host school should show the referees where the dressing rooms are located. 77

ACADEMIC ELIGIBILITY: (By-Laws: Article I; Section 1 a-d; Section 7, Section 8; Interpretations/Guidelines: #4 - #7 inclusive) To participate in any UHSAA Region VII or State interscholastic competition, an individual must be a full-time student in the school at which he/she has established eligibility. No student shall be eligible to represent his/her school if he/she is failing more than one subject or has a GPA of less than 2.0. Where a student has failed to meet the minimum requirements set forth above, he/she shall also be ineligible for participation in UHSAA or Region VII activities in the succeeding grading period. Incompletes are computed as F's for eligibility. o No student who is ineligible for a grading period should represent the school in any pre-season or practice contests with Varsity, Junior Varsity, Sophomore or Freshman teams. o Eligibility under this rule is determined when grades are posted. Grades are “posted” when the school registrar enters all grades electronically and are available to students, parents and teachers. In no case may the posting date be more than 5 school days following the last day of the grading period. Grade changes after that time cannot restore lost eligibility, except for a documented clerical error. o An incomplete (I), no grade (NG), or no credit (NC) is considered a failure until the grade is made up. o The final grading period is defined as the date report cards are posted by the school for the last grading period of the school year. o A student enters high school when he/she enters the 9thgrade regardless of whether the 9th grade is in the high school or a separate junior high school. This means that all 9th or 10th grade students must not have failed more than one class the previous grading period and have a GPA 2.0 or higher. o The word \"represent\" shall be as defined below. Any violator of the Scholastic Eligibility Bylaw shall not:  Be in uniform on competition night.  Warm-up with the team.  Sit on the bench with the team.  Be listed on the program roster.  Be introduced as a member of the team.  The above student/participant may, however continue to practice with his/her team upon approval of school administration. TA letter grades with the exception of failing grades will not be calculated as a part of a student’s GPA in determining eligibility. It is recommended that in considering makeup credit for academic eligibility, a required course must be made up with a similar required course. Elective courses may be made up with other elective or required courses. o A student who has failed to meet the minimum requirements set forth shall be ineligible for participation in UHSAA activities throughout the next grading period, provided, however, that deficiencies in the final grading period of the school year may be made up prior to the first term of the succeeding year by any method acceptable to the school district or the member private school. Deficiencies must be made up in the same subject area. Deficiencies for purposes of this rule include any letter grade. No other make up work is accepted to gain academic eligibility during the schoolyear. 88

Policies Relating To Coach and Student Behavior in Region VII Activities Sportsmanship (UHSAA Section 24 of Interpretations/Guidelines) 1. Administrators, teachers, coaches, and all participants, should emphasize sportsmanship in all preseason, region, or state competitions. 2. Unsportsmanlike behavior policy: Any coach, player or bench personnel ejected for unsportsmanlike behavior shall be suspended from the next regularly scheduled game at that level of play (Varsity, J.V., etc.) and any intervening levels of play. Examples: • If ejected from a J.V. game, player or coach cannot participate in the following Varsity game nor the next J.V. game. • If ejected from a Varsity game, player or coach cannot participate in the following J.V., nor the next Varsity game. • If the coach or participant is involved in a second incident/ejection, he/she will be suspended for the next two (2) regularly scheduled games. • A third ejection would result in suspension for the remainder of that season. Ejection occurring on the final game of the season will carry over for all underclassman or coach to the first game of the succeeding season in that sport. • If a player or coach is ejected from a contest for fighting, or other violent behavior, that player or coach shall be suspended for not fewer than two (2) regularly scheduled games or contests at that level of play. In addition the incident shall be reported to the school, district, and UHSAA which may impose additional penalties consistent with the school's disciplinary policies. Bands and Drums 1. Pep band will be provided by the host school only. Exceptions only by mutual agreement. During basketball games, pep bands are to play during regulation time-outs, quarters and half-times only. Advisors must be present at all times. 2. Drums are to be used only to play with the band, as part of an organized cheer, and to be part of the pep club’s marching activities. Drums are not to be used indiscriminately as noisemakers. Cheerleaders/Mascots Conduct: Cheerleaders will follow all guidelines listed in the General Policies of the Region VII Manual and those stated in the Cheerleading Policies. Permitted Student and Spectator Conduct: 1. Other than authorized spirit groups (cheerleaders, drill team) no spectators will be allowed on the sidelines, field or floor during game time, quarters, or half-time, or pre-game. Students will not sit on the front row of the bleachers during the game. 2. The throwing of any objects, including confetti, torn paper scraps, crepe paper, toilet tissue, etc., is not allowed. 3. In the chart, only those items marked “YES” will be allowed as fan/spectator sport items at all region contests. It is recommended that schools follow these regulations during the regular season and in Region Tournaments. Sportsmanlike vocal cheering and support from each bench are always encouraged. 99

It isour mission to encourage the highest in athletic and sportsmanship standards. All players, coaches, students and other spectators are expected to be courteous to their opponents, their fans and their cheerleaders. To be respectful of officials’ decisions and to display appreciation for good performance regardless of the team. A region sportsmanship trophy will be presented at the close of this school year to the school that is judged to be most gracious in both victory and defeat. Enjoy the game (event) and represent your school with dignity.” Pre-Game, Half-Time and Post-Game Activities 1. The game announcer is an official of the game and is to announce the game in a neutral manner. His or her purpose is not to influence or incite the crowd. 2. The starting line-up may be introduced prior to the activity. A well-planned flag ceremony should be presented. • All activity should come to a halt immediately when the flag ceremony begins. Headgear should be removed. Activity should remain suspended until the flag ceremony is over. • The announcer should call everyone to attention as the flag enters the arena. • All tickets and concession sales should cease. No one should be admitted during the flag ceremony. The doors should be closed where possible. 3. Football half-time: Host performing group has 10 minutes which includes time to get on and off the field. • Exceptions can be made by mutual agreement for special occasions. • Any exception to the time limit must be approved by the visiting team administration one (1) week in advance. 10

4. Basketball half-time: Maximum of seven (7) minutes for half-time entertainment which includes time to get on and off the floor. • Exceptions: (Same as Football). 5. Parades involving floats are not allowed during the time both schools are present. 6. A supervisor must be present when student groups perform. 7. Coaches are responsible for the conduct of their athletes. No team or individual activity will be conducted that could belittle or humiliate opponents, including organized post-game demonstrations on any floor or field. Infractions will be referred to the Region VII Board of Managers for disciplinary action. 8. Any senior recognition at end of season cannot delay start of game. Recognitions are limited to 10 minutes and must be mutually agreed upon by the visiting school. Violations will be referred to the Region VII Board of Managers for possible sanctions. Banners and Signs 1. No negative banner or posters of any nature will be displayed in the area of competition. A sign welcoming the visiting team is encouraged. 2. A sign of a positive nature for the home teams to run through will be allowed. 3. Each School may hang one (1) school banner at the Region Championship Meet; the maximum size for this banner being 5' X 8'. No other signs or banners will be allowed at the Region site. 4. No banners or signs are allowed at any State competition site. Change of Time and Date 1. A change of time of an activity may be effected through mutual agreement of both schools (coach, principal and athletic director). The host school must notify the arbiter of the change in time for him to notify the officials. 2. The host Region VII School changing a game outside of Region VII must also notify other Region VII schools. All officials (Varsity, J.V., Sophomore) will be arbited by UHSAA. Call changes to UHSAA offices. 3. A change of date must be approved by the Board of Managers after a mutual agreement is reached between schools concerned. 4. All costs associated with changing the time and date of a contest will be incurred by the school requesting the change. Both schools are to agree to the change before a change can occur. Game Starting Times and Participant Regulations No sports activity may begin before 3:30 p.m. on a school day. However, Varsity football may not start before 4:00 p.m. through October 1, thereafter, games may start at 3:30 p.m. Ties of Standings (For all Athletic Activities except Drill Team) 1. In the event of a tie between teams qualified for state tournament positions, the seed will be determined by the win/loss records in region play of the teams involved in the tie (head to head among tied teams). 2. If the tie still exists, the seed will be determined by comparing each team’s record against the team with the highest region finish or next highest, etc. until the tie is resolved. 3. Once a team has been awarded a seed they are no longer part of the tie- breaking scenario. After this process, if only two teams remain the remaining two teams will be seeded based on head to head competition. If a tie still exists, a coin flip will be conducted under the direction of the Region Activity Chairperson. In the event of multiple teams tied that cannot be resolved as described above, all teams will flip coins with the team flipping the “odd coin” receiving the higher seed. The coin flip procedure will only be used as a last resort. 4. In the event of multiple teams tied for fewer playoff berths than teams tied, the tie-breaking procedure as described above will be used until only two teams remain. The final two teams will play-off in a game to determine entry into the State Tournament. 5. If multiple teams tie for one playoff spot, all teams will play in a format that best suits the specific sport. Refer to the individual sport for multiple team playoff guidelines and procedures. 6. In the event that the above process fails to resolve a tie, region principals will convene for the purpose of a coin flip to determine seed. The winner of the coin flip will take the higher seed. NO TIED TEAM WILL BE ELIMINATED FROM STATE PLAYOFF PARTICIPATION WITHOUT THE OPPORTUNITY OF A PLAYOFF GAME. 11

Moratorium $300.00 fine, not to be paid by the school, may be assessed to the coach of any sport which is in violation of designated moratorium/dead times days. (Reference the UHSAA calendar.) The building principal will be responsible for any sanctions. Seeding meetings or other meetings Reimbursement expenses for region meetings or other activities may not exceed $10.00 per person, one representative per school and only one meeting per year. Expenditures above this limit must have prior approval by the Region Board of Managers. Number of Games Teams which exceed the number of games allowed in any season will forfeit from their region schedule the number of games exceeding the limit, beginning with game number one and proceeding on until the excess number is equaled. Failure to Participate The failure of a team to participate in a scheduled contest without prior mutual consent and board approval at all levels, including Varsity, J.V., Sophomore, etc., will result in a fine of $100 payable to the Region Board plus reimbursement for the cost of any officials. Duties of Region Chairpersons 1. Conduct all meetings pertinent to respective activity. 2. Coordinate and manage all region competitions and tournaments of respective activity. 3. Select and honor respective All-Region teams where applicable. 4. Be direct liaison to Region Board of Managers 5. Be responsible for all awards, trophies, medals, etc. pertinent to respective activity. Undue Influence Rule, violation 1. If there is clear evidence that a coach has violated the Undue Influence Rule of the By-Laws section 9 of the UHSAA Manual, he/she will appear before the Region Board of Managers and may, under the direction of the UHSAA, receive any or all of the following for the first violation: • A letter of reprimand • Suspension • Fine 2. If a coach is proven to have violated the Undue Influence Rule a second time, the coach will be suspended a minimum of three contests or one half of the remaining region schedule (whichever is the greater). 3. A third violation will mean suspension for the remainder of the current season. Penalties Region VII upon having knowledge of an infraction of a rule or policy in assessing penalties may initiate action. Region VII may consider any of the following: 1. Forfeiture of contests because of rules violations, etc. 2. Reprimand by official letter to individual(s) and/or school in regard to the offense committed with a warning to correct the situation(s). 3. Probation of individual(s) and/or school by official letter advising parties of the probationary status and the conditions of the probation. 4. Restrictions which would restrict individual(s) and/or school in region, group or state activities. 5. Suspension would result in dropping the school from membership in region activities for a specific time period. 6. Fines to the coach, principal and/or school may be assessed. All penalties imposed by the Region Board of Managers are final. 12

Contest Limitations A. Any meet, game or competitive activity in which one or more students participate counts toward the contest limitations listed below for that activity. B. The following contest limitations apply from the starting date of competition until the first day of the state tournament in each classification. This applies to all levels of competition, i.e., varsity, J.V., sophomore and freshmen. State qualifying region tournaments do not count in the contest limitation total (see basketball exception below). 1. Baseball: 22 games. Each game played counts as one (1) game. Schools may exercise one of the following options during the season: play one (1) multi-game tournament and count it as two (2) games (up to a maximum of four games, if the tournament exceeds four games, any additional games would count “one for one” against contest limitations); and play one (1) Non-region double header on a non-school day for both schools and count it as one (1) game OR they can play two (2) non-region double headers on non-school days and count each double header as one (1) game. 2. Basketball: Varsity—20 games. All non-varsity may play a maximum of 20 total games. Note: Each game played counts as one (1) game. Each team is allowed to attend one tournament where they may play up to 4 games and count it as two contests toward the 20 game allotment. A tournament must be sanctioned as per UHSAA guideline and occur on consecutive days (excluding Sunday). Does not include region or state. 5. Football: Nine (9) games. 6. Golf: 14 meets. 7. Soccer: 16 games. Each game played counts as one game. Each team is allowed to attend one tournament where they may play up to three games and count it as two contests toward the contest limit. A tournament must be sanctioned as per UHSAA guidelines and occur on consecutive days (excluding Sunday). 11. Track: 12 meets per individual. An individual may participate in no more than 6 qualifying meets in addition to the region meet. 12. Volleyball: One of the following three options may be chosen: a. 16 matches and 0tournaments b. 15 matches and 1tournament c. 14 matches and 2tournaments The following guidelines pertain to the tournaments: no more than nine (9) total matches in a tournament, no more than seven (7) matches in a given day and tournaments may not exceed three (3) days in length. 13. Home team will be visiting team the second game and Home team the 3rd game. 2. Each team will be allowed 15 minutes for warm-up and infield practice. 3. All league games will be played on the date and time (4:00 Varsity, 3:30 JV, 5:30 Sophomore and Saturday 11:00 JV, 1:00 Sophomore) scheduled unless weather or field conditions cause a postponement. Each postponed game must be made up in the order of the postponement. A postponed game will be made up on the next available day (including Saturdays). Sub-Varsity games will be “bumped” from the calendar to allow the varsity game at either field or a neutral site as agreed mutually by the coaches. Flip/flopping the schedule and playing at the visiting team’s field, if it is playable, will be done where it is possible to maintain the same number of Home and Away games between the two schools. Consideration needs to be given when making a decision to stick to the home fields to the visiting team’s predicament. In the event of a postponed game because of bad weather, it will be the responsibility of the home team coach to notify the visiting school and the officials. This should take place by 1:00 p.m. It is the responsibility of both coaches to communicate with each other in the process of rescheduling games for the next available date. 4. Any game(s) not made up on the next available date (including Saturdays) will result in a forfeit for one or both teams, depending on the offending team(s). Both coaches will be consulted to determine the offending team. No team will be made to play five (5) games in a week, unless they choose to do so. Four (4) games in a week will be required if necessary, as defined by UHSAA (Sunday to Sunday). 5. When an incomplete game (less than 5 innings) is “called” because of darkness or weather, etc., in the first round, the game will be resumed as the preliminary scheduled game of the two teams in the second round. In the second round, the game that is “called” will be resumed on the next available date (including Saturdays). Sub-Varsity games will be “bumped” to accommodate varsity make-up games. The home field coach will be responsible for notifying all those involved: umpires, principals, and coaches. 6. The recommendation of UHSAA on number of pitches per week will be followed. 7. A region trophy will go to the first place in region play. In the event of a tie for first place, by record, the team with the head to head advantage will be considered region champs and receive the Region Trophy and #1 seed. 8. Please refer to “General Policies” in the Region VII Handbook for all other Region VII rules, and the UHSAA Handbook for all UHSAA rules. 9. In the event of a tie for playoff, positioning all ties will be based on Region head-to-head record. The same format will be used to determine the final playoff spot. No playoff between teams will take place. 10. The coaches will select the all-region team at their discretion according to the following criteria: 1st place – MVP + 5 players, 2nd place – 5 players, 3rd place – 4 players, 4th place – 3 players, 5th place – 3 players, 6th place 2 players, for second team all-region reduce the number by one for each team. Honorable mention will be 2 players from each team. 1. Academic all-region will be any Senior with a 3.700 GPA or higher. 11. Teams will wear light uniforms for home games and dark uniforms for road games.

Boys Basketball Policies Region Activity Chairpersons: Boys Darrell Jensen- Corner Canyon High School [email protected] Beginning practice date for boys’ and girls’ basketball is November 5, 2018. The first game may be played no sooner than November 20, 2018. “No basketball player will play basketball during the athletic period except after the official beginning practice date” (per UHSAA policy). 1. Game times: 3:30 – Sophomores; 5:15 – Junior Varsity; 7:00 – Varsity 2. Games will start as scheduled or 20 minutes following the conclusion of the previous game. 3. Preseason game times and dates are site-based decisions. 4. Only by mutual consent of both schools involved can the starting times be changed. Change of dates must be approved by the Region VIII Board of Managers. (The home team will notify the arbiter in case of any change.) 5. The coaches have the option to agree on which ball to use for the State Tournament. If an agreement can’t be reached, then the UHSAA contracted ball will be used. 6. The visiting school may film a game from their own student sections or an area designated by the home school. Filming is prohibited by any school not involved in the game. 7. Cheerleading Guidelines Region Chairman: Lyndsay Huntsman 1. Cheerleaders of the host school should initiate a meeting with the guest cheerleaders immediately before the game. The two groups should work cooperatively together during the game. At basketball games, cheerleaders will occupy the space designated by the host site. 2. Cheerleaders should encourage good sportsmanship at all times. Each student body is to exhibit good sportsmanship. The administrator and advisors are, in the interest of proper education, to stress positive sportsmanship and do all in their power to eliminate booing, catcalls, or unsportsmanlike behavior. No cheering is to be derogatory or obscene. 3. All stunts and pyramids must be in accordance with risk management policies. Visiting team cheerleaders will not conduct any stunting or tumbling at basketball games. All tumbling will stop at half court. 4. Megaphones may be used by cheerleaders at football games, and only for communicating with the cheering section. Megaphones may not be used at basketball games. Refer to the UHSAA Handbook for permitted noisemakers. 5. The throwing of any unapproved objects, including confetti, torn paper scraps, crepe paper, toilet tissue, candy, etc., is not allowed. 6. All pre-game activities will conclude in sufficient time to commence the official starting time. 7. The half time performance should not exceed seven minutes in basketball and ten minutes in football. Exceptions can be made by mutual agreement for special occasions. 8. The coaches and cheerleading team must attend the Utah School Board’s Risk Management clinic in the spring. 9. A supervisor must be present when cheerleaders perform. Home school will determine how many cheerleaders can be on the court at a given time. Cheerleaders must split the key throughout the entire basketball game. Cross Country Policies 1. Before the season begins, each school will register their athletes on Runner Card. 2. Each individual runner may compete in a maximum of 10 meets plus Region and State. 3. Region coaches will choose an All Region Academics Team composed of senior varsity runners with a cumulative (9 -12 grades) 3.75 or higher GPA. Each school’s coach will provide an All Region Academic Certificate for their qualifying athlete(s), which will be presented at the Region Championship Meet. 4. Academic All State nominees must be submitted to the UHSAA by the posted deadline. 5. Region Cross Country meets will begin at 3:30 p.m. with the exception of the Region Cross Country Championship Meet which will begin at 2:00 p.m. Alta High will host the Region Cross Country Championship Meet at the Salt Lake County Complex, 1300 East 4350 South, Salt Lake City, Utah. 6. The host school will designate a well-marked course, approximately 3 miles or 5K, for region meets and the region championship. 7. For region events all schools will A) abide by the uniform rule, B) provide three adult volunteers to help run the meet and C) use a fully automated timing system (Runner Card). 8. The results of the Region VII Championship Meet shall determine the top four teams and the top three finishers on non-qualifying teams. All of the aforesaid qualify to participate in the State Cross Country Meet. Qualifications for State finishers shall be determined by the UHSAA Handbook. 9. Coaches may run a maximum of 8 runners in the Varsity Region Cross Country Championship Meet if desired (out of the maximum of 12 listed in NFHS rule book). However, the scoring 7 must be clearly designated on the tag prior to the start of the race. Failure to do so disqualifies runners from the top finisher of the offending school down, one for one over the limit of 7. These non-scoring runners are NOT eligible for individual awards (top 10 medals). The rationale for the extra runner(s) is to determine positions for the State Cross Country Meet only. 10. Varsity Men and Women runners who finish 1 - 7 at the Region Championship Meet will be awarded First Team All-Region; Varsity runners who finish 8 - 14 will be awarded Second Team All-Region. These individuals will be awarded medals and ribbons respectively. The top 10 Men and Women runners in the JV Region Championship Meet will be awarded ribbons. 11. Team scores at the Region Cross Country Championship Meet will determine the Region Champion. The champion will receive a Championship trophy. Date and location for the Region Festival plays and the individual events will be determined at the annual spring planning meeting held in the preceding year. Festival plays and individual events are held during the month of March and April. State Drama Festival is usually held at a pre-determined high school on the third weekend of April. (Please no music department trips that conflict with these dates.) 2. Judges of individual events will be paid $50.00 for the day. Judges of One-Act plays will be paid $150 to $250 for the day. The 3 one-act judges must be acquired by 3 different schools and may not judge more than 2 years in a row. Mileage is at the UHSAA rate. Each school will be required to provide 1 judge per 5 entries. 3. Alumni or student teachers from any of the Region VII schools will not be used as judges for any portion of the competition. Qualifying for State: Each school may send up to four entries per individual event. All four entries can qualify for the state festival by achieving the following guidelines: a. Individual Entries must receive a rating (superior, excellent, good, or fair) and will receive a ranking at the region level. b. Rating system: Any entry must receive at least two superior ratings out of three to qualify for state for I.E.’s or be ranked 1st, 2nd, or 3rd. c. 1st, 2nd, and 3rd place winners of individual events will automatically get a Straight Superior and qualify for state. d. Any entry receiving a straight superior rating at region will receive a certificate. e. All festival plays receiving 1st, 2nd, or 3rd place or Straight Superiors will qualify to compete in the state drama meet. 7. Teachers’ Meeting: Region drama coaches may be asked to meet prior to the Region Festivals to discuss any business deemed necessary before the Region Tournaments begin. The meeting will be in February 2017, date and location to be determined later. 8. Double Entering: A participant may compete in one I.E. as well as a Festival Play and may therefore qualify for State in the Festival Play and in an I.E. 9. Please refer to “General Policies” in the Region VII Handbook for all other Region VII rules, and the UHSAA Handbook for all UHSAA rules. 27

10. The region has the option to hire a meet director and 4 tabulators to run the region events. The meet director would be in charge of meeting with the one-act play judges and running the one-act play festival and tabulation. In addition, the meet director would be in charge of running the Individual Event Meet and guiding the tabulators. The meet director would be in charge of the following: meeting with all judges, collecting ballots and distributing ballots, putting scores into the spreadsheet, calculating the final medals round, organizing with the tabulators the scoring sheets, announcing the winners and giving out awards at the end of the meet. The meet director will be paid $150.00 per day. This would be a total of $300.00 for both the one-acts and the individual events. The tabulators will be paid $150.00 each for assisting the meet director and running the individual events. The site for Region Drill Team will be at Cottonwood High School, Saturday, January 20, 2018 3. Drill teams must follow the National Safety Guidelines in order to qualify for catastrophic insurance coverage. 4. The categories will be DANCE, STYLIZED MILITARY, and CHARACTER. A team may enter three categories at the region level. 5. The team coach must attend a UHSAA clinic for coaches and judges prior to the Region Meet or complete the UHSAA Drill Team test. 6. Drill team coaches must attend a mandatory meeting prior to the Region Drill Team Competition. 7. If a school does not have a representative at this meeting, the school’s team will be performing first in the military category. A pre-determined rotation that addresses all of the issues (performing after the same team each time, performing first, middle, and last, etc.) will be used. Each team will draw a number and will be placed in the performance schedule according to this pre-determined rotation. The order of events for the Region Tournament will be Military, Dance, and then Character. 8. An UHSAA certificated judge will be utilized for the Region Tournament as competition director. 9. All coaches must submit the following information for the Region program by Monday, December 4, 2017 to [email protected]: i. Name of team ii. A team picture (high quality with sharp contrast) iii. Names of the drill team members and officers iv. Names of the school administration and athletic director v. All-Region Team names (3 deserving drill team members, either seniors or second year members) vi. Academic All-Region (team members with a 3.75 cumulative GPA) Note: Please make sure all names are spelled correctly. vii. Performing groups (i.e., Cheerleading, Dance, etc.) for day of Region Competition. 29

10. Drill teams will have twenty (20) minutes of floor time on the day of competition at the host school and a one hour practice session prior to competition scheduled on Monday, January 15, 2018. 11. Each drill team coach will model sportsmanship to the members and parents. At region, the state sportsmanship rule will apply. Parents/Spectators who use profane language or are disrespectful towards ANY competition staff will be asked to leave. 12. The following awards will be presented at the Region Drill Team Competition: i. Plaques will be awarded to 1st. 2nd, 3rd, 4th place winner in each category: Dance, Military, and Character. ii. Medals will be awarded to 1st, 2nd, and 3rd place winners in the Drill Down Competition. iii. A Region trophy will be awarded to the Region Championship Team. iv. Plaques will be given for 2nd, 3rd, and 4th overall. v. The top four (4) finishers will be announced as qualifying for State. vi. Certificates will be given for Academic All-Region. vii. Certificates will be given for All-Region Team. 13. No males or parents will be allowed in the dressing rooms or team areas during Region Competition. Only coaches will be allowed in the dressing area. Each team will be given two passes in case there is a make-up or costuming need. 14. Moratorium/Dead time: A mandatory dead time period must be scheduled for the summer and two (2) additional weeks must be scheduled after the season. The Thanksgiving and winter moratoriums must be followed. Teams not abiding by the moratorium will face a fine on the first offense and a sportsmanship penalty on the second offense. 15. Drill Team members in uniform accompanied by a coach will be admitted to games without charge. 16. State 5A Drill Team Competition will be held on February 1 and 3, 2018 @ UVU. We looked at Brighton since the seating was comparable to Cottonwood; however, due to the construction that will start there in the very near future, that was not a viable option. Junior Varsity and sophomore games: Each school will play a full schedule of sophomore and J.V. games. (All games will start at 4:00 p.m. (No evening games.) Sophomore games will be at the same location as the Varsity. J.V. plays opposite. Home team wears dark jerseys. Visiting team wears light jerseys, when available. Brighton will wear Orange. Region teams must be notified by August 1, 2017 if a Region team is unable to field a J.V. or sophomore team. 2. Chain crews: All schools are required to use adults on chain and down markers for varsity games. 3. Change of Time: A change of time may be affected through mutual agreement of both schools (Coach, Principal, and Athletic Director). The host school must notify Arbiter of the change of time for them to notify the officials. The host school or Region VII school (pre-season) shall notify other region schools if a change is made. All officials (Varsity, J.V., and Sophomore) will be arbited by the UHSAA. Call any changes to the UHSAA. 4. Change of Date: The Region VII board of managers must approve a change of date after mutual agreement between schools concerned. 5. Scouting: Is to be done from the spectator’s stands. No video filming of future opponents will be allowed at the Varsity, J.V., or the sophomore level. 6. Sidelines: No one will be allowed on the field or sidelines during the game without a sideline pass. Each school will develop and distribute their own sideline passes. The athletic director who meets the bus will determine from the opposing coach hoe many sideline passes are needed. It is the responsibility of the home school to keep the sidelines and track areas clear of all spectators. No spectators will be allowed on the field during the game of at half time except approved by administration. 7. Film Exchange: Each Region VII school is expected to subscribe and use HUDDLE. All film exchange will be done via HUDDLE. All filming must done by adults. During filming, all players on the playing field must be visible from the break of the huddle until the snap of the ball. Once the snap has occurred, the angle can be changed. Each team must film every play. Teams must also film the scoreboard after each scoring play and at the end of each quarter. Each team will upload their two previous games. The previous two games must be uploaded to HUDDLE no later than 12:00 p.m. the day following the game. 31

8. Dress and Locker Rooms: Home school is to provide a lockable dressing facility. A white board or chalkboard with writing instruments needs to be available. Locker rooms must be available two hours before game time. The home team should provide a guide to meet the bus, and show the team the locker room and be available if needed. J.V. and Sophomore teams should dress at their own schools. In case of inclement weather, J.V. and sophomore teams will be provided shelter at half time. The visiting team is responsible for cleaning their locker room immediately following half time. Following Half time, all valuable will be removed from the locker room and taken to the sideline. 9. Visiting team spotters/coaches must remain on the visiting team’s side/section of the stadium, unless the head coaches agree upon other accommodations. Please be the type of host that you would hope to encounter as a guest. 10. Electronic communication equipment that has been approved by the UHSAA may be used at and during the game. 11. Rosters: Rosters will be entered into Register my Athlete prior to the first game. 12. Tie Breakers and Playoffs: In the event of a tie that affects only seeding in the state tournament refer to the region manual. In the event of a tie between two schools for the last playoff berth, there will not be a play in game. Head to head results from the region contest will be used to determine a playoff berth. In the event of a three-way tie for the last playoff berth, the following procedure will be as follows. All three teams will flip a coin. The odd coin earns a bye. The two remaining teams will play off in a 24-minute game, consisting of two twelve minute quarters. The loser of the first game is eliminated. Following a fifteen-minute halftime intermission, the winner of the first twenty-four minute game will play the team that earned the bye. The two remaining teams will play a twenty-four minute game with the winner advancing to the playoffs. The playoff game will be played at a neutral site. In the event of a three way tie for two playoff spots, the procedure will be as follows. All three teams will flip a coin. The odd team is will be awarded the fourth seed. The remaining two teams will play a full game at a neutral site to determine the third seed in the playoffs. The loser of this game is eliminated from the post season. 13. Officials and Game Clock: Any current employee of a school may not officiate in any varsity game in which his/her school is involved. The game clock is to be managed by an adult for varsity games and for J.V., and sophomore games when possible. 14. Post-game activities: At the conclusion of the Varsity, J.V., or sophomore games, and after the traditional “handshake”, visiting teams will not participate in any post activities. Teams will gather their gear and load the bus no more than twenty minutes following the game. 15. Public Address Announcer: Public address announcers are not to be commentators, cheerleaders. They are not to second-guess the officials. 16. Region VII coaches will meet on Monday October 29, 2018 at 6:00 p.m., at Corner Canyon High School to determine the all-region team. 32

17. Guidelines for choosing the all-region team: Each team will nominate one outstanding offensive player, one outstanding defensive player, and one outstanding special team’s players to be voted on by the coaches. Golf (Boys) Guidelines Region Chair: Clay Bingham Two Week Prior Restrictions: Practice begins July 25 Starting Date: July 31 State Tournament: October 2-3 Academic Al-State: Aug. 22-Sep. 5 1. Varsity Competition will consist of Eight (8) 18-hole Region Tournaments. Tournaments will consist of 10 players (6 Varsity and 4 JV) with 4 scores counting from the six varsity players. 2. Stroke scoring will be used: a. Each school playing 6 golfers and using 4 scores. b. All golfers must exchange scorecards and score another player. c. Scores should be written before the group’s leaves the next tee. Any changes on the card must be initialed by the scorer. d. USGA rules are in effect unless modified by the local professional or region coaches. e. The Region Champion and State Tournament Qualifiers will be determined by accumulative Region Tournament scores. 3. State Tournament Play-off berth. In case of a tie for the last state berth, a one-hole play-off will occur at the site of the last Region Tournament with each team playing 6 players counting 4 scores. It will be sudden death until a qualifier is determined. 4. Individual medals will be awarded to the top 12 players with the lowest scores after the Region Tournaments. This will make up the All-Region Team. 5. Region Tournaments will work with the course to start at the optimal time for course and school. 6. Varsity play will be from the blue tees or equivalent. JV will be determined by the host team. 7. No caddies may be used at any time. 8. Range finders are permitted on the golf course. Phones can be used only to contact a coach. As part of the conditional use of the range finder, a player must allow any competitor in his group to also use the device upon request. 9. Electric/Gas golf carts are not to be used by any player. Exceptions (due to disability, etc.) can be approved by the region chair. 10. All players are to be dressed in appropriate golf attire. The following guidelines come from the UHSAA Handbook: Appropriate attire is required for all golfers and coaches. Participants may not wear denims of any kind of color. A participant must wear long pants, knee length skirts or shorts (no denim, basketball, or cargo style shorts are allowed) and collared shirts or mock turtlenecks. Penalty for breach or rule: two strokes and attire must be legal before player can continue. 11. Spectators/Parents may attend but are not allowed to give advice to participants. Coaching is only allowed by the designated school coaches (per UHSAA guidelines coaches must have completed required coaches’ trainings and be an official member of the school coaching staff.) Advice or coaching from spectators will result in a 2 stroke penalty. They will receive the penalty after one warning from a coach or Marshall. Each game played counts as one game, except for the games played under the two tournament exemption rule which allows schools two tournaments, at least one must be a non-school single day tournament, where all games played count as a single game (a maximum of four games may be played) and one multi-day tournament, where all games played count as two games (a maximum of eight games may be played in a multiple day tournament) If the maximum number of games is exceeded, in either tournament, each additional game would count “one for one” against contest limitations. 2. The visiting team will take their pre-game on the field at 3:00. The home team will take their pre-game on the field at 3:15. 3. The home team will call their opponent and officials by 1:00pm, if the game is to be cancelled because of weather. Rain-out games will be played on the first available weekday as agreed upon by both coaches and approved by their principals. 4. The home team is responsible for: • proper chalk markings and field maintenance • providing two new game balls • providing a responsible adult as an official scorekeeper 5. The Home team is responsible for calling the media with game results. 6. Region VII will use the double first base. 7. A Region Trophy will be awarded to the first place team in region. 8. Senior recognition day will be kept to a ten minute maximum according to general policy F-8. 9. Ties of standing will follow the Region VII tie breaking procedure for seeding. Ties occurring among two teams involving a berth in the State Tournament play-offs, the tie will be broken by a playoff game between the two tied teams. If the tie is among more than two teams, the tie will be broken by a 5 inning play-off game with all schools involved. The coin flip is not to eliminate a team. It is solely to decide who plays first, etc. The teams go into the State Tournament according to (1) the best record, (2) head to head record, (3) head to head score ratio. All play-offs will be played on a neutral site agreeable to all schools involved, on a day and time agreeable to all schools involved. 10. Please refer to “General Policies” in the Region VII Handbook for all other Region VII rules, and the UHSAA Handbook for all UHSAA rules. 45

Softball (JV) Guidelines 1. The six run rule will be in effect unless both coaches are opposed. Each team will decide whether or not teams will be allowed to bat their entire roster. 2. Junior Varsity games have an hour and a half time limit or five innings whichever comes first. 3. The Junior Varsity game will follow the Varsity game. 4. No Starting Varsity player that is a senior will be eligible to play Junior Varsity, unless agreed upon before the Varsity game between the two coaches involved. 5. If a Junior Varsity game cannot be played after the varsity game, on the day scheduled, there is no obligation to make it up however, Junior Varsity games are under contract along with Varsity games. 6. JV allowed to bat the roster with free substitution. Region Format a. Number of Contestants i. Policy Debate – 4 Teams ii. Lincoln Douglas – 4 Contestants iii. Public Forum – 4 Teams iv. Foreign Extemporaneous – 3 Contestants v. National Extemporaneous – 3 Contestants vi. Original Oratory – 3 Contestants vii. Impromptu – 3 Contestants viii. Student Congress – 6 Contestants 2. All events will count toward the Region Championship Trophy. The Breakdown for the events are asfollows; a. Debate Events – Policy, Lincoln Douglas, Public Forum b. Individual Events – Original Oratory, Impromptu, Foreign Extemporaneous, Nation Extemporaneous, and Student Congress 3. All debate and individual events will be held on Saturday. 4. The Region Tournament will be held at Brighton High School for the 2018-19 school year. 5. Contestants may enter at most 1 Event. No Double Entering. 6. Judge Requirements a. Individual Events i. 1 Judge for every 4 IE competitors or fraction thereof. b. Debate Events i. 1 Judge per 2 Policy Teams, or fraction thereof. ii. 1 judge per 4 Public Forum or LD entries, or fraction thereof. (A team bringing a full slate of PF and LD entries must bring 3 total PF/LD judges). c. Congress i. 1 Congress judge for each school with Student Congress d. Current Head Debate Coach can not Judge. e. Each school that does not bring the appropriate number of judges on the day of a Region meet will be required to drop the number of students to match the number of judges present at the point of infraction and after vote by Region Coaches f. Judges will be paid by the Region. Per Region VII Board of Managers’ approval, judges will be paid $12 a round with a max a $48 for judging (or availability) at all rounds on Saturday. 7. Registration Deadline – All schools wishing to compete must submit their Region registration via tournament software no later than February 21, 2019. Along with registration, each coach the option to submit 30 Impromptu topics (10 Famous Quotations, 10 Social Issues, 10 Abstract/One Word). In case of challenge, copies of oratories must be printed and present at the region meet. 8. Region Coaches Meeting – All schools competing at region must attend the Pairing Meeting for Region on Thursday, February 21, 2019 in person or electronically. The meeting will occur within 7 calendar days of the Region Meet. All schools must send a coach or a coach designee to the pairing meeting. Head coaches who do not attend the meeting will be bound by the decision of those present at the meeting. 48

9. Debate Parings a. All rounds will be paired using tournament software unless it is unavailable. b. The first two rounds will be randomly paired. The third round will be power-matched off of the first two rounds. The fourth round will be power-matched off of the first three rounds. 10. Individual Events Pairings a. Random selecting shall be done in each event as needed, for the first three rounds. b. 4 total rounds of competition will take place, with the 4th round acting as a hidden final. c. Where possible schools should not compete against members of their own school’s team. d. Round results will be based on rankings. Ratings will not be considered. Rankings will be 1-5 if there are more than five competitors in a section all those beyond number 5 will tie for 5th place. 11. Congress Pairings a. Congress will compete in two, 2.5-hour sessions. Legislation will be drawn from the state docket and approved by all region coaches. The docket will be released at least two weeks prior to the tournament. b. In Student Congress, all NSDA rules will apply. c. Where possible, a panel of judges, with students in the House, will be added to determine final rankings. If possible, the parliamentarian in each House will be unaffiliated. In addition, there will be three judges per session. These judges will change for the second session. All judges will score all competitors. d. Final results will be based on rankings. Ratings will not be considered. Rankings will be 1-12 if there are more than 12 competitors in a section all those beyond number 12 will tie for 12th place. e. In the event there are enough competitors for two Houses, it will be necessary to hold a 2 hour super session. The top 50% of the competitors in Congress in each House will advance to the super session. In this event quar-tiling will be determined by rankings in each House. 12. Awards a. There will be overall region trophies awarded at the Region Debate Tournament for 1st Place and 2nd place. Additionally, there will be a Debate Sweepstakes trophy and a Speech Sweepstakes trophy. b. The following number of medals will be needed. Each medal will say the title of the event and 1st, 2nd, or 3rd with the place designation (and will be given to the top three students or teams in each event): i. 6 Policy Debate Medals ii. 3 Lincoln Douglas Debate Medals iii. 6 Public Forum Debate Medals iv. 3 Original Oratory Medals v. 3 Impromptu Medals vi. 3 Foreign Extemporaneous Medals vii. 3 National Extemporaneous Medals viii. 5 Student Congress Medals (1st, 2nd, and 3rd place medals have numbers, 4th and 5th have no ranking) c. 10 additional medals will be provided for possible ties in any or all events. These additional medals will be blank. 13. Budget a. Judges available for all rounds on Saturday will be paid $12 per round with a maximum $48. b. The region representative will have $200 for hospitality for judges and coaches. c. Janitorial services for host school of the Region Tournament will be paid up to $300. 14. General Guideline a. In speech and debate competition, each individual is limited to ten tournaments per year, excluding region, state, national qualifying tournaments, and national competitions. b. Topics for the Region Meet will be the same topics that will be used at State. Extemporaneous topics will be drawn from 2018-2019 school year NFHS topics. c. The number of slots filled by a team at the entry deadline cannot be increased or decreased at the tournament. d. If forfeits can be fixed, an attempt will be made to do so, but not at the expense of delaying the tournament. e. Sweepstakes points will be calculated to match the state sweeps quartiling system. f. Ties will not be broken; each quar-tile will be chosen by marking the number which least skews all brackets, to the advantage of students. i. The top 50% or 10 students or event teams, whichever is greater, will be outright qualifiers for State. 49

g. Laptops/Tablets are permissible in policy, public forum, Lincoln-Douglas, Student Congress, and extemporaneous, subject to any changes in State or NSDA requirements. No new online electronic researching allowed during exempt draw or rounds. h. The Region chairperson position will change yearly and will be chosen at each annual Region planning meeting.
