HISTORY OF RI DISTRICT 3170 It was in 1959-60 that our district was created by redistricting of District 315 and 320 with 36 clubs as its constituents. The boundaries were defined as \"Goa India\", Maharashtra State, that portion south of latitude 18 degrees. Mysore State, that portion south of latitude 18 degrees, Andhra Pradesh, south of latitude 16 degrees. On 23rd April 1959, as a result of the ballot, Rtn B.S. Sidwa of Bangalore was elected as the first governor nominee of District 317. Being bitten by the Rotary Extension bug, Governor Sidwa went all out to sponsor new clubs. Firmly believing in establishing new clubs of Rotary to exert its widest influence, Sidwa spared no pains in going ahead with his plans with unimaginable speed. His sponsoring 22 new clubs in his year 1959-60 may probably be a world record then! He had the experience of sponsoring 8 clubs as Governor's Special Representative even before 1959. At the end of 1959-60 there were seven clubs in Maharashtra, 37 in Mysore and 13 in Andhra Pradesh. With 22 additional clubs in the very first year, District 317 started with the Rotary Message reaching even Taluka towns. Through subsequent Governors, believing in strengthening the existing clubs could not be as enthusiastic rather than enthusiastic as Sidwa, there was slow but continuous growth in the number of Clubs. By 1969-70, this district 317 had grown into an unwieldy district with 88 clubs. As the other five districts in India also saw similar growth in the number of clubs, Rotary International decided to double the number of districts. So it was in the year 1970-71, that 12 districts were carved out of the previous six districts. The Bangalore conference in 1970 under the leadership of Governor Rangaswamy was the last District Conference of the undivided District 317. The newly formed District 317, was given the following jurisdiction \"India, Maharashtra, that portion south of latitude 18 degrees, Goa, Mysore that portion north of latitude 14 degrees, Andhra Pradesh, that portion of south of latitude 16 degrees and north of latitude 14 degrees, and the number of clubs came down to 40. Rtn Nahni T. Kapadia was earlier nominated as Governor Nominee for 1971-72. Due to the sudden decision of bifurcation and lack of time, Nahni was asked whether he was prepared for preponement of the district leadership. On account of his inability to accept the permitted A postal ballot for election of Governor- nominee was held in April 1970, which gave the late Rtn Sakharam Ghatge of Kolhapur as the first Governor of the newly constituted District 317. From 1970-1973 three clubs in Andhra Pradesh namely, Bupatla, Chirala and Ongole were facing the problem of proper communication with the Governors of District 317, thus retarding their progress. These clubs being nearer to the clubs in district 315, Rtn Pandurang Mangalwedhe DG 317 and his counterpart Governor Rtn Umamaheshwar Rao of 315 jointly proposed to the Rotary International Redistricting Committee to transfer these clubs to the district 315. The district conferences of both the districts passed the resolutions accordingly. The R. I. Board agreed and after transfer the original description of the boundaries remained the same, with the addition of a clause \"excluding the district of Prakasam\" in May 1973. For a Governor to start his year by losing three clubs was not an enviable position. But the district's loss was as much of a gain to these I clubs as to district 315. Chartering three new clubs under the leadership of District Governor Rtn Pandurang Mangalwedhe of Chikodi, Chiplun and Solapur North in 1973-74 made up for this loss. Thanks to the spade work done by his predecessors. 26

Like on the previous occasion the number of clubs in not only district 317 but also in other districts increased to such an extent that R. I. had to consider redistricting within a little over a decade. The new districts formed by reallocation of clubs were more than doubled. The last conference before the bifurcation was held at Hubli under the governor-ship of Rtn Dr R. B. Patil in 1984. After redistricting, District 317 had to part with 33 clubs in Maharashtra, Karnataka and Andhra Pradesh and gained two clubs from Uttar Kannada and the new Rotary Year 1984-85 began with 46 Clubs. In this redistricting, as already mentioned earlier revenue districts were the constituents of the Rotary District. From then on till up to date the jurisdiction of District 317, now called District 3170 is as follows: Karnataka - Revenue Districts of Bijapur, Belgaum, Dharwad, Gadag, Haveri and Karwar. Maharashtra - Revenue Districts of Kolhapur, Sangli, Sindhudurg and Ratnagiri. State of Goa. Looking at the slow and steady growth in the membership of the clubs in all the then 30 districts the day may not be far off for consideration of further redistricting. ROTARACT DISTRICT 3170-CONSTITUTION WHEREAS THE ROTARACT DISTRICT 3170 has been in existence since 1969 and various rules and regulations pertaining to the functioning of the said Rotaract District have been introduced from time to time through resolutions passed at previous Rotaract District Conferences. It is considered desirable that these various rules and regulations should be codified into a comprehensive constitution for the proper functioning of this Rotaract District. IT IS HEREBY RESOLVED by the Rotaractors of District 3170 assembled at the XXVI Rotaract District 3170 Conference held at Kolhapur to adopt the following constitution. The amendments of subsequent conferences up to 30-6-2004 and RI Amendments up to 2020 have also been included in the following text. ARTICLE I: NAME The Name of this District shall be Rotaract District 3170. ARTICLE II: SPONSORSHIP 1. The Sponsor of this Rotaract District shall be Rotary International District 3170 and such sponsorship shall be exercised through the District Governor and the District Rotaract Chair of the said Rotary International District 3170, who shall guide, counsel, exercise and supervise the said Rotaract District 3170 and control all the activities, programs and policies of the said Rotaract District 3170. 1. Rotaract District 3170 is part of the Rotary International District 3170, and its members shall have any right or privileges with respect to the said Rotary International Dist. 3170. ARTICLE III: MEMBERSHIP 1. The membership of Rotaract District 3170 shall consist of only those Rotaract Clubs that have been duly sponsored by the Rotary clubs, Rotaract club or by themselves within the territorial limits of Rotary International District 3170 and who shall have received their Certificate of Membership from Rotary International. 1. Rotaract Membership dues a) (***)1 b) Rotaract District Fund: All Rotaract Clubs in this R.I. District shall pay each year a contribution to the Rotaract District Fund at Such rate per member as decided at the Rotaract District Conference, such membership being completed as on the 1st of July each year. All members joining Rotaract Club after the 1st of July shall also pay the same amount. c) Rotaract clubs will begin paying dues to Rotary International 1 July 2022 . The annual dues will be $5 per member for university-based clubs and $8 per member for community-based clubs. The $50 one-time fee for chartering a new Rotaract club will be eliminated. 3. Termination of Membership of Rotaract Clubs The membership of a Rotaract Club shall be terminated on the following grounds: a) Failure to function as per constitutional provisions - including payment of (***)2 the District Fund. b) By the decision of sponsoring Rotary Club or Rotaract Club or before 31st of October of the current year. (***)1 Deleted vide amendment date 17/02/2002 at XXX Rotaract District 3170 Conference (***) deleted in terms of RI Resolutions 32

a) Upon its own resolution by the Rotaract Club. b) By non-submission of Audited Statement of Accounts of the previous years on or before 31st of October of the current year. ARTICLE IV: FISCAL YEAR 1. The Fiscal year of the Rotaract District 3170 shall begin from the 1st day of July and shall end on the 30th day of June each year. 2. All Office Bearers of the Rotaract District 3170 and all the Office Bearers of the Rotaract Clubs that are members of the Rotaract District 3170 shall hold office corresponding to the fiscal year of the Rotaract District 3170. ARTICLE V: ROTARACT DISTRICT 3170 DISTRICT BOARD 1 (a) Following Office bearers of the Rotaract District 3170 shall be called the \"ROTARACT DISTRICT 3170 BOARD\" and shall include: 1. The District Rotaract Representative. 2. One District Secretary. 3. One District Treasurer. 4. One District Club Service Director. 5. One District Professional Development Director. 6. One District Community Service Director. 7. One District International Service Director. 8. One District Awards Committee Chairman. 9. District Zonal Representatives. 1 (b) The District Rotaract Chair of Rotary International District 3170, District Governor, District Governor Nominee, Immediate Past District Rotaract Representative, and two representatives of the Council of Past District Rotaract Representatives (who shall act solely as observers and shall have no voting rights) shall be the ex-office members of the Rotaract District 3170 Board. 2. The District Rotaract Representative shall be elected each year in the manner specified in Article VII of this Constitution. 3. The District Awards Committee shall be appointed by the District Rotaract Representative in consultation with the District Rotaract Chair of Rotary International District 3170 and shall consist of a Chairman and one member each from the Zones. The said members of the District Awards Committee shall be Rotaractors in good standing from the Rotaract Clubs in Rotaract District 3170. The District Rotaract Representative shall be the ex-office member of the Rotaract District 3170 Awards Committee. 33

4. All the other office Bearers of the Rotaract District 3170 except the District Rotaract Representative and the District Awards Committee Chairman shall be appointed by the District Rotaract Representative in consultation with the District Rotaract Chair. Provided that the District Rotaract Representative feels it necessary to appoint other District Office bearers for the good and efficient conduct of Rotaract District 3170, he shall do so in consultation with the District Rotaract Chair. 5. All the incoming Office bearers of the Rotaract District 3170 shall hold office for the period corresponding to the fiscal year of the Rotaract District 3170 and shall meet at least once before the Rotaract District 3170 Leadership Forum. 5. (a) The Rotaract District 3170 Board shall meet at least 4 times a year. One meeting of the incoming District Board shall be held prior to the Rotaract District 3170 Leadership Forum. One meeting of the Rotaract District 3170 Board shall be held prior to the Rotaract District 3170 Conference. The other two meetings of the Rotaract District 3170 Board shall be held in each remaining quarter of the year. The District Rotaract Representative shall convene the Rotaract District 3170 Board Meeting at a suitable date, place and time in consultation with the District Rotaract Chair of the Rotary International District 3170 provided that in case of necessity additional meetings of the Rotaract District 3170 Board may be convened at a date, place and time as may be decided by the District Rotaract Representative in consultation with the said District Rotaract Chair. (b) No Rotaract District 3170 Board meeting shall be valid unless the District Rotaract Representative or the District Rotaract Chair remains present at such meeting. (c) QUORUM: 50% or more of the Rotaract District 3170 Board shall constitute the Quorum of the Rotaract District 3170 Board. If there is no Quorum, then the meeting shall be adjourned for half an hour, and it shall be reconvened, and the Quorum shall not be necessary. 7. Proper minutes of the proceedings of all the Rotaract District 3170 Board meetings shall be maintained by the District Secretary. This shall be a continuous record of the Rotaract District 3170 and shall be handed over to the next District Rotaract Representative at the end of the year. 8. The duties of the Rotaract District 3170 Board members shall be prescribed by the District Rotaract Representative in consultation with the said District Rotaract Chair and shall be communicated in writing to them by the District Rotaract Representative. 34

ARTICLE VI: NOMINATION COMMITTEE PROCEDURE FOR THE ELECTION OF THE DISTRICT ROTARACT REPRESENTATIVE The Rotaract District 3170 shall adopt Nomination Committee procedure for the Election of the District Rotaract Representative and the same shall be on the general lines as that which shall be currently operative in Rotary International District 3170. SECTION 1: TERMS OF REFERENCE ( A ) A Nomination Committee for the nomination of the District Rotaract Representative shall be constituted each year, as hereinafter provided and shall be charged with the duty to seek out and select the best available candidate for the office of the District Rotaract Representative. ( B ) The Nomination Committee so constituted shall serve during the fiscal year immediately following the year of its constitution and its term of office shall cease the date when its report is submitted to the District Governor by the District Rotaract Chair of Rotary International District 3170. ( C ) Nomination Committee shall function as per the provisions of Article XII, Section 5(e) of the Bye-Laws of Rotary International with suitable changes as are required for Rotaract International District 3170. The copies of Article XIII Section 5 (e) shall be made available to the Nomination Committee members at least two weeks prior to the meeting by the District Rotaract Chair. SECTION 2: CONSTITUTION OF THE NOMINATION COMMITTEE The Nomination Committee shall be constituted in Parts I and II as stated below: PART I 1. The District Governor or the District Rotaract Chair as may be determined by the former as the Chairman. 2. District Rotaract Representative. 3. Immediate Past District Rotaract Representative. 4. Past District Rotaract Representative immediately preceding the Immediate Past District Rotaract Representative. PROVISO :1 Provided that the Chairman of the Committee shall not exercise the right to vote or give marks or participate in any other mode of assessment and shall only guide, supervise, and control the meeting. PROVISO: II Provided that no Past District Rotaract Representative or District Rotaract Representative shall be eligible to serve on the Nomination Committee if he/she is related to any candidate proposed for the office of the District Rotaract Representative and if he/she is a member of a Rotaract Club proposing a candidate for the District Rotaract Representative's office. 35

PROVISO:III Provided further that in the event of any Past District Rotaract Representative's or District Rotaract Representative specified in 1, 2, 3 and 4 Part I or all 3 of them shall become ineligible to serve on the Nomination Committee as provided in Provision II herein above and/or if they are unable to attend the meeting of the said Nomination Committee, the Past District Rotaract Representative immediately preceding him/her on them shall serve on the Nomination Committee. PROVISO : IV The Past District Rotaract Representatives who either continue to be Rotaractors or Rotarians in Rotaract / Rotary District 3170 shall only be eligible to become the members of the Nomination Committee. PART II 1. Four Rotaractors, possessing the qualification specified below, representing all the Rotaract clubs in the District, each such Rotaractor representing one group of clubs. For such purpose the District shall be divided into groups A, B, C & D which will be formed as follows: a) District Governor or the District Rotaract Chair, as determined by the former, shall divide all the clubs in the District (as on the last day immediately preceding the month in which the notification calling for candidates for Nomination Committee elections is sent to the clubs) into four groups as mentioned above, so that the voting strength of each group, as far as possible, be equal. a) District Governor or the District Rotaract Chair shall communicate the names of the Clubs in each group to all the clubs in the District fifteen days before the date of the notice calling for proposals for candidates to Nomination Committee. 2. Any Rotaractor of the District shall be eligible for election to Part II of the Nomination Committee provided that: a) He/she has held the Office of President or Secretary of a Rotaract Club in this District. a) He/she has been a Rotaractor for at least three years in a club or clubs in this district. a) At the time of proposing the club proposing him/her shall have no outstanding dues to the Rotaract District end/or R.I. as of the current fiscal year. a) He/she shall not be eligible to be selected as District Rotaract Representative during the year he/she as a member of her Nomination Committee. a) He/she shall serve as a member of the Nomination Committee for one year only. e) 36

SECTION 3 - ELECTIONS TO PART II OF THE NOMINATION COMMITTEE Election to Part II of the Nomination Committee shall be conducted by District Governor or District Rotaract Chair in the manner prescribed below: 1. The District Rotaract Chair calls for nominations from all clubs each clubs being entitled to nominate only its own member as a candidate for the group to which such clubs shall belong. All such nominations shall reach the District Rotaract Chair at least four weeks preceding the date of the commencement of the Annual District Conference, and shall be made in writing and must be signed by the President and Secretary of the Rotaract Club and Rotaract Committee Chairman of the sponsoring Rotary Club together with the Certificate of Resolution of the Club. Consent of the proposed candidate shall also be required, Detailed Bio-data of the candidate, no dues certificate from the Secretary accompanied by xerox copies of R.I. Dues and District Fund receipts. The detailed Bio-data shall consist of Attested Age Proof of the candidate and xerox copies of Certificates, etc. that are referred to in the Bio-Data. 1. The District Rotaract Chair shall inform all the clubs of the nominations so received by him at least two weeks preceding the date of the commencement of the Annual District Conference. 1. In the event of there being more than one candidate in any/each groups candidates for Part II of the Nomination Committee shall be elected on the floor of the District Conference, each club is entitled to select one candidate from each of the four groups in part II of the Nomination Committee. Only electors duly certified by each under Article VI (2) (c) & (d) shall be entitled to vote for the candidates to Part II of the Nomination Committee. The candidate securing the highest number of valid ballots shall be declared duly elected. In the event of there being a tie, the result shall be decided by the toss of a coin. In the event of there being no District Conference, the District Rotaract Chair shall conduct the election through ballot by mail as provided in the By-laws of Rotary International. 1. In the event of there being no candidate from any of the groups of Part II of the Nomination Committee, the District Governor or District Rotaract Chair shall copy duly qualified members from that particular group in consultation with the District Rotaract Representative. 1. In the event of any vacancy occurring for any reason whatsoever from among the members elected to Part II of the Nomination Committee, the District Governor / District Rotaract Chair shall fill the vacancy by appointing a duly qualified member from the group in which the vacancy has occurred in consultation with the District Rotaract Representative 37

ARTICLE VII: DISTRICT ROTARACT REPRESENTATIVE 1. All the Rotaract Clubs of this Rotaract District shall be eligible to propose a candidate for District Rotaract Representative to the Nomination Committee. The District Rotaract Representative so nominated shall hold office for a period of one year from 1st of July immediately following the Annual District Conference. 2. Any Rotaract Club of this Rotaract District may propose any of its members for the office of the District Rotaract Representative provided that such member shall possess the following qualifications: (a) He / She must be a member in good standing of the club which proposes him / Her. (b) He / She must have been as an active member of one or more Rotaract Clubs in Rotaract District 3170 for a total period of minimum (three)3 years as on the date his/her assuming the office of District Rotaract Representative if duly elected. (c) He / She must serve as president or Secretary of a Rotaract Club for one full year before being proposed for the office of District Rotaract Representative. (d) He / She must be a qualified member of a Rotaract Club in good standing which has no outstanding dues to the Rotaract District & R. I. as on the date his / her name is proposed. (d) He / She must be willing and able physically or otherwise, to fulfill the duties and responsibilities of the Office of District Rotaract Representative. (e) He / She must be a person whose conduct is above reproach. 3. DUTIES OF DISTRICT ROTARACT REPRESENTATIVE: 1. The District Rotaract Representative shall work as a liaison between the Rotaract Clubs and the District Rotaract Chair to increase Rotaract - Rotary communication. He shall also work as liaison between District and R. I. 2. He shall plan and conduct the District Rotaract meets in consultation with District Rotaract Chair including Rotaract Leadership Forum, Rotaract Conference, and District Rotaract Board Meetings. 3. The District Rotaract Representative shall publish a Monthly Newsletter in order to develop effective communication, promotion, motivation, and guidance of Rotaract / Rotary Programs in the District. 4. The District Rotaract Representative shall personally visit each Rotaract Club in the District once in the year, to guide, motivate and counsel the Rotaract Clubs in the District. 5. The District Rotaract Representative shall collect the available information from the clubs and RI and produce a District Rotaract Directory for the use of Rotaract Clubs and District Officers as a means of communication throughout the district. 38

6. The District Rotaract Representative shall maintain the accounts of the Rotaract District Fund with proper budget and income and expense statement audited by internal or external Auditors. 7. The District Rotaract Representative shall carry out such other duties as may be entrusted from time to time by the District Governor or District Rotaract Chair or Rotary International. ARTICLE VIII: NOMINATION 1. The District Rotaract Chair shall issue in the name of the Nomination Committee, an announcement to all the Rotaract Clubs inviting nomination for the post of District Rotaract Representative for consideration by the Nomination Committee, at least 12 weeks before the Rotaract District Conference. This should include the address to which nomination shall be sent. The nominations shall be submitted in the form of a resolution adopted at the Board and General Body meetings of the Club naming the candidate and properly certified by both the President and Secretary of the Rotaract Club and by Rotaract Committee Chairman of the sponsoring Rotary Club. Declaration and consent of the proposed candidate will also be required and should accompany the nomination, along with Bio-data of the candidate duly signed by the President and Secretary of the Rotaract Club and the Rotaract Committee chairman of the sponsoring Rotary Club. 2. The Nomination Committee shall meet at least nine weeks before the Rotaract District Conference to nominate the District Rotaract Representative. The quorum for this meeting shall be five members. If at the time of the meeting there is no quorum the meeting shall be adjourned for half an hour and reconvened. At such reconvened meeting, the members present shall constitute the quorum. 3. At such a meeting, the Nomination Committee shall select a candidate for the office of District Rotaract Representative basing its selection only on the format given at the end of this Constitution. 4. Within two weeks of making the selection, the District Rotaract Chair shall notify the District Governor, and also to all the Rotaract Clubs in the District, the name and club of the Nominee. 5. Notwithstanding any nomination made by the District Nomination Committee, any club in the District, with the support from three other Rotaract Clubs of District 3170, who do not have any outstanding due both to the District and R.I., may propose a candidate for District Rotaract Representative, whose name had previously been duly sent to the Nomination Committee. To do so, the clubs must file with District Rotaract Chair on or before a date determined by him a resolution of the Clubs adopted at their Board and General Body Meetings naming such candidate which shall be duly certified by the President and Secretary of the Rotaract Club and the Rotaract Committee Chairman of the sponsoring Rotaract Club. This date shall be at least two weeks after the announcement of the Nomination Committee's decision. 39

6. If on the date so fixed, any such nomination has been received and the said nomination continues effective until the expiry of two weeks, then the District Rotaract Chair shall notify all the clubs in the District of the name & Bio-data of all such candidates. All such candidates shall be elected by a ballot at the district conference. 7. If on expiry of said two weeks, no nominations from clubs in the District continues to be effective then the District Rotaract Chair shall declare the candidate of the Nomination Committee to be the District Rotaract Representative for the next year and within two weeks thereafter shall so notify all Rotaract Clubs in District and District Governor. ARTICLE IX: DISTRICT MEET 1. There shall be two Meets in each year of this Rotaract District Namely (1) Annual Rotaract District Conference and (2) The Annual Rotaract District Leadership Form. 2. The said District Conference and the said District Leadership Forum shall be held on dates to be determined by District Governor and District Rotaract Chair of Rotary District 3170 in consultation with District Rotaract Representative provided that both District Conference and District Leadership Forum shall be held before the end of the Fiscal year. If the Rotaract District Leadership Forum cannot be held before the end of the fiscal year, it may be held at the beginning of the next fiscal year but not later than 15th July but with the permission of both the outgoing and incoming District Governor and District Rotaract Chair. 3. The said District Rotaract Chair shall, at a convenient date issue a call to all the Rotaract Clubs in this Rotaract District asking for an invitation to host said District Conference and the said District Leadership Forum invitation for the Leadership Forum shall reach the District Rotaract Chair at least four weeks prior to before the District Conference shall reach District Rotaract Chair at least four weeks prior to the Leadership Forum. The said nomination shall be accompanied by a Resolution passed in the Board and General Body Meetings of the Club to that effect duly signed by the President and Secretary of the Rotaract Club and the Rotaract Committee Chairman of the sponsoring Rotary Club. 4. The said District Rotaract Chair, in consultation with the District Rotaract Representative, shall decide on the invitation to be accepted, and their decision shall be final. In case of a decision regarding the Leadership Forum, the incoming District Rotaract Representative shall also be consulted before taking a decision. 5. The host Club so selected shall make the necessary arrangements to hold the said District Conference the District Leadership Forum. All such arrangements shall be made by the host club under the supervision of the said District Rotaract Chair and the said District Rotaract Representative, who in consultation with the host club, shall also decide the registration fees to be charged for attending delegates. 40

6. The agendas for the District Conference shall be drawn up by the said District Rotaract Representative in consultation with the said District Rotaract Chair. 7. a) Within two weeks after the conference District Rotaract Representative shall submit the conference report to District Governor for publishing the same in G.M.L. b) Within twelve weeks after the District Conference or the Leadership Forum, the Conference / L. F. Treasurer, the Conference / L. F. Secretary, the Conference / L.F. Chairman and the District Rotaract Representative will submit the audited only statement of Accounts of the conference to District Rotaract Chairman who in turn will circulate the same to all the clubs. 8. The participating delegates and agenda for the said District Leadership Forum shall be as prescribed by Rotary International from time to time and shall be so drawn up by the said District Rotaract Representative in consultation with said District Rotaract Chair. 9. A minimum of ONE Workshop each under every avenue of service shall be organized and conducted during every fiscal year. ARTICLE X: District FUND 1. This Rotaract District shall maintain a District Fund to be called \"Rotaract District 3170 Fund\". 2. All Rotaract clubs in this Rotaract District shall pay each year a contribution to the said District Fund at the rate of (Rs. 100/-) per member (and / or Rs. 1500/- per club whichever is more). 3. All Rotaract clubs shall remit such contribution to the District Treasurer and shall be made payable to \"Rotaract District 3170 Fund\". The District Treasurer shall promptly issue receipts for all such payments received. 4. If any Rotaract Club does not pay the said District Fund by 31st of October then the club shall be put under suspension. If the said Fund is not paid by 31st March, then the club shall be recommended by District Rotaract Representative for termination to the District Governor. 5. All contributions to the District Fund shall be credited into a bank account in any scheduled/nationalized bank as may be decided by the District Rotaract Chair and District Rotaract Representative. Such a bank account to be titled \"Rotaract District 3170 Fund\", shall be operated by the District Treasurer jointly with the District Rotaract Representative and/or District Secretary. The necessary resolution for the operation of the bank account shall be passed at the first meeting of the incoming Rotaract District Board convened prior to the District Leadership Forum. 41

6. Disbursements from the District Fund shall be permitted only for the monthly letters of the District Rotaract Representative, the printing, postage of circulars and stationery expenses, and the audit fees of the District Treasurer. All disbursements shall be made against proper receipts and vouchers. The traveling expenses of the District Rotaract Representative shall not be reimbursed from the District Fund. 6. An annual budget for the District Fund shall be prepared by the incoming District Rotaract Representative which shall be put for the approval of the District Board and all the Rotaract Clubs at the Rotaract Leadership Forum immediately preceding the commencement of the fiscal year. The budget shall be passed by a simple majority of the delegates present at the said District Leadership Forum. 6. Not later than three months after the close of the fiscal year, the outgoing District Rotaract Representative and Outgoing District Treasurer shall prepare the Annual Statement of account of the operation of District Fund, which shall be properly audited by a chartered accountant or income tax practitioner. Such audited statement of accounts shall be forwarded to the current Rotaract Clubs in this Rotaract District and the District Board at their meeting prior to the Leadership Forum. ARTICLE XI: DISTRICT AWARDS Rotaract District 3170 presents awards to Rotaract Clubs rendering outstanding service in different aspects of Rotaract activity. Such awards shall be determined and presented in the following manner: 1. District Awards shall be presented at the Annual District Conference and shall be based on the activities of the Rotaract clubs during the preceding Rotaract Fiscal Year. 1. The Chairman of District Awards Committee shall convene a meeting of District Awards Committee at a date, time and place to be decided upon in consultation with the District Rotaract Representative, such meeting to be convened at least 4 weeks prior to the Annual District Conference. 1. Every Rotaract Club getting an award shall be required to deposit a surety amount of Rs. 100/- per trophy and shall be required to sign a bond assuring the return/replacement of the trophy. 1. At this meeting the criteria and guidelines on which the awards will be decided shall be as follows: i) The Rotaract Club shall be in good standing with the District and shall have no outstanding dues both to the District Funds. (***) 5 ii) A Rotaract Club that has received any, award/s during any of the previous years and has not returned and said award/s to the District Rotaract Representative as specified in section 6 above shall not be eligible to receive any award/s. iii) The Rotaract Clubs in this District shall submit a valid monthly report which shall: a) Be in the prescribed format. b) Be signed by the President and Secretary of the Rotaract Club and the Rotaract Committee Chairman of the sponsoring Rotary Club. c) Reach the concerned District Officers on or before the 10th of the following month. d) Be either in English / Hindi/ Kannada / Marathi only provided it is legible and clear. 5. Deleted the vide amendment date. 17-2-2002 at XXX Rotaract District 3170 conference. 6. The chairman of the District Awards committee shall submit the report of the Committee meeting to the District Rotaract Chair and the District Rotaract Representative to each at least 3 weeks before the commencement of the Annual District Conference. 7. The Awards shall be presented at the Annual District Conference by the District Rotaract Representative. 8. Any Rotaract Club receiving an award at the District Conference shall return the said Award to the incoming District Rotaract Representative at the District Leadership Forum immediately following the District Conference. ARTICLE XII: COUNCIL OF PAST DISTRICT ROTARACT REPRESENTATIVES 1. All the Past District Rotaract Representatives of this District 3170 shall constitute the council of Past District Rotaract Representatives. This council shall act as advisors, to the D.R.R. / D.R.R. (E). This council shall work in co-operation with the current Dist. Board for strengthening and developing Rotaract movement in this Dist. 1. From amongst the members of this council, two members shall be nominated to act as representatives of the council in the Rotaract District Board. 1. Only those Past District Rotaract Representatives who either continue to be a Rotaractor or have become a Rotarian only shall be eligible to be the members of the council. 1. The Chairman & Secretary of the Council shall be selected from amongst the members of the Council. 1. This council shall meet at least 3 times a year at the leadership forum, conference, and date convenient to all the members of the council. 43

20201202* 1 ARTICLE XIII: AMENDMENT AND REPEAL 1. Any provision of this constitution shall be amended or replaced only at the Annual District Conference in the following manner:- A. All proposals for amendments or repeal shall be in the form of a resolution duly approved at the Board and General Body meetings of the club and shall be signed by the President and Secretary of the Rotaract Club and the Rotaract Committee Chairman of the sponsoring Rotary Club proposing such amendment or repeal. A. Such a proposal shall be forwarded to the District Rotaract Chair and the District Rotaract Representative before a date to be specified by the District Rotaract Chair. The said District Rotaract Chair shall circulate all such resolutions received by him before the specified date to all the Rotaract Clubs in this Rotaract District at least 4 weeks preceding the Annual District Conference. No resolution which does not reach the said District Rotaract Chair before the prescribed date and has been so circulated by him shall be eligible for consideration at the Annual District Conference. A. A resolution shall be considered passed only if it secures a two-thirds majority of delegates present at the said District Conference. 2. Any provision of this constitution inconsistent with any of the R. I. Constitutional provisions or policy decisions of R. I. regarding the Rotaract movement, as may be decided upon by R. I. from time to time shall stand automatically amended or repealed or render such provisions of this constitution consistent with the aforesaid constitutional provision and policy decisions of R. I. ROTARACT Cannot be bought and sold. NEEDS Put their character above wealth. MEN Are larger than their vocation. AND Do not hesitate to take chances. WOMEN Will be honest in small things and large. WHO... Will make no compromise with the wrong. Do not say they do it because everyone else does it. Are true to their friends in adversity as well as prosperity Are not afraid to stand for the truth even if it is unpopular. Can say \"no\" with emphasis although the rest of the world say \"yes”. 44

ROTARACT STATEMENT OF POLICY A Rotaract club may be terminated: a) By Rotary International, with or without the consent, approval, or concurrence of the sponsoring Rotary club, for failure to function in accordance with its constitution, or for other cause. b)By its sponsoring Rotary club or Rotaract club after consultation with the District Governor and District Rotaract Representative or c) By the Rotaract club itself upon its own determination. Upon termination of a Rotaract club, all rights and privileges relating to the name and emblem shall be relinquished by the club and by its members individually and collectively. As a matter of policy, the Board does not recognize the right of any individual organization except RI to circularize the Rotaract club for any commercial purpose, except in the case of Rotaractors who are responsible for organizing the Rotaract club district and multi-district meetings. District Governors are requested to appoint District Rotaract committees composed of Rotarians from various parts of the District, to assist the District Governor in publicizing the Rotaract program, promoting the organization of the new Rotaract club, and administering the program of Rotaract within the district. Where feasible and practicable in the appointment of district Rotaract committees there should be provision for continuity of membership by appointing. Rotaract Organization and meetings beyond the club level: a)A District with two or more Rotaract clubs must elect a District Rotaract Representative from among their membership. The method of election shall be determined by the Rotaract membership. As a qualification for election to Rotaract Representative, a person must have served as a Rotaract club president or as a member of the Rotaract district committee for one year. b)In a district with one Rotaract club, the District Rotaract Representative shall be the most recent available past Rotaract club president. c)The District Rotaract Representative will guide and counseled by the Rotary District Governor, the Rotary District Rotaract Committee, or other appropriate Rotary district committees. d)Each district is encouraged to develop a district Rotaract organization headed by the District Rotaract Representative to carry out the following responsibilities Develop and Distribute a District Rotaract Newsletter. Plan, Arrange, and hold a District Rotaract conference. Encourage Attendance and participation at the Rotaract District Conference. 45

Rotaract e) Conduct Rotaract promotion and extension activities throughout the district in coordination with the District Rotaract Chairman. e) Serve as Rotaract information liaison to the R.I. Secretarial for the District e) Plan and implement service activities (if approved by the three fourth of the Rotaract clubs in the District). e) Provide advice and support to Rotaract clubs in implementing their projects e) Work with the District Rotaract Chairman to help coordinate Rotary/Rotaract activities in the District. e) Coordinate public relations activities for Rotaract at the District level. Work with the District Rotaract Chairman to plan and implement a training session for Rotaract Club officers in the District. Rotaract Multi-District Meetings: Rotaract worldwide meetings shall require the approval of the host District Governor (s) and RI director for the region and shall also require the approval of the RI Board of Directors, Proposals for such meetings shall be submitted by the host District Rotaract representative and the proposal shall describe the date, location, facilities, participants, program, budget and include proof of adequate liability insurance. Rotaract multi-district meetings (not at a worldwide level) shall require that the host District Rotaract Representative provide a copy of the meeting proposal which describes the date, location, facilities, participants, program budget and includes proof of adequate liability insurance to the District Governors concerned and the approval of the host District Governor. The District Rotaract Representative shall inform the RI director(s) for the region(s) and the general Secretary of the event. Rotaract exchange teams are encouraged when undertaken in accordance with the guidelines established by the RI board. As part of the official program of the annual RI convention, a special Rotaract forum one day prior to the commencement of the convention shall be arranged and implemented by RI, to include discussion of issues identified by the RI Rotaract committee as important to Rotaractors. The Rotaract pre-convention forum may be used as an opportunity to informally gauge Rotaract opinion on policy or program matters, with each district represented having one vote. Any recommendations made at the pre-convention meeting shall be forwarded to the RI Rotaract committee for its review and consideration. 46

20201202* 1 Leadership Training: All incoming Rotaract club officers shall be provided with Rotaract club officers leadership training at the district level, such training to include a one to two day leadership training seminar conducted by the district Rotaract committee in co ordination with the RI district Rotaract committee for all incoming Rotaract club officers, directors, and committee chairmen to be paid or by the sponsoring Rotary clubs or where circumstances dictate by mutually agreed-upon financial arrangements involving the sponsoring Rotary club, Rotary district, and the Rotaract participation. Rotary districts shall provide leadership training of district Rotaract committees on a multidistrict basis. Financing the cost of the Rotaract program: Individual Rotaractors shall pay annual membership fees to their Rotaract club to cover the cost of club administration. Rotaract clubs shall pay annual fees or dues to their district Rotaract organization to cover the cost of district administration. Sponsoring Rotary clubs shall pay for the attendance of their Rotaract club officers, directors and committee chairmen at district level leadership training meetings (or, when circumstances dictate, these meetings shall be paid for through mutually agreed upon financial arrangements involving the sponsoring Rotary clubs, the Rotary district, and the Rotaract participants) Pets — (President Elect's Training Seminar): Every year, before assuming charge, the incoming presidents undergo a one to two day training workshop conducted by the District administration which prepares them to effectively plan the year, give new ideas about projects, membership development, etc. The District Assembly (Leadership Forum): The District Assembly is an annual training seminar for incoming Rotaract Club officers and is generally organized before the start of the new Rotaract year (Each Rotaract year corresponds to each Rotary year i.e., July 1st to June 30th of the next year). The District Conference: The District Conference is an annual get together of Rotaractors from all over the district. This is generally held halfway during the Rotaract year. A typical conference program consists of a panel discussion of various aspects of Rotaract and Rotary and topics of general concern where eminent speakers are called on to express their views. 47

This half-yearly meet also reviews what activities have been carried out during the past six months and sets the agenda for the remaining part of the year, usually as per the bylaws of the district. The DRR for the next year may be elected during the District Conference. Intercity Forums and Zonal Meets: Inter-city Forums are small get together of Rotaractors generally from a particular area, who meet under the leadership of experienced Rotaractors and Rotarians to discuss Rotaract related topics, Similar meets organized on a zonal level comprising to 6 clubs from a zone, led by the Zonal Rotaract Representative (ZRR) are called as Zonal Meets. Rotaract Club Registration: The R.I.Secretariat acts as a central administrator for the Rotaract club, Each club is required to submit the \"Rotaract Club Organization List\" and the club organization fee to the office of the secretariat serving its area. This information becomes a part of the computerized listing of officially organized Rotaract clubs maintained in the office, making it possible to promote international and regional communication among Rotaract clubs. 48

WASTE MANAGEMENT It is impossible to stop waste generation but we can definitely reduce it, by smart methods recycle and up cycle it. The mess is big but so is our strength to take up impossible things and make them possible. With every big or small effort we take in working towards this initiative will take us towards a better tomorrow. So let's buckle up to make our cities smart and clean. We often crib about the waste that keeps piling up in our city but do very little to improve the situation. Most of the waste in dumpyards cannot be recycled/upcycled because of lack of waste segregation and as a result one type of waste ends up contaminating the other. Thus we need extensive work in this field. What to do? 1. Awareness campaigns about segregated waste. 2. Cleanliness drives. 3. Set up segregated waste bins and compost bins. 4. Connect with local authorities to collect waste separately. 5. Connect and collaborate with waste recycling/upcycling organization/companies. How to do? 1. Organize cleanliness drives frequently and collect before & after pictures. 2. Awareness on waste segregation is the key and as it's said charity starts from home similarly Awareness starts from home. Start from your own house, your apartment, schools, collages, your locality. Start small but dream big. Create awareness about waste segregation, it's importance, it's ways by carrying out door to door campaigns, street plays, videos, posters etc. 3. Set up segregated public waste bins wherever need. (Suggestion - Set them up at local street shops/religious places/hawkers so that the concerned people take care of the bin, ensure it's emptied once full. Appreciate them for their cooperation.)Composting is an easy and best way to recycling wet waste. Carry out awareness drives of same. Set up public composting bins. If this work gets the support and cooperation of local authorities and recycling companies then sky is the limit to the extent the project can scale. What do we intend to achieve?
