Secondly, I would like to inform you and IOC EB about the intention of the sport institutions of Kosovo and athletes, coaches, clubs, national federations and applicant “NOC” for Kosovo to be recognized by IOC. KOSOVO SPORT FACTS a) National Sport Federations There are 1.8 million people living in Kosovo in a total land area of 10,908 km². Kosovo population is the youngest in Europe, with half of its population younger than 28.2 years of age. Only 1% Kosovo’s popula- tion is registered in the 1200 clubs affiliated in 34 National Federations. In Kosovo there are 22 Olympic and 12 Non-Olympic Federations established. The 22 Olympic Federations are: Archery, Athletics, Basketball, Boxing, Curling, Cycling, Equestrian, Football, Gymnastics, Handball, Judo, Modern Pentathlon, Sailing, Swimming, Shooting, Table Tennis, Tennis, Skiing, Taekwondo, Volleyball, Weightlifting and Wrestling. The 12 Non-Olympic Federations are: Baseball & Softball, Climbing and Mountaineering, Aeronautics, Automobile, Chess, Fishing, Karate, Kickboxing, Bodybuilding, Mini golf, School Federation and Sport for Workers. b) Affiliation of 13 Kosovo NF with IFs Six IFs granted full membership to Kosovo NFs (ITTF, IWF, WA, IJF, ISAF and UIPM) Seven IFs granted provisional or associated membership to Kosovo NFs (FIS, WCF, AIBA, FIG, WTF, IHF and FILA). EHF recently granted full membership to Kosovo Handball Federation. (Please find at- tached the official letters sent to applicant “NOC” for Kosovo from 13 IFs (ATTACHMENT Nr. 1) These Federations are the only sports organizations governing their respective sports in the territory of Kosovo and all of them are members of applicant “NOC” for Kosovo. They are also licensed by the Kosovo Ministry responsible for Sport. c) Real ongoing activities of NFs and infrastructure 34 NFs are exercising specific and real on-going activities in Kosovo including both genders and differ- ent categories (senior, junior, cadet). Each year they organize National championships, National Cup or League of Kosovo in around 76 different stadiums and 23 sports halls around Kosovo (Please find attached the list of all existing NFs in Kosovo, (ATTACHMENT Nr. 2) d) Applicant “NOC” for Kosovo Applicant “NOC” for Kosovo was established by representatives of Kosovo NFs, on May 27, 1992. Since then Annual Assemblies were organized every year, while every four year Election GA were organized. (Please find attached the minutes from the first GA (1992); also from the last Election GA (2012). (ATTACHMENT Nr. 3) e) Huge support for sport by citizens and institutions Applicant “NOC for Kosovo, NFs and clubs, athletes, coaches and officials are supported by all citizens of Kosovo and by highest Kosovo authorities and institutions (Please find attached the support letter by 3

Tirana, 16.2.2013 (Please find attached the best results of Kosovo athletes and their World or Olympic ranking as well as other best results achieved in different tournaments for athletes who did not have the opportunity to compete in European and World championships, (ATTACHMENT Nr. 5) KOSOVO POLITICAL FACTS a) Six years ago Kosovo became an independent country! Kosovo is located in the heart of Southeast Europe surrounded by Albania, Montenegro, Serbia and Macedonia. (Please find attached more figures about Kosovo, (ATTACHMENT Nr. 6) Kosovo’s Declaration of Independence was enacted on 17 February 2008. (Please find attached the declaration of Independence, (ATTACHMENT Nr. 7) b) Kosovo and UN International Court of Justice A United Nations General Assembly resolution adopted on 8 October 2008 backed the request of Serbia to seek an International Court of Justice advisory opinion on Kosovo’s Declaration of Independence. On 22 July 2010, the ICJ ruled that the declaration of independence of Kosovo “DID NOT VIOLATE ANY APPLICABLE RULE OF INTERNATIONAL LAW”. (For more details, please find at (ATTACHMENT Nr. 8) 4
APPLICATION FILE APPLICANT KOSOVO OLYMPIC COMMITTEE c) Kosovo is recognized by the majority of UN countries International reaction was mixed. However as of 13 August 2014, the Republic of Kosovo was recognized by 108 UN member states. 108 out of 193 (56%) United Nations member states have recognized Kosovo, 23 out of 28 (82%) European Union member states recognize Kosovo, 24 out of 28 (86%) NATO member states recognize Kosovo. The Government of Serbia does not recognize Kosovo as a sovereign state, but has begun normalization of relations with the government of Kosovo in accordance with the Brussels Agreement of 19 April 2013 facilitated by the EU High Commissioner Catherine Ashton. (Please find attached the list of 108 UN states that recognized Kosovo, (ATTACHMENT Nr. 9) d) Further recognition of Kosovo by UN and EU agencies Following the opinion of ICJ, Kosovo became recognised by many UN Agencies as: - International Monetary Fund (IMF) - World Bank (WB), - International Bank for Reconstruction and Development (IBRD) Dear President, As applicant “NOC” for Kosovo we believe that we deserve to be recognized by IOC since we think that we meet all requirements prescribed by the Olympic Charter, effective from 9.11.2013, Rule 28, 29 and 30 and BLR 27 and 28 a) The Draft-Statute and logo of applicant “NOC” for Kosovo are in compliance with the Olympic Charter. (Please find attached at: (ATTACHMENT Nr. 10) b) 13 National Federations included in applicant “NOC” for Kosovo are affiliated to the IFs governing sports included in the program of the Olympic Games. c) We believe that Kosovo can be considered as a “country” since it is recognized by a significant majority of the UN member countries which constitute the International Community. d) The applicant “NOC” for Kosovo is a well-structured Olympic sport organization with a potential to nurture and raise good athletes e) Its Executive Board is elected democratically and is fully committed to adopt and implement a good strategic plan in order to demonstrate good governance and to communicate core values and its mission to members and stakeholders! APPLICATION FILE APPLICANT KOSOVO OLYMPIC COMMITTEE MINUTES OF THE FOUNDING KOSOVO OLYMPIC COMMITTEE GENERAL ASSEMBLY Pristina, May 27, 1992 The meeting was held in the building of the “Rilindja” daily newspaper OPENING CEREMONY 1. Mr. Muhamet Berisha, the head of initiative committee for establishing Kosovo Olympic Committee, opened the first meeting and welcomed 26 delegates from 13 National Sport Associations active in *Olympic Sports), 2 delegates from Sport Journalists Association, 2 delegates from Associations of sport medicine, 2 delegates from the Faculty for Physical Education, 11 athletes and distinguished sport personalities and honored guests: Mr. Nazmi Mustafa, Major of the Pristina Municipality, Ali Latifi, President of the Association of all sports in Kosovo and Mr. Halim Hyseni. He stated that they convened to establish the Kosovo Olympic Committee since more than 13 National Sport Associations of Kosovo were already established. He added that everybody is aware that Serbian regime imposed in Kosovo by means of force, forbade entrance of non-Serbs athletes to practice sport and to organize sport activities. As a result, sport clubs with Albanians are playing in improvised pitches in the basements of houses dedicated by owners for sport activities. Clubs have established their federations and now representatives of federations are establishing the Kosovo Olympic Committee. 2. Mr. Nazmi Mustafa and Mr. Halim Halimi expressed their pleasure for being present on the occasion of the first session of the General Assembly which will elect the Executive Board to govern the sport sector in Kosovo as the highest body and umbrella organization in the new sport system in Kosovo. Agenda Item No. 1: Roll Call Mr. Sejdi Merkoja, announced that 43 delegates were present so they could start with the first meeting in the new history of Kosovo. Agenda Item No. 2: Approval of the Statute of the Kosovo Olympic Committee Draft-Statute of the Kosovo Olympic Committee was drafted by experts based on the Olympic Charter. The Draft was sent to the participants one week prior to the meeting. Nobody had to add anything to the Draft and it was unanimously approved by all the 43 delegates. DECISION: Kosovo Olympic Committee has its statute in compliance with the Olympic Charter and it will serve as reference for all members of the Kosovo Olympic Committee. 33

Hysen Rakovica, member (Athletics) On behalf of the Executive Board, Mr. Muhamet Berisha, thanked the delegates for their trust and stated that they were going to meet with the President of the International Committee, Mr. Huan Antonio Sama- ranch, in order to inform him about the discrimination exercised by the Serbian regime toward athletes in Kosovo and about the KOC aspiration to become a member of the IOC. APPLICATION FILE APPLICANT KOSOVO OLYMPIC COMMITTEE MINUTES OF THE VI ELECTION *NOC KOSOVO GENERAL ASSEMBLY Pristina, November 24, 2012 OPENING CEREMONY 1. President Besim Hasani opened the meeting and welcomed the members of Election Assembly and honoured guests: Mr. Stavri Bello, secretary general of the NOC Albania and the Kosovo Minister for Cul- ture, Youth and Sport, Mr. Memli Krasniqi 2. Mr. Stavri Bello, stated that it was a pleasure to be back in Pristina and to participate in the VI General Assembly. He thanked Mr. Hasani, President of the Kosovo Olympic Committee and other members of Election Committee for the excellent organization. He congratulated EB of KOC and NF of Kosovo for close cooperation with NOC Albania and NF of Albania. Mr. Bello urged for more cooperation in organiz- ing joint events in training sport administrators, athletes and coaches. Finally he expressed his gratitude and appreciation for the work carried out by Mr. Besim Hasani, not only in Kosovo but also in facilitating integration with IFs and IOC 3. Mr. Memli Krasniqi, Minister of the Ministry of CYS greeted the meeting and stated that he was very pleased to see more than 80 representatives of more than 30 NF and other personalities who are pro- viding tremendous contribution in developing and promoting Olympic Movement in Kosovo. He stated that he hopes that this Assembly will choose an effective EB and other organs capable to carry out the strategic plan to develop sport in the country and to help integration of NFs with IFs and finally that he would like to see that KOC became member of IOC during this mandate of the government. He hoped that the Assembly will find best solutions and make recommendations which would help the sport to move forward. He also invited all delegates to cooperate more intensively amongst them and with KOC as well as with Ministry of CYS in the best interest of the sport. Agenda Item No. 1: Roll Call Mr. Shatri, Chair of the Committee for verification of attendance, informed the delegates that a total of 89 delegates with the right to vote were present in the VI Kosovo NOC* Election General Assembly, which is a record number since the founding of the KOC. Among them were delegates from new members (Mod- ern Pentathlon, from Baseball and Softball, from Mini-golf and from Fishing Federation); the Assembly decided to grant provisional membership to Curling and Sailing Federation without the right to vote at this Assemble. Mr. Shatri stated that, based on the KOC Statuses, the next Federation has the right of three votes: Athletics, Archery, Basketball, Boxing, Cycling, Equestrian, Football, Handball, Judo, Modern Pentathlon, Shooting, Skiing, Swimming, Table Tennis, Taekwondo, Tennis, Volleyball, Weightlifting and Wrestling (19 Olympic Federations x 3 delegates = 57) National Federations with two votes are the following: Aeronautic, Automobile, Alpinism & Moun- taineering, Baseball & Softball, Bodybuilding, Fishing Federation, Karate, Kick box, Mini-golf Federation, School sport and Chess, (11 Non-Olympic Federations x 2 delegates = 22 delegates). The three sport organizations with one vote are: Union of Sport Journalists, Department of Sport and Faculty of Sport Science (3 delegates). The following 7 Athletes and renowned personalities also have the right to vote: Mehmet Bogujevci, Fadil Vokrri, Majlinda Kelmendi, Fatmir Makolli, Ferit Zekolli, Mustafe Syla and Resmi- je Juniku (7 delegates); (57 delegates belong to Olympic Federations; 57+22+3+7=89) Agenda Item No. 2: Election of KOC President for the 2012 – 2016 term Mr. Hasani, informed the delegates that Mr. Naim Muja, the President of Kosovo Wrestling Federation and Mr. Besim Hasani, are 2 candidates to run for election for Presidency of *NOC Kosovo for the period November 24, 2012 - November 26, 2016 After five minute presentations of the vision by both candidates, the delegates voted by secret ballot for president of *NOC Kosovo. 39
APPLICANT KOSOVO OLYMPIC COMMITTEE APPLICATION FILE DECISION: Mr. Besim Hasani was re-elected as President of *NOC Kosovo for the term from November 24, 2012 - November 2016 with 48 votes in favour, while 37 voted in favour of Mr. Naim Muja. Four votes were not counted since four delegates gave irregular votes. The General Assembly congratulated with applause the re-election of Mr. Besim Hasani as the President of *NOC Kosovo. Mr. Besim Hasani, thanked the members for their support and stated that he wishes to be more coop- erative with all the NFs. He stated that he will do his best to gain the trust of all those who voted for Mr. Naim Muja and promised to be very open and transparent. Agenda Item No. 3: Election of 4 Vice-Presidents for the term 2012 – 2016 The General Assembly by secret ballot voted to elect for four Vice-presidents among 12 candidacies. DECISION: Mr. Shasivar Haxhijaj, Mr. Fatmir Makolli, Mr. Arben Lila and Mr. Artan Rugova, were elected as Vice-pres- idents of NOC Kosovo for the term 2012-2016 Agenda Item No. 4: Election of 7 members of EB of NOC Kosovo for the term 2012 – 2016 The General Assembly by secret ballot voted to elect 2 women and 5 other members of the Executive Board amongst 26 candidacies.
