PETRONAS on ib own has initiated a jointPlatformAbandonment Study with our PSC contuactors and some local design consultanb to evaluate the methods and the costs entailed in platform abandonment. The study will provide an overview of platform abandonment scenarios for Malaysia with reference to current worldwide practices, technology and legal framework. The study will form the basis for deciding on the necessary course of action. Nada: Withthe fufure exploration areas lying in deep waters, what steps have or will be taken by PETRONAS to make it attractive for others to explore these blocks? Tan Sri Azizan: PETRONAS has received enquiries from several foreign oil companies regarding exploration in deepwater areas. We are now sfudying these proposals and assessing the current state of exploration and production technology and related costs. Presently, PETRONAS plans to acquire approximately 8,000line-km of newseismic data in the deep water areas so as to obtain a better understanding of the geology and to fully evaluate the hydrocarbon potentials. Once we have a clearer picture off the extent of the hydrocarbon potentials in these deeper waters and the cost of exploring and developing these potentials, taking into consideration the available technology, we will be able to draw up appropriate PSC terms.

Setakat ini kita telah menandatangani22PSC baru (tidak termasuk usahasama Delta Baram), tujuh dalam tahun 1987; 10 dalam tahun 1988 dan lima dalam tahun 1989. Kegiatan-kegiatan eksplorasi, terutamanya kegiatan memperolehi data seismiktelah mdningkatsejak itu. Tahun 1988 mencatatkan perolehan data yang tertinggi hingga hari ini dengan kira-kira 69,000 kilometer garisan seismik diperolehi. Penggerudian eksplorasi dalam tahun 7989-7993 dijangka tinggi oleh kerana syarikat-syarikat baru akan memenuhi keperluan minimum seperti yang dikehendaki oleh PSC. Hitung panjang lebih 30 buah telaga setahun dijangka digerudi dalam tempoh itu. Peningkatan kegiatan eksplorasi oleh para kontraktor kita akan membawa kita kepada prospek-prospek baru untuk digerudi dan seterusnya kepada penemuan simpanan-simpanan baru. Penemuan-penemuan baru ini akan menambah dan meningkatkan simpanan kita. Hingga hari ini, ada tiga penemuan baru, iaitu Kinabalu di Sabah, Asam Paya di Sarawak dan Tembikai di Semenanjung Malaysia. Kita sentiasa waspada agar tidak ketinggalan dan kita tidak mahu perkara ini berlaku. Kita akan, kiranya perlu, menawarkan syarat-syarat yang lebih baik. Bagaimanapun, buat masa ini kita merasakan syarat-syarat yang ada sekarang adalah cukup baik- Saya sedar bahawa sesetengah orang menganggap syarat-syarat PSC kita adalah antara yang terketat. Sebagai langkah kita sendiri PETRONAS telah memulakan Kajian Peninggalan Pelantar dengan para kontraktor PSCnya dan beberapa juruperunding rekabentuk tempatan untuk menilai kaedah dan kos yang terlibat dalam peninggalan pelantar. Kajian itu akan memberikan garis panduan tentang peninggalan pelantar bagi Malaysia selari dengan amalan-amalan di seluruh dunia sekarang, teknologi dan dari segi undang-undang. Kajian itu akan dijadikan asas bagi kepuhrsan tentang tindakan yang harus diambil.
