CHARTER OF DUTIES CW-3 (a) Charter of Duties (i) Processing & monitoring claims of Education Concessions to children of Armed Forces Personnel killed/missing/disabled in Ops/CI Ops in India/abroad. (ii) Policy for provision of amenities to troops in India and abroad including procurement of Special Amenity stores from Amenity Grants for troops. (iii) Holding of Regimental/Corps Re-union. (iv) Policy regarding Raising of funds by units/sponshorship. (v) Detailment of Entertainment troupes for Entertainment of troops located in forward areas. (vi) Policy regarding Acceptacne of gifts and donations from public and processing of applications regarding acceptance of gifts by Army personnel. (vii) procurement of light reading material for entertainment of troops from National Defence Fund. (viii) Monitoring of Indira Awas Yojana. (ix) Disposal of petitions received from ex-servicemen, servicemen and their dependents concerning welfare.

-2- (b) Updates of Sec: (i) Education Concession Educational concessions are admissible to the children of Armed Forces personnel killed/missing or permanently disabled in 1962, 1965, 1971 wars, Op PAWAN and Op MEGHDOOT. These concessions were further extended wef 06 Aug 2003 for the children of the Armed Forces personnel who were killed/declared missing or permanently disabled post MEGHDOOT operations in India and abroad, they also cover Counter Insurgency Operations. It is applicable for student studying in Govt/Govt aided schools/educational institutes, Military/Sainik Schools and other schools or colleges recognized by the Central or State Govts including the autonomous organizations financed entirely by Central/State Govts. (ii) Regimental Associations. Arms and Service Dtes at AHQs may form association only after obtaining prior approval of the COAS. Final sanction is given by MoD. (iii) Sports and Adventure Activities. All cases seeking sponsorship for sports and adventure activities being organized by Army Adventure Cell(AAC) be routed through MT Dte for final sanction by the AG’s Branch. Statement of case must be through proper channel in which full details of sponsor must be given. (iv) Entertainment of Troops. Command HQs may project special demand of entertainment troupe for difficult areas or for special occasion required. CW-3 forwards the

proposal to Song & Drama Div, Ministry of I&B, Soochana Bhawan, for taking necessary action. -3- (v) National Defence Fund. Books are purchased from National Defence Fund for which Rs.55Lac per year is allotted by MoD. These books are then distributed to units through Command HQ. Books have been last procured in 2008 for 2005. Grant from 2006 onwards is still awaited. (vi) Digital Signage Networking. Digital Signage Networking technology is anew concept of outdoor and indoor advertising, which uses the power of the ‘Digital Signage Medium’ for displaying data and value information. It is an online system, which is dynamic in nature and uses the latest technology for wide range broadcast and coverage. Concise information can be put forth in multiple languages to suit the requirement of serving soldiers, their families and Armed Forces Veterans/ESM. In keeping in consonance with AG’s Branch commitment to disseminate value information on various welfare schemes, ECHS facilities PS matters etc a pilot project based on the Digital Signage Technology was started after approval by the AG in Nov 09. (c) Imp policy letters. (i) Policy letter of Regimental Association: AHQ letter No.B/42054/AG/CW-3 (a) dated 17 Nov 1992. (ii) Policy letter of Sports and Adventurous Activities: AHQ letter No.B/42054/Policy/AG/CW-3(a) dated 30 Mar 1993. (iii) Policy letter of Troops: GOI letter No.B/44005/Policy/AG/CW-3 dated 30 Mar 1993.

(iv) Policy letter of Education Concession: GOI letter No.9(1)/703/Edn Concession/D(Res) dated 06 Aug 2003. -4- (d) Forecast of events: (i) Digital Signage Networking: The pilot project was tried as a test bed in Delhi/NCR at six outlets. The modalities for installing screens in clusters on a pan India basis in Polyclinics has been worked out by ECHS in consultation with CW Dte, AG’s Branch. Northern cluster has been identified and presently, 92 screens are in process of being installed at 13 locations, in various cities in Delhi/NCR, Chandigarh, Ambala, Amritsar, Jallandhar, Ludhiana, Patiala, Jaipur, Gurdaspur, Jammu, Hoshiarpur, Udhampur and Shimla. CHARTER OF DUTIES CW-4 1. Financial Assistance. The financial assistance is granted to Ex-servicemen (other than officers) widows and their dependent family members from AG’s Welfare Fund after initiation of form DD- 40 which is completed and recommended either by serving officer (not below the rank of Lt Col) or Secretary Zila Sainik Board. The cases are dealt on merit and the amount sanctioned credited to the individual through a crossed cheque. 2. Medical Distress Grant. The medical distress grant is given to Ex-Servicemen (other than officer) who are suffering from serious diseases such as heart, cancer renal and other ailments for which life saving drugs are recommended by the Hospital. This grant is given to those who are not members of AGI/MBS/ECHS Scheme and KSB is not re-imbursing their medical claims. 3. Armed Forces Flag Day Fund. Collection of Car/Token Flags from Kendriya Sainik Board and their distribution to all Command HQrs on the basis of their requisition. 4. Rail/Air Travel Concessions/Rent Free Telephone Facility. Matters pertaining to Rail/Air Travel Concession to Gallantry Awardees, War Widows and Rent Free Telephone facility. The cases are processed with ADG (Mov). 5. Matters pertaining to ESM Leagues/Associations. Matters pertaining to financial assistance for ESM leagures/Associations. 6. Detailment of MC Display Teams. Detailement of Motor Cycle display teams for performing on various occasions/events.

CEREMONIAL AND WELFARE -5 CHARTER OF DUTIES 1. Pre-Release Resettlement Training of JCOs/OR. 2. Army Welfare Society (AWS) 3. Asha Schools. 4. Welfare Institutions for Disabled Soldiers:- (a) Paraplegic Rehabilitation Centres (PRCs), Kirkee and Mohali. (b) Queen Mary’s Technical Institute (QMTI), Pune. (c) St. Dunstan’s After Care Org, Dehradun. (d) Red Cross Home (RCH), Banglore. 5. Old Age Home. 6. Hospices. 7. Artificial Limb Centres. PRE-RELEASE TRAINING IN GOVT/PRIVATE INSTITUTIONS 1. Adjutant General’s Branch organizes pre-release re-settlement training for PBOR through the Directorate General Resettlement in Government and private institutions for duration ranging from one month to one year. Details of the courses are published every year in March by the Directorate General of Resettlement and issued to all Record Offices. The various type of vocational training courses conducted are as follows:- (a) Computer Related Courses. (b) Security and Fire Officer’s Courses. (c) Technical Courses. (d) Management Courses. (e) Medical related Courses. (f) Agro Industries related Courses. (g) Miscellaneous Courses.

2 2. Personnel with two years residual service may apply for these resettlement courses. Nominal roll of applicants are forwarded through respective Record Offices to Integrated Headquarters of Ministry of Defence (Army) (AG/CW-5) three months prior to commencement of courses. Detailments on these courses are done by Integrated Headquarters of Ministry of Defence (Army) two months prior commencement of courses. ARMY WELFARE SOCIETY 1. Army Welfare Society was established on 10 July 1998 to enhance and support the official welfare efforts of the Army. Society was established with special aim of focusing on the welfare of serving and retired Army personnel, their families, widows, children, dependents and disabled Army personnel. Army Welfare Society acts as interface between Ministry of Social Justice & Empowerment and Asha Schools to obtain grants. 2. Army Welfare Society provides:- (a) Rehabilitation of battle casualties and widows of soldiers killed in War, Counter Insurgency Operations and in Aid to Civil authorities. (b) Rehabilitation of physically handicapped individuals. (c) Establishment and running of special schools for mentally/visually handicapped children of serving as well as ex-servicemen. (d) Vocational training to handicapped servicemen/ex-servicemen, their families and widows. (e) Facilities and equipment in support of artificial limbs for the physically handicapped. (f) Any other project considered necessary which relates to welfare and uplift if needy serving personnel, ex-servicemen and their dependents. ASHA SCHOOLS Asha Schools have been established since 1991 under welfare schemes of Army Welfare secretariat / local formations to provide education and rehabilitation training facilities to special children of Army personnel, ex-servicemen and civilians. Curriculum inclusive of education, vocational training, sports activities and organize excursions to make them useful and independent members of society. Management of Asha schools is with local management committee as per Standing Operating Procedure by Army Welfare Secretariat. Administrative support is being provided by local Army units. Admission to Asha Schools is granted to the special children on basis of medical history of child and recommendations of medical specialists. Admission is kept open round the year for benefit of special children. Presently there are 36 Asha Schools spread over the complete country.

-11- PARAPLEGIC HOMES Paraplegic Rehabilitation Centres (PRC) at Kirkee and Mohali with a capacity of 109 and 100 beds respective are being run for rehabilitation of paraplegic and tetraplegic ex-servicemen, who have been injured during service and where injury sustained by individual is attributable to military service. PRC are being run as charitable trust registered with the respective State Governments. These institutions are funded by Kendriya Sainik Board, Ministry of Social Justice and Empowerment, Adjutant General’s Branch and other State Governments/Private Organizations.

16 QUEEN MARY’S TECHNICAL INSTITUTE, PUNE 1. The Queen Mary’s Technical Institute (QMTI), Range Hill, Pune, is an NGO run charitable institution conduct rehabilitation training courses for disabled servicemen, ex-servicemen and their dependents. It is recognized by National Council of Vocational Training. It runs courses for:- (a) Fitter. (b) Electrician. (c) Motor Mechanics. (d) Welder (Gas & Electric). (e) Diesel Mechanic. (f) Tailoring (Cutting & Sewing) (g) Computer Operator-cum-Programming Assistant, (h) Computer Hardware & Networking. (j) English Speaking and BPO management Training, (k) Film, Audio & Multimedia Technologies. (l) Industrial Administration & Services Management. 2. Applications duly recommended by OC/CO are routed through respective Records. Application should reach Adjutant General’s Branch (CW-5) latest by 30 June every year. Limited accommodation for single persons is available within campus. Details of QMTI are available on website ww.qmti, pune.org.

18 ST. DUNSTAN’S AFTER CARE ORGANISATION, DEHRADUN The institution provides rehabilitation of blinded service and ex-servicemen including `after care’ in the form of assistance to these ex-servicemen. The training is conducted at National Institute for the Visual Handicapped (NIVH) which is co-located in the same campus. Training to the blinded ex-servicemen is provided in two parts, i.e adjustment training of three months duration (orientation and mobility) and specialist training in a particular trade for one year duration. The institution is funds by Kendriya Sainik Board, Ministry of Defence and grants by Service HQ. RED CROSS HOME, BANGALORE Red Cross Home, Bangalore is a home for disabled (physically challenged) ex-servicemen as well as Rehabilitation Centre. It can accommodate 75-100 inmates. However, at present there are only 04 inmates. Red Cross Home Bangalore provides free medical, nursing, physiotherapy, rehabilitation, food and accommodation. In addition, Ministry of Defence, Kendriya Sainik Board also gives an annual grant to meet the running expenditure of Red Cross Home, Bangalore. AG’s Branch, Integrated Headquarters of Ministry of Defence (Army) provides grants to meet the pocket allowances and training expenses of non-pensioner inmates. OLD AGE HOMES There has been an increasing demand from retired personnel for setting up of Old Age Homes by the Army. One Senior Citizen Home “Home away from Home” on “pay and stay” basis has been approved in each Command, where a person would be required to pay a fixed sum every month towards the expenditure. A pilot project at Panchkula under Western Comd is in progress. HOSPICES Presently no facility to cater for terminally ill service personnel and old/ helpless veterans, their wives/widows exist. A proposal for creating Hospices (Care beyond Cure) for the retired and needy ex-servicemen is under consideration. These centers would come up preferably next to a military hospital in selected major cities with a large population of ex-servicemen. A suitable area has been identified close to Base Hospital, Delhi Cantonment for starting the pilot project. ARTIFICIAL LIMB CENTRE 1. Artificial Limb Centre is functioning under Command Headquarters at Pune. It is providing the treatment / fitments to serving as well as ex-servicemen. This centre is a pioneer rehabilitation, providing superior prosthetics using specially chosen components from diverse reputed international companies. This centre is the first ISO 9001:2000 certified AMC unit, upgraded to ISO 9001:2008 since then. The holistic services provided by the centre encompass physiotherapy, gait and balance training,

psychological and social support, and surgical services; all of which are crucial for the exceptional outcome demonstrated by clients. 19 2. There are four ALC sub centres as under :- (a) Delhi. (b) Chandigarh. (c) Lucknow. (d) Guwahati. 3. All these sub centres are working under respective hospitals with technical support by Artificial Limb Centre, Pune. CEREMONIAL AND WELFARE (CW-6) Introduction 1. CW-6 was raised as PS-10 in 1971 to look after the welfare of Gorkhas, both serving as well as ex-servicemen. The section has also been tasked to coord and control the various welfare activities conducted for the Nepal Domiciled Gorkhas in Nepal in conjunction with the Military Wing, Nepal to include the Welfare Branch, Pension Branch, Pension Paying Offices, Indian Ex-servicemen Welfare Organisation in Nepal (IEWON). Over a period of time CW-6 has become an Ex India quasi coord for activities of Def Wing, Nepal. 2. Charter of Duties (a) General. (i) Policy matters pertaining to serving NDG and ESM Gorkha soldiers through the concerned Dte and departments of MoD. (ii) Welfare of NDG servicemen and ESM to include entitlements and distribution of grants to NoKs of deceased/BC. (iii) Process & monitor petitions and complaints of NDG ESM with the concerned Dte & MoD. (iv) Org Annual Gorkha Bde Conf in coord with GRD Kundraghat (GBC Cell) & attend Gorkha Regt Reunions & Biennial Conf at the Gorkha Regtl Centres. (v) Attend Nepal India Bilateral Consultative Group on Security (NIBCGS) Conf. (b) Def Wing. (i) Processing all cases of sanction of est of Military Wing, Nepal with MoD on a yearly basis. (ii) Budget allotment and monitor expenditure of MPB Kathmandu with regard to Contingency Grant, TA/DA, Works, Rent/furniture/maint, FOL Budget and Maint of Vehs. (iii) Annual Foreign Travel Plan Budget to Nepal in respect of AG’s Br and Cols of the Gorkha Regts. (iv) Review of est of MPB and Defence Wing, Welfare Branch with MoD/Dte of AHQ. (v) Issues connected with ROIE, (Record Office, Indian Embassy, Nepal) through MP-8(I of R). (vi) Process cases of mov sanctions, home leave passes, acquisition of properties etc of staff posted in Mil Wing.

2 (vii) Maint corpus of the following funds on behalf of the Defence Wing in Nepal :- (aa) Ex-Servicemen Welfare Fund. (ab) Bhartiya Gorkha Sainik Niwas Fund. (ac) Nepal Indo Friendship School Fund. (viii) Pre-despatch formalities of offrs posted to Mil Wing, Indian Embassy, Kathmandu (Nepal). (ix) Plan and coord visit of Regt Trekking Teams to Nepal. (x) Revision of orders/inst on matters pertaining to Gorkhas. (xi) Coord visit and mov to Nepal. (xii) Act as Info Cell for Gorkha ESM and widows. (c) Indian Ex-servicemen Welfare Org of Nepal (IEWON). (i) Prog all issues raised during IEWON meet/visit of officers to Nepal with other Dtes/Branches of AHQ and MoD. (ii) Review SOPs and fin powers for incurring expenditure of IEWON Funds. (iii) Processing all sanctions on expenditure of IEWON Funds. (iv) Investments of corpuses of IEWON Funds. (v) Plan and process audit of IEWON Funds by CA. 3. Welfare Activites (a) Coord visit and mov to Nepal. (i) AG & offrs of AG’s Branch. (ii) President Gorkha Bde. (iii) IEWON delegation. (iv) Cols of Gorkha Regts (Two each yr). (v) Pre-despatch formalities in respect of offrs posted to the Mil Wing & other ests, Indian Embassy, Kathmandu, Nepal. (vi) Plan and coord visit of Regtl Trekking Teams to Nepal. Seven teams planned each year (One per Regt/yr). (vii) Accompany President Gorkha Bde on visit to Nepal.

3 (b) Indian Ex-servicemen Welfare Organisation in Nepal (IEWON). The Indian Ex-servicemen Welfare Organisation in Nepal (IEWON) consists of HQ IEWON and District Soldier Boards (DSBs) which are similar to the Rajya/Zila Sainik Board in various Indian States. Defence Wing, Embassy of India, Kathmandu, Nepal organises a welfare meeting at Kathmandu, Nepal every year and is attended by officials from Ministry of Defence, PCDA, Allahabad and officials from Indian Army for review of welfare activities pertaining to Nepal Domiciled Gorkha serving soldiers/Ex-servicemen. The u/m actions are reqd to be taken for the conf :- (i) Obtain agenda pts from Def Wing, Nepal and GTC. (ii) Put noting for sanction of grant for distr to needy ESM/Widows/Veer Naris. (iii) Process file for visit of officers. (c) Visit by Cols of Gorkha Regt and Service Offrs to Nepal. (i) Vis by Col of the Gorkha Regt to Nepal intro in yr 1996. (ii) Vis undertaken once in their tenure for duration of seven days. (iii) Vis by two Col of Gorkha Regts in each financial years. (iv) Authority – Govt of India, Min of Def Letter No B/49102/AG/CW-6 dated 10 Oct 1996) (d) Visit by Regimental Trekking Teams to Nepal and Pre-Desp Formalities. (i) The visit of Regimental Trekking Teams to respective recruitment areas commenced in 1973. (ii) Seven teams in a year (one from each Regiment) comprising of two officers. Trek undertaken by offrs while on lve (duration 30 days). (iii) Scheduled between Sep to Apr. (iv) Seven Trekking Teams planned during 2018-19. (v) Authority- Govt of India, Min of Def letter No A/31743/WT/AG/ PS-10/2475-D/D(GS-I) dated 01 Dec 1973.) (e) Ex-servicemen Contributory Health Scheme (ECHS) Facility to Nepal Domiciled Gorkhas Ex-servicemen. (i) ECHS is a flagship welfare scheme of India, launched on 01 Apr 2003. The scheme aims to provide quality healthcare to ESM and their dependents through a network of ECHS polyclinics, Service Med Facilities and Civ Empanelled/ Govt Hosp spread across the country. The scheme has been structured to provide cashless treatment, as far as possible, to its beneficiaries. Treatment provided under ECHS is as per the Allopathic

4 Medical System and is a Govt funded scheme. It was extended to Nepal for NDG ESM wef 07 Feb 2012 wherein Govt of India sanctioned upgradation of three existing MI Rooms to the level of ECHS Polyclinics and three mobile clinics. The Govt also auth an ECHS Branch, functioning under the Defence Attache, consisting of one AMA(E) and two India based clks to monitor all ECHS related activities in Nepal. The role of ECHS Branch, Embassy of India, Kathmandu encompasses the fwg:- (aa) Processing of ECHS applications. (ab) Empanelment of hosps. (ac) Hiring of local staff, payments and fwd all details of accts to PCDA (CC) for audit. (ad) Fund mgt. (ae) Release of payment for hosp bills alongwith docu for audit to PCDA (CC). (af) Collection of medicines and medical eqpt for the polyclinics from AFMSD, Lucknow, Comd Hosp (CC), 158 BH and 38 AMSD, Bengdubi. (ag) Nodal agency for all ECHS related activities. (ii) ECHS Polyclinics at Kathmandu, Pokhara and Dharan have been operationalised for treatment of NDG ESM (Armed Forces) and their dependents. For providing cashless specialized med treatment, fwg hosps in Nepal have been empanelled by ECHS Branch:- (aa) Manipal Teaching Hospital, Pokhara. (ab) College of Medical Sciences, Bharatpur. (ac) Lumbini Medical College, Palpa. (ad) Nepalgunj Medical College, Nepalgunj. (ae) BP Koirala Institute of Health Sciences, Dharan. (af) Universal College of Medical Sciences, Bhairawaha. (ag) Gandaki Medical College, Pokhara. (iii) The hosp bill processing in Nepal is presently manual and will be online for which instrs are awaited from Central Organization ECHS. The resp of Senior Executive Medical Officer (SEMO) for sup of med has been vested upon Comd Hosp (Central Comd), Lucknow for Kathmandu & Pokhara and upon Comdt 158 BH, Bengdubi for Dharan Polyclinic. (iv) The scheme is compulsory for all the fresh retirees and their contribution is being deducted from the PPOs at the time of retirement. The contribution for the old retirees, which was earlier deposited by means of MRO for which our NDG ESM had to go to India, but can now be deposited within Nepal through Bank Drafts.

Appx ‘A’ GRANT FROM ARMY CENTRAL WELFARE FUND Demise Grant. 1. The grant @ ` 5,000/- per individual is released to all Records Offices as well as to Indian Embassy, Kathmandu (Military Wing) directly to NOKs of Retired JCO‟s and Other Ranks wef 15 Jan 2011. Similar amount will be paid to JCO‟s and Other Ranks invalided out of service in medical category EEE (Other than Battle Casualties). 2. In case the details of NOKs of Ex-Servicemen submitted differ from to what is recorded in documents held by Record Offices, in such cases a certificate from Zila Sainik Board or a serving Col and above will be called for from the claimant establishing his bonafide as NOK before payment is made. Following precedence will be followed :- If Married If Unmarried (a) Wife (a) Father (b) Son (Eldest) (b) Mother (c) Daughter (Eldest) (c) Brother (d) Mother (d) Sister (e) Father (f) Brother and Sister 3. In case of remarriage by a widow who has once received the grant (on her first widowhood), second grant is only applicable to her on her second widowhood if the remarriage was to a Servicemen and Ex-Servicemen, provided he or his NOKs have not already received the grant for invalidment, or being missing/killed in action respectively. 4. Widow/NOK of the deceased JCO‟s and Other Ranks is required to forward the death certificate to his Record Office along with his Personal No, Rank and Name on a plain letter. Alleviation of Distress Grant (AOD) and Door to Door Service Welfare Scheme (DDSWS). 5. The grant is released to Command /HQs and Indian Embassy, Kathmandu (Military Wing) for Alleviation of Distress (AOD) Grant and Door to Door Service Welfare Scheme (DDSWS). An ESM/ Dependent is required to submit an application on Form DD-40 duly

recommended by Rajya/Zila Sainik Boards to respective HQs Area/Sub Area/Stn HQ/Regtl Centre. Exemption from Income Tax on Donation towards Army Central Welfare Fund. 6. Donations contributing towards Army Central Welfare Fund (ACWF) are 100% exempted from Income Tax. Financial Assistance to needy ESM or their dependents living in penury and not in receipt of any pension is provided. Application by ESM/widows for financial assistance is required to be submitted along with DD-40 Form duly recommended by Rajya/Zila Sainik Board to Director, CW-4, Integrated HQ of MoD (Army), AG‟s Branch, Room No 206-B, 2nd Floor South Block, DHQ PO New Delhi-110011 along with Form DD-40 and copy of Discharge Book. Grant is considered on merit of the case. GRANT FROM ARMY OFFICERS’ BENEVOLENT FUND 8. All retired Army officers are eligible to receive the Platinum Grant on attaining the age of 75 years or demise grant to NOKs/Nominee whichever is earlier. 9. The entitlement of the grant will be calculated based on the number of subscribed service on a sliding scale as under :- Commissioned Service as an Officer Amount in Rupees (a) Below 5 years - Nil (b) 5 to 10 years - ` 12,500/- (c) 10 to 15 years - ` 25,000/-

(d) 15 to 20 years - ` 38,000/- (e) 20 years and more/Die in harness - ` 50,000/- 10. Officers who have been invalided out during service are entitled to a one time lumpsum grant of ` 50,000/- on attaining the age of 75 years as Platinum Grant or Demise Grant to his NOK in case the invalided out Officer dies before attaining the age of 75 years irrespective of the length of service. 11. (d) Liaise and process the cases with different directorates of Integrated HQ of MoD (Army). (e) Interact with various State Govt, NGOs and Corporate sector for employment of NOKs/disabled soldiers. (f) Interact with different vocational training institutions. (g) Publishing various welfare & rehabilitation schemes. (h) Management of NDF(BC), NDF(K), ACWF(K) and Corpus Accounts including investment. (j) Act as Dir Automation for automation of CW Dte. (k) Co-ordinate the work between different sub sections of R&W Section. 2. Jt Dir, R&W-1 (Widows Welfare) (a) Maintain data on all BCs since 15 Aug 47 and widows of all Physical Casualties since 01 Apr 2001. (b) Interact, process and monitor cases with concerned Dtes/Branches/ Regimental Centres in matters pertaining to war widows. (c) Liaise with central Govts, State Govts, PSUs, corporate sector and NGOs for employment of widows/dependents, release of gas agency/oil product agency etc. (d) Process cases of widows in penury in conjunction with KSB. (e) Monitor progress for release of terminal benefits.

2 (f) Monitor progress/implementation of various schemes announced by organizations/individuals for war widows and their dependents. (g) Liaise with ADG MS and DGMS (Army) on medical matters pertaining to widows. (h) Issue policy on financial management by widows/NOKs through Record Offices/Dtes. (j) Liaise with AWWA for welfare of war widows. (k) Policy on adoption/sponsorship of war widows children for employment/ education. (l) Interact with govt/non govt widows’ welfare organisations. (m) Interact with PS Dte in connection with pensionary/other benefits to widows. (n) Attend to all petitions by widows and NOK of fatal casualties. (o) Monitor dispute/court cases pertaining to war widows. (p) Issue of Certificates of Honour and Badges of Sacrifice. (q) During Defence Investiture Ceremonies, interact with NOKs, prepare their briefs and brief all VIPs interacting with NOKs. 3. Jt Dir, R&W-2 (Disabled Soldiers Welfare) (a) Maintain data of all disabled soldiers serving and retired (Battle Casualties) wef 15 Aug 1947. (b) Interact and process all cases of war disabled soldiers with concerned departments/ministries of Central Govt. (c) Interact and process cases of war disabled soldiers with AGI.

3 (d) Liaise with Regimental Centre in matters pertaining to war disabled soldiers. (e) Interact with schools/colleges for admission of children of war-disabled soldiers. (f) Liaise with Central Govt, State Govt, PSUs Corporate Sectors and NGOs for employment of war-disabled soldiers/dependents. (g) Liaise with DGAFMS and DGMS (Army) on medical matters pertaining to war disabled soldiers. (h) Interact with PS Dte for pensionary benefits to war disabled soldiers. (j) Issue policy on social upliftment of war disabled soldiers. (k) Attend to all petitions of war disabled soldiers. (l) Issue policy on adoption/sponsorship on war disabled soldiers, children for education and employment. (m) Interact with paraplegic rehabilitation center, artificial limb center, Artificial Limb Centre, Queen Mary’s Technical Institute, Kirkee and St Dunstan’s After Care Organisation for Visually Impaired, Dehradun for rehabilitation of disabled soldiers. 4. Jt Dir-3 (Accounts) (a) Management of NDF(BC), NDF(K), ACWF(K) and Corpus account including investment. (b) Maintain accounts and have them audited regularly. (c) Correspond with banks/financial institutions for optimum investment returns. (d) Maintain track of financial assistance given to regimental centre/ individuals. (e) Monitor disbursement of funds from NDF and ACWF account to pre 01 May 99 beneficiaries.

4 (f) Preparation of rules and regulations/SOPs on NDF and ACWF. (g) Receipt and accounting of all contributions to ACWF (K). (h) Process cases for release of funds from the Govt. (j) Policy on constr/management of War Widow’s Children Hostels/ War Widows Hostels. (k) Liaise with Central/State Govts, NGO’s, Corporate Houses etc for welfare of war widows/disabled soldiers. 5. 7 FORECAST OF EVENTS FOR UPDATION OF CW DTE SITE ON ARMY INTRANET The following events have been earmarked/planned to be organised on the dates as noted against each:- (a) Image Projection and Welfare Camp (Army Melas). In order to spread awareness amongst our Veterans and ‘Veer Naris’ about the welfare schemes in the Army and to take welfare to their doorstep, ‘Image Projection and Welfare Camps’ are being organised at various locations throughout the Country. So far these have already been organised at Trivendrum, Meham, Calicut, Kohima, Sri Ganganagar, Rajouri, Dehradun, Palampur, Kirkee, Danapur, Sevok Road, Madurai, Raipur, Guwahati, Gwalior, Bathinda, Patiala, Kapurthala, Bhiwani, Tadepalligudem (West Godavari) and Dibrugarh will be organised at the following places on the dates as mentioned against each:- (i) Haldwani - 22 - 24 Feb 2011. (b) Nagpur - 04 - 06 Mar 2011. (c) Ahmedabad - 14 - 16 Mar 2011, (d) Kota - 25 - 26 Mar 2011. (e) Srinagar - 13 -14 Apr 2011. (f) Leh - Jul 2011. (b) Year of the Disabled. 2011 has been declared as a ‘Year of the Disabled Soldiers’. A grant of Rs 1 Crore has been earmarked for the upgradation of infrastructure, rehabilitation and training of Quadriplegic and Paraplegic patients. One event per command has been proposed to be organised in the form of seminar/welfare activities with focus on disabled soldiers and their rehabilitation with incorporation of the Govt and Civil agencies involved in the welfare and rehabilitation of disabled as per the programme given below:- (a) First Quarter - HQ Southern Command. (b) Second Quarter- HQ Western and Eastern Command. (c) Third Quarter - HQ Central and Northern Command. (d) Fourth Quarter - HQ South Western Command.
