กระทรวงพาณิชย์ มีภารกิจส�ำคัญในการขับเคล่ือน เศรษฐกิจและการค้าของประเทศ โดยมีเป้าหมายหลักเพื่อให้ ประชาชนอยู่ดีมีสุข และยังมีบทบาทส�ำคัญในการยกระดับ ศักยภาพผู้ประกอบการ วิสาหกิจขนาดกลาง และขนาดย่อม (SMEs) ให้สามารถแข่งขันทางการค้าได้ในทุกมิติ โดยเฉพาะ การส่งเสริมการใช้สิทธิประโยชน์จากความตกลงทางการค้า ในกรอบต่างๆ ในส่วนภารกิจของกรมเจรจาการค้าระหว่างประเทศ ผมได้มอบนโยบายให้เร่งเดินหน้าเจรจาความตกลงการค้าเสรี (FTA) กับประเทศคู่ค้าที่คงค้างให้ส�ำเร็จ ยกระดับ FTA ท่ีมีอยู่ ให้ทันสมัย และมองหาคู่ค้าใหม่ๆ เพ่ือขยายตลาดทางการค้า ของไทยให้มากขึ้น รวมทั้งมุ่งเน้นการช่วยเหลือเยียวยา ผทู้ อี่ าจไดร้ บั ผลกระทบจากการเปดิ เสรที างการคา้ และการสรา้ ง ความเข้าใจเร่ืองการใช้ประโยชน์จาก FTA ให้กับกลุ่มเกษตรกร SMEs ภาคเอกชน และภาคประชาชน The Ministry of Commerce has a vital mission in driving forward the country’s trade and economy to ensure people’s well-being and also plays a crucial role in enhancing the capacity and competitiveness of SMEs in all facets, especially through the utilisation of preferential benefits from trade agreements under various frameworks. Regarding the Department of Trade Negotiations’ missions, I have given the policy to accelerate the ongoing negotiations of free trade agreement towards the success, upgrade the existing FTAs to be modernized and seek new trading partners to expand Thailand’s markets. Moreover, it has to focus on providing remedies to those adversely affected by trade liberalization and creating awareness of the utilisation of FTAs for farmers, SMEs, and private and public sectors. The Ministry of Commerce; therefore, focuses on the preparation for public and business sector in entering into Digital Economy Era whereby in 2022 Thailand would be hosting the APEC Ministers Responsible for Trade Meeting. The Ministry of Commerce, as a principle authority responsible for Thailand’s economic aspect, would jointly with APEC members push forward Digital Economy Work Plan through the use of E-Commerce to create trade and investment opportunities, increase trade value, and expand markets for entrepreneurs, in particular MSMEs which are the country’s majority business group. ในช่วงปี 2564 ที่ผ่านมา นับว่าเป็นปีที่ท้าทายของ กรมเจรจาการค้าระหว่างประเทศ ในการขับเคลื่อนภารกิจ การเจรจาการค้าระหว่างประเทศ ตามนโยบายรองนายก รัฐมนตรีและรัฐมนตรีว่าการกระทรวงพาณิชย์ (นายจุรินทร์ ลักษณวิศิษฏ์) ที่ให้ความส�ำคัญกับการเจรจาการค้าเชิงรุก โดยเฉพาะการเจรจาความตกลงการค้าเสรี (FTA) คงค้าง ใหเ้ ป็นผลส�ำเรจ็ การเจรจา FTA กับคู่ค้ารายใหม่ เพ่ือเปิดตลาด และสร้างโอกาสทางการค้า การลงทุน และการเจรจา ปรับปรุง FTA เดิมให้มีความทันสมัย เพ่ือให้สอดคล้อง กบั บรบิ ทการค้ายคุ ใหม่ During the previous year 2021, it was considered a challenging year for the Department of Trade Negotiations in driving forward the Department of Trade Negotiations’ tasks in accordance with the Deputy Prime Minister and Minister of Commerce (Mr. Jurin Laksanawisit)’s policies which place importance on the proactive trade negotiations, in particular the negotiation of outstanding free trade agreements (FTA), the negotiation of FTAs with new trading partners with an aim to opening up markets and creating trade and investment opportunities as well as the upgrading negotiation of the existing FTAs in order to be in line with the context of trade in new era.
