ACADEMIC HONORS. SCHOOL HONOR ROLLFull-time students with 12 semester credits or more who have received a grade resulting in an academicindex of 3.00 or higher for three consecutive semesters in the academic year and who have not beenrefused in any course will be recorded on the School´s Honor Roll.Students qualifying to be recorded on the School´s Honor Roll for three semesters in an academic yearwill have the privilege of appearing throughout the following academic year on the University Honor Roll. The Registrar´s Office will issue to those students appearing on the honor roll a certification in which theUniversity confirms the honor they achieved.RE-ENTRYStudent re-entry will be subject to the following regime:Any student who has fulfilled all the academic requirements, but who has voluntarily interrupted his studiesin the University must apply for re-entry.Re-entry must be requested with the Director of the Registration Office, and will be decided on according tothe student´s merits and the possibility of fitting him into the academic unit in question, after consultationwith the director of the corresponding area. The Registration Office will notify the student of the results ofhis application.Students who have remained for five (5) years or more outside the University without taking upper-levelcourses lose all the academic rights they had accumulated. They may re-enter to take courses in the samemajor or a different one by taking a new admissions test, thereby invalidating previous academic records. They will have a new registration number.POLICY ON SATISFACTORY PROGRESSApplicable to Students who Receive U.S. Federal Financial Assistance. The U.S. federal laws regulating the use of funds assigned to the various received from DirectUnsubsidized Loans and Grad PLUS Loans (referred to collectively as Financial Assistance or FinancialAid) Financial Assistance Programs requires that every eligible student to abide by the norms ofsatisfactory academic progress (SAP) established by the institution, in addition to the current academicregulations. The purpose of the Norms on Satisfactory Academic Progress is for students benefitting from this aid tomake good use of same, continuously demonstrating that they are working constantly and progressively tocomplete the requirements of their studies program. In order to do this, students must satisfy certain criteria of academic progress, both qualitative andquantitative, in order to be eligible to receive Financial Assistance. At the end of every academic year the University will evaluate its students in order to determine whetherthey have met SAP standards. Students who don´t meet these standards will be ineligible for Financial Aid.A student may appeal the decision and if the appeal is granted, may continue ON PROBATION during thesubsequent academic year, but and may continue to participate in the Financial Assistance programs. (Seeappeal instructions below). If at the end of the year of probation they still haven´t fulfilled the criteria metSAP standards for academic eligibility, they shall be deemed as NOT HAVING MADE SATISFACTORYPROGRESS and therefore they can´t continue to receive federal Financial Aid assistance.DefinitionsAcademic Year: UNPHU´s academic year consists of 2 consecutive academic semesters.Academic Load: This refers to the number of credits a student carries.Full-time Student: A student carrying 12 credits or more during an academic semester. (UNPHU) Universidad Nacional Pedro Henríquez Ureña 51
CRITERIA OF EVALUATIONThe evaluation is composed of two criteria:QUALITATIVE CRITERIAThis requires that the student have a minimum cumulative academic index or Grade Point Average (GPA)of 2.0. If the retention index in the academic program in which the student is registered is greater than2.0, the student will have to comply with that higher index in order to achieve academic progress forpurposes of Financial Aid.Students obtaining a cumulative grade point average of 1.5 to 1.99 will automatically be ineligible forFinancial Assistance.QUANTITATIVE CRITERIAThere are two aspects of the quantitative element. The first measures the maximum period of time in which a student may receive Financial Assistanceaccording to the requirements of Title IV of the U.S. Department of Education’s Financial AssistancePrograms. The second determines the gradual progress towards obtaining the degree, through passing aminimum percentage of credits attempted each academic year.Students may attempt up to a maximum of 150% of the total credits required by the academic program. The student is required to pass at least 70% of the credits attempted during the academic year underevaluation.Even if the student has not received Financial Economic Assistance in the past, the courses attempted willcount against the maximum of 150%.Transfers and Changes of Majors/Courses of StudyStudents transferred from other institutions of Higher Education or who change majors will be consideredfor the courses pending to be completed in order to establish the maximum time period for the duration oftheir studies, according to the plan for course selection prepared by the Registration Department. Thesestudents will also comply with the norms applicable to their level of studies. Approved transfer creditsfrom other institutions will be counted in credits attempted and credits passed.Application of the Satisfactory Progress PolicyAt the end of the year of probation he will be evaluated again; if he doesn´t meet any of the criteriamentioned, then he is considered to be WITHOUT SATISFACTORY PROGRESS and therefore IS NOTELIGIBLE TO RECEIVE FINANCIAL ASSISTANCE. If on the other hand the student fulfills all the criteriamentioned, then the student is considered to have demonstrated Satisfactory Progress again, and mayparticipate in the federal financial assistance program.Additional ClarificationsIncomplete –The courses for which the student receives a grade of Incomplete will count asattempted/having been taken. A grade (D) will be used when the student obtains a numerical gradebetween 60 and 69 on the final evaluation, which is granted by school. A grade D is a failed grade andthe student must repeat the course. An Incomplete (I) grade will be given when the student has received, from the Director of the Academic Unit administering the course, an authorization to defer the final exambecause of duly approved illness or unforeseeable circumstance. In this case the student must take thedeferred exam on the date specified in the University´s Academic Calendar.(UNPHU)Universidad NacionalPedro Henríquez Ureña 52
TERM PERIOD FOR CLAIMS REGARDING GRADES OF INCOMPLETEThe term period for claims by students against grades as incomplete and which have not beensubstituted with other grades in the appropriate term period because the professor forgot or because ofany other reason of unforeseeable circumstance, as well as any omission appearing in the Record ofGrades, will be 30 (thirty) days as of the date of publication of grades by the Registration Office. If on the date of the deferred exam the condition persists which prevented it from being taken during theregular period, the student may request to the Director that the Deferment be postponed, and the Directormay assign a new date within the two weeks following the holding of the deferred exam. If the conditionpersists even at the end of this new period, the student must write to the Academic Vice Rector askingthat he study the case and send it for consideration by the Academic Board, which may extend theIncomplete (I) grade until a date that shall not exceed the end of the semester following the one in whichhe took the course. The grade of Incomplete (I) will also be employed when, after a deferment is granted to finish laboratorywork or practices inside or outside the classroom, or a partial exam, the condition determining thedeferment persists at the moment when the final exam is given. If the student fails to take the deferred exam, or doesn´t received a passing grade, the Incomplete will bechange to a Failure, and the failed grade will be counted in the student´s GPA and credits attempted.Repeated courses–A student may receive economic Financial Assistance for repeated courses that thestudent previously failed so as long as he has not exceeded the maximum time frame limit of 150%. Astudent may retake a previously passed course only once, and receive Financial Assistance. A repeatedcourse is counted in credits attempted.Attempted credits – All credits selected enrolled in for a specific semester, including credits withdrawnfrom which the student withdrew are counted towards attempted credits.Reviews and AppealsA student has a right to request a review or to appeal the decision of failing to meet Satisfactory ProgressStandards, if the student believes that there is an error in their evaluation or has suffered any criticalsituation which has influenced his academic performance. These causes include but are not limited to:illness or injury of the student or a close family member, death of a close family member, and or otherspecial circumstances. The student must present documents supporting his situation and included in theappeal, the student must indicate that the reason for the failure has been resolved, and will no longeraffect his academic performance. If the appeal is granted, the student will be placed on probation for thefollowing academic year and they would have to meet SAP at the end of that academic year. If thestudent should fail to meet SAP standards again, the student may appeal again as long as the reason forthe failure represents a new circumstance. (UNPHU) Universidad Nacional Pedro Henríquez Ureña 53
REQUIREMENTS FOR GRADUATIONIn order to qualify as a technical or undergraduate level candidate, the student must fulfill the followingrequirements: • Have passed with a minimum grade average of 2.00 for the courses prescribed in the program. • Candidates for graduation who have begun their studies in another institution must pass in our University at least 51% of the credits. If the candidate needs to pass less that that 51% of the credits, the Director shall determine which professional credits must be repeated in the UNPHU and passed by the applicant in order to be able to graduate. In the case of a Medical Program, the student must have taken and passed in our University at least the last 4 years of his course of study. • He must have presented the Undergraduate Work or its equivalent. • He must have satisfied the economic obligations with the University. • He must officially make the corresponding application for granting of degree with the Registration Office, in the term of one (1) month as of the start of the semester in which he will complete his academic requirements. • He must have been formally recommended for the degree by the Director of the corresponding School or Department, after having fulfilled all the academic requirements. • Pay the duty for the right to the degree. • Attend the graduation ceremony.Students with an index of 3.0 to 3.3 inclusive shall graduate “CUM LAUDE”; those reaching an index of3.4 to 3.7 inclusive, “MAGNA CUM LAUDE”; and those with 3.8 to 4.0 inclusive, “SUMMA CUM LAUDE.”Students who have received grades of “F” or “F1” during their studies will not have the right to academichonors. The University shall hold graduation ceremonies twice a year: on April 21st, the anniversary of thefounding of the University, and on November 19th, the anniversary of the first teaching session.Candidates with the right to it shall receive, if they so request, a certification of end of studies at any timebefore the holding of the graduation ceremony. As an exception, when there are justified reasons, anextraordinary graduation may be held on the dates set by the President, at the request of the interestedparties in the Registration Office.(UNPHU)Universidad NacionalPedro Henríquez Ureña 54
PERIOD OF EFFECTIVENESS OF THE STUDIES PLANThe studies plan represents the programming of the teaching of a major based on the credit hour system.“One university credit is equivalent to one hour of class of theory, or to two or three of laboratory orpractice, per week in a particular semester” (Regulation for Exams, tests, and Evaluation Systems,Chapter III).It is the main source of orientation for the student, and as such it defines the coding of the courses whichmake it up, their value in credits, the number of hours of theory and practice weekly, the order of the pre-requisites, and the total of credits required for the major in order to graduate. Its publication is governedby a uniform format for the entire University.A student´s academic load will be determined by the studies plan, in other words he can carry the numberof credits that the plan permits in each semester. When a studies plan is modified, several situations are presented to the student:In the first place one has to determine whether the modification within the studies plan encompasses alevel lower than the one the student is presently studying at. In this case, the student will continue to begoverned by the original curriculum, even in the case of adding courses, excepting if the Academic Boardhas ordered otherwise. The second situation occurs when the amendment is for a level higher than the one presently beingstudied at. Here the student must take the courses added to the plan, so long as the Academic Boardhas expressly so ordered. Otherwise, the student will be governed by his original curriculum. The studies plan, in addition to being the source of orientation for the student, constitutes the determiningelement in the contractual academic relations arising between the University and the student, as revealedby the studies program offered. Its subsequent modification must not harm the student´s interest and status, even when the Institutionreserves the right to make the amendments it deems pertinent in order to maintain its academic quality. The situation of the student who finishes his curriculum and does not present the undergraduate work inthe term period established is different. In this case, according to the regulations he has to take thecourses added to the studies plan. The substitution of one course for another (even through equivalencies), within a studies plan, implies amodification, and it must be approved by the Academic Board. If the Academic Board suppresses a course from a studies plan, the student is not obligated to take it inorder to complete his curriculum. MASTERS IN TROPICAL CARIBBEAN ARCHITECTUREINTRODUCTIONThe Caribbean region is part of that great band that we might call the «tropical world», which in economicterms consists of a number of nations in the development process. The Caribbean or the Great Caribbeanis structured, in addition as its particular geographical features, by the synergy of the great cultural diversitythat inhabits it, thus constituting a population essentially syncretic. We understand that there are fourimportant considerations to note in terms of displaying a unique and self-understanding regarding theCaribbean: 1. The people and their needs 2. The climate and its problems 3. Materials and constructionmethods, and 4. The aesthetics of the Region. Therefore it is important to train human resources of highacademic and scientist level, with integral vision of the issues, conditions and characteristics of architecturein Dominican Republic and the Caribbean.BACKGROUNDUniversidad Nacional Pedro Henríquez Ureña, sponsored by the European Union and Lomé IV, developedon 1998 up to 2003 the Program of Master in Conservation of Monuments and Cultural Goods. SCHOOL OF AGRICULTURAL SCIENCES AND NATURAL RESOURCES Description and Organization The School of Agricultural Sciences and Natural Resources (FCAyRN) is the academic unit responsible for the coordination and supervision of the studies programs for the majors of Agronomy Engineer, Veterinary Medicine, Animal Husbandry, and Natural Resources and the Environment. Likewise, it prepares and delivers graduate and continuous education programs according to the institutions program guidelines and the demand by the public and private agricultural sector. The philosophical framework under which the study programs are created and the areas of research for undergraduate work, these, and research projects are decided on, are based on principles of economic and environmental sustainability. Students are exposed to and encouraged to become to learn about modern and environmentally friendly production systems for the production of foodstuffs, thus reflecting UNPHU´s commitment to the responsible use of renewable and non-renewable natural resources, without failing to acknowledge the presence of human beings and the need to produce food efficiently as the center of our actions.(UNPHU)Universidad NacionalPedro Henríquez Ureña 78
The FCAyRN is made up of two (2) Schools and one (1) Department: The School of Agronomy and theSchool of Veterinary Medicine; and the Department of Natural Resources and the Environment.Graduate and undergraduate students from the three operational units perform practice and research inthe Nigua Agricultural Campus (REAGRO). Likewise, students of Veterinary Medicine perform practiceon small animals in the Veterinary Clinic, a unit of the university extension that specializes in thetreatment and care of pets.Regarding our policy of openness and university links, we favor complimentary links with otherDominican and international academic institutions, as well as private enterprises and collaborationagencies to establish links of work on problems in production. The institutions with which we maintain collaboration agreements and have developed academic andresearch programs include the following: Cornell University, The Nature Conservancy (TNC), theJapanese International Cooperation Agency (JICA), the World Bank, the Ministry of Agriculture of theDominican Republic, the Ministry for the Environment of the Dominican Republic, the Ministry for HigherEducation, Science, and Technology (MESCYT), the Dominican Institute of Agricultural and Forestry (UNPHU) Universidad Nacional Pedro Henríquez Ureña 79
Research (IDIAF), the Center for Agricultural and Forestry Development (CEDAF), the National Agricultural and Forestry Research Council, the University of Murcia, the Santo Domingo Autonomous University (UASD), the European Union (EU), the Fondo Pronaturaleza (Pronatura), and the USAID, among others. The master´s programs offered by the FCAyRN are: M.Sc. in Natural Resource Management, M.Sc. in Ecology and the Environment, and M.Sc. in Agricultural Diversification. AGRONOMY SCHOOL The School of Agronomy was created in 1966 when the UNPHU was founded. In its 45 years it has graduated over 2,000 agronomists and veterinarians, who have exerted notable influence on the country´s agricultural development. Many of our alumni practice their professions outside the country, particularly in the United States and Central and South America. Our alumni are taught to be capable professionals in their area of study, and responsible citizens in the exercising of their profession. Despite having several options within the agronomy major, at this time we offer the degree of Agronomy Engineer specializing in Crop Production. The major has 155 (sic) to be taken over 10 semesters. The student is exposed to the latest developments in modern and ecologically responsible agriculture. He also receives training in managerial and administrative techniques that will allow him to become a successful agricultural entrepreneur. The reality that in the tropics biotic and antibiotic agents cause great losses to agriculture makes it necessary for the agricultural professional to know how to differentiate via diagnosis between the various factors in the production unit, to be able to provide recommendations and make decisions with greater accuracy. The School of Agronomy was a pioneer in the DR in introducing in the 1990´s a graduate degree in M.Sc.in Agricultural Diversification, modules on organic agriculture and agriculture under controlledenvironments. That icon of agricultural education in the country has earned us recognition in the publicand private agricultural sector, and has allows us to continue to receive financing to carry out research tooptimize both systems of production.
