TBENG COMMUNITY ECOTOURISM DEVELOPMENT PROJECT PROPOSAL FOR A LIFE OF DIGNITY Tbeng / Siem Reap Kingdom of Cambodia Phase I 2017 – 2021 In cooperation with APSARA TOURS

Cambodia at a glance• Cambodia is a constitutional monarchy with a democratically elected parliament• Cambodia has a total population of just under 15.6 million people• Average Life Expectancy is 68 years old• 64% of Cambodia population are ages between 15 to 64 years old• 32% are ages between 0 to 14 and only 4% are 64 years and above• As off 2015 World Bank classified Cambodia in the lower middle income country category• As off 2015 Cambodia GDP per capita is $1,158.7 per annum• GDP composition by sector: 34.8% from agriculture, 24.5% from industry, 40.7% from services (CIA World Factbook 2015)• Population poverty rate is 17.7% with 3 million people considered poor, and 8.1 million considered near poor of which 90% of them live in the countryside (World Bank statistics 2015)• 20.8% of rural population lives in poverty• Health and education are still major challenge and is a development priority for Cambodia of which 32% of children under 5 are stunted, 82 % (12.2 million) do not have access to pipe water supply, and 63% (9.3 million) do not have access to improved sanitation (2014)• It has an annual economic growth of 7% in 2015, the growth has flatten for the last 2 years• 1% of Cambodian lives on or less than $1.90 a day, and 8.8% lives on $3.10 a day• Youth literacy rate 87% (2012 UNICEF statistic)

Introduction to Tbeng Commune• Tbeng commune lies in Banteay Srei District, 36 km (22 miles) northeast of Siem Reap• The commune has 9 villages and consist of 1924 families, with total population of 8153 people• Siem Reap has the third highest poverty rate in Cambodia despite its booming tourism industry (World Bank 2010)• 28% (1231 people) of adults age between 15 to 60 years old are illiterate• 169 people lives under $1.25 a day (poor 1) and 277 people live below $2.50 a day (poor 2) which according to world bank classification they are between extreme to moderately poor.• 4401 people in Tbeng are workable age population, age between 18 to 60, of which 291 workable age people migrate to work far from town or in other parts of the country. This means 1 in every 15 workable age people migrate to work outside of town• There are 450 elderly age 60 and above, 142 children under 3 years old, and 240 age 3 to 5 years old• 314 workable age people (7.13%) in Tbeng are unemployed• 1924 people are school age children, age between 6 to 14 years old, of which 464 (24%) of school age children do not attend school or drop out of school• 96.33% of the families draw their income from rice farming but due to environmental and agricultural method limitation, these families are often very poor• Tbeng located just under an hour drive from the famous Angkor Wat temple, this is an advantage for Tbeng ecotourism that focuses on experiencing local culture, however despite its excellence positioning to enter the ecotourism market Tbeng remains largely low income• Tbeng commune has a desire to initiate ecotourism as a way out of poverty• Tbeng is looking for any assistances that can help them to achieve their dream of becoming an ecotourism destination• Anticipated outcome from the project; more employment opportunities for Tbeng residents, reducing migration rate, reduce school drop out and children with no school rate, improve Tbeng economy, reduce extreme poverty rate, improve health care facility, improve school facility, improve roads and community infrastructure

Project GoalTo create a self sufficient ecotourism enterprise for the Tbeng Commune asan income generation projectProject specific objectives• To make Tbeng commune tourism sites more physically appealing• To train community on ecotourism and income generations skills• To improve community’s governance and economy• To improve community sanitation, food security, and nutritionProject outputs• Community will be trained on tourism skills, benefit sharing, bookkeeping, agricultural practices• Various skill base workshops and assessment on governance will be implemented• Community welfare will be improved in sanitation, food security, and nutrition• Ecotourism site will be physically enhanced through intervention
