Planning and implementation of an informative campaign on: • Issues related to migration and diaspora • Large-scale promotion of migrant registration and information on the right to vote (upon approval); • The identity of Albanians, Albanian history and culture in the diaspora • Strengthening the newspaper “Albanian Diaspora” with information resources on issues of interest to migration and diaspora and treatment of the latest po- litical, social and economic developments in the country; Reflecting in this campaign the process that Diaspora and migration will be an integral part of the political and economic developments of Albania. Review and evaluation of the broadcasting area by the Albanian national televi- sions and radios in all countries where there are communities of the Albanian di- aspora and migrants. Creating and promoting television programs in the country regarding the topic of the diaspora and its protagonist role in the Albanian soci- ety. Empowering TVSH 3 - the public TV channel on Diaspora issues. Encouraging agreements with the media in host countries, aiming at broadcasting programs for Albanian communities. 450

Draft- ing by the tourism line institutions of a promotional campaign, in cooperation with the private sector of a package that meets the expectations. The Subcommittee will, when deems it necessary, propose that the Assembly every year shall adopt a resolution on addressing migration and diaspora. Evaluation by the Subcommittee on Migration and Diaspora and the State Commit- tee on Diaspora in separate meetings of the Reporting documents from the follow- ing institution: National Diaspora Agency, the Albanian Diaspora Development Fund, the Diaspora Publication Centre and the Centre for the Study and Publications on Arbëresh. The evaluation, discussion and proposals for changes to the National Strategy doc- ument and the action plan at the National Albanian Diaspora Assembly. These pro- posals will be considered as initiatives to carry out possible changes of the process. Government Policy For Diaspora ANNEX IV – DOCUMENTS REVIEW DURING THE IMPLEMENTATION PHASE REVIEW OF THE ALBANIAN DIASPORA NATIONAL STRATEGY AND ITS ACTION PLAN INTRODUCTION The relationship with the Albanian diaspora for the Republic of Albania is of a quality subject to changes over time. The National Strategy on Diaspora and the Action Plan 2021 - 2025, based on the need to review the document, provides for the development of its review in three evaluation phases. In the review process, as the accompaniment to the National Strategy of the Albanian Diaspora and the Action Plan 2021 - 2025, these three phases describe the methodology which will be followed from strengthening the capacity of state structures and relations with the Albanian Diaspora to the transition to a strategy of adapted in the implemen- tation of the improvement of the state policy for the Albanian diaspora. PHASE 1 (2021 UNTIL MID-2023): SETTING THE ADMINISTRATIVE CULTURE The First Phase will assess the interaction of state policy with the National Diaspora Strategy and its Action Plan 2021-2025 which will determine the need to have the appropriate apparatus and institutional infrastructure for this type of engagement. Emphasis will be especially be placed on strengthening the capacities of state institu- tions for Diaspora, currently established or to be established, as follows: · Parliamentary Subcommittee on Diaspora and Migration · State Diaspora Committee · Diaspora Coordination Council · National Diaspora Agency · Albanian Diaspora Development Fund · Publishing Centre for Diaspora · Albanian Culture Centres abroad · Centre for the Study and Publications on Arbëresh · Administrative Structures on Diaspora and Migration in each municipality At this stage, in addition to strengthening the institutional framework, expanding and promoting transparency in the evaluation and operation of state policies for Diaspora, will also be important. This process will be coordinated by the Minister responsible for Diaspora who will carry out: 459

Government Policy For Diaspora PHASE 2 (MID-2023 - 2024) MID-TERM REVIEW: INSTITUTIONAL COOPERATION AND COORDINATED SECTORAL COMMITMENT In the Second Evaluation Phase of the National Diaspora Strategy and Action Plan 2021- 2025, the harmonization of the administrative actions of the institutions responsible for its implementation will be verified. This will establish a process for recommendations in order to strengthen the cooperation between the institutions identified in the Action Plan of the Albanian Diaspora National Strategy, as well as the contribution of other non-governmental, national or international partners. This assessment will address the important transition from the second to the third phase aiming at defining the goals of the medium-term review of the National Diaspora Strategy and the Action Plan 2021-2025 document. During the consultations for the review of the strategy it was recommended that the harmonization process be carried out so as to be applicable in the administrative sys- tem, given that the start of activities will be systematically operational in 2022 in accor- dance with the revised Strategy and the Action Plan 2021-2025 document. This mecha- nism will be further complemented by joint meetings of the Diaspora State Committee and reporting to the Parliamentary Subcommittee on Diaspora and Migration. The latter will have a special responsibility for the monitoring and evaluation framework with a re-evaluation structure of the working group, which will function as follows: FORM OF THE WORKING GROUP COMPREHENSIVE COMPOSITION OF WORKING GROUPS • REPRESENTATIVE OF THE STATE MINISTER FOR DIASPORA • DIRECTORS OF STATE INSTITUTIONS FOR DIASPORA AND REPRSENTATIVES OF THE STATE RESPONSIBLE SECTORS SET OUT IN THE NATIONAL STRATEGY AND ACTION PLAN FOR THE ALBANIAN DIASPORA 2021-2025 • REPRESENTATIVE OF NON-GOVERNMENT PARTNERS, SUCH AS ORGANIZATIONS OR ASSOCIATIONS ON DIASPORA ISSUES PHASE 3 - WITHDRAWAL/EXIT STRATEGY: DEVELOPMENT VISION SCALING In the Third Phase, the conclusions and goals of the engagement for the development of the document of the National Diaspora Strategy and Action Plan 2021-2025, will be defined. As it is a revised document, it already has in place the basic method of initial reassessment. The main goal is to strengthen state and administrative actions on the status of the relationship between the Republic of Albania and the Albanian 461
Government Policy For Diaspora Diaspora. This important moment represents the quality of the third phase for the re-evaluation of the long-term vision of the relationship with the Albanian Diaspora for the upcoming period. The frameworks and activities of the National Diaspora Strategy and Action Plan 2021- 2025 are designed to provide, subsequently, the scaling and review of the progress of each activity and each of action pillar. Action Plan activities will provide a planned action base for responsible state institutions. They are organized in such a way these institutions can scale their vision for the development and organization of new activ- ities to include Diaspora. During the final review of the document of the National Diaspora Strategy and Action Plan 2021- 2025, the use of a process which will allow the Albanian government to leave/ withdraw from the governance of the strategy, when this is applicable, is recommend- ed. Thus, it will be possible for the Albanian government and other partners to design the next strategy phase and use the awareness components on its impact to scale the vision and goals for Diaspora engagement. With the scaling process, new pressures will arise, both in design and implementa- tion. It is recommended that within the strategy review process, an “exit” strategy be drafted with several steps that will allow the government and its partners to provide the model for scaling up the development vision for the next step of the state policies for the Albanian Diaspora. CONCLUSIONS In drafting and implementing the National Diaspora Strategy and Action Plan 2021- 2025, it was ensured that transparency and accountability shall continue to evolve with its development. It will create by itself the mechanism which will push the strategy forward towards application and development to be implemented based on the state needs and possibilities of the Republic of Albania. The three-stage approach for the review process is provided as a guide, so that the state policy framework is complemented by the institutional cooperation spirit and in cooperation with national and international partners. That is why, this appendix assesses that the impact of the National Diaspora Strategy and Action Plan 2021-2025 will increase the chances of success and self-correction by establishing space that will be further developed in the future strategy in the years to come. The National Diaspora Strategy and its Action Plan 2021-2025 have been designed in such a way as to create a work culture, which is based on the cooperation of state insti- tutions for the Diaspora with other responsible institutions, as well as other partners. 462
Government Policy For Diaspora This in itself will increase Diaspora’s confidence in the implementation mechanisms, which will contribute to the development and inclusion of the Albanian Diaspora in the nation’s future. The future is a choice. Strategy is the path towards it.
