องคก์ ารส่งเสริมกจิ การโคนมแหง่ ประเทศไทย (อ.ส.ค.) 105 Dairy Farming Promotion Organization of Thailand (D.P.O.) การบรหิ ารความความเส่ียง Risk Management อ.ส.ค. ดำ� เนินการบริหารความเสีย่ งอยา่ งเป็นระบบตามหลักการ COSO – ERM และพัฒนาอย่างต่อเนื่อง ตาม แนวทางที่ ส�ำนกั งานคณะกรรมการนโยบายรัฐวิสาหกจิ (สคร.) กระทรวงการคลงั ก�ำหนด มกี ารปฏบิ ตั ิเปน็ มาตรฐาน เดยี วกนั ทวั่ ทง้ั องคก์ าร รวมถงึ มงุ่ เนน้ สรา้ งจติ สำ� นกึ ใหผ้ ปู้ ฏบิ ตั งิ านทกุ คนตระหนกั ถงึ ความสำ� คญั ของการบรหิ ารความเสย่ี ง ทัง้ น้ี เพ่อื ให้ม่ันใจว่า อ.ส.ค. จะสามารถดำ� เนนิ งานได้บรรลวุ ตั ถปุ ระสงคเ์ ชิงยุทธศาสตรท์ ีก่ �ำหนดในแผนวสิ าหกจิ อ.ส.ค. ดำ� เนินการบริหารความเส่ียง โดยมคี ณะกรรมการก�ำกับดแู ลในทกุ ระดบั กล่าวคอื คณะกรรมการ อ.ส.ค. แต่งต้ังคณะอนุกรรมการบริหารความเส่ียง เพื่อด�ำเนินการตามนโยบายการบริหารความเส่ียงที่คณะกรรมการ อ.ส.ค. ก�ำหนด รวมท้ังการประเมินผลความเสี่ยง การวางแนวทางการป้องกันและตรวจสอบความเสี่ยงอย่างมีระบบ เพ่ือลด โอกาสท่จี ะเกดิ ความเสียหายให้อย่ใู นระดับท่ยี อมรับได้ โดยมงุ่ เน้นให้เกดิ วฒั นธรรมการบริหารความเสย่ี งขนึ้ ในองคก์ าร อนุมัติแผนการบรหิ ารความเส่ียงกอ่ นนำ� เสนอคณะกรรมการ อ.ส.ค. ใหค้ วามเหน็ ชอบ โดยมีการตดิ ตามประเมินผลการ บรหิ ารความเสย่ี ง แล้วรายงานตอ่ คณะกรรมการ อ.ส.ค. เปน็ ประจำ� ทุกไตรมาส มีคณะกรรมการตรวจสอบ ก�ำกับ ดูแล ความถูกตอ้ ง เพยี งพอและความมปี ระสทิ ธผิ ลของการบริหารความเส่ยี ง อ.ส.ค. อ.ส.ค. จัดท�ำแผนบริหารความเสี่ยงประจ�ำปี มีการติดตามประเมินผลและทบทวนความเพียงพอของแผนงาน/ มาตรการบริหารความเส่ียงเป็นประจ�ำทุกไตรมาส โดยค�ำนึงถึงการจัดสรรทรัพยากรอย่างเหมาะสมภายในกรอบการ บริหารความเสี่ยงท่ียอมรับได้ (Risk Appetite) พร้อมท้ังรายงานผลการบริหารความเส่ียงต่อคณะกรรมการ อ.ส.ค. เป็นประจำ� เพื่อสามารถติดตามสถานการณอ์ ยา่ งทนั ต่อเหตุการณ์ ทง้ั นี้ เพือ่ ให้ อ.ส.ค. ดำ� เนินงานไดบ้ รรลุวสิ ยั ทศั น์ของ องค์กร คือ “นมแหง่ ชาติภายในปี 2564” และสรา้ งวัฒนธรรมองค์กร คอื • รแู้ ละรบั ผดิ ชอบ • ส่งมอบสิง่ ทม่ี ีคณุ ค่า • พัฒนาอย่างตอ่ เนอ่ื ง • เน้นเรอื่ งธรรมาภิบาล อ.ส.ค. บริหารความเส่ียง โดยเช่ือมโยงกับการจัดท�ำแผนยุทธศาสตร์ และได้วิเคราะห์ปัจจัยภายใน/ภายนอก ทุกด้านท่ีอาจส่งผลกระทบต่อการด�ำเนินงานของ อ.ส.ค. ตามสถานการณ์ท่ีเปล่ียนแปลงไป ก�ำหนดระดับความเส่ียง ทย่ี อมรับได้ (Risk Appetite) เพือ่ เปน็ กรอบในการก�ำหนดยทุ ธศาสตรข์ ององคก์ าร ทัง้ น้ี อ.ส.ค. ไดด้ ำ� เนนิ การบรหิ าร ความเส่ียงครอบคลุมความเส่ียงท่สี �ำคญั ท้ัง 4 ดา้ น ดงั นี้ 1. ความเสี่ยงด้านกลยทุ ธ์ (Strategic Risk) เพอ่ื ให้บรรลวุ ตั ถปุ ระสงค์ และเปา้ หมายของการเปน็ “นมแห่งชาตภิ ายในปี 2564” 2. ความเสี่ยงด้านการด�ำเนินงาน (Operational Risk) มกี ารทบทวน ปรบั ปรงุ และพฒั นากระบวนการทำ� งานหลกั โดยการนำ� ระบบสารสนเทศมาสนบั สนนุ กระบวนการ ท�ำงานให้มีความคล่องตัว รวดเรว็ และมีประสิทธิภาพย่งิ ขึ้น 3. ความเสี่ยงด้านการเงิน (Financial Risk) เพื่อรักษาความมั่นคงทางการเงิน โดยให้ความส�ำคัญกับการเพิ่มยอดขาย เพื่อปรับปรุงสถานะทางการเงิน ในปจั จบุ นั ตลอดจนการปอ้ งกันผลกระทบที่คาดว่าจะเกดิ ข้ึนในอนาคต

106 รายงานประจำ� ปี 2559 ANNUAL REPORT 2016 4. ความเสี่ยงด้านกฎระเบียบ (Compliance Risk) การเตรียมความพร้อมรองรับปัจจัยเสี่ยงต่างๆ ที่อาจเกิดขึ้น โดยมีแผนงาน/มาตรการป้องกันผลกระทบ ทีอ่ าจเกดิ ขึน้ จากการไม่ปฏบิ ัติตามกฎระเบยี บ โดย อ.ส.ค. มีการฝกึ อบรมให้ความรู้เก่ียวกบั ความรับผิดทางละเมดิ ของ เจา้ หนา้ ท่ี พ.ศ. 2539 และระเบียบ ข้อบงั คบั อื่นๆ ที่เกี่ยวข้องกบั การปฏบิ ัติงาน การบรหิ ารความตอ่ เนอื่ งทางธุรกิจ (Business Continuity Management : BCM) อ.ส.ค. ได้ทบทวนนโยบายการบริหารความต่อเนื่องทางธุรกิจ ทบทวนเกณฑ์การวิเคราะห์ผลกระทบทางธุรกิจ (Business Impact Analysis: BIA) รวมทง้ั ทบทวนผลการประเมนิ ความเสย่ี ง ผลการวเิ คราะหผ์ ลกระทบทางธรุ กจิ (BIA) และทบทวนช่วงเวลานานที่สุดท่ียอมรับได้ หาก อ.ส.ค. จ�ำเป็นต้องหยุดการให้บริการ โดยมีการวิเคราะห์และก�ำหนด ลำ� ดบั ของงานที่สำ� คัญ นอกจากน้ี อ.ส.ค. ได้จัดท�ำและทบทวนแผนบริหารความตอ่ เนื่องทางธรุ กิจ (Business Continuity Plan: BCP) ของธรุ กรรมงานท่สี ำ� คัญ รวมทง้ั ดำ� เนินการทดสอบแผนบรหิ ารความตอ่ เนอื่ งทางธุรกิจทสี่ �ำคัญเปน็ ประจ�ำทกุ ปี และได้ มกี ารจดั ทำ� แผนบรหิ ารความต่อเนื่องทางธุรกิจ (Business Continuity Plan: BCP) ของ อ.ส.ค. ประจ�ำปี 2559 (ฉบับ สมบรู ณ์) ผา่ นความเห็นชอบจากคณะกรรมการ อ.ส.ค. ในการประชุมคร้ังท่ี 11/2559 เมอ่ื วันที่ 30 สิงหาคม 2559 การควบคมุ ภายใน อ.ส.ค. ไดจ้ ดั ใหม้ รี ะบบการควบคมุ ตามระเบยี บคณะกรรมการตรวจเงนิ แผน่ ดนิ (คตง.) วา่ ดว้ ย การกำ� หนดมาตรฐาน การควบคมุ ภายใน พ.ศ. 2544 ถอื ปฏบิ ตั เิ ปน็ มาตรฐานเดยี วกนั ทวั่ ทงั้ องคก์ าร โดยมวี ตั ถปุ ระสงคเ์ พอ่ื ใหม้ น่ั ใจไดว้ า่ ระบบ การควบคุมภายในมีความเพียงพอ เหมาะสม สามารถบรรลวุ ตั ถุประสงค์ท้ัง 3 ดา้ น คอื - การด�ำเนินงานมปี ระสทิ ธภิ าพและประสทิ ธผิ ล - ความเช่ือถือได้ของรายงานทางการเงนิ - การปฏบิ ัตติ าม กฎ ระเบียบ และข้อบังคบั มกี ารจดั ทำ� รายงานการควบคมุ ภายใน อ.ส.ค. ประจำ� ปี โดยประมวลผลจากการรายงานทกุ ฝา่ ย/สำ� นกั งาน เสนอให้ คณะกรรมการตรวจสอบ สอบทานความเพียงพอเหมาะสม และเสนอตอ่ คณะกรรมการ อ.ส.ค. กอ่ นน�ำสง่ คตง. ภายใน เดือนธันวาคม เป็นประจำ� ทกุ ปี ในปีงบประมาณ 2559 อ.ส.ค. ได้ประเมนิ ผลระบบการควบคมุ ภายในตามระเบียบ คตง. เพอ่ื สรา้ งความม่ันใจวา่ การดำ� เนนิ งานจะบรรลวุ ตั ถปุ ระสงคอ์ ยา่ งมปี ระสทิ ธภิ าพและประสทิ ธผิ ลตลอดจนการใชท้ รพั ยากร การดแู ลรกั ษาทรพั ยส์ นิ การป้องกันการผิดพลาด ความเสียหาย หรือการทุจริต ความเชื่อถือได้ของรายงานทางการเงินและมิใช่การเงิน และ การปฏบิ ตั ติ ามกฎหมาย ระเบยี บ ขอ้ บงั คบั โดยมผี ลการประเมนิ องคป์ ระกอบการควบคมุ ภายใน ทงั้ 5 ดา้ น สรปุ ได้ ดงั น้ี 1. ด้านสภาพแวดล้อมการควบคุม อ.ส.ค. จดั ใหม้ กี ระบวนการควบคมุ ภายใน มคี ณะกรรมการตรวจสอบ สอบทานความเพยี งพอ และประสทิ ธภิ าพ ของการควบคมุ และตดิ ตามการทบทวนรายงานการเงนิ /มใิ ชก่ ารเงนิ อยา่ งสมำ�่ เสมอเปน็ ประจำ� ทกุ เดอื น การมอบอำ� นาจ หน้าท่ี และความรับผิดชอบเปน็ ลายลกั ษณ์ ยึดหลกั การก�ำกบั ดแู ลทีด่ ีตามหลกั ธรรมาภบิ าลเพือ่ ให้การด�ำเนนิ งานบรรลุ วตั ถปุ ระสงคไ์ ด้อยา่ งมีประสิทธิภาพ โปร่งใส เปน็ ธรรม ตรวจสอบได้

D.P.O. implements risk management systematically in accordance with COSO-ERM principles, and continues on improvement aligning with given guidelines by the State Enterprise Policy Office (SEPO), Ministry of Finance. The implementation has been set as a practices standard throughout D.P.O., and empowering employees to be aware of risk management importance, and ensured that D.P.O. is able to achieve strategic objectives set forth in the enterprise plan. D.P.O. performs risk management by appointing relevant committees at all levels. In other words, the D.P.O. Board of Committee appoints the Risk Management Subcommittee, to fulfill organizational risk management policy adopted by the D.P.O. Board Committee, including risk assessment, systematic preventive and controlled risk approach, to minimize the likelihood of damage on acceptable level. To leverage performance, D.P.O. focus on building risk management culture in the organization. The Subcommittee hereby takes up and endorses a risk management plan prior to propose to the D.P.O. Board for approval. Moreover, risk assessment will be monitored and reported to the D.P.O. Board of Committee on a quarterly basis, whereas the Audit Committee has designated to oversee an adequacy and effectiveness of risk management policy in D.P.O. D.P.O. prepares for annual risk management plan, and gets along with monitoring, evaluating and reviewing of adequacy of risk management plan / quarterly risk management measures. Taking into account, that the resource is allocated appropriately within the Risk Appetite framework. The accomplishment of the risk management typically reports to the Board of Committee to recog- nize the situation timely. D.P.O., therefore, can accomplish organization vision, being the “National Milk by 2021”, and all together build corporate culture : • Learning and being Accountable • Delivering Value • Improving Continuously • Being Determined to Good Govermance While risk management is undertaken in connection with strategic planning, D.P.O. has analyzed all internal / external factors, according to the changing circumstances, that may impact on the operations. Acceptable risk (Risk Appetite) is appropriately defined as strategic framework of organization. However, D.P.O. has conducted the risk management covering 4 major areas as follows: 1. Strategic Risk To achieve the objectives and goal of being “National Milk by 2021”. 2. Operational Risk To review, improve and develop core processes, by implementing the information technology system to streamline workflows for more flexible, rapid, and efficient.

Financial Risk To maintain financial stability by underlining on increasing sales to improve the current financial situation, and preventing negative impacts expected to occur in the future. 4. Compliance Risk To prepare itself for the potential risk factors, as well as plans / measures to prevent con- sequences of non-compliance with regulations. Subsequently, training on the Tortious Liability of Officials Act B.E. 2539 (1996), and other regulations related with operations. Business Continuity Management (BCM) D.P.O. has reviewed business continuity management policies, and criteria of the Business Impact Analysis (BIA), including risk assessment results, together with outcome of the Business Impact Analysis (BIA). D.P.O. has considered also the longest acceptable interval, if D.P.O. needs to discontinue its services by way of analyzing and determining the sequence of important tasks. In addition, D.P.O. has developed and reviewed the Business Continuity Plan (BCP) for major business transactions, along with regularly assess the performance of the significant business continuity management. The D.P.O.’s 2016 Business Continuity Plan (BCP) (full version) has been approved in the D.P.O. Board of Committee meeting held on August 30, 2016. Internal Controls D.P.O. has set up a control system in accordance with the rules and regulations of the Office of the Audit General of Thailand (OAG), rested on the Audit Commission Regulations on Establishment of Internal Control Standard B.E.2544, that adhere to a standard of practice throughout the organization. The purpose of which is to ensure that, internal control system is sufficiently suited to achieve the following three objectives : - Efficient and effective performance - Reliable financial reports - Compliance with rules and regulations Internal control report has been prepared annually, by evaluating reports results from every department/office, and proposing the Audit Committee to review the suitability and adequacy. The final report will be submitted to the D.P.O. Board of Committee. and then propose to the Office of the Auditor General of Thailand (OAG), within each December of the year. In the fiscal year 2016, D.P.O. evaluates internal control system as defined therein OAG’s regulations, to ensure the accomplishment of its objectives, with efficiency and effectiveness. The internal control system still includes the use of resources, upkeep of assets, prevention of errors, damages or corruption, reliability of both financial reports, and non-financial reports, perfor- mance in compliance with laws, rules and regulations. However, the assessment results of the five internal control elements are summarized as follows:

Environment Controls D.P.O. establishes an internal control process, which will be reviewed and kept track by the Audit Committee for the financial / non-monetary reports every month for the adequacy and efficiency of the controlled process. Assignments of power and duties will be done in writing adhered to the principles of good corporate governance to achieve the ultimate objectives of efficiency, transparency, fairness, and accountability. 2. Risk Assessment Risk management operates according to COSO-ERM standards executing throughout the organization. There is a sub-committee on risk management to carry out the risk management pol- icies set out by the D.P.O.’s Board of Committee. The assessment will be taken on account of the systematic risk assessment, as well as preventive and controlled approach in order to minimize the likelihood of lost to an acceptable level. In any respect, the culture of risk management throughout the organization is a spotlight. The risk management plan, however, must be approved before sub- mitting to the D.P.O.’s Board for the endorsement. Monitoring results of risk management must be reported to the D.P.O.’s Board of Committee on a quarterly basis. 3. Controlling Aspects. To establish all policies and procedures, equip with an up-to-date important manual, clearly define responsibilities in writing the duties / approval authority / property maintenance. The System Audit and Evaluation Department reviews Financial / non-Financial statement and presents monthly report to the Audit Committee and the D.P.O. Board of Committee. 4. Information and Communication The organization employs an information system for the use of both financial / non-financial management. A complete database management system, easy to access is fully utilized. There is also an information system providing for executives on decision-making supports. The Information and Communication Technology Subcommittee is evidently responsible for implementing the information technology and communication management policy stipulated by the D.P.O.’s Board of Committee to ensure a concrete proof of the information technology development. Emphasizing on the integration of information technology, the policies are formulated in relevantto the D.P.O.’s master plan and the Information and Communication Technology strategies. It is considering also other factors that affect policies related to the Master Plan and the Information Technology and Communications Strategy, along with supervising, monitoring, and applying for effec- tively use of the information technology of the organization.

112 รายงานประจ�ำปี 2559 ANNUAL REPORT 2016 5. Monitoring and Evaluation Constantly monitored and continuously evaluated the performance of all major activities. Follow up is done on individual timetable basis. A Control Self-Assessment (CSA) is fully integrated with risk management, which is monitored on quarterly basis. The Independent Assessment (IA), however, are carried over by the System Audit and Evaluation Department and the Office of the Auditor General of Thailand. The evaluated results of the internal control system found that, D.P.O. systematically implements all of the five elements, in accordance with the OAG’s regulations, thorough the organization. The system has been operating efficiently, adequately, and appropriately,that brings to an achievement of the objectives of internal control.

122 รายงานประจำ� ปี 2559 ANNUAL REPORT 2016 กิจกรรมด้านส่งเสรมิ กิจการโคนม Dairy Farming Promotion Activities เทศกาลโคนมแห่งชาตปิ ระจำ� ปี 2559 2016 Dairy Thailand Festival สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จเป็นองค์ประธานในพิธีเปิดงาน เทศกาลโคนมแห่งชาติ ประจ�ำปี 2559 เพ่ือเทิดพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว พระผู้พระราชทานอาชีพการเลี้ยงโคนม อ.ส.ค. เม่ือวันท่ี 27 มกราคม 2559 ซ่ึง องค์การส่งเสริมกิจการโคนม (อ.ส.ค.) เป็นผู้จัดงาน โดยมี รัฐมนตรีว่าการ กระทรวงเกษตรและสหกรณ์ ปลดั กระทรวงเกษตรฯ คณะกรรมการและผูบ้ ริหาร อ.ส.ค. เข้ารว่ มพิธเี ปดิ ทง้ั น้ี อ.ส.ค. ได้จัดการประชุมวิชาการ Dairy Asia Launch Meeting ตั้งแต่วันที่ 27 มกราคม–2 กุมภาพันธ์ 2559 โดยมี ผู้เข้าร่วมประชุมวิชาการจาก 18 ประเทศ จ�ำนวน 104 คน ประกอบด้วย รัฐมนตรี อธิบดี รองอธิบดี ประธาน ชุมนุมสหกรณ์ ตัวแทนจากสมาพันธ์ สมาคม ภาคเอกชนและองค์กรระหว่างประเทศ เช่น องค์การอาหารและ เกษตรแห่งสหประชาชาติ (FAO) เจ้าหน้าที่ อ.ส.ค. กรมปศุสัตว์ มหาวิทยาลัย และผู้แทนสหกรณ์โคนมต่างๆ เพื่อเพม่ิ ประสิทธภิ าพและประสิทธผิ ลของภาคปศุสัตว์

Dairy Farming Promotion Organization of Thailand (D.P.O.) hosted Dairy Thailand Festival 2016 in honor of His Majesty the King, who graciously bestowed a dairy farming career. On January 27, 2016, Her Royal Highness Princess Maha Chakri Sirindhorn presided over opening ceremony of the festival, where HRH was welcomed by Minister of Agriculture and Cooperatives, General Chatchai Sarikulya Permanent Secretary of Agri-cultural Ministry, D.P.O. Board of Committee, and all D.P.O.’s executives attended this opening ceremony. Moreover, D.P.O. also hosted academic conference to increase efficiency and effectiveness of livestock industry, under topic “Dairy Asia Launch Meeting”, with 104 attendees from 18 countries, attended with foreign guests at Ministerial levels, General Director, Deputy General Directors, President of Agricultural Cooperatives, Confederation, Private Association, from International Organizations, namely Food & Agriculture Organization of the United Nations (FAO), also attendees from D.P.O., Department of Livestock Development, Universities, and Dairy Cooperatives. สแกน เพือ่ รบั ชมวดิ โี อ
