12.Labour and Employment Introduction According to Martin Luther King Jr. “All labour that uplifts humanity has dignity and importance should be undertaken with painstaking excellence.” Labour includes both physical and mental work undertaken for some monetary reward. In this way, workers working in factories, services of doctors, advocates, ministers, officers, teachers, etc., are all included in labour. Employment can be expressed in number of people working or in total working hours. A mixed measure is the number of hours divided by standard working hours to give a full-time equivalence to jobs. Wages are defined to include all remuneration in monetary terms and payable more or less regularly in each pay period to workers as compensation for work done during the accounting year. The Government has enacted much legislation aimed at social and economic security of the labour to minimize the industrial disputes and to ensure industrial peace. The information such as occurrence of industrial disputes, man-days lost, industrial accidents and compensation paid are collected and published periodically to facilitate the government and policy makers to evolve corrective mechanism when disputes arise. 179

13.Prices Introduction Price is the quantity of payment or compensation given by one party to another in return for goods or services, usually in units of some form of currency. Prices affect all sections of society, and therefore price statistics are regarded as the most important economic data reflecting changes in the economy of a State or Country. Hence, it becomes necessary to collect different types of Prices viz., Retail, Wholesale & Farm Gate prices and construction of Consumer Price Indices. Retail Prices The retail price is the price that the customers pay for the final product that is sold. It’s the price at which the ultimate consumer pays for relatively small transactions, retail prices are also used to construct the Index numbers. These are collected on daily, weekly and monthly basis, from selected centers to know the price trends of different commodities at various centers and also to have faster and effective market interventions to regulate the prices whenever required. Consumer Price Index Numbers for Industrial Workers (CPI-IW) The Consumer Price Indices measure the relative changes over time in the level of retail prices of a fixed set of goods and services consumed by an average working-class family in a given area with reference to a base year (Base:2001=100). Consumer Price Index for Rural, Urban and Combined (CPI-RUC) These indices are being compiled by the CSO duly selecting required number of centers across the nation to represent true picture of the index by States/UTs and All-India. However, these centers selected are fairly adequate for compiling state level index, but they are not sufficient to compute indices at district level. The DES has been compiling indices to meet the requirement by collecting information from (195) centre. Farm Harvest Prices Farm Harvest Prices of a commodity is defined as the average wholesale price, at which the commodity is disposed of by the producer to the trader at the village site during the specified marketing period after the commencement of harvest. Key Highlights ❖ The Monthly Average Daily Retail Prices of Six Essential Commodities are collecting from Wanaparthy center and average prices during the year Rice (Super fine) is Rs.44.29, Red gram Dal (Grade-1) is Rs.105.23, Groundnut 186
Oil (Non-refined) is Rs.146.03, Tamarind (Grade-A) is 189.12, Red Chilies (Grade-1) is 161.96 and Onions (Grade-1) is 48.52. ❖ The Monthly Average Daily Retail Prices of 21 Essential Commodities are Wheat, Jowar, Ragulu, Bajra, Bengal gram Dal, Green gram Dal, Black gram Dal, Palm Oil, Sunflower Oil, Vanaspathi, Salt (Crystals and Iodized) Turmeric Power, Potatoes, Brinjals, Lady’s Finger, Tomatoes, Banana, Sugar and Gur (Grade I&II) these prices are collecting from Wanaparthy center. ❖ Daily Average Wages of Agricultural Labourers are Skilled Labour (Carpenter, Blacksmith, Cobbler), Field Labours, Herdsmen and Other Agriculture Labours. ❖ The Weighted Average of Farm Harvest prices of Major Agricultural Commodities are Rice is Rs.1,834.28, Jowar is Rs.2,633.07, Maize is Rs.1,533.78, Green gram is Rs.5,792.56, Black gram is Rs.6,421.92, Red gram is Rs.5,783.81, Bengal gram is Rs.4,720.03, Turmeric is Rs.6,415.16, Onion is Rs.2,055.82 and Groundnut is Rs.5,779.89. ❖ Average Consumer Price Index numbers for Rural, Urban & Combined (with Base: 2017=100) of Wanaparthy District for the year 2020-21 are 112.6, 113.4&112.7 respectively. 14.Public Finance and District Economy Introduction Public finance is concerned with how a government raises money, how that money is spent and the effects of these activities on the economy. It is a duty of governments at all levels, state and local, to provide the public with desired services and find ways to secure the financial resources to pay for these services. 16.Social Security Introduction Social Security protection is recognized in the international labours Organization convections and United Nations instruments as a basic human right. According to the United Nations Department of Economic and social Affairs. Social protection is a set of measures that help reduce the gaps inequity, eradicate poverty and remove social exclusion. Mahathma Gandhi National Rural Employment Guarantee Scheme (MGNREGS): The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was notified in September, 2005 with an aim to provides minimum of 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work at the notified wage rate. The main objective of this scheme is Strengthening the livelihood resource base of the poor,proactively ensuring social inclusion and Strengthening Panchayat Raj Institutions. Self Help Groups (SHGs): Main objective of this programme is to facilitate bank linkage for SHG members by promoting diversified livelihoods to augment the income of the poor women. Social Security WELFARE SCHEMES: To provide financial assistance for creation of income generating assets, Economic Support Scheme, Skill Development Trainings etc.,to the poor Scheduled Caste, Scheduled Tribe, Backward Classes and Economically backward class Minority Communities households for their social and economic development through the Scheduled Castes Co-Operative Development Corporation Ltd, Scheduled Tribe Co-Op. Finance Corporation Ltd, Backward Classes Co-Op. Finance Corporation Ltd and Minorities Finance Corporation Ltd. Key Highlights ❖ Total 325 Fair Price Shops are functioning in the district.1,44,092 Food Security cards,114 Annapurna card holders, 9,889 AnthyodayaAnna Yojana card holders are availing benefit under Public Distribution System in the district. 217
❖ Allotment of 32827.73 Quintals of Rice and 98.89 Quintals of Sugar distributed under the PDS in the month of march,2021 ❖ Total LPG connections in the district93,776 and Consumption of LPG 113 Tonnes. ❖ MGNREG Scheme under 1,33,626 Job Cards Issued and 1,13,861 Employment Provided for the year 2020-21. The average wage earning of under MGNREGA was RS.173.93 in the district. ❖ There are 7634 Self-Help Groups in the District with 89,205 Members and 6,065 SHGs have been provided with Bank credit of an amount of Rs.17661.23Lakhs. ❖ In this District Scheduled Castes Corporation implemented various schemes covering 2717 Beneficiaries, the sanctioned amount being Rs.5795.57 Lakhs in 2020-21. ❖ In this District Scheduled Tribes Corporation implemented various schemes covering 370 Beneficiaries the sanctioned amount being Rs.59445000 in 2020-21. ❖ In this District Minorities Finance Corporation implemented various schemes covering 19Beneficiaries the sanctioned amount being Rs. 950000 in 2020-21. 218
