17.Flagship Schemes Introduction In order to eradicate economic disparities and enhancing social conditions of the poor and backward sections of the society, Government of Telangana launched various flagship programs in the state to meet the requirements of all sections of the society. The aim of flagship schemes on the other hand is to enhance human quality of resources in general. Since the formation of the state, the Government of Telangana has been committed to driving the growth in all sectors, increasing income and improving the quality of life of poor with number of flagship programmes. RYTHU BANDU: The Government of Telangana initiated a new scheme- “Agriculture Investment Support Scheme – Rythu Bandhu” implementing since 2018-19 for the farmers’ welfare with an object to relieve the farmers from debt burden and not allowing them to fall in the debt trap again. Providing investment support to crops by way of a grant @ Rs. 5,000/- per acre per farmer each season for purchase of inputs like (1) Seeds (2) Fertilizers (3) Pesticides (4) towards Labour and other Investments in the field operations of farmers’ choice for the crop season. RYTHU BIMA: • The Government of Telangana introduced Group life insurance scheme for all the farmers whose age between 18 to 59 years in the State of Telangana from the year 2018-19 with an aim to provide Insurance cover to the family on the untimely death of the farmer • Ensures financial security and relief to the bereaved members of the farmer’s family. • Insured Amount of Rs 5.00 Lakh is paid to designated nominee of the farmer KALYANA LAXMI & SHAADI MUBARAK: In Wanaparthy District, total 3499 beneficiaries covered under Kalyana Laxmi scheme and sanctioned amount is Rs. 3705.83 lakhs for the year 2020-21. And total 232

175 beneficiaries covered under Shaadi Mubarak scheme and the sanctioned amount is Rs.173.47 Lakhs for the year 2020-21. AASARA PENSIONS: The Aasara pension scheme is meant to protect the most vulnerable sections of society in particular the old and infirm, disabled persons, Widows, people with HIV- AIDS, Filaria effected persons (Grade-II & III), incapacitated weavers and toddy tappers, poor Beedi workers & single Women who have lost their means of livelihood with growing age, in order to support their day-to-day minimum needs required to lead a life of dignity and social security. SHEEP REARING DISTRIBUTION PROGRAMME: The Government of Telangana has introduced the scheme to develop the economic standards of the shepherd communities to make it sustainable livelihood for them by supporting the traditional Flagship Programs KCR KIT: The Government of Telangana launched a program KCR Kit to improve the institutional Deliveries and to provide compensation of wage loss of Rs.12,000/- (For male child) and Rs.13,000/- (For Female child) to pregnant women who are receiving health services from public health institutions in the state at important stages in pre and post-natal periods under the scheme 12.98 lakh deliveries took place in Govt. institutions which increased the percentage of deliveries in public facilities from 30.5% to 56% in Telangana. 233

Key Highlights ➢ In this District Rythu Bandhu Vanakalam 2020-21 season, farmers were enrolled as beneficiaries is 1,48,426 and Amount Disbursed 17909.6 Lakhs and Yasangi 2020-21 season farmers were enrolled as beneficiaries is 1,52,044 and Amount Disbursed 18207.94 Lakhs. ➢ Rythu Bima scheme 2020-21, in this District 94,510 farmer were enrolled, 717 claims were settled & an amount of Rs.3,585 Lakhs were released to family members of bereaved farmers. ➢ Implementation of KCR KIT in this District 10,263 No. of Beneficiaries Registered and 3,686 No. of KCR Kits Distributed to Pregnant women during 2020-21. ➢ 59,664 Beneficiaries received pension/financial assistance under the Aasara scheme in 2020-21. ➢ Implementation of Fish Seed Stocking Programme, 2021, 1076 No. of Fish Rearing Tanks/Reservoirs and 15,263 Water Spread Area in Hectors. ➢ Under Mission Kakatiya scheme, 947 No. of Tanks taken up minor tanks out of which 833 Tanks Completed in 4 phases. ➢ 2BHK Houses Sanctioned and Allotted Under Weaker Section Housing Programme, 3,765 Houses Sanctioned to this District and 987 Houses Completed. 234

18.Women and Child Welfare Introduction The main motive of the department is to create, facilitate, develop, ensure and enable a caring, healthy, protective and safe environment for all the women and children in the state to achieve the full potential and to be productive citizens. Telangana is one of the few States in the country, where a separate department is set up for the purpose of overall development of women and children whereas in many states it is operational under the umbrella of respective Social Welfare Departments. The key activities of the Department: • To provide the services like Nutrition, Immunization, Health counselling and Referral services, pre-school education etc. to the women (pregnant/ lactating women) and children (0-6 years), adolescent girls through Anganwadi Centers. • To facilitate reintegration into families through processes of adoption, foster care and sponsorship to the orphans, semi-orphans, destitute children. • Implementation of Acts and Programmes for safety and security of women and children, such as DV Act, JJ Act, POCSO Act, Nirbhaya Act, Child Marriages Prohibition Act etc. State Sector Schemes: Arogya Laxmi: Pregnant and Lactating women provided with hot cooked meal for 25 days and egg & milk for 30 days and 7 months to 3 years children provided with Balamrutham&16 eggs and one hot cooked meal & snack food for 25 days and eggs for 30 days for 3years to 6 years children. Domestic Violence Act Cells: Protection against domestic violence. Offers various reliefs like Protection Orders, Residence Order, Maintenance Order and Custody of Children. Women Welfare Centers: Institutions for women like State Homes, Service Homes, Rescue Home, Old Age Home and Collegiate Home. Women & Child Welfare Services to the Children in need of Care and Protection: Children Homes provide shelter, education and rehabilitation to the children in need of care and protection. SCW- State Commission for Women: Commission has full power to enquire into unfair practices against women and to investigate into issues concerning women as a judicial court. 253

SCPCR- State Commission for Protection of Child Rights: The Commission for providing speedy trial of offences against children or of violation of child rights. Central Sector Schemes: Integrated Child Development Services (ICDS) Scheme: Integrated Child Development Services (ICDS) Scheme is one of the flagship programmes of Centrally Assisted State Plan Schemes of Government of India is renamed as Anganwadi Services Project with effect from 01.12.2017 and provides health, nutrition and education services to Women and Children. PoshanAbhiyaan- National Nutrition Mission: The main objective is to improve the nutritional outcomes in Pregnant and Lactating Women Children 0-6 years Adolescent girls and achievement of key Nutrition indicators in convergence with Line Depts. and real time monitoring. Key Highlights • There are 3 ICDS Projects functioning in the district during 2020-21. • There are 589 Anganwadi Centers in the District out of which 545 and 44 are Main and Mini Anganwadi Centers respectively. • 572 Anganwadi Teachers and 521Ayas (Helpers) are working in Wanaparthy District. • 5,593 Women and 28,229 Children are enrolled in Anganwadi centers. • 2972 Pregnant Women enrolled and 2621 lactating women in Anganwadi centers. 254

19.Judicial & Police Introduction Judicial: The term \"Judiciary\" is also collectively used to refer the personnel such as Judges, Magistrates and other adjudicators who form the core of a judiciary as well as the staff who ensure the system runs smoothly. The judiciary (also known as the judicial system) is the system of courts that interprets and applies the law in the name of the state. The judiciary also provides a mechanism for the resolution of disputes. Police: Crime Statistics is an important and essential input for assessing quality of life and the human rights situation in the society. Crime Statistics broadly reflects the status of operations of Criminal Justice System in a Country. Crime Statistics includes data on offences, breaches of the law off Enders, those who commit offences, those who are offended against, etc. Crime Statistics in the state are generated based on crime records maintained by different law enforcing authorities like Police, Judiciary at different level of administrative/legal jurisdiction. The Police Department has taken various process and technology initiatives to maintain Law & Order well and District police are committed to play a proactive role in ensuring peace for all in the District. Police have been acting proactively to prevent any untoward incidents in the district by having coordination with stakeholders. Community policing is being done on a day-to-day basis to ensure safety of people and peace. To improve the public safety and security, the CCTV Surveillance system is a unique concept & Hundreds of CCTV cameras have been installed in Wanaparthy District, resulting in arrest of several wrong doers 259

20. Local Bodies Introduction Local Bodies are the institutions of Local Self Government and play a pivotal role in local governance and development. The Local bodies in the state are broadly classified into two categories, viz., Rural Local Bodies and Urban Local Bodies. A three-tier structure of the Administration for rural development is known as Panchayath Raj/ Rural Local Bodies. The aim of the Panchayat Raj is to develop local self-Governments in Districts, Mandals and Villages. Zilla Praja Parishad is at District level, Mandal Praja Parishad is at Mandal level and Gram Panchayath is at village level structures. The structures constituted for local Planning, development and administration in urban areas are referred as urban Local Bodies, these are Municipal Corporations and Municipalities. PattanaPragathi The PattanaPragathi scheme aims to promote cleanliness and greenery in urban areas and ensure good sanitation facilities for citizens living in urban areas. PallePragathi To achieve the Aims of New Telangana Panchayat Raj Act 2018, the Government of Telangana launched the prestigious programme “PallePragathi’. Some of the key achievements under PallePragathi are: • Out of 255 GPs in the District, 255 dumping yards and (253) Vaikunta dhamams were constructed. • All 255 Gram Panchayats has access to a Tractor, Trolley and a Tanker to collect and transport waste to the dumping yard and to water the plantations. • To ensure the greenery of Gram Panchayats, 321 Palle Prakruthi Vanams were established. • 287 Nurseries are raising plants in the district. • Out of 255 GPs in the districts 174 GPs are having own building. 267
