English Self Assessment Paper - 2 READING I. Read the passage given below. I. The difference between democracy and dictatorship is that in a democracy, people get to choose their leaders while in a dictatorship, a single individual or political entity rules the country. Democracy allows the free development of human personality whereas the other form of government hinders the development of human personality. Both are opposite political philosophies in terms of perception and approach and come with some merits and demerits. II. The basic characteristics of democracy are equality, liberty and fraternity. It gives freedom of thought, speech and expression. It promises active participation and involvement of the governed in the governance. The chief principle of democracy is that power is implemented with respect to human rights. It makes people interested in the country and its democratic process. In democratic government, individuals’ freedom and rights are given importance. Democracy gives right to eligible people to choose their leader but most people make irrational judgements. The majority of population in developing nations such as India is illiterate and the judgement made is not completely independent. III. In dictatorship, the governed has no right to voice his/her opinion. While in dictatorship, the absolute power is concentrated in the hands of the dictator. A strong and well-run dictatorship can be very effective. It can prove to be better than democracy. But there is a fear that the dictator may become authoritarian and ruthless. As the power lies in the hands of a single individual, it is solely on the dictator as to how he uses the power. He can use it for the advancement of the nation or for purposes like exploiting people, terrorism and so on. IV. There is no guarantee that justice would be served in any form of government. The success of any form of government is based on the selection of rulers or political leaders selected by the people. Personally, I value the dignity of the individual, equality and justice. I believe democracy is any day better than the other alternatives. Based on your understanding of the passage answer any eight out of the ten questions by choosing the correct option. B. democracy gives everyone freedom and rights. C. democracy can also be run by a dictator. D. a dictator may become authoritarian and ruthless. Q. 3 Choose the option that best conveys the message in – ‘There is no guarantee that justice would be served in any form of government.’ A. With novel Coronavirus spreading rapidly all over the country, there are only three states right now, Meghalaya, Sikkim and Andaman and Nicobar Islands, that have less than 1,000 people infected with the disease. II. Lakshadweep, of course, still hasn’t reported even a single case till now, the only region in India entirely free of the epidemic. III. Otherwise, even the relatively smaller states now have significantly large spread of the disease. Goa, for example, has seen more than 7,000 of its people infected by the virus till now. Tripura has over 5,500 cases, while Manipur has more than 3,000, and Nagaland a little less than 2,500. Puducherry has more than 4,000 cases, while even Daman and Diu has over 1,300 people infected. IV. And in each of these states, the numbers are rising at a fast pace, at a rate higher than the national level. The infections had initially reached these states in the first and second week of May, when the lockdown was relaxed for the first time to enable people stuck in different parts of the country to return to their native places. V. After a period of very slow growth, the number of cases have begun to rise rapidly in the last one month. In Goa, for example, the total number of infected people has nearly doubled in the last 15 days. Same has happened in Puducherry, as well.

English 61 VI. Tuesday was one of those rare occasions when the number of active cases in the country, those who are yet to recover from the disease, went down compared to the previous day. That is because the number of recoveries, combined with the number of deaths, exceeded the new cases that were detected on Tuesday. VII. With over 52,500 new cases detected in the country, the total number of infections crossed 19 lakh, out of which 12.82 lakh people have recovered from the disease. The number of dead is now close to 40,000. VIII. The number of recoveries on Tuesday was the highest-ever for a single day. More than 51,700 people were declared to have been recovered. Three days earlier, the number of recoveries had crossed 50,000 for the first time, but the next two days the number had fallen to much lower levels. (Source: The Indian Express) Based on your understanding of the passage answer any six out of the eight questions by choosing the correct option. Q. 11 The reason why the data recorded on Tuesday was quoted rare as ......................... . Choose the correct option. A. the number of recoveries, combined with the number of deaths, were lower than the new cases. B. the number of casualties, exceeded the new cases.
